The day was commemo- rated by J&K SLSA by orga- nizing an Online Talk & Commemoration Pro- gramme in association with Jammu & Kashmir Judicial Academy in recognition of Commitment of Medical Heroes in healing commu- nities and providing selfless service and health care”. The Online Talk pro- gramme / Webinar was or- ganized to extend sincere appreciation and gratitude ‘to our dedicated Doctors and all Health Care Workers for their tireless efforts and commitment in healing in- dividuals and communities on all days and especially during the time of crisis as the present one owing to the COVID-19 Pandemic.’ The Talk Programme in- vited participation of Legal Services Authorities at Dis- trict level, Judicial Officers, Retainer Lawyers and Para Legal Volunteers of the UTs of J&K and Ladakh. Dr.Sanjay Kumar Bhasin, Professor & HOU Surgery, GMC Jammu; Dr.S.Muhammad Salim Khan, Professor & Head De- partment of Community Medicine, GMC Srinagar and Dr.Tsering Morup, Anaesthetist Consultant, S.N.Hospital Leh were the resource persons in the Talk Programme. They high- lighted the roles and respon- sibilities entrusted on the medical profession. The proceedings of the programme were coordi- nated by Sh. M.K.Sharma, Member Secretary, J&K SLSA and Sh. Rajeev Gupta, Director, J&K Judicial Acad- emy. In his key note address, M.K Sharma underlined the relevance of celebrating the National Doctors’ Day on the 1st of July every year as a symbol of respect and tribute to the selfless contributions and services of Dr. B.C.Roy, a noted Physician whose birth and death anniversary fall on the day and as a ges- ture of gratitude towards Doctors across the country. He also underscored the importance of observing the day as an awareness cam- paign for sensitizing people across the length and breadth of the nation about the role, importance and re- sponsibilities of the health care sector and the corre- sponding gratuitous duty ex- pected to be exhibited in re- turn during acceptance of such services. Dr. Sanjay Kumar Bhasin, deliberated upon the critical aspect of the issues con- fronting the medical profes- sion and urged the undertak- ing of timely and necessary steps for resuscitating the ail- ing system at the earliest. He also underlined the impor- tance of adopting a zero toler- ance policy against acts of vi- olence upon the medical professionals. Dr.S. Muhammad Salim Khan, who is also the nodal officer COVID-19, GMC Sri- nagar applauded the dedi- cated efforts of Doctors and Health Care Workers in the fight against the deadly Pandemic. He sensitized the participants about the various aspects related to the life threatening epi- demic and advised series of precautionary measures that are required to be taken to avoid and deal with the lethal disease. Dr.Tser- ing Morup reflected upon the role of Doctors as front- line warriors during dis- tress times as the present one and beseeched a close association of Judiciary, Police and other essential services to fight the crisis situation. He also flagged the importance of special incentives for front line warriors for the purpose of ensuring safety and evok- ing enthusiasm amongst them. Navin Choudhary counters fake messages, images being sent with his name on social media HIMALAYAN MAIL NEWS JAMMU, JULY 01 The Jammu and Kashmir Government has evacuated about 1,77,922 JK residents, stranded in other parts of the country due to COVID lockdown, via Lakhanpur and through special trains and buses till date amid strict observance of all nec- essary guidelines and Stan- dard Operating Procedures. As per the official data re- ceived in this regard, the Jammu and Kashmir ad- ministration has received 70 special trains at Jammu and Udhampur railway stations from different states and UTs, so far, with about 57,054 passengers while about 1,20,868 persons from other states and UTs including 657 from abroad have been evacuated by the government through Lakhanpur till date. As per the detailed breakup of the figures, about 1845 stranded passengers have entered through Lakhanpur from June 30 to July 1 mornings while 911 passengers have reached to- day in the 49th Delhi COVID special train at Jammu. So far, 49 trains have reached Jammu with a total of 41,358 stranded passengers belonging to different dis- tricts while 15,696 passen- gers have reached Udham- pur in 21 special trains, so far. COVID-19: Govt evacuates 1,77,922 stranded J&K residents; 1,20,868 via Lakhanpur, 57,054 through special trains HIMALAYAN MAIL NEWS JAMMU, JULY 01 Public Works (R&B) divi- sion Kulgam has asked all exe- cuting agencies to increase men and machinery on all on- going projects to ensure timely completion of all pro- jects of R&B department un- der implementation in the dis- trict. The aim is to make most of the remaining working sea- son affected due to covid-19 outbreak and the lockdown imposed to control its spread. Executive Engineer R&B Division Kulgam said that the department has resumed work on bridges, roads and buildings which were halted due to covid-19 restrictions and it has now adopted a ro- bust approach to complete all projects within the set time frame. “The work on major and small projects is going on in full swing with strict adher- ence to SOPs and the guide- lines issued by the Govern- ment in view of COVID-19 pandemic,” he said. Giving details of the works under execution, Executive Engineer said that under the Central Road Fund (CRF), the division has taken up 05 pro- jects at a cost of Rs. 75.27 crore and the work on 4x40 metre Ashthal bridge is nearing completion which is coming up at a cost of Rs. 9.55 crore and is scheduled