The Year affords the movement the opportunity to work outside its traditional spheres. Learn more on page 4 and 5 outlines the strategy adopted by the ICA Board in September 2010 (see page 3). As the campaign is defined in more detail, the ICA is making information available to its members—a webpage to share information including a provisional calendar of events, and a new information bulletin— Countdown to 2012— for members and partners.

Expo 2012  ICA Expo 2010 update

The ICA’s second globaltrade fair will be held in

Bangalore, India from 8-10December. The Expo teamwere at the ICA Asia-PacificRegional Assembly toencourage ICA members inAsia to register as exhibitorsand buyers.

ICA Expo 2010 provides co-operatives with a uniqueopportunity to developbusiness in the emergingAsian market. More than

15,000 visitors are expected.The strongest level of 

participation is alreadycoming from the Asian

continent. Former ICADirector-General , Ia inMacdonald, will consult tothe organisers of ICA Expo.

Macdonald has stronglysupported the concept of aregular global co-operativetrade fair: "I am delightedthat we have already soldover 80% of the space inBangalore, but I amdetermined that we will

reach 100%. Showcasing co-operative enterprise in this

way is not just good for co-operative to co-operative

trade, but also greatlyincreases the visibility andsuccess of the co-operativemodel of business to theoutside world,” he said.

In 2012, ICA Expo will beheld in Manchester, UK.Macdonald said that holdingthe trade fair in thebirthplace of co-operationduring the UN's InternationalYear of Co-operatives is astrong recipe for success.

I am delighted to be writing

my first Digest report to

you as Director-General,having succeeded Iain

Macdonald on 1 September.

It is a privilege to be given

the opportunity to build on

the work of Iain and the

Board at this especially

promising time for co-

operatives. The world is

facing serious challenges to

which we have a solution.

We have a story to tell.

This is a particularly exciting

time to be joining the

International Co-operative

Alliance, as we prepare for

the Un i t ed Na t i on s

International Year of Co-

operatives in 2012. The

official launch of the Year is

  just 13 months away, in

November 2011.

At its meeting in Beijing

earlier this month, the ICABoard took the important

decision of determining our

priority for the Year. The

Board has determined to

focus our efforts on

achieving one significant

outcome—to raise public

awareness of co-operatives.

To achieve this, we envision

a campaign with a very

simple message. The precise

message has not yet beenselected, and we will be

c o m m u n i c a t i n g w i t h

representative members in

the coming weeks to finalise

it.

The goal of the message will

be to arouse curiosity: To

into your planning for

m a r k e t i n g a n d

communications, beginning inNovember 2011 and running

throughout 2012! We will

share the content of the

message with you as soon as

it has been fully crafted and

tested.

2012 will be the beginning,

not the culmination, of a

positioning of the co-

operative “brand” in the

public perception. We want

the public to associate co-

operatives with a values-

based approach to business.

The specific values that are

emphasised will shift over

time and across co-operative

sectors, from food security

to sound environmental

practices and fair banking.

Our goal at this stage is not

to get into that detail, but to

stay at the higher, more

generic, values-based level.The specific values, and our

principles, will be supporting

messages for speci f ic

audiences.

Co-operatives have real

solutions to offer a world

facing serious economic

challenges. The United

Nations Year provides us

with the platform to share

that message. I look forwardto working with you as we

position co-operatives as the

important solution they

represent, and as we enter

what promises to be a

period of great growth for

co-operatives.

too complex for a broad

public awareness campaign

of this sort. The campaignwill let people know,

however, how to find out

more about co-operatives,

the world today.

The approach to this

campaign will be to engage

ICA members around the

world in distributing this

one, simple message. We

a r e a s k i n g y o u t o

incorporate the message intoy o u r e x i s t i n g

communications channels:

on your product packaging,

on po i n t - o f - pu r cha se

displays, on posters, and in

your commun icat ions

materials. This approach

l e v e r a g e s m a r k e t i n g

expenses our members are

already incurring.

The opportunity before us is

to use the United Nations

recognition to break throughall of the other messages

that compete for the public’s

attention. We are mostlikely to achieve that

breakthrough if we all use

the one, single, simple

message. Please begin now

2012 preparations aroundthe world are moving

quickly. ICA is in contact

with the United Nationssecretariat regularly toexchange information andideas on how to make 2012the beginning of a new erafor co-operatives — an eraof growth based on betterunderstanding and supportfor what the movementrefers to as “the better formof business”.

