Prefects and Coordinators of Apostolate

Rome, 15th December 2011Dear brothers:

I present to you in one single document the decisions on our apostolic priorities taken in the Congregation during these last two years. We can clearly see a course of action that aims to concretize the guidelines of our last General Chapter for each of the continental areas of the Congregation.

First, it presents the paragraphs on apostolate from the last General Chapter document, “Men on Fire with Love.” Second, it puts forward the section on apostolate from the plan of action of the General Government, approved by the General Government after the consultation done in the Meeting of Major Superiors of the Congregation in Colmenar Viejo (Spain). Third, it shows by continents the concretization of the four priorities of our congregational apostolic endeavor as agreed upon in the Colmenar Viejo meeting.

The conclusions of the five meetings I had last year with the prefects and coordinators of apostolate are the concretization by continental areas of the congregational apostolic priorities: Bangalore, India (ASCLA-West, December 2010), Buckden, United Kingdom (Iberia, CEC, January 2011), Panama (CICLA and NACLA, April 2011), Manila, Philippines (ASCLA East, June 2011), Yaounde, Cameroon (ACLA, September 2011).

The conclusions of the meeting of the prefects and coordinators of apostolate have to be approved by the major superiors of their respective conferences. This approval usually does not modify in any significant way what has already been approved by the prefects.

I hope that this document can help us to be aware of the unity of the guidelines of the Congregation and, at the same time, of the diverse way the objectives can be concretized in each area of the Congregation. Same priorities but with different ways of making them real in each continent; this same dynamic should be used in concretizing them for each major organism and each position.

I don't want to end this introduction without first giving thanks to all the superiors, prefects and coordinators, who have helped in producing this document. Through our coming together I have learned a lot about the real meaning of the universal mission of the Congregation.

others to embrace our vocation (cf. nn 18-22). All of this urges us:

58 To understand the mission from the perspective of love in its threefold outpouring: “missio Dei”, missio inter gentes” and “shared mission”.

1) We will view our mission with a spirituality of joyful and grateful collaboration with the Spirit who gives it life (missio Dei). 2) We will take as a criterion and key to all our ministries “the dialogue of life27” which always takes others into account and does not exclude anyone - women or men, one Christian denomination or another, one religion or another, one culture or another (Missio inter gentes). 3) We reaffirm, in the same way, the priority of the Congregation for prophetic solidarity with the impoverished, marginalised and those whose right to life is threatened, in such a way that this has repercussions in our personal and community lifestyle, apostolic mission and in our institutions. (cf. TMHL 40) 4) We will give greater priority to “shared mission” as stated by the XXIII General Chapter (cf. TMHL 37).

59 To ensure that the Word of God nurtures our mission in all its forms

1) We will transform our communities, formation centres and apostolates into “schools of the Word” following the guidelines of the Synod on the Word of God. 2) We will ensure that biblical animation and ministry brings life to our institutions, apostolic activities and evangelization. 3) We will give special attention to the accompaniment of people’s faith journey relying on the Word of God through spiritual exercises and other initiatives. We will see to it that their animation is done from the perspective of the community, as a team where possible, and make use of our spirituality centres.

60 To strengthen significantly our dedication to vocation ministry and the evangelization of future generations

1) We will thoroughly revise and update our pastoral projects, bolstering them with particular attention to the care of children, teenagers, young adults and their families. We will make the most of our presence in education and give priority to the marginalised, migrants, young adults, volunteers, etc. according to the local situation. 2) We will encourage in our missionaries, irrespective of their work or age, an openness to listening to and meeting with youth, thereby making our communities and apostolates more welcoming. 3) We commit ourselves to help our Major Institutes, communities and ministerial positions to provide an atmosphere where vocations can be nourished (cf. DVC 55), offering them regular aids so that pastoral ministry, carried out in shared mission, be a unifying characteristic of our mission and of the Christian communities that we serve. 4) We will pay special attention to ensure that missionary Brothers be included in our vocation ministry.