to be com- missioned and dedicated to people this year. The bridge at Aadijan Damhal is under ex- ecution at an estimated cost of Rs 10.61 crore and work on this project is in full swing and on completion will provide connectivity to a large popula- tion of Noorbad D.H.Pora and will connect the area with dis- trict headquarter by minimiz- ing travel distance by over 7 kilometers. “Under the languishing pro- jects, three bridges (Adipora Mishpora, Frisal Chinigam and Khudwani Ganjipora stand completed at a cost of Rs 274.79 lakh. The department is also constructing a 10 metre long span bridge over nallah Atkhul at Nillow Awahatoo vil- lage at a cost of Rs. 1.02 crore and the bridge is expected to be completed within this fis- cal,” he said. Two more projects under the languishing projects pro- gramme - PWD Complex at Tsawalgam Kulgam and City Retreat at Kottabal, approved at a cost of Rs. 508.99 lakh have been taken up and 70 percent work on PWD com- plex has been completed while the work on City Retreat pro- ject is going on in full swing, said the engineer. A statement released by the department said that the de- partment has also taken up 8 projects under NABARD at a cost of Rs.3229.16 lakh and these are expected to be com- pleted within the fixed time- lines. The division has taken in hand the construction of Sub-District Hospital, under the PM’s Development Pro- gramme at Qaimoh approved at a cost of Rs.1932.00 lakh and work on ground floor is going on smoothly as per the schedule which will go a long way in improving the health infrastructure in the district. The work on 50 bedded AYUSH hospital, approved under Ayush Mission Pro- gramme with project cost of Rs.7.40 crore is also in progress and presently plinth of the hospital is being raised. With regard to upgradation of educational infrastructure, the Executive Engineer said that R&B division has taken up two projects under the RUMSA Scheme, one each at Kulgam and Damhal Hanji- pora, at an estimated cost of Rs 612.48 lakh and both the projects are nearing comple- tion and likely to be finished during the current financial year.Executive Engineer said that R&B Division Kulgam has also taken up 32 works under Non Plan for execution at an estimated cost of Rs. 111.24 lakh, out of which, work on 29 projects is in progress while 3 works have been re-tendered and process of allotment is in progress. The division is also construct- ing a Gujjar and Bakerwal hos- tel at Aadpora Kulgam at an approved project cost of Rs.325.00 lakh. Executive Engineer said that the R&B division is also exe- cuting many other projects to create new infrastructure in the district and to provide bet- ter road connectivity to the people of the district. He said that the division is committed to complete all the projects within stipulated timeframe while ensuring quality work to add a new chapter of progress and development in the dis- trict. He said the guidelines is- sued in the wake of Covid 19 pandemic like social distanc- ing, use of masks and other precautions are being fol- lowed in letter and spirit at all the working sites. Work on R&B projects in full swing in Kulgam district PULWAMA, JULY 01: To discuss the modalities for realising desirable re- sults during “Kissan Pakhwada”, the Deputy Commissioner Pulwama, Dr Raghav Langer on Wednesday chaired a meet- ing of the concerned officers here. The Kisan Pakhwada is being observed from 7th July to 21st July 2020 across the country. During the meeting threadbare discussion was held on various objectives of Kissan Pakhwada including saturation of KCC to cent percent farmers, foolproof final list of beneficiaries un- der PM Kissan, removal of bottlenecks for farmers in obtaining loans against KCC, credit to primary agri- culture sector, massive awareness regarding schemes available for farm- ers and organizing Kissan melas. With regard to the satura- tion of cent percent KCC to farmers, he asked the con- cerned officers to work in close coordination to achieve the target within the shortest possible time. For framing a fool proof final list of the beneficiaries under PM Kisan, he asked the Chief Agriculture Offi- cer to share the list with the concerned Tehsildars to verify the same through rev- enue records and submit it to the banks for crediting the benefit into the accounts of farmers. Regarding the awareness campaigns, he directed the concerned officers from Agriculture, Horticulture, Animal Husbandry, Sheep Husbandry, Fisheries and other allied departments and bank authorities to or- ganise special camps at dif- ferent locations in the dis- trict during the programme to aware the farmers about various centric and UT gov- ernment schemes meant for the welfare of the farmers. Additional Deputy Com- missioners, Assistant Com- missioner Revenue and Tehsildars were directed to ensure the proper monitor- ing of all the activities to be carried out in the areas of their respective jurisdic- tions during the pro- gramme. The DC also asked the concerned officers to ensure that the Covid protection SOPs guidelines are fol- lowed while carrying out different activities related to the programme. Among others the meet- ing was attended by Addi- tional Deputy Commis- sioner Pulwama, Chief Planning Officer, Awan- tipora and Tral, Chief Horti- culture Officer, Chief Ani- mal Husbandry Officer, Chief Agriculture Officer, District Sheep Husbandry Officer, District Panchayat Officer, Assistant Director Fisheries, and Lead District Manager. In another meeting, the Deputy Commissioner Pul- wama, Dr Raghav Langer held detailed discussions on CD ratios of the banks, identification