Fourteen countries have

committed to the Inter-national Year of Co-operatives with governmentsestablishing official UN IYCNat ional Committees .These bring togethergovernment officials and co-operative stake-holdersi nc lud ing med i a andeducational institutions towork out a plan of how toincrease the knowledge andimpact of co-operatives at

the national level. ICA’starget is to have an officialUN national committeeestablished in each of the 92countries where ICA hasmembers.

The UN technical agencieshave also established focalpoints showing their interestin promoting co-operativesin the areas in which theywork including agricultureand rural development,e m p l o y m e n t , h u m a nsettlements, food security,and access to financialservices to name but a few.They will be setting out theirprogramme in the comingmonths.

An ICA delegation met withone of the UN agencies inAugust. ICA President,

Dame Pauline Green,Director-General, CharlesGould and Deputy-DG,

Assembly in Beijing inSeptember. In Beijing, DamePauline told the Assembly

that 2012 wi l l havedevelopment objectives notonly celebratory ones. ICAAfrica will include a specialsession at its RegionalAssembly in Maseru, Lesothoin October, and ICAAmericas will provideinformation at their RegionalConference and Assembly in

Buenos Aires in November.

What is coming up next?

• The s logan of theInternational Year of Co-operatives should bereleased in the next few

weeks.

• The official logo of the Yearshould be launched by year-

end.

• Dotcoop will announcehow it will support IYC byhelping raise the visibility of 

co-operatives through theuse of the .coop domain byUN National Committeesand co-operatives. Anaming convention will beproposed so that all UNNational Committees can

be easily located.

• The official launch of theInternational Year of Co-operatives is planned forNovember 2011 at UnitedNations Headquarters inNew York (USA). There isa proposal to have a specialsession of the UN GeneralAssembly that will focus onco-operatives and an event

will be organised.

• ICA will hold a co-operative movement launchof the Year during itsGeneral Assembly, 14-18November 2011 in Cancun

(Mexico).

ment of Co-operatives(COPAC) which it chairs.

To assist in developing ICA‘sstrategic objectives andaction plan for 2012, ICA hasestablished a WorkingGroup for the IYC made upof co-operative leaders. TheGroup is consulted regularlyto ensure that ICA isc o n t r i b u t i n g i d e a s ,information, and guidance

not only to ICA's planning,but also to the overall UNplanning.

To ensure that themovement can access up todate information on theplanning, ICA has created anew page on its website— www.ica.coop/activities/iyc/ .The page provides links andinformation on the Year anda calendar of events to whichmembers and others areinvited to contribute. It isalso now issuing an e-newsbulletin, Countdown to 2012.

The opportun i ty fordiscussion amongst themembership has also beenprovided at the regionallevel. Ideas and awarenessraising occurred at theCoopera t i v e s Eu rope

2011 Global focus on youth 

The United NationsInternational Year of 

Youth (IYY), launched on 12August 2010, i s anopportunity for the co-operative movement todemonstrate how its uniquebu s i ne s s mode l c anempower young people.

The International Year willfocus on the theme“dialogue and mutual under-standing”. Young co-operators have been usingdialogue and exchange for along time to promote theadvantages of the co-operative model, based onthe principles of mutualunderstanding.

To attract young membersand employees to their

Within the ICA there is anincreased focus on youth.ICA regional assemblies areplaying host to youth eventssuch as the women’s andyouth conference held in

In Finland, the co-operativemovement has partneredwith education and researchinstitutes to commenceplanning for a nationalsteering committee. Amongthe issues discussed was howto promote the growth of co-operatives nationally aswell improve resourcesavailable for co-operativedevelopment around theworld. They like others, willbe approaching theirgovernment to encouragethe formation of an officialUN National Committee.

ICA has received additionalreports that co-operativeshave started their planning inthe Netherlands, Sweden,Tanzania, amongst others.