1.2. Priorities

The Plan of Action of the Prefecture of Apostolate has seven specific objectives, 29 lines of programmed action. They are all important and the Prefecture will deal with how they will be achieved. But among them all there are four specific objectives that we consider to be priorities:

The second objective. To promote Biblical Ministry and the Biblical Animation of pastoral ministry (MFL 59).Third objective. To promote in a significant way our dedication to the evangelization of new generations and vocation ministry (MFL 60).Fifth objective: To promote as instruments of evangelization the Technologies of Information and Communication (E-tics) (MFL 61.4).Sixth objective. To reaffirm the congregational priority for solidarity with the poor, the excluded and those whose right to life is threatened (MFL 58.3) and the commitment to Justice, Peace and the Integrity of Creation (MFL 61.7).

1.3. The Structure of the Prefecture of Apostolate

In order to fulfil its responsibilities the General Prefecture of Apostolate has, a Prefect Consulter and five secretariats: Vocation Ministry, JPIC (Justice, Peace and Integrity of Creation), Mission Procure, Biblical Ministry and TIC (Technologies for Information and Communication). The first three have been functioning during previous years but the last two are newly created.

The Prefecture is, in conjunction with the Prefects of Apostolate and in the groups formed by every conference, the place most adequate for dialogue, coordination, programming and the achievement of the congregation’s projects. In the midst of these groups the Prefecture will complete the practical expression of the principles and congregational objectives and it will be able to respond more adequately to the needs and proposals of each part of the Congregation.

For a better congregational co-ordination each conference will have a coordinator of the Prefects of Apostolate. It will be attempted, at least, in the level corresponding to the conferences, to have Co-ordinators corresponding to each of the secretariats of the General Prefecture (PV, JPIC, Mission Procure, Biblical Ministry,TIC).

2. THE SPECIFIC OBJECTIVES OF THE PLAN OF ACTION

First we present the programmes and the most relevant actions in each of the four objectives identified as priorities of the Plan of Action 2009 – 2015 in the field of Apostolate: Biblical Ministry, Vocation Ministry, pastoral work using TIC (Technologies of Information and Communication), the promotion of JPIC (Justice, Peace and the Integrity of Creation). Then we focus on the other three specific objectives. A second block then presents the rest of the specific objectives. The order of presentation does not imply pre-eminence of one objective over the others.

A. PRIORITY OBJECTIVES

2.1. To promote Biblical Ministry and the Biblical Animation of Pastoral ministry, which transforms our apostolic commitments into real “schools of the Word” and energises our evangelization in all its expressions (cf. MFL 59.1.2)”. (The second specific objective)

To create the Secretariat of Biblical Ministry formed by a coordinator and a small group of collaborators.To name coordinators of Biblical Ministry for each conference. To identify biblical specialists and people interested in Biblical Ministry, in order to create a network of

communication and collaboration.To encourage the creation of teams for Biblical Ministry in those organisms in which there are a sufficient

number of prepared Claretians.To promote Claretian Biblical Schools (EBICLA?) in the different organisms, taking those already created in

Latin America as a point of reference, adapting this basic scheme to the needs and possibilities of each area.

To promote Biblical formation through the Internet.To encourage the presence of the Bible in all catechetical processes making it a basic element.

2.2. To promote in a significant way our dedication to the evangelization of new generations and to Vocation Ministry(MFL 60). (Third specific objective)

To promote Schools of Formation for Vocation Animators in the different organisms.To strengthen the vocational site on the Web page of the Congregation and Organisms, in Spanish and

English. Creation of a specific space in the web for news of the Apostolate of the Congregation.Strengthen the character of a specific vocational proposal on the Claretian Mission Day.To identify people interested in the vocation ministry, in order to create a network for communication and

collaboration.To support the communication and the offering of materials in Spanish and English to those in charge of

Vocation Ministry in the Organisms.To propose to the Prefecture of Formation a theoretical and practical course of initiation (itinerary of

training) in vocation ministry for the Formation Centres.To promote the participation of those in charge of the Youth Ministry of the Organisms in the World Youth

Days (WYD). The World Youth Day to create awareness of a common mission, among the Claretian agents of Youth Ministry,

To prioritize family and youth ministry in educational situations.To offer, from the Claretian Network for Distance Learning, courses on accompaniment and vocational

discernment as well as for those in Youth Ministry.

