Parcel Map – BC
The Challenge: Today this is no province-wide integrated property boundary electronic map.
The Solution: Land Title Survey Authority has committed to the building and deployment
of ParcelMap BC(PMBC), designed to provide a single, complete, trusted and
sustainable electronic map of all titled parcels and surveyed Crown land parcels in
BC.
BC Assessment Support: Funding has been secured from BC Assessment to support the development and
implementation of the BC Assessment Grant Program. This Grant Program is
designed as an incentive for Local Government ICIS members to adopt ParcelMap
BC Assessment and ICIS will assist local government conversion to ParcelMap BC
via a seed funding program.
$1,250,000 has been allocated to the Grant Program
The funding is over a five year period from January 2013 to December 2017.
What is ParcelMap BC?
20
The primary goal for the ParcelMap BC project is to create and develop an
operational model for a single, complete, trusted and sustainable visual
representation of lands within a given parcel and its relationship to
adjacent parcels.
Why is ParcelMap BC Needed?
21
Boundaries between
jurisdictions may or
may not be accurate
Quality of the data
varies between
jurisdictions
Various layers of data
(from utilities for
example) may or may
not line up with the
municipal data
Maintenance
schedules vary
What support is available?

Financial Support
BC Assessment has contributed $1.25M to support local
governments in adopting ParcelMap BC
ICIS will administer this grant program
Works in conjunction with the CivicSpatial grant program
Technical Support

governments who need it
Standard Building Permit Report
BC Assessment receives over 60,000 building permits per year
Standard report through excel spreadsheet
Electronically send and received into system
“Working with the BC Assessment representatives and the Local Government
personnel on this project was a perfect example of the partnership between BCA
and Local Government. By working together for a solution, not only did we make
the process more efficient for BCA, eliminating hours of manual entry, but we
also made the assessment bases of each municipality so much more accurate,
ensuring all improvements will be caught and valued for assessment purposes.”
District of Central Saanich
“The Standard Building Permit Report was easy to implement. Sidney has
benefited by having value added to our assessment roll more quickly.”
