Method of disposal of sludge generated from toilet having no outlet There are several areas where no. of houses dispose their sludge from toilets to open or closed channel/ nala/ nalies. Survey are being made for identifying such houses and converting into Sewered or Pit latrines.

• Integrated Plan of Centralized and Decentralized Waste Treatment System :- Centralized Processing Plants for SWM situated at Baswar (Naini) constructed under JnNURM Project. LAYOUT MAP FLOW CHART

Decentralized Waste Water Treatment Plant are constructed 7 different location in the City.

• Measures for collection and treatment of sewage from on-site sanitation system (e.g. septic tank):- There are 7 locations of STPs in different locations out of which 6 STPs are running & 01 STPs is proposed to provide the decentralized system of sanitation.

• Convergence with other program and funding sources (Govt., other Funding, PPP):- Viability Gap Funding from SBM : Additional facilities and resources required to make the SWM in more effective and environment friendly. 13th & 14th Finance Commission : To meet out the day-to-day requirement such as, Purchasing of necessary equipments & maintenance of infrastructure. ULBs Funds : Utilized for day-to-day Sanitation Work including Cleaning, Sweeping & Wages of manpower required for such purposes.

PPP Mode : (I) Operation & Maintenance of existing ULB assets. (II) Waste to Energy Plant. (III) C&D waste to Eco Brick Plant.

Waste to RDF : Revenue potential 0.45 Cr. Per Month

Plastic pellets : Revenue potential 0.05 Cr. Per Month Note : Total Revenue potential is higher than total expenditure involve but, there are uncertainty to collect

Approx. 50-60% of total Revenue potential are collected from the different category of User’s due to non willingness to Pay.

License from Pollution Control Board are issue.

License from Agriculture Department for selling of compost is still

awaited.

• Plan for Recycle and reuse of treated waste water- There are no plan for recycle of Treated Waste Water, reuse of

Treated Waste Water for irrigation purpose of agriculture land.

• Status and components covered under ongoing projects; MCA proceed to execute SWM & maintenance of Waste Water

Treatment under PPP mode

• Individual projects which is being financed by various stakeholders :- SWM Project finance by JnNURM, SBM, ULBs and PPP Mode. Waste water treatment project finance by JnNURM and NGRBA

• Best Practices and Innovative solutions to make city ODF:- 1010 IHHL application are approved & construction work in progress under SBM (1st Installment released)

Construction of 54 Units of CTs & 90 Units of PTs. Mass awareness campaign & prevent the open defecation through Road Play (Nukkad Natak & Magic Show), Pamphlets, Hoardings, Banners, Broadcast of awareness Message on Radio’s Channel and by Loud Speaker), Advertisement in Media, Wall Cleanliness Activity etc.,.

Financial Planning

• Methodology adopted to involve stakeholders at every level:- Regular meeting with different stakeholders. Workshop organized with stakeholders. Timely organized Zonal Citizens Committee Meeting in every zones. Timely organized Ward level Citizens Committee Meeting .

Citizen Engagement

• Methodology adopted for prioritizing the alternatives:- To avoid the Open Defecation : Purchased 9 Mobile Toilets & Provides for this purpose in different area’s of Malin Basti & other important places. Scientifically Treatment of Waste : ULBs initiate Waste to Energy Plants.

• Conditionality's in terms of availability of land, environmental obligation and clearances, required NOC, financial commitment, approval and permission needed to implement the project :- In case of construction of CTs & PTs, there is no need of NOC from Pollution Control Board & other agencies. The main issues are the availability of Land & citizen support for identified places. In case of SWM, NOC for water & air pollution is taken for Pollution Control Board For manufacturing of By-Product of Waste, NOC from PCB issued & license from agriculture department is still awaited.

Prioritization, Conditionality's and Resilience

• Resilience factor to be built in to ensure environmentally sustainable sewerage scheme :- Allahabad City : Sewerage Network is divided into 7 Sewerage Districts. In each District the entire Sewerage Networks with Pumping Station & Sewerage Treatment Plants are used to provide the Environmentally Sustainable Program.