2.3. To promote an effective, methodical, innovative, and articulate familiarity with the Technologies of Information and Communication (TICs) and the mass media as instruments of evangelization (cf. MFL 61.4). (Fifth specific objective)

To create a Secretariat of Technologies of Information and Communication (TIC) for the service of evangelization, formed by a coordinator and small group of collaborators. The Centre of Batatais (Brazil) will provide its collaboration.

To name coordinators of the Secretariat of TIC in each conference. The fundamental function of this secretariat will be the promotion of: the use of TIC in evangelization; the

“on line” schools and courses of our own missionary charism; the creation of internet platforms that facilitate communication among Claretian agents of evangelization and promote awareness of the activities of Claretian Missionaries.

To identify people interested in TIC, in order to create a network for communication and collaboration.To create a Claretian Network for Distance Learning in formal and informal forms of education, open to the

Claretian Family.To begin a web for the area of Apostolate linked to the web page of the Congregation, which serves as a

means of communication among those responsible for the different secretariats and to present the activity of Apostolate.

2.4. To have as a key of life and missionary action prophetic solidarity with the impoverished, the excluded, and those marginalised in their right to life, in such a way that this has repercussions in our personal and communal style of life, our apostolic mission and our institutions (cf. MFL 58.3). (Sixth specific objective)

A. Related to the Secretariat of Justice, Peace and the Integrity of Creation.

To strengthen Justice, Peace and the Integrity of Creation Ministry (cf. MFL 21; 61.7; 65.2).To name coordinators for the Secretariat of JPIC for each conference.

To identify people interested in JPIC, in order to create a network for communication and collaboration.To promote the formation and sensitivity of missionaries in this area, especially during Initial Formation.To take steps so that the Congregation is recognized before the UN as a NGO and to work with other

congregations that already have this recognition. The twofold purpose is: to be better informed so as to report and sensitize Claretians and recipients of our evangelization more appropriately on JPIC topics, and to make use of this forum of the UN to communicate experiences we have, through our evangelizing action, of situations that that violate JPIC.

To promote the coordination of the JPIC and Mission Procure Secretariats.To actively take part in the design, production and implementation of the Claretian Mission Day.To offer, through the Claretian Network for Distance Learning courses on JPIC topics.

B. Related to the General Mission Procure.

2.4.1. To strengthen General Mission Procure.

To name a coordinator of the Procure for each conference.To create, on the new Apostolate page, a space to present all the projects with access for the donors'

network.To consolidate PROCLADE International.To offer, from the Claretian Network for Distance Learning, courses on topics related to the Mission Procure. To promote the coordination of the JPIC and Mission Procure Secretariats.To promote the Universal Claretian Mission Day preparing it together with JPIC, PJV, and the General

Secretary, giving participation and responsibility in the making of materials to the different procures. A new format will be created, it will be published in the Apostolate web, and it will be promoted more in each organism.

To encourage together with JPIC reflection on actions concerning Economic Solidarity.To create a list of associations, foundations and Claretian organizations that are involved in questions related

to missions and JPIC.To promote working in networks and, such as the association of the Claretian procures and proclades with

the General Procure/ PROCLADE or by geographical zones.To promote the specialization of claretians in cooperation and development, especially in Africa, Asia and

Latin America.

2.4.2. To continue the criteria approved by the General Government and the Major Superiors in Vic (2004) and ratified in Colmenar, with regard to the support of missionary projects.

The projects of the missions belonging to a particular Organism will go directly to the Procure of that Organism.

The projects that Organisms, or one of its activities have that are coordinated directly with some international agency will be managed autonomously by the same Organism or activity. It will be necessary however to report to the General Procure the help that is received.

