Vickie Burlew, Lebenbom & Rothman, P.C. By the end of 2012, CMS will release the revision to F-520 Quality Assurance regulati on that is required under the Aff ordable Care Act. This Qual-ity Assurance Process Improvement (QAPI) is currently in a pilot project stage, ending over the summer in 2012. Parti cipants will learn the basic design of QAPI and review the tools released from the pilot. Discussion on what is known of QAPI from the home health and hospice perspecti ve will be included. Lastly, the FOCUS-PDSA model for Quality Improvement as a potenti al tool for faciliti es to use will also be included.

S2- Into the Other Lane: Driving and DementiaDebra Mittelbach, Arden Courts of Bingham Farms

It is not uncommon for residents moving into the care conti uum (NH, AL and IL) to limit/restrict driving privileges for individuals living with demen-ti a related illness involves more than just safety. while sti ll acti vely driving regularly. Listen as individuals and families share their struggles, fears, strategies and outcomes while coping with the “bad news about driving”. Gain more insight to eff ecti vely assist families with this life changing decision while preserving self-esteem and independence. Professional feedback from physicians and law enforcement will guide families towards fi nding balance as well as exploring transportati on alternati ves.

S5- Essential Elements of IDR & IIDR Charlene Kawchak-Belitsky, MPRO The new regulati ons for Independent Informal Dispute Resoluti on (IIDR) went into eff ect January 1, 2012. Does your organizati on understand the diff erence between Informal Dispute Resoluti on (IDR) and the new process? When your staff completes an IDR or IIDR, are they putti ng the docu-ments together in a complete organized manner? MPRO has over 13 years experience providing IDR services and now has contracts with several states across the country to provide IIDR services, including Michigan. Come learn how this can aff ect your organizati on and what opportunity you may have to submit an IDR or IIDR for citati ons you may receive.

S6- Talking to Residents About Medicaid in a Time of Change Douglas Chalgian, Chalgian & Tripp Law Offi ces, PLLC Families entering long-term care have many questi ons and fears about Medicaid eligibility. This workshop will give business offi ce personnel, admissions coordinators, and social workers the tools to educate families on Medicaid and how to navigate the DHS system. There will also be a large focus on the latest rule changes, estate recovery, and problem recogniti on.

S7- Arrangements with Vendors: Knowledge is Key Angie Szumlinski, HealthCap Risk Management & Andrea DeLand, The Kitch FirmGovernmental agencies have placed increased scruti ny on long-term care providers who receive Medicare and Medicaid funding. The expecta-ti ons as they relate to vendor relati ons, anti -kickback and writt en agreements can be found in agency statements. Systemati c processes and consistent practi ce should be initi ated and audited to maintain ongoing compliance with governmental expectati ons. This program is designed to assist faciliti es in identi fying potenti ally problemati c areas within current practi ce(s), identi fying best practi ces for auditi ng and monitoring for compliance, as well as to educate members on the current focus of the Offi ce of Inspector General as it relates to vendor relati onships.

S8- Quality Awards Vickie Burlew, Lebenbom & Rothman, P.C. & Laurie Shepard, Ingham Regional Assisted LivingThis session introduces the AHCA/NCAL Awards - their purpose, goals, and relati onship to the Nati onal Quality Initi ati ves. We will provide an over-view of the three diff erent levels of awards and how each builds on the previous. We will discuss the applicati on process and typical ti meline. At the conclusion, parti cipants will discover how to use the award criteria as a framework for their own Quality Improvement Process.

S9- Does Your Leadership Style Show You Really Care? Mary Tellis-Nayak, My InnverViewChange has aff ected every aspect of our work: changing customer needs and desires, employee expectati ons, the availability of money to meet these needs, and the looming shortage of caregivers to care for the Boomers. The new world of eldercare calls for new leadership and requires diff erent management skills. We now have the research that demonstrates not only the importance of leadership but also that it is necessary for excellence in long-term care. This session will look at leadership styles and help the parti cipant identi fy their own style of leadership/manage-ment. We will explore the diff erent characteristi cs needed to be successful in long-term care in various setti ngs where we could be working.

S10- Back to the Basics of Medicare Brenda Sowash, Plante & MoranMedicare - it provides the lion’s share of facility reimbursement. Yet many facility team members are operati ng with only parti al informati on about Medicare program requirements. Don’t get called on a “technical” and get kicked out of the game. S12- Legalities of Social Media Terry Bonnette, Nemeth Burwell, P.C.As technology conti nues to blur the line between personal and professional, employers are caught between liability for their employee’s conduct when their policies are too lax and liability for their own conduct when policies are too strict. In May 2012, the Nati onal Labor Relati ons Board issued its third advice memorandum in as many years summarizing recent cases in which employers were held liable for overly restricti ve social networking policies as well as recommendati ons for draft ing an enforceable policy. So, how far is too far, and how far is not far enough?

K1- Michigan: An Environmental Scan Lt. Governor Brian CalleyHCAM/MCAL is pleased to welcome Lt. Governor Brian Calley as a guest speaker. Mr. Calley is a long-ti me ally of our organizati on and profession. We are grateful for his conti nued support of the care and services imparted by our provider community. In this presentati on, the Lt. Governor will provide conventi on parti cipants with a scan of current urgent and emergent policy issues of importance to Michigan and its citi zens. He will focus his comments on issues that have had or will have the greatest impact on the long-term care provider community.

