Spring 2012 General Assembly Session Concludes Deborah Stearns Elected Chair of the Chamber T he 2012 General Assembly session continued in a special session into April, ultimately producing a two- year $85 billion budget for the Commonwealth. Regarding transportation, the budget funds $28.7 million to initially capitalize the Intercity Passenger Rail Operating and Capital Fund; $28.7 million to the Virginia Transportation Infrastructure Bank; and $100 million to delay tolls on the Midtown and Downtown tunnels until 2014. Hospitality and tourism received an increase of $1 million for general advertising. Regional marketing grants increased by $275,000 each year. Education received an additional $212 million in direct aid to K-12 education. Public colleges and universities received an increase of $211 million. Economic development incentives were funded as follows: $11.8 million for Governors Opportunity Fund $7.5 million for Oceana BRAC fund $5 million for Advance Shipbuilding Training $5 million for Major Eligible Employers The Hampton Roads Chamber lobbied for a number of bills, including successfully defeating measures that changed the current Labor Day school start law. The business community also supported legislation that requires all companies to collect sales tax. This creates a “level playing field” for retail businesses in the Commonwealth. Continued on page 2 I n mid-April, Deborah Stearns was named Chair of the Hampton Roads Chamber of Commerce, replacing Maurice Jones who relinquished his duties in order to become Deputy Secretary of the U.S. Department of Housing and Urban Development. Stearns was currently serving as the Chamber’s Chair-Elect, but with Jones’ departure, she will serve as Chair for the remainder of 2012. In 2011, she served as the Chamber’s Treasurer. “This is a real honor,” Stearns said. “I want to focus on retaining and expanding our membership.” Stearns, CPM, SIOR, is Senior Vice President at Harvey Lindsay Commercial Real Estate. Her experience includes office property sales and leasing, commercial development, mergers and acquisitions, and operational management. Stearns is focused on brokerage and business development. She is active in the community and serves on the board of several state and regional organizations, including the Hampton Roads Partnership and the Hampton Roads Economic Development Alliance. Anne Baumler joined the Chamber staff fulltime as Development Coordinator in May afterserving as an intern and part-time staff withthe Hampton Roads Sports Commission.Anne was born and raised in NewportNews. Chelsea Dennis began serving as Administrative Coordinator for the HamptonRoads Sports Commission, an affiliate of theChamber, in April. She is a native of Michigan,but had the opportunity to live in numerousstates across the U.S. prior to moving toVirginia Beach. Chelsea has a bachelor’sdegree from Western Michigan University inaviation with a minor in business and hasspent the past 10 years as a corporate contractpilot.

Gibson Eppler began as DevelopmentManager for the Hampton Roads SportsCommission in April. Gibby is responsiblefor private sector memberships and eventsponsorship sales. She was born and raisedin Norfolk and is a graduate of The Collegeof William and Mary where she receiveda Bachelor of Science with a concentration inBiology. The annual Chesapeake State of the Schools breakfast on April25 at the Chesapeake Conference Center featured Dr. James

Roberts, Superintendent of Chesapeake Public Schools, whoprovided nearly 200 members of the business community with acloser look into Chesapeake schools’ successes, challenges, andimpact on the Hampton Roads community.

“Local support for our education remains strong,” Dr. Robertsdeclared. “Your school system is a winning school system.”Dr. Roberts announced that Chesapeake Public Schools earnedan accredited status by AdvancED, the world’s largest educa-tion community, serving more than 30,000 public and privateschools and districts across the United States.

Dr. Roberts applauded the many successes of the schools, teachersand students of Chesapeake public schools. He explained five

initiatives to advance quality in the school system: financialmanagement and human relations; school facility improvement;school safety; increasing pupil achievement; and technologyand community involvement.

A key initiative Dr. Roberts discussed was financial management.“We have weathered the financial storms of budget cuts,” hesaid. “But we can’t continue to do more and more with lessand less.” Dr. Roberts stressed the importance of funding forK-12.

On April 23, the Chamber recognized more than 150 militarypersonnel from local commands at its Military Recognition

Reception at the Norfolk Waterside Marriott. This reception, heldtwice a year, honors the hardworking men and women of themilitary. The service members were joined at the reception by theirfamilies, military leadership, elected officials, and businessmenand women from the region. The reception’s guest speakerwas Blaine Taylor, Head Coach for Old Dominion University’smen’s basketball team.

Chamber Hosts Award-Winning Associated Press War Correspondent and Author Kimberly Dozier

On May 4, the Chamber hosted a luncheon at the NorfolkWaterside Marriott featuring Kimberly Dozier, an

award-winning AP war correspondent and author of“Breathing the Fire: Fighting to survive and get back to thefight.” The book details Dozier’s full recovery from a 2006 carbomb that hit her team while covering the war in Iraq. Doziersigned copies of her book, with profits going to charities likeFisher House, Special Operations Warrior Foundationand Injured Marine Semper Fi Fund.

More than 200 business and community leaders heard Dozierrecount her inspiring survival story. Dozier was a foreigncorrespondent for CBS news when a massive car bomb killedtwo of her CBS colleagues, an Army officer and an Iraqitranslator. Dozier was severely injured and endured dozensof surgeries.

Dozier said she struggled, and still struggles with the fact thatshe survived. She explained that one of the hardest parts ofher recovery was getting people to stop seeing her asbroken and fragile. For her, talking about what happenedand getting back into a normal routine were crucial in herhealing process. She encouraged the audience to not look atour nation’s wounded warriors as broken, but view them asthe heroes they are. Dozier’s received a standing ovation anda personal thank you from a wounded warrior in the audience.“You have no idea what this [applause] means to me,especially coming from those of you in uniform,” Dozier said.

