HONORARY DEGREE RECIPIENT Doctor of Humane Letters

Brenda Louise Hale

Ms. Brenda Hale is an eight-term president of the Roanoke Branch of the NAACP and a well-respected community leader of the Roanoke Valley. An Army veteran, registered nurse and financial planning advisor, she also has been a tireless volunteer for decades. She works with individuals and groups of diverse cultural, religious, social, economic and political identities. As President of the Roanoke NAACP, she has a long record of leadership advocating for the equal rights of all citizens and the elimination of racial prejudice.

Ms. Hale earned her L.P.N. degree at Fitzsimons Army Hospital in Denver, Colorado, and her A.D.N. from Virginia Western Community College in Roanoke. She also attended Chaminade University in Honolulu, Hawaii, and Roanoke College, where she studied psychology.

Ms. Hale served in the Army at the 33rd Army Field Hospital in Würzburg, Germany, and at the Tripler Army Medical Center in Honolulu. She earned the rank of Sergeant First Class and served as President of the Non-Commissioned Officers Association; she retired from the Army in 1978. Beginning in 1977, she served for five years as a counselor for the NCOA in Honolulu, advising military retirees and veterans about financial planning. Ms. Hale was a nurse at the Salem Veterans Affairs Medical Center from 1982 to 1994. Military honors include the Army Commendation Medal, the National Service Defense Medal, Expert Marksmanship qualifications and a Commendation Award from the Salem VAMC. Since 1994, she has been a financial representative with Primerica Financial Service, holding a division leader position.

In addition to heading the NAACP chapter, Ms. Hale has directed her considerable energy into serving many other worthy organizations. She is the Senior Vice Commander of the Veterans of Foreign Wars Post 1444 in Roanoke and Secretary of the Total Action for Progress Board of Directors. She also serves on the boards of the Jefferson College of Health Sciences, the Rescue Mission of Roanoke and Local Colors, an organization promoting diversity and multicultural understanding. Ms. Hale previously served on the Virginia State Board of Nursing and, in 2008, became the first African American elected as its secretary.

She is a Gold Life Member of the NAACP, and she also holds life memberships in the NCOA, Disabled American Veterans, Veterans of Foreign Wars, American Legion, Women in Military Service for America and Southern Christian Leadership Conference. The Roanoke Chapter of the SCLC awarded Ms. Hale the Dr. Martin Luther King, Jr. Drum Major for Justice Award in 2006, and she has won numerous other awards for her community involvement and activism.

Ms. Hale is the second-oldest of nine children, and her parents are the late Daniel and Ruth Hale. She was raised from the age of six by her late guardians, great-uncle Jerry Milton Watson and great-aunt Clara Watson.

Kenneth P. Ruscio, Ph.D.

Kenneth P. Ruscio is President of the Virginia Foundation for Independent Colleges, having served in that capacity since April 2017. He is President Emeritus and Professor Emeritus of Washington and Lee University, an institution that he led for more than a decade until stepping down in December 2016.

Dr. Ruscio earned his B.A. in politics from Washington and Lee in 1976 and attended graduate school at Syracuse University's Maxwell School of Citizenship and Public Affairs. There, he earned a master’s in public administration in 1978 and a Ph.D. in public affairs and public administration in 1983. He continued his studies with two years of postdoctoral research at the University of California, Los Angeles.

A distinguished scholar of democratic theory and public policy, Dr. Ruscio taught at the University of Kansas and the Worcester Polytechnic Institute before joining the faculty of Washington and Lee in 1987. He spent the next 25 years at his alma mater, serving as Professor of Politics; Associate Dean of the Williams School of Commerce, Economics, and Politics; and Dean of Freshmen. In 2002, he became Dean of the Jepson School of Leadership Studies at the University of Richmond, where he served until he assumed the presidency of Washington and Lee in 2006.

Dr. Ruscio has written and lectured extensively on leadership and leaders, and he embodied traits of effective leadership throughout his tenure as president of Washington and Lee, where he was principled, respectful, collegial, sincere, and humble. Through his personal example, Dr. Ruscio set the highest standards of ethical behavior and often reminded the university community of the critical importance of civil public discourse, in which the volume of an argument should never be the measure of the argument’s quality.