M1- AHCA Federal Policy Update Lyn Bentley, American Health Care Association The laws and regulati ons of the Federal Government and the Centers for Medicare and Medicaid Services directly infl uence nursing centers each and every day. It is important to be aware of the changes that have occurred and what may be coming in the future. If you operate or work in a nursing center, hear about what has happened and what may be impacti ng you in the near future.

M2- NCAL Federal Policy Update David Kyllo, National Center for Assisted LivingThis session will provide an overview about congressional and administrati on acti viti es that aff ect assisted living, including recent congressional oversight, whether CMS will include assisted living in the Medicaid program and several initi ati ves being undertaken by Federal Departments and agencies. An overview of new nati onal metrics about the assisted living industry will be given, including an overview of key industry trends and state policy developments. Emerging quality issues will also be discussed, including Accountable Care Organizati ons, NCAL’s Advocati ng Care Excellence program and the development of new performance measures and quality goals for assisted living.

M3/6- QIS: Coming to a Facility Near You. Parts 1 & 2 Angie Szumlinski & Erica Holman, HealthCap Risk ManagementThe QIS process has been implemented in several “bands” around the country. Although there have been some “bumps in the road”, CMS is focused and planning to move forward unti l all 50 states have successfully implemented the process. The State of Michigan is several years away from the targeted implementati on date and this program was developed to assist you in being prepared. Survey processes will be discussed/com-pared and task pathways will be introduced along with best practi ces for incorporati ng these tools into the quality assurance process.

M4- Caregiver Satisfaction: Essential Elements of Person Centered Care Mary Tellis-Nayak, My InnerViewThe voices of thousands of nursing home and assisted living caregivers have been heard. The research that will be presented reveals and quanti -fi es factors that drive varying degrees of sati sfacti on. By understanding caregiver moti vati ons, administrators, DON’s and policymakers will be in a bett er positi on to manage the important issues surrounding att racti ng, hiring and keeping the highly skilled nurses and nursing assistants that are the profession’s primary caregivers. The fi ndings off er clear indicators as to the state of caregiver sati sfacti on and provide insight into what moti vates them. Discussions will focus on the relati onship between sati sfi ed caregivers and resident quality of life. Suggesti ons will be made as to what leaders, managers and supervisors can do to improve the sati sfacti on level of their caregivers.

M7- Audit Landscape: MICs, RACs & ZPICs Andrew Wachler, Wachler & AssociatesDuring this presentati on parti cipants will learn the most recent developments of Medicare and Medicaid audits and the emerging issues that aff ect long-term care providers. The presentati on will explain Medicare and Medicaid RACs, ZPICs, MACs and MICs to help providers understand the diff erences between the contractors. Finally, the presentati on will identi fy compliance measures long-term care providers should implement to prepare for an audit and eff ecti ve appeal strategies to uti lize during the audit appeals process.

M8- Leadership: The Tao of Humor Tim Gard, Tim Gard InternationalAlthough almost everyone will agree how very positi ve humor can be at work, misused humor can have an equally damaging aff ect. Harnessed positi vely, good humor can be a strategic skill and act as a positi ve factor in communicati on, morale and stress reducti on. T1- Advancing Excellence Audrey Stob & Yvette McKenzie, MRPOThe Advancing Excellence in America’s Nursing Homes Campaign has evolved into a key driver for nursing home quality improvement. This presentati on will showcase how the Michigan Local Area Network of Excellence (MI LANE) will drive improvement in quality of life and care in Michigan nursing homes through a Learning and Acti on Network (LAN). The LAN will convene providers, practi ti oners, and residents to build and share knowledge, spread best practi ces and achieve rapid, wide-scale improvements.

T2- IJ Removal: Quick & Relatively Painless Vickie Burlew, Lebenbom & Rothman, P.C.When a situati on arises that creates “a serious and immediate threat”, the crisis mode kicks in and panic can paralyze the most competent staff . This session will focus on how to help new residents adjust to life in the assisted living setti ng and how to help residents during the move-out pro-cess. Included in this presentati on will be key stati sti cs about assisted living residents and how to best address residents’ fears.

T7- MIOSHA Regulations UpdateGreg Grubb, Michigan Occupational Safety & Health Administration

Parti cipants will not want to miss this informati ve and ti mely update. The federal Occupational Safety and Health Administration (OSHA) National Emphasis Program (NEP) for nursing home and residential care facilities will be addressed, as well as what MIOSHA is doing regarding the NEP. Transiti oning from paper medical records to electronic medical records (EMR) in a skilled nursing or assisted living facility can be a daunti ng task. In this session, parti cipants will explore the “why’s” of transiti oning to an EMR. This session will review what factors are involved when consider-ing or preparing for the transiti on from paper to electronic medical records systems, and identi fy some of the pitf alls to avoid when implementi ng an EMR system. This best practi ce and lessons-learned session will provide parti cipants helpful insight on how to plan for implementati on and operati onalizing of electronic medical records in both the skilled nursing and assisted living setti ngs.

T9- A Changed World: Managed Care ForumAndy Edeburn, Senior Care Strategies

The State of Michigan conti nues to aggressively move forward with planning for managed care for individuals dually eligible for Medicare and Medicaid. The next two years of planning and eventual implementati on of the initi ati ve recently proposed by the State Medicaid Agency will have signifi cant impact on skilled nursing centers, assisted living faciliti es and the residents/consumers served. This plenary session will off er parti cipants expert advice on what providers need to know and consider in planning for this new operati onal environment, including an interac-ti ve session designed to engage debate on criti cal issues (performance, payment strategies, electronic health records, person-centered care and demographic projecti ons) which will lead to sustained operati onal success.