Local Wounded Warriors were guests at the luncheon andWounded Warrior, BU1 John W. Devoll NMCB-21 won twotickets on Southwest Airlines.

Dozier left CBS News in 2010 in order to go back to reportingin war zones. She covers intelligence and special operationsfor the AP.

The next Professional Women’s Leadership luncheon inthe series will be held on June 27, featuring speaker Dr.Teresa Sullivan, President of the University of Virginia.Dr. Sullivan will discuss principles of effective leadership.

On April 12, the Chamber’s Portsmouth Division and Suffolk Division Boardsheld a special joint meeting at the Comfort Suites Hotel in Suffolk. The meetingfeatured a panel of legislators who provided an overview of the general assembly.Business leaders listened to the legislators discuss issues of importance to them,including public and higher education, the budget and transportation. The annual Chesapeake State of the Schools breakfast on April25 at the Chesapeake Conference Center featured Dr. James

Roberts, Superintendent of Chesapeake Public Schools, whoprovided nearly 200 members of the business community with acloser look into Chesapeake schools’ successes, challenges, andimpact on the Hampton Roads community.

“Local support for our education remains strong,” Dr. Robertsdeclared. “Your school system is a winning school system.”Dr. Roberts announced that Chesapeake Public Schools earnedan accredited status by AdvancED, the world’s largest educa-tion community, serving more than 30,000 public and privateschools and districts across the United States.

Dr. Roberts applauded the many successes of the schools, teachersand students of Chesapeake public schools. He explained five

initiatives to advance quality in the school system: financialmanagement and human relations; school facility improvement;school safety; increasing pupil achievement; and technologyand community involvement.

A key initiative Dr. Roberts discussed was financial management.“We have weathered the financial storms of budget cuts,” hesaid. “But we can’t continue to do more and more with lessand less.” Dr. Roberts stressed the importance of funding forK-12.

The 2012 General Assembly session continued in aspecial session into April, ultimately producing a two-

year $85 billion budget for the Commonwealth.

Regarding transportation, the budget funds $28.7 millionto initially capitalize the Intercity Passenger Rail Operatingand Capital Fund; $28.7 million to the Virginia TransportationInfrastructure Bank; and $100 million to delay tolls on theMidtown and Downtown tunnels until 2014.

Hospitality and tourism received an increase of $1 million forgeneral advertising. Regional marketing grants increased by$275,000 each year.

Education received an additional $212 million in direct aid toK-12 education. Public colleges and universities received anincrease of $211 million.

Economic development incentives were funded as follows:• $11.8 million for Governors Opportunity Fund • $7.5 million for Oceana BRAC fund • $5 million for Advance Shipbuilding Training • $5 million for Major Eligible Employers

The Hampton Roads Chamber lobbied for a number ofbills, including successfully defeating measures thatchanged the current Labor Day school start law.

The business community also supported legislation thatrequires all companies to collect sales tax. This creates a “levelplaying field” for retail businesses in the Commonwealth.

In mid-April, Deborah Stearns wasnamed Chair of the Hampton Roads

Chamber of Commerce, replacingMaurice Jones who relinquished hisduties in order to become DeputySecretary of the U.S. Department ofHousing and Urban Development.Stearns was currently serving as the

Chamber’s Chair-Elect, but with Jones’ departure, she willserve as Chair for the remainder of 2012. In 2011, sheserved as the Chamber’s Treasurer.

“This is a real honor,” Stearns said. “I want to focus onretaining and expanding our membership.”

The 28th annual Hampton Roads Small Business of the Year(SBOY) Awards luncheon was held on May 22 during National

Small Business Week. Nearly 300 people attended the event heldat The Founders Inn. A-Active Termite and Pest Control Companywas the overall winner of the 2012 Hampton Roads Small Businessof the Year Award.

The Chamber held its annual State of the City Series fromFebruary-May. A record breaking 3,594 people attended

Anne Baumler joined the Chamber staff fulltime as Development Coordinator in May afterserving as an intern and part-time staff withthe Hampton Roads Sports Commission.Anne was born and raised in NewportNews. Chelsea Dennis began serving as Administrative Coordinator for the HamptonRoads Sports Commission, an affiliate of theChamber, in April. She is a native of Michigan,but had the opportunity to live in numerousstates across the U.S. prior to moving toVirginia Beach. Chelsea has a bachelor’sdegree from Western Michigan University inaviation with a minor in business and hasspent the past 10 years as a corporate contractpilot.

Gibson Eppler began as DevelopmentManager for the Hampton Roads SportsCommission in April. Gibby is responsiblefor private sector memberships and eventsponsorship sales. She was born and raisedin Norfolk and is a graduate of The Collegeof William and Mary where she receiveda Bachelor of Science with a concentration inBiology. Upon graduation, she worked in theWashington, DC metro region, earning nationalaccolades as a sales representative. In 2009,Gibby returned to Hampton Roads and hasworked with local businesses, aiding in thetackling of the numerous challenges associatedwith running a company in a down economy.

Congratulations to Lisa Moore, who hasbeen named the Chamber’s Ambassador ofthe Quarter. Lisa began volunteering as anAmbassador in September 2011. She attendsa variety of Chamber events, as well as ribboncuttings for business openings. In addition,Lisa helps with the Membership 101 program,and makes calls to new and existingmembers to communicate the value ofChamber membership.

Lisa said, “I was surprised and am honoredto receive this recognition.” She added,“Being an Ambassador for the Chamber hashelped me to meet a lot of people that Iwould not have had a chance to meetotherwise. It not only has helped me tomake business connections, but has helpedme create friendships. With all the eventsthat the chamber hosts, I have gotten to visitdifferent parts of each city and am moreaware of what is happening regionally.”