of beneficia- ries, flow of credit, assis- tance under Government sponsored schemes, perfor- mances of banks under Dis- trict Credit Plan (DCP), achievements made under the above said Quarter, monitoring initiatives and Credit Plus activities. DDC impressed upon the bankers to put in added ef- forts to increase the CD ratio by focusing on potential ar- eas and stressed for better coordination between banks and government de- partments for bringing im- provement in CD ratio. He directed concerned for ensuring balanced lending in all key sectors to promote equitable growth and heads of the financial institutions were also directed to raise awareness regarding wel- fare schemes sponsored by them among masses so that people can avail benefit for their socio-economic devel- opment. The DDC emphasized upon the priority sector lending with a special focus on education, women de- velopment and agriculture allied sectors and directed concerned officials to or- ganise the financial literacy camps in every block of the district. He directed the Tehsil- dars to organise special camps for title verification of land so that the KCC loans are sanctioned with- out impediments. The meeting was at- tended by Lead District Manager, Cluster Head JK Bank, NABARD, represen- tatives of various banks, District Coordinators, Dis- trict Heads of various gov- ernment departments and sponsoring agencies. Pulwama DC for realising desirable results during Kisan Pakhwada HIMALAYAN MAIL NEWS JAMMU, JULY 01 District Magistrate Budgam, Shahbaz Ahmad Mirza today convened a meeting of reli- gious scholars, aimas, muftis of various jamia masajids, dar- gas located across the district. While addressing the meet- ing, the DM said that the aim of this meeting is to apprise the participants to adhere to the instructions envisaged under lockdown guidelines and en- sure that no gathering of any kind assembles in any mosques or shrines in the dis- trict. He said these steps have been taken to control the spread of deadly COVID-19 virus and as aimas and muftis are respected citizens all over, they shall impart guidance and ensure that people abide by all norms and maintain social dis- tancing. The DM urged upon imams to coordinate and cooperate with the Village Level Commit- tees already set up for the pur- pose of creating awareness among people regarding do’s and don'ts of covid-19 pan- demic. He further instructed all SDMs to conduct public awareness programme on COVID-19 pandemic in con- cerned division of the District. The DM emphasized that, ‘‘as responsible citizens of the society, everyone has to come forward and show an element of discipline and sense of re- sponsibility in fighting war against Covid-19 pandemic. All aimas, muftis present during the meeting assured the DM of following all guidelines and instructions that were dis- cussed in the meeting. Budgam DM urges Imams, Muftis for adhering to COVID-19 related SOPs HIMALAYAN MAIL NEWS JAMMU, JULY 01 Chief Medical Officer (CMO) Kupwara today said that Health depart- ment has rendered exem- plary service during COVID-19 pandemic across district Kupwara. It was informed that, at the time of outbreak of the pandemic, necessary gears like Masks, Sanitizers, PPE Kits, Pulse Oximeters, Laryngoscope, Air puri- fiers, Suction Machines, spray pumps, semi fowler beds etc were arranged at war footing basis to avoid any kind of eventuality. The CMO said that the procurement of the items has been done from Govt e market place (GEM) por- tal and after following proper codal formalities in vogue. It was also informed that the district administration has established 18 Covid care centres in the entire district having capacity of 1150 within the district like SDH Kupwara, PHC Nut- nussa, PHC Trehgam, ANMT School Kupwara, PHC Cheerkote, JNV Put- shi, and University Camps Whyne SDH Langate etc where necessary equip- ment and manpower has been already in place. She added that all the re- quired health care facili- ties, dietary facilities were provided to the inmates as well as covid staff as de- cided by the committee members framed for the said purpose. CMO said, “Extensive screening of population in Red Zones and Buffer zone under Covid-19 protocol was carried out and around 61137 souls till date has been screened and in this regard about 28 RRT teams were deployed for the purpose through- out the district”. CMO said that some news agencies and what- sapp groups are spreading baseless news regarding ‘Misappropriation of funds in CMO office’ adding that the reports published are baseless and fabricated in nature. She said, the report quoting anonymous sources is based on false information and the con- cerned news agency has not bothered to take the official version into ac- count and the allegation labeled is a deliberate at- tempt to tarnish the image of this department and its employees who have ren- dered priceless services during the Covid-19 pan- demic. The CMO also said that the Health department has not received any grant for the fencing of SDH Kup- wara during current finan- cial year which the report mentions as a scandal is false and baseless and added that the reports published without any au- thenticity from the con- cerned authority are creat- ing unnecessary hurdles in the smooth functioning of the health care facilities. Jammu and Kashmir ad-ministration has received 70special trains at Jammu andUdhampur railway stationsfrom different states andUTs, so far, with about57,054 passengers whileabout 1,20,868 personsfrom other states and UTsincluding 657 from abroadhave been evacuated by thegovernment throughLakhanpur till date.