The projects that some Organisms or their activities want to present to Procures or NGOs of other Claretian Organisms will be coordinated through the General Mission Procure who will attend to them or will distribute them to the provincial Procures. The Organisms will inform if they have presented the said projects to some other agency.

The projects have to arrive at the General Mission Procure with sufficient time to be checked by the General Government during its intensive meetings of March and October. The projects will have to be in the General Curia, therefore, before January 31 or August 31, respectively.

B. THREE MORE OBJECTIVES

2.5. To drive the mission from the perspective of love as “mission of God”, “mission among people” and “shared mission” (cf. MFL 58).. (The first specific objective)

To undertake, during the first part of the sexennium, an effort to study and assimilate previous meetings on Shared Mission, Transmission of Faith and Ecumenical, Intercultural and Inter-religious Dialogue; in turn to promote and to support the development of activities that are pending.

To realize for conferences, in the second part of the sexennium, meetings, workshops or some other activity, that deals with some of these topics, in accordance with the reality and the particular needs of the geographical area. This activity can serve as preparatory study of the general meeting of prefects of Apostolate prior to the General Chapter.

To include in the web of the Apostolate Prefecture contents and links to pages related to topics of: Shared mission, Transmission of the Faith, Ecumenical Dialogue, intercultural Dialogue, and Interreligious Dialogue.

To present, in the meetings of the Prefecture of Apostolate for conferences the treatment of some of these topics mentioned in the previous point, according to the need of the geographical zone.

2.6. To animate the Provinces and Delegations in the development of creative missionary action, qualified and coherent with our charismatic spirituality and with the needs of our people (cf. MFL 61). (The fourth specific objective)

To encourage the creation of specialized teams to respond to new challenges dynamically so as to help the presence of the evangelizing Claretian spirit .

To create a Network between our Consecrated Life Institutes to offer programs on-line. To involve it in the Claretian Network for Distance Learning.

To animate putting into action the conclusions of the II World Congress of Claretian Educators, by conferences and branches of the Claretian Family and to prepare for the III Congress following the orientations given in the conclusions of the previous one.

To encourage, for each zone of the congregation, a contextualized and fruitful reflection about urban parish ministry. To prepare a sourcebook that contains the characteristics, options and fundamental elements to be present in any urban Claretian parish.

To encourage the reflection and pastoral action of the Congregation with immigrants, refugees and the displaced.

2.7. To take care of the instances of organization and coordination of the Prefecture of Apostolate. (The seventh specific objective)

To collaborate in elaborating and reviewing the pastoral projects of the conferences and organisms. For this work meetings of Apostolate, visits and communication by Internet will be used.

To collaborate, to animate, to advise and to take part in the meetings that the conferences organize.To have at least three meetings for planning - evaluation of the General Prefect with the resident secretaries

in Rome.To support an ongoing coordination of the Prefecture with those responsible of each of the areas of the

conferences. The communication will normally be by Internet but it will also involve attending meetings.To support communication, in each of the areas of the Prefecture, with the people of each conference

/province, which has been considered to be involved or interested in working in the corresponding area.To create a functioning Apostolate web page, linked with the page of the General Government, which serves

for the exchange and the communication of all those who are working in the area of Apostolate in the Congregation, especially those responsible for conferences and provinces.

To maintain contact with other congregations and organizations in Rome (FEBIC, SEDOS, AEFJN, Commissions of the USG, etc.)

In all our parishes we have Bible ministry, but we need to systematize this ministryIn some places, we are translating the bible into the local languagesIn some organism, we also distribute Bible at a subsidized rate.

2 Suggestions

Encourage all our organisms to form teams for Bible ministry and try to be more creative and authentic in our Biblical ministry.