While President Ruscio was at the helm, Washington and Lee University launched an ambitious and successful campaign that brought in over $542 million and ranked as the second-largest campaign ever by a liberal arts college. New academic initiatives were implemented, including the Roger Mudd Center for Ethics, and several capital improvements were realized, including the Ruscio Center for Global Learning.

In 2008, Dr. Ruscio was inducted to Washington and Lee’s Phi Beta Kappa chapter as an alumni member. He also received the Jepson School's 2006 James MacGregor Burns Award for contributions to leadership studies and the 2016 VMI Superintendent’s Meritorious Achievement Award, given for extraordinary service and dedication to the institute over many years by an individual who is not a VMI employee.

Dr. Ruscio previously chaired the board of the Association of American Colleges and Universities and served on the board of the Council of Independent Colleges. He is a former national president of Omicron Delta Kappa, the premier national leadership society with over 300 campus chapters. He is the author of numerous articles, book reviews, essays and a book, The Leadership Dilemma in Modern Democracy.

In his current role, Dr. Ruscio leads the Virginia Foundation for Independent Colleges in supporting the Commonwealth’s leading independent colleges and universities.

Dr. Ruscio is devoted to his family. He is married to Kimberley O'Donnell Ruscio and they have one son, Matthew.

convey the breadth and intricate structure of the academic world.

Colors of diverse institutions and academic fields stand in high relief against the basic black of the caps and gowns. By its color(s), the lining of the hood represents the college or university that is conferring the degree.

Note the royal blue and gold of Roanoke College.

Gowns themselves are different shapes for bachelor's, master's and doctorate degrees. The typical American cap is flat with a tassel draped over its front edge. Some colleges and universities

in the United States and abroad use caps that are softly peaked or round and stiff.

In addition to traditional regalia, you will see some students at Roanoke’s Commencement ceremony wearing honor cords and graduation stoles.

Honor cords consist of colorful twisted cords with tassels on the ends. The cords signify academic achievement or membership in a recognized academic honor group or society.

For graduates earning Latin honors, you will see specific solid-color honor cords: gold for summa cum laude, silver for magna cum laude, and white for cum laude.

Graduation stoles are decorative vestments worn by members of a college organization. The stoles recognize membership or participation.

The cord and stole color and design are specific to a recognized academic honor or group.

Hoods also differ in shape for each of the traditional degrees. The edge of the hood and the chevrons and piping of the gown mark the field of study, according to the following scheme:

The Roanoke College MaceThe Roanoke mace was presented to the College in 1996 by the four daughters of Hartselle DeBurney Kinsey ’21. The mace is dedicated to Mr. Kinsey, who was devoted to Roanoke College as a student, teacher, advocate and trustee.

Maces date back to the Middle Ages, when they were used as weapons. Today, they are primarily symbols of academic authority used at formal convocations and commencement ceremonies.

Roanoke College’s mace was designed by Susannah Wagner, a British-trained goldsmith and jeweler in Ashland, Virginia. Also involved in its making were a jeweler, engraver, stonecutter, glass- blower and wood crafter. The mace features a sterling silver headpiece, which is adorned with garnets and engraved symbols representing subjects cherished by Mr. Kinsey, an American walnut baluster (or wooden stem) and a medallion engraved with a replica of the College seal on one side and the symbol of the Evangelical Lutheran Church in America on the reverse. A maroon hand-blown glass globe honoring the College colors rests inside the sterling silver cage of the headpiece. The cage features architectural elements from Miller Hall and rests on a base that includes a fleur-de-lis pattern found in wrought ironwork around campus.

The Roanoke College SealThe seal of the College was redesigned by Guy A. Ritter, Jr.,

Associate Professor of Philosophy and Religion Emeritus. It was approved by the Board of Trustees in April of 1964. It features a shield in national blue emblazoned with a mandarin yellow cross, representing Roanoke College’s relationship with the Lutheran Church. The cross symbolizes the Christian values inherent in our culture, and above it is

the lamp of knowledge. The white dogwood flower on the shield symbolizes the Commonwealth of Virginia. The motto,

“PALMAM QUI MERUIT FERAT,” means “Let him who earns the palm wear it.” The palm is symbolic of the palm leaf that was given

in honor of excellence in ancient Greece.