As per the detailedbreakup of the figures, about

1845 stranded passengershave entered throughLakhanpur from June 30 toJuly 1 mornings while 911passengers have reached to-day in the 49th Delhi COVIDspecial train at Jammu. Sofar, 49 trains have reachedJammu with a total of41,358 stranded passengersbelonging to different dis-tricts while 15,696 passen-gers have reached Udham-pur in 21 special trains, sofar.

Public Works (R&B) divi-sion Kulgam has asked all exe-cuting agencies to increasemen and machinery on all on-going projects to ensuretimely completion of all pro-jects of R&B department un-der implementation in the dis-trict. The aim is to make mostof the remaining working sea-son affected due to covid-19outbreak and the lockdownimposed to control its spread.

Executive Engineer R&BDivision Kulgam said that thedepartment has resumedwork on bridges, roads andbuildings which were halteddue to covid-19 restrictionsand it has now adopted a ro-bust approach to complete allprojects within the set timeframe. “The work on majorand small projects is going onin full swing with strict adher-ence to SOPs and the guide-lines issued by the Govern-ment in view of COVID-19pandemic,” he said.

Giving details of the worksunder execution, ExecutiveEngineer said that under theCentral Road Fund (CRF), thedivision has taken up 05 pro-jects at a cost of Rs. 75.27 croreand the work on 4x40 metre

Ashthal bridge is nearingcompletion which is comingup at a cost of Rs. 9.55 croreand is scheduled to be com-missioned and dedicated topeople this year. The bridge atAadijan Damhal is under ex-ecution at an estimated cost ofRs 10.61 crore and work onthis project is in full swing andon completion will provideconnectivity to a large popula-tion of Noorbad D.H.Pora andwill connect the area with dis-trict headquarter by minimiz-ing travel distance by over 7kilometers.