Motivate our Christians to come with Bible in our liturgical celebrationsPrint Bible Dairies/Bible related literature in the local languages wherever it is possible. Promote the project for the distribution of subsidized Bibles in our missionsTrain more personal from Africa in Biblical ministryLet the youth and children be the main target group of this ministry

AMÉRICA

1 Assessment

We have a couple of Biblical Centers in order to create pastoral agents.Several Claretians have been trained to take on this specific task.Accompany [our] communities through the bible, magazines, web, etc.Provide projects for the formation of biblical animators.Some experiences have been organized, biblical animation of all the sermons.We value the translation of the bible into native languages.Collective work has been done as a shared mission and an ecumenical reading has been created.We stress the importance of the Encounters at the CICLA level, for each Province, workshops, etc.We have maintained and recovered popular communal readings of the bible: its methodology, connection

to reality…We stress upon the work already produced and supported in order to get the Bible Diary project off the

ground: its preparation, expansion, and utilization; also the publication and success of the Nuestro Pueblo Bible.

We value the bible readings in key dialogue with diverse cultures – like la Kuna.There are some Provinces that share their biblical experiences with all locations annually..

2. Line item actions

Organize the biblical experiences.Exchange biblical work experiences.Collaborate with Provinces that have less distances to travel within the biblical field. 3. Action steps

ASCLA EASTTo create an ASCLA East Bible Commission that will be composed f representatives from the Institute of

Consecrated Life in Asia (ICLA), Claretian Communications Foundation, Inc (CCFI) and the Pastoral Bible Foundation (PBF) and from the delegation of Korea and Indonesia-East Timor. Such commission can carry out the following suggested mechanisms:

Planning the publication and promotion of the Christian Community Bible, Lectio Divina Edition and others.

Improving the quality of a more contextualized commentary of Bible Diary, using them in their respective organisms and seeing the possibility of translating to other languages.

Strengthening the School of the Word on Line projectTraining and forming leaders who are working in bible ministry.

2) To nominate Fr. Alberto Rossa, cmf to head the ASCLA East Bible Commission.

3) To propose to the major superiors of ASCLA East that the appointment of the next head of the Pastoral Bible Foundation be a collaborative decision of ASCLA East.

To have a better understanding of the Bible and regular use of the Word of God To promote a life and mission imbued with the Word of God

EUROPA1. Directed at the Claretian Missionaries

The believing and prayerful reading of the Word has to be present in the daily life of all Claretian Missionaries. Our communities have to be ‘schools of the Word’. We must cultivate interiority and overcome the resistance we find in praying around the Word as a community, helped by The Forge and other means.

We suggest that at every Claretian meeting there is an important space for the listening to, praying and sharing the Word.

Each of us must take on the personal commitment to pray and internalize the Word before transmitting it, especially in homilies and preaching, so that it doesn’t happen that we instrumentalize or preach a Word that is empty

We must commit ourselves to the continuing exercise of learning to read and to work with the Bible.

2. Related to pastoral activities

Promote the use of the Word in all areas of Ministry.Put the Bible into the hands of the people, showing that God is near to each person.Enable biblical formation, the ‘Oratorio’, Lectio Divina, biblical prayer groups, etc. Disseminate the biblical culture.

1. PRIORITY PROPOSALS

I. It is necessary that we, the Claretian Missionaries, have a deep personal and community spiritual life that leads us to reveal our experience of God and to show our joy and enthusiasm for our missionary vocation. From this life the desire is born so that the vocational gift that we have received may be given to others and its implication for all in the Vocation Ministry (CC 58).

PROPOSAL 1: Animate and ensure, according to the available means, the following dynamisms of Vocation Ministry for Claretian Missionaries and our communities:

-Enthusiasm and the joyful living out of our missionary vocation.-Prayer for vocations.-An authentic life as Missionaries, Sons of the Immaculate Heart of Mary.-Visible witness and closeness to young people.-Community support to those specifically dedicated to VM-Openness of communities and an attitude of openness in people that favours the welcome and close understanding of our life. -Activity of each Claretian in VM according to his reality, situation and possibilities -The carrying out of the Vocational PROPOSAL.

