My best wishes to all who made possible
the IIEE-SQC 5th Annual Convention and
Foundation Day Celebration.
Having been an OFW, I am truly proud
to see my colleagues emerging as one of
the best professionals, widely in demand, in almost all of Middle
East countries. This is a clear indication that, we as Filipino pro-
fessionals can be at par with the world’s best.
You as electrical engineers, master electricians and practitioners
has exhibited the necessary education, skills and attitude to join in
the echelon of globally accredited professionals.
Your contribution to the electrical engineering industry will help
our country achieve a better rank in terms of professional excel-
lence.
It is therefore incumbent upon you continue this duties and respon-
sibilities of being the best under the moral fibers of Filipino values,
honor and integrity.
Strive hard to excel but never to forget honor and integrity as your
supreme guidance towards helping our country and the Filipino
nation.

My warmest congratulations to the officers and mem-
bers of the Institute of Integrated Electrical Engineers of
the Philippines – State of Qatar Chapter on your 5th IIEE
-SQC Annual Convention and Foundation Day this
coming Friday, 19th of November 2010.
This year’s theme – “IIEE: Leading in Green Energy Solution to Climate
Change”
which is timely and yet late. It is timely because there is a strong demand and sup-
port for green energy, energy that is both clean and renewable. It is late though,
because we are already slowly feeling the effects of a global warming or climate
change, which means we have already caused too much damage to our world.
But it is not too late for us to effect changes in order to repair and help our world to
heal. All sectors of society is doing their share to reduce their carbon footprint but it
may not be enough. They turn to us as electrical practitioners to help in the devel-
opment and design of green energy projects to save our world and our civilization.
Again, congratulations to your Fifth IIEE-SQC Annual Convention and Mabuhay!!!

During the previous IIEE-SQC Technical Seminars held last April 30, 2010 at Phil-ippine School Doha (PSD), the number of the attendees is overwhelming; we have 236 Participants which marked on our record as the highest number of Participants since the IIEE-SQC was founded 5 years ago on October 2005 and it appeared that almost half of the Participants are first time in joining the IIEE-SQC activities. We gathered the impressive number of Participants due to the untiring efforts of our Officers and our colleagues who are always giving their time, supports, cooperation
and generosity to spread the information and to satisfy the objective of our Organization. As of to date our database recorded the following; we have 3 senior members, 200 life members, 81 regular
members, 21 associate members, 59 auxiliary members and 307 non-members and still growing.
We encourage all the Filipino Electrical Practitioners in the State of Qatar to join the activities of IIEE-SQC to
gain their knowledge in the field of electrical engineering and to be a member of our organization.
I would like to extend my gratitude to this year's REE / RME / PEE aspirants, I wish you all the best. May you all bag the success you are aiming for. Being the Overall Chairman for this year's Midyear Convention is truly a big chal-lenge for me. Everybody for sure wants to record another successful convention. To the Committee as well as to the Board of Directors, thank you for the untiring support. Despite everyone's hectic schedule, still everybody finds time to perform and participate in every activity. Along with high intention, sincere effort, intelligent direction and skillful execution, I
have a strong conviction, our goal of becoming a recognized and a prestigious organization won't be far be-hind.
SPLBEQ Review Class Being assigned by the IIEE-SQC Board of Directors as the coordinator for Spe-cial Professional Licensure Board Examination-Qatar (SPLBEQ) review class, I focused mainly on the IIEE-SQC’s facilitation of review class for our members who grabbed the opportunity of obtaining their PRC licenses while working here in Qatar. As a starter for the SPLBEQ Review, orientation was conducted last 26th of February 2010 at the PISQ (Philippine International School-Qatar and was at-tended by 101 aspirants (59 PEE aspirants, 16 REE aspirants, and 26 RME aspirants). REE and RME review class started last March 5, 2010 and is continu-
ously progressing as per schedule issued during the SPLBEQ orientation. For PEE review class, series of coaching sessions were conducted under the leadership of our PEE coordi-nator Engr. Benjardi N. Wong and the PEE aspirant’s technical report proposed outlines had been submitted for approval by the Board of Electrical Engineering. Thanks to all review instructors for their untiring efforts in supporting the review classes.

SUCCESSFUL BOARD PASSERS Congratulations to the successful board passers of the
first ever Special Professional Licensure Board Exami-
nation here in Qatar.
The Professional Regulation Commission (PRC) officially
released the result of the 2009 Special Professional
Licensure Board Examination (SPLBE) given by the
Board of Electrical Engineering in Al-Khobar and Jed-
dah, Kingdom of Saudi Arabia, last November, 2009 and
in Abu Dhabi, United Arab Emirates and Doha, Qatar on
December, 2009.
The Philippine Board of Electrical Engineering who
administered examination for Registered Electrical
Engineer (R.E.E.) and Registered Master Electrician
(R.M.E.) Licensure Examination here in Qatar was
composed of the chairman: Engr. Fortunato C. Leynes ;
and members: Engr. Jaime V. Mendoza and Engr.
Francis V. Mapile; while the oral interview for Profes-
sional Electrical Engineer (PEE) Licensure Examination
was conducted by the BEE members: Engr. Jaime V.
Mendoza and Engr. Francis V. Mapile. All the examina-
tions were conducted on December 2 and 3, 2010 at the
Philippine International School-Qatar (PISQ).
The result of the Registered Electrical Engineers and Registered Master Electricians licensure was released on December 10, 2009, and the result for Professional Electrical Engineer licensure was released on January 13, 2010.

Significant Changes to the 2009 Philippine Electrical Code Part I

In the preparation of the 2009 Philippine Electrical Code Part I,
the National Electrical Code 2005 Edition of the United States of Amer-
ica was used as the main reference. The National Electrical Code, which
is the most widely recognized and accepted electrical standard in the
world, is revised every three years to reflect the newest electrical instal-
lation practices utilized by the electrical industry.
The main purposes of Significant Changes to the 2009 PEC is
to familiarize licensed electrical practitioners such as registered master
electricians, electrical engineers and professional electrical engineers
with the most important changes in the 2009 PEC. Everyone in the elec-
trical industry, from the professional electrical designing engineer to the
installing electrician, plays a vital role in ensuring that the electrical in-
stallations conform to the latest edition of the Philippine Electrical Code
and are performed in a manner that provides the most highest level of
safety for the client and the public. This topic is designed to assist those
who have responsibility in understanding the actual changes in the Phil-
ippine Electrical Code, and more significantly, the reason behind the
changes.

Effective lighting design means putting light where it is wanted and needed,
and eliminating light where it’s not wanted or needed. Understanding how light
is distributed by a luminaire is key to the process of effective and efficient
lighting of a space.
Front Of House (Or Architectural) Lighting Design, is much like architecture
itself, qualifies as being neither an art nor a science, rather a mixture of both.
While creative spirit is demanded of a designer, a qualified professional archi-
tectural lighting designer will generally have a good understanding of the prop-
erties of light from a scientific standpoint and of the functioning of a light fix-
ture.
Lighting of an interior should fulfill the following functions:
Ensure the safety of people in the interior.
Facilitate the performance of visual task.
Aid the creation of an appropriate visual environment.
