Domain: Business Architecture & Design

Capability: Business Governance

Context

Business Governance forms part of the Business Architecture & Design domain.

Description

The business governance capability provides a governance framework for controlling key stages of the transformation programme. These typically include: requirements, business design, IT design, and testing.

Techniques

The business governance portfolio includes the following elements:

• Requirements Governance

• Business Design Governance

• IT Design Governance

• Testing Governance

Application

Business Governance is addressed throughout the programme/development lifecycle.

Benefits

By providing an effective governance framework for the evolution of the business operating model, Business Governance significantly de-risks the transformation programme from a business outcome perspective.

Domain: Business Architecture & Design

Capability: Business Governance

Technique: Requirements Governance

Context

Requirements Governance forms part of the Business Governance capability within Business Architecture & Design.

Description

The requirements governance application explicitly relates the requirements specifications to the agreed operating model, (formulated via the design decision model).

Tools

The requirements governance tool set includes the following elements:

• Decision Model

• Operating Model

Application

Requirements Governance is undertaken during the business analysis phase of the programme, where the operating model design is deployed in two ways:

Firstly, as a reference framework to guide, (and constrain), the analysis activity

Secondly, to validate requirements specifications submitted by business analysts

In the case of discrepancies between the agreed operating model and the requirements specifications, either the latter is returned to the analyst with a request for its modification, or the operating model itself is modified.

By exception, discrepancies may be referred to the Design Authority body for a final ruling before reflecting the decision in the operating model and/or specification.

Benefits

By formally checking that requirements specifications are fully-aligned to the agreed operating model, the requirements governance model ensures that the detailed business analysis and design activity does not diverge from the mandated, higher-level operational design.

Context

Business Design Governance forms part of the Business Governance capability within Business Architecture & Design.

Description

The business design governance application explicitly relates the detailed business designs to the agreed operat-ing model, (formulated via the design decision model).

Tools

The business design governance tool set includes the following elements:

• Decision Model

• Operating Model

Application

Business Design Governance is undertaken during the business design phase of the programme, where the operating model design is deployed in two ways:

Firstly, as a reference framework to guide, (and constrain), the business design activity

Secondly, to validate detailed business designs submitted by business/process designers

In the case of discrepancies between the agreed operating model and the detailed business design, either the latter is returned to the designer with a request for its modificat-ion, or the operating model itself is modified.

By exception, discrepancies may be referred to the Design Authority body for a final ruling before reflecting the decision in the operating model and/or design.

Benefits

By formally checking that detailed designs are fully-aligned to the agreed operating model, the business design governance model ensures that the detailed design activity does not diverge from the mandated, higher-level operational design.

Domain: Business Architecture & Design

Capability: Business Governance

Technique: IT Design Governance

Context

IT Design Governance forms part of the Business Governance capability within Business Architecture & Design.

Description

The IT design governance application explicitly relates the IT solution designs to the agreed operating model, (formulated via the design decision model).

Tools

The IT design governance tool set includes the following elements:

• Decision Model

• Operating Model

Application

IT Design Governance is undertaken during the IT design phase of the programme, where the operating model design is deployed in two ways:

Firstly, as a reference framework to guide, (and constrain), the IT design activity*

Secondly, to validate IT specifications and designs submitted by IT analysts and designers

* (Including the Functional Requirements for the IT solution selection)

In the case of discrepancies between the agreed operating model and the IT design, either the latter is returned to the designer with a request for its modification, or the operating model itself is modified.

By exception, discrepancies may be referred to the Design Authority body for a final ruling before reflecting the decision in the operating model and/or IT design.

Benefits

By formally checking that IT solution designs are fully-aligned to the agreed operating model, the IT design governance model ensures that the IT design activity does not diverge from the mandated, higher-level design.

Capability: Business Governance

Technique: Testing Governance

Context

Testing Governance forms part of the Business Governance capability within Business Architecture & Design.

Description

The testing governance application explicitly relates the test plans to the agreed operating model, (formulated via the design decision model).

Tools

The testing governance tool set includes the following elements:

• Decision Model

• Operating Model

Application

Testing Governance is undertaken during the test phase of the programme, where the operating model design is deployed in two ways:

Firstly, as a reference framework to guide, (and constrain), the testing activity

Secondly, to validate test plans submitted by the testing team

In the case of discrepancies between the agreed operating model and the test plans, either the latter is returned to the testing team with a request for its modification, or the operating model itself is modified.

By exception, discrepancies may be referred to the Design Authority body for a final ruling before reflecting the decision in the operating model and/or test plan.

Benefits

By formally checking that test plans are fully-aligned to the agreed operating model, the testing governance model ensures that the testing activity does not diverge from the mandated, higher-level operational design.