II. It is necessary that there be Claretian Missionaries that work in Vocation Ministry with sufficient dedication and with the necessary formation. It should preferably be done as a team and that we have a greater presence and closeness in those places where children, adolescents and young people are (HAC 19: ‘We are not as close to the young nor so disposed to accompany them as we believe’) The Major Superiors and their Counsels should make a decided pledge to animate the responsibility and commitment of all to the Vocation Ministry (CC 113.5).

PROPOSAL 2: To achieve in each Organism the specific and specialised dedication of people, time, resources, places and spaces for Vocation Ministry.

III. It is necessary that each Organism reflects on and plans its Vocation Ministry in a way that favours the work and that it be coherent, organised and in shared mission.

PROPOSAL 3: To motivate each Organism to make or revise a Plan of Vocation Ministry in which, taking into account the guidelines of the Claretian Vocation Directory, the manner of doing VM is spelt out and the actions to be taken by the Claretian communities in Youth Ministry and Family Ministry

PROPOSAL 4: To set up Schools of Vocation Animation and create local teams of vocation ministry (proposed from the General Secretariat of VM) as a means of awakening, orienting and strengthening the work of VM in specific places.

IV. It is necessary to carry out an in depth reflection on our Vocation Ministry by those who work in it, at the European level and by Conferences. This reflection has to take in some essential questions so that the later work be centred and well founded. Some of these questions are:

-The cultural change taking place in Europe, the reality found in the new generations and the changing ministry that all this demands.-The elements that block the serious vocational approach to young people and the generous response to such approaches.-The models of Consecrated Life and of the Claretian Missionary that we should offer and its relationship with respect to those of us who, in fact, live it and demonstrate it.

PROPOSAL 5: To discern what needs to be the scope, the methods and the adequate timescale to carry out an in depth reflection about our Vocation Ministry.

V. It is necessary to increase the collaboration among the organisms of each Conference, as between CEC and Iberia. This collaboration could include the common reflection referred to before and even the exchange of experiences and materials or the carrying out of some common task.

PROPOSAL 6: To define what this new and improved collaboration between organisms and between conferences consists of and to find the interventions that will make it possible.

I. PROPOSALS FOR THE AGENTS OF VOCATION MINISTRY

PROPOSAL 7: To promote participation in the WYD+cf Madrid 2011 as an opportunity to create awareness of a common mission among the agents of youth ministry of the Congregation, both Claretians and lay people.

PROPOSAL 8: To work in Vocation Ministry in communion and collaboration with other ecclesial bodies: Claretian Family, other families or religious congregations, movements, dioceses, etc. learning from whoever can provide something positive.

II. PROPOSALS FOR MINISTRY WITH YOUNG PEOPLE

Preliminary: There exist dimensions that make possible vocational listening and they should be present in pastoral activity with children and young people. These dimensions are:

-Interiority and the experience of God.-The experience of searching and the need for purpose in life.-Knowledge of the person of Claret and the life of the Congregation.-Discovering the presence and the call of God in the reality of poverty and marginalization.-Accompaniment of the youth through friendliness, freely-given and effective closeness in all that

happens in their life.

PROPOSAL 9 (care for the experience of God): To periodically organise an experience in Taize (accompanied by Claretians), proposing one or several suitable dates when the organisms of Europe that are interested can come together.

PROPOSAL 10 (personal searching and meaning): Make the ‘Walk to Santiago’ with youth who are questioning and searching. The organisms that are interested can join with the one organised by the Province of Santiago each year and organised for all of Iberia every 3 years. They must accept the criteria for participation and its running from the Organism that organizes it.

PROPOSAL 11 (knowledge of Claret and the Congregation): To organize every three years a vocational experience in the Claretian places of Catalonia and Barbastro. Prepared, undertaken, financed and evaluated jointly by the organisms of Europe.

PROPOSAL 12 (presence and call of God in the realities of poverty and marginalization): through the characteristics of this dimension, ensuring that the youth are given direct experiences of these realities through the IYVM of each organism or other special moments (Procure, Proclade, etc).