The Canadian co-operativemovement held its firstplanning committee meetingon 5 August where itdiscussed an action plan.One of the items agreed wasthe launch of a jointCanadian Co-operativeAssociation (CCA) andConseil Canadien de laCoopération et de laM u t u a l i t é ( C C C M ) ,International Year website in  January 2011. Discussionw i t h t h e C a n a d i a nGovernment to establish anof f i c i a l UN Nat ionalCommittee continues.

The Australian co-operativemovement also formed itssteering committee in May.Its fourth meeting inOctober will plan for ameeting with FederalGovernment in November2010. The Chair of theAustralian Committee is

The 88th ICA Inter-national Co-operative

Day and the 16th United

Nations International Day of Co-operatives, held this yearon 3 July, with the theme,‘Co -opera t i ve en terpr i se

empowers women’, highlightedhow the co-operative modelis able to respond towomen’s practical andstrateg ic needs . Co-operatives provide womenwith the means to raise theirliving standards by accessingdecent work opportunities,

savings and credit facilities,health, housing and socialservices, and education andtraining. They furtherprovide opportunities forwomen to participate in andinfluence economic activities.Women gain self-relianceand self-esteem through thisparticipation. Co-operativescan also contribute to theimprovement o f theeconomic, social and culturalcircumstances of women inother ways including throughthe promotion of equalityand changing institutionalbiases.

Co-operatives all over theworld took the opportunityprovided by the annual Co-operative Day to organisecelebratory events andactivities in honour of their

women members, leadersand employees. The Day wasalso an opportunity todiscuss how co-operativesm ight improve the i rstrategies for gender equity

participated in an event inNamibia; CooperativesEurope co-organised andparticipated in a conferenceon women’s employment inItaly; while Rajiv Mehta,Deputy Regional Director of ICA Asia-Pacific attendedcelebrations in Indonesia.

As a demonstration of thehigh esteem in which co-operatives are held in

countries around the world,heads of state were inattendance at many of theevents held to celebrate theInternational Day.

The President of Ethiopiapaid tribute to co-operativesand co-operative members,and awarded gold medallionsto honour high achievement.The President of Indonesiaa t t e n d e d n a t i o n a lcelebrations on 15 July whichbrought together thousandsof co-operators, while inKenya, President MwaiKibaki commended co-operatives for providing,“one of the most dynamicavenues for addressingpoverty and unemployment”.

Events also made women co-operators visible and were a

reminder that women makeup a significant proportion of the members and employeesin co-operatives.

At events in Namibia, co-operators heard that morethan 80 percent of its co-operative members arewomen. At a newsconference about the Day,Nigerian Commissioner forAgr icu l ture and Co-

operatives, Chief Enock Ajiboso, said that over15,000 co-operatives in the

Co-operatives remain anattractive option for womendue to the underlying valuesand principles, which support

gender equality. In a jointcelebration in Bogota,Colombia of ICA members,

12% of co-operative leaders

were women, but they madeup 41% of employees.

The ICA Gender EqualityCommittee, which promotesgender equa l i t y andintegration in the co-operative movement, hastried to track progress ingender equality by collectinggender disaggregated data onmembers and employees aswell as women in leadershipp o s i t i o n s . H o w e v e r ,information continues to besketchy with still too feworganisations able to providethe requested data so as tobe able to reach significantconclusions.

International Day of Co-operat i ves th i s yearreminded us of the potentialand challenges for women in

Women’s and Youth Forum fosters solidarity 

The 6th ICA RegionalWomen’s Forum held

on 2 September in

conjunction with the 5thICA Youth Conference hadthe theme, “Co-operatives:

The Sector for Empowerment of Women and Youth”.

Platforms like the ICAR e g i o n a l W o m e n ’ sCommittee for Asia-Pacific(RWC) were important foradvancing the position of women in co-operatives saidH i t o m i n T a n a k a ,Chairperson of the RWC.

Dr Chandra Pal Singh Yadav,Chairperson of the NationalCo-operative Union of India(NCUI) said women are thebackbone of society. In Asiaalmost 55% of foodproduction is undertaken bywomen and the majority of co-operative membersbelonged to agricultural co-

operatives. He noted that

NCUI represented 240million individual members inIndia but the sector needed

the vision and ambition of the younger generation toenable it to grow anddevelop. NCUI’s Women’sCommittee had made aseries of recommendationsto increase the participationof women and youth,including setting a target of one third of all positions inc o - o p e r a t i v e s a n dmembership be held bywomen. Financial andcampus co-operatives alsohad a role to play he said.