“Under the languishing pro-jects, three bridges (AdiporaMishpora, Frisal Chinigamand Khudwani Ganjiporastand completed at a cost of Rs274.79 lakh. The departmentis also constructing a 10 metrelong span bridge over nallahAtkhul at Nillow Awahatoo vil-lage at a cost of Rs. 1.02 croreand the bridge is expected tobe completed within this fis-cal,” he said.

Two more projects underthe languishing projects pro-gramme - PWD Complex atTsawalgam Kulgam and CityRetreat at Kottabal, approvedat a cost of Rs. 508.99 lakhhave been taken up and 70percent work on PWD com-

plex has been completed whilethe work on City Retreat pro-ject is going on in full swing,said the engineer.

A statement released by thedepartment said that the de-partment has also taken up 8projects under NABARD at acost of Rs.3229.16 lakh andthese are expected to be com-pleted within the fixed time-lines. The division has takenin hand the construction ofSub-District Hospital, underthe PM’s Development Pro-gramme at Qaimoh approvedat a cost of Rs.1932.00 lakhand work on ground floor isgoing on smoothly as per theschedule which will go a longway in improving the healthinfrastructure in the district.

The work on 50 beddedAYUSH hospital, approvedunder Ayush Mission Pro-gramme with project cost ofRs.7.40 crore is also inprogress and presently plinthof the hospital is being raised.

With regard to upgradationof educational infrastructure,the Executive Engineer saidthat R&B division has takenup two projects under theRUMSA Scheme, one each atKulgam and Damhal Hanji-pora, at an estimated cost ofRs 612.48 lakh and both the

projects are nearing comple-tion and likely to be finishedduring the current financialyear.Executive Engineer saidthat R&B Division Kulgamhas also taken up 32 worksunder Non Plan for executionat an estimated cost of Rs.111.24 lakh, out of which,work on 29 projects is inprogress while 3 works havebeen re-tendered and processof allotment is in progress.The division is also construct-ing a Gujjar and Bakerwal hos-tel at Aadpora Kulgam at anapproved project cost ofRs.325.00 lakh.

Executive Engineer said thatthe R&B division is also exe-cuting many other projects tocreate new infrastructure inthe district and to provide bet-ter road connectivity to thepeople of the district. He saidthat the division is committedto complete all the projectswithin stipulated timeframewhile ensuring quality work toadd a new chapter of progressand development in the dis-trict. He said the guidelines is-sued in the wake of Covid 19pandemic like social distanc-ing, use of masks and otherprecautions are being fol-lowed in letter and spirit at allthe working sites.

PULWAMA, JULY 01:To discuss the modalitiesfor realising desirable re-sults during “KissanPakhwada”, the DeputyCommissioner Pulwama,Dr Raghav Langer onWednesday chaired a meet-ing of the concerned officershere.

The Kisan Pakhwada isbeing observed from 7thJuly to 21st July 2020across the country.

During the meetingthreadbare discussion washeld on various objectives ofKissan Pakhwada includingsaturation of KCC to centpercent farmers, foolprooffinal list of beneficiaries un-der PM Kissan, removal ofbottlenecks for farmers inobtaining loans againstKCC, credit to primary agri-culture sector, massiveawareness regardingschemes available for farm-ers and organizing Kissanmelas.

With regard to the satura-tion of cent percent KCC tofarmers, he asked the con-cerned officers to work inclose coordination toachieve the target within theshortest possible time.

For framing a fool prooffinal list of the beneficiariesunder PM Kisan, he askedthe Chief Agriculture Offi-cer to share the list with theconcerned Tehsildars toverify the same through rev-enue records and submit itto the banks for creditingthe benefit into the accountsof farmers.

Regarding the awarenesscampaigns, he directed theconcerned officers fromAgriculture, Horticulture,Animal Husbandry, SheepHusbandry, Fisheries andother allied departmentsand bank authorities to or-ganise special camps at dif-ferent locations in the dis-trict during the programmeto aware the farmers aboutvarious centric and UT gov-ernment schemes meant forthe welfare of the farmers.

Additional Deputy Com-missioners, Assistant Com-missioner Revenue andTehsildars were directed toensure the proper monitor-ing of all the activities to becarried out in the areas oftheir respective jurisdic-tions during the pro-gramme.

The DC also asked theconcerned officers to ensurethat the Covid protectionSOPs guidelines are fol-lowed while carrying outdifferent activities related tothe programme.