PROPOSAL 13: Create a corporate image for the Congregation, thought out for young people, that is valid for all of Europe and that uses graphics known to the Congregation.

I. PROPOSALS FOR THE AGENTS OF VOCATION MINISTRY

PROPOSAL 14: To create or promote in each organism the existence of communities of vocational welcoming where prepared and accompanied experiences can be held for discernment and understanding of Claretian life. This proposal affects the dedication of the community, the profile of the persons that form it, the financial budgets, etc.

PROPOSAL 15: To carry out specific initiatives of awareness and formation in Vocation Ministry for all Claretian Missionaries in each organism.

PROPOSAL 17: In each organism, to work at being present in the area of education and in other spaces, as a means of being close to children and young people, ensuring a friendly and freely-given accompaniment.

PROPOSAL 18: That each organism takes care that in Christian initiation and in all pastoral ministry with children and young people that there are present those elements that permit vocational listening, such as:

-Interiority and the experience of God.-The experience of searching and the need for purpose in life.-Knowledge of the person of Claret and the life of the Congregation.-Discovering the presence and the call of God in the reality of poverty and marginalization.-Accompaniment of the youth through friendliness, freely-given and effective closeness in all that

PROPOSAL 20: To encourage, by organisms and conferences, a presence in the mass media used by young people and with a language adapted for them: social networks, web pages, video channels, etc.

PROPOSAL 21: To produce materials to present the Claretian Missionary vocation that includes all means directed at the youth of today and with the actual language adapted to them.

PROPOSAL 22: To offer programmes or specific processes for vocational discernment to the youth or adults who come with this desire.

III. PROPOSALS FOR MINISTRY WITH FAMILIES

PROPOSAL 23: To favour the Vocational Culture in various activities with families through initiatives adapted to each circumstance and recipient.

PROPOSAL 24: To produce and offer materials and other things that present the Claretian identity to families. These materials and other things can be made by each Conference.

PROPOSAL 25: To work in such a way that allows a family to be open to the possibility of a Claretian vocation for their children, encouraging the interest and vocational prayer in families.

That the Heart of Mary, active and free, strengthen our fidelity to the vocation we have received and be a model of generosity for many young men that the Lord may call to follow him in the style of Claret.

1. AssessmentThis still has not become a transversal core within all of our apostolates.Need for a commitment that is connected to reality.There are pastoral (plans) that have allowed us to touch on the subjects of justice and peace. They have also

grown, but only at the Province level. We have been able to organize and strenghten the JPCI commissions within the Provinces.

Even though there exists those in charge and commissions within the Provinces, coherency between Provinces is missing.

There has been good reaction towards dealing with natural disasters. Some events/dealings have met with conflict with the local hierarchy.

1. Missionary and solidarity spirituality

To work this aspect in the cmf communities –(e.g. Morogoro)

Reinforce the ‘Solidarity and Mission’ dimension of our spirituality, offering materials and spaces (such as retreats, prayer leaflets, celebrations, spiritual exercises from this perspective, continuing education, provide materials that allow a process for a believing reading of reality, etc.

Include creatively the dramatic and hopeful situations of our world in our community prayer.Celebrate each year days of reflection on this theme taking advantage of the special liturgical seasons (e.g.

Advent, Lent). Study the possibility of offering, through the conferences and organisms, a series of spiritual exercises from the perspective of ‘S&M’.

Encourage that some lines of action in reference to missionary and solidarity animation are included in the Community Project and the annual programme of the communities.

Review our commitment for ‘S&M’ and its repercussion in our personal and community finances taking into account the reality of the poor. Help that this missionary and solidarity dimension be reflected in personal and community life style (purchasing, care for the environment, austerity, etc.). That in the economy of the community this dimension of Claretian spirituality should be taken into account, especially at the time of drawing up the budgets.

Propose and/or participate in prophetic gestures related to JPIC.