In her keynote address,Mi-yea Oh, Chairperson of iCOOP Goyang andPresident of the Mutual AidSociety For EnhancingKorean Agriculture, said thetheme of this year’sInternational Day of Co-operatives, “Co-operative

Enterprise Empowers Women”  

resonated for iCOOP,because its progress overthe past decade was due in

large part to the hard work of its women leaders. Mostof the leaders in iCOOPKorea’s 76 local co-operatives are women.

Ms Oh said co-operativesmust foster solidarity to face,amongst other issues,c l ima te ch ange th a ttranscends national bordersa n d o r g a n i s a t i o n a lboundaries. Co-operativesare not only economicinstitutions for the sake of their members, but amovement in pursuit of social, cultural and economicalternatives.

European Co-operative Society Statute assessed 

The Statute for aEuropean Co-operative

Society (SCE) has had only alimited success due to legalcomplexities and lack of awareness on the regulation.These were the findingspresented in Brussels at a

seminar which reviewed theimplementation of SCE. 70representatives and expertsfrom 19 European Unionmember states participated.

The research study wasfunded by the EuropeanCommission, DG Enterprise

and Industry , and executed bya consortium comprised of Cooperatives Europe, EkaiCentre–the research centre

of Mondragon Corporationand Mondragon University,-and EURICSE, which

represented and led theconsortium. (CooperativesEurope is a foundingmember of EURICSE, theEuropean Research Institutefor Co-operative and SocialEnterprises). Hagen Henry,Chair of ICA’s Legislation

Committee also participatedin the scientific committee.

The research identified 17existing SCEs  as of 8 May2010. The study highlightedthat the harmonisation effecton national co-operativelegislation had also beenrather limited.

The project provided theopportunity for co-operation

between the consortiumpartners that undertook thestudy and the European

Commission whilst involvingnational experts in thedocumentation of thecurrent state of play of national co-operative laws.As such, the study provides afoundation not only forfurther research on co-

operative law, but also foridentifying the successes of the co-operative model of enterprise. The Commissionnoted the importance of thework given the upcomingInternational Year of Co-operatives 2012.

The executive summary of the study is available fromCooperatives Europe.  Thefull study of over 1000 pages

including a mapping of co-oplegislation will shortly beavailable from EURISCE .

Roberto Rodrigues,was honoured in a specialpresentation made duringthe 13th Brazilian Congresso f Co-operat i ves i nSeptember in Brasilia.Organisation of Brazilian Co-operatives (OCB) President,Márcio Lopes de Freitas,presented Rodrigues with aspecial medal in recognitionof his extensive contributionto the global co-operativemovement and his role inthe formation of the OCB inthe 70’s. More than 800delegates participated in thecelebration. Rodrigues wasPresident of the OCB in1985 and former BrazilianMinister for Agriculture.

of Labour Banks (NALB)

is a trade association

comprising 13 banks across  Japan as well as theFederation of Labour Banks.It has more than 10 millionindividual members. In 2009,turnover was JPY 1,593million (CHF 19.1 million).The turnover of theirmember societies was JPY16.3 billion (CHF 19.7billion). Death of Rochdale Pioneers’ historian

Dorothy Greaves, theperson who perhaps

knew most about theRochdale Pioneers, lost herlong battle with cancer onInternational Day of Co-operatives, 3 July 2010.

Greaves inspired co-operators from everyc o n t i n e n t w i t h h e r

understanding of the impactof the 28 ‘working men’ whowere the Rochdale Pioneers,

showing what people canach ieve through co-operation.

A warden at the RochdalePioneers Museum in the1980s and then from 1994until her health failed,Greaves spent much of herspare time researching theRochdale story. Visitors to

the museum loved herdetailed portraits of theindividuals involved in the

movement. Her research onthe Pioneers included asurvey of the graves, locatingand in one case, uncovering,burial sites that had beenlost for generations.

This research was vital toU K c o - o p e r a t i v e ,Funeralcare’s work inrenovating the graves in time

for the 150th anniversaryce l ebrat ions for theRochdale Pioneers in 1994.