2. Clarify the purpose and mission of the ‘procure’.

Deepen the concept of INTEGRAL MINISTRY, of the Claretian «PRESENCE» in the communitiesDeepen the concept of ‘planning’ in the missionary-solidarity proposals.Avoid identifying Procure = money (it belongs to the Prefecture of the Apostolate and this needs to be

3. Organization

Urge, on behalf of the Conferences of CEC and Iberia, the General Government to unify the present secretariats of the Procure and JPIC into one secretariat of ‘Solidarity and Mission’ (S&M).

Urge on behalf of the Conferences of CEC and Iberia to the General Government to establish a Procure Council on which will be represented people who work in ‘S&M’ from the various zones and areas of the Congregation.

Create a coordinating body for ‘S&M’ for the area of Europe – on which, in turn, will be represented the coordinating bodies from both Conferences. This body will be responsible to energize the reflections and common projects of both Conferences and in turn will serve as a link for dialogue and coordination with the Procure General Council

Enable the presence of professionals, skilled in these areas, on the teams of S&M of Europe.Agitate for the creation of an authentic Claretian Social NETWORK that closely coordinates all the

organizations, NGOs, etc. that are working in these areas. This network should be congregational (given the involvement that exists between the different organisms in this collaboration in ‘S&M and cooperation).

4. Formation – Education

Promote the formation and the sensibility of the missionaries in this area of S&M, especially during the initial formation (philosophy and theology)

Encourage the reflection and promote projects around Economic Solidarity ensuring our active participation in fair trade, ethical banking, responsible purchasing, etc.

Enable the ‘Education for Development’.Facilitate channels of solidarity (personal resources – volunteering, lay missionaries – and materials) with

the needy peoples of the planet and with the world of exclusion and of immigration into our country. Find volunteers and people available to work in our missions as a vocation and Christian commitment.

Make known the inequality between North-South, help to make a ‘believing’ reading of reality, from a critical conscience, promote a life style that is austere, in solidarity and actively committed with the poorest of the world, with the excluded and in defence of creation.

Awaken, nurture and accompany missionary vocations that may be announcers and builders of the Kingdom and, at the same time, multipliers of new evangelizing vocations.

Enable the political impact at decision-making moments for social, national and international politics.Grant resources of personnel, material and finance to the Secretariat of S&M so that the coordination of

development and missionary projects be effective.Initiate a process of reflection to reach some common criteria of what should be our ‘cooperation in

Initiate a process of reflection about possible regular inter-congregational collaboration in some areas of S&M.

Promote the specialization of Claretians and committed lay people in cooperation and development, especially in Africa, Asia and Latin America. Enable formation in the conferences themselves by means of a semi-presence programme that facilitates the following and progressive deepening of the contents.

Proposals from the Conferences

1. Iberia

General consideration: We share and support the configuration that has been presented of SOLIDARITY AND MISSION (SOMI). This dimension of Solidarity and Mission ought to take in these four areas: Mission Procure, the developmental NGOs, JPIC and Social Action, and ought to be energized by a team or secretariat in each of our places.

Continue with the coordination of the SOMI teams at the level of Iberia. That such coordination works in the four areas that make up Solidarity and Mission (Mission Procure, the developmental NGOs, JPIC and Social Action). For that, each organism remind the person who to participates in this inter-provincial coordination according to the four areas that need to be energized.

Solicit the General Government for the unification of the present secretariats of JPIC and Procure-Proclade into a secretariat of Solidarity and Mission.

Work into the SOMI team of Iberia some of the proposals that were presented in Buckden such as economic solidarity, developmental education, volunteering, cooperation in development, social intervention with the needy and impoverished.

Begin to create a Claretian social network

2. CEC

Draw up and distribute to the organisms a directory of the existing NGOs in the Congregation.Encourage the formation in S&M, using the formative models and procedures that are being carried out in

Iberia (for example SOMI and others) adjusting them to our diverse realities in CEC.Coordinate our action for S&M through networks ‘on-line’.Incorporate lay people in our teams of Solidarity and Mission in the different organisms.
