Foreword
thematic call, covering topics of social and human sciences,
followed the usual one-stage procedure because of time
constraints. Remarkably, all of the other seven calls were
launched in collaboration with either western institutions:
the European Organisation for Nuclear Research (CERN),
the European Space Agency (ESA), Centre National
d'Etudes Spatiales (CNES - France), Gesellschaft für
Schwerionenforschung (GSI - Darmstadt, Germany), or
institutions from the EECA countries: the Academy of
Sciences of Moldova, the National Space Agency of
Ukraine, the Siberian Branch of the Russian Academy of
Sciences and, for the first time, the three South-Caucasian
republics of Armenia, Azerbaijan and Georgia, associated
with INTAS in a regional call.
A new innovation partnering instrument was launched to
support projects with promising industrial applications.
Using this instrument, an open call for innovation grants
was launched in 2005, followed in 2006 by a collaborative
call with the Russian Foundation for Assistance to Small
and Innovative Enterprises (FASIE).
Besides the continuous success of the open calls for young
scientists fellowships, confirmed in 2005 and 2006, the
joint funding scheme for fellowships proved sufficiently
attractive to be implemented with 11 collaborative calls
associating CERN, GSI, Deutsches Elektronen-Synchrotron
(DESY), and also Azerbaijani, Georgian, Moldavian, Kazakh,
Russian, Ukrainian and Uzbek partners.
Finally, INTAS continued in 2005 successful initiatives started
previously, such as summer schools and conference support.
INTAS’ active dialogue with the research communities and
science policy-makers in the east and west was further
strengthened through the INTAS Information Network pro-
gramme (ININ), involving official contact persons in the
EECA governments and the EECA national, regional and
thematic contact points for the Sixth Framework
Programme. The general purpose of the ININ programme
was to raise awareness, and provide information, advice
and training opportunities throughout the EECA countries
Statement by the former INTAS Executive Secretary
It was an honour for me to serve as the
Executive Secretary of the Association
from 1 April 2004 until its statutory
end, 31 December 2006.
The years 2005-2006 covered the sec-
ond half of the European Union’s Sixth
Framework Programme for Research
and Technology Development. During
this period, I have been endeavouring to steer INTAS
towards what it was widely recognized to be, namely an
invaluable tool for promoting East-West scientific co-opera-
tion, whilst contributing to the reflection about "post 2006",
once it became clear that INTAS could not continue its
activities under the Seventh Framework Programme.
On the one hand, INTAS’ activities during this period pro-
vided continuity with initiatives started previously, guided by
the paradigm of identifying and rewarding excellence.
Nevertheless, the implementation of a more differentiated
scientific policy, both in terms of thematic priorities and in
terms of regional needs & capacities, recommended by
INTAS’ Council of Scientists and approved by INTAS’
General Assembly, was made possible owing to INTAS’
tailor-made, targeted programmes and instruments, as well
as its flexible co-funding arrangements.
An important tool for developing this renewed policy was the
organisation by INTAS of a number of scientific policy
events addressing thematic or regional issues. Through
bringing together scientists and scientific policy-makers
from the INTAS members, the Eastern European and Central
Asian (EECA) countries, these events allowed identifying pri-
ority research areas, promising fields for East-West co-oper-
ation and giving more visibility and effectiveness to INTAS’
calls for project proposals.
Of the eleven calls for project proposals launched over the
period 2005-2006, the Open Call was implemented for the
first time in a two-stage approach, as were two thematical-
ly focused calls on "genomics and proteomics" and "hydro-
gen technology and biomass for energy production". A third

INTAS’ DissolutionThe European Commission recalled at the Spring 2006 meet-
ing the reasons that made impossible the prolongation of
INTAS beyond its statutory end of 31 December 2006. At its
37th meeting on 22 September 2006, the General Assembly
agreed unanimously that INTAS would be in liquidation by
law, as of 1 January 2007. The General Assembly also agreed
that ongoing projects and activities entered into before 31
March 2007 would be honoured in accordance with INTAS’
standard procedures. INTAS Executive Secretary, Dr. Alain
Gérard, was appointed as liquidator with an approved man-
date to be reported on to the General Assembly.
The General Assembly nevertheless agreed to use funds
released from disengagements or savings to support some
follow-up activities in 2007, including continuation of the
ININ (INTAS Information Network) Programme until
September 2007, as well as the organisation of workshops
related to calls launched by INTAS in 2006, 2005 or earlier.
Finally, the General Assembly also asked the Secretariat to
prepare an inventory of INTAS’ "intangible assets", meaning
tools, databases, competences and skills, and to develop a
policy for managing their transfer to INTAS’ members.

events were organised in the framework of ININ, some in
collaboration with the European Commission.
Whilst approving the management plan for the winding-up
of INTAS activities, the General Assembly acknowledged
that the experience, expertise, instruments and knowledge
accumulated during the course of INTAS should be pre-
served and transferred as much as possible to benefit
cooperation with Russia, Ukraine and other EECA coun-
tries. Indeed, the Seventh Framework Programme acknow-
ledges that future activities providing continuity of INTAS
should take into account the experience gained through
INTAS and build on its work.
The General Assembly appointed me as the liquidator of INTAS
and also entrusted me to develop a policy to organise the
transfer of these assets to the INTAS’ members in an efficient
way. Together with winding-up INTAS’ activities smoothly and
meeting all obligations taken by INTAS, this is a new chal-
lenge, which I am glad to take up. Based on the continued
support from all the Association’s members and the efforts of
INTAS’ staff, which I benefited from in the capacity of Executive
Secretary, I am confident that this challenge can be met.
The StatutesThe INTAS Statutes, revised in conformity with the 2003
amendments of Belgian Law on non-profit international
associations (aisbl - association internationale sans but
lucratif), were published in the Moniteur Belge on 27
September 2006.
The General AssemblyThe General Assembly met
biannually during 2005 - 2006
and welcomed eight new
members up to the end of
2006, namely France, Hun-
gary, Ireland, The Nether-
lands, Slovenia, Spain, Swit-
zerland and the UK.

Aspects of INTAS
The Council of ScientistsThe Council of Scientists met twice during 2005, and wel-
comed five new members from France, Italy, Poland,
Romania, and Slovakia.
During the course of the year,
the Council of Scientists
approved the appointment of
Prof. V. Rubakov and Prof. M.
Fendekova to serve as Vice-
Chairs until the end of 2006.
The Chairmanship of Prof.
Julian Ross was also extend-
ed until the end of 2006.
In 2005, permanent thematic
panels were established to
steer and review INTAS pro-
grammes. In particular, mem-
bers of the Council of
Scientists had an input to the steering committees of
INTAS-initiated scientific policy workshops.
Over 2005-2006, the Council of Scientists made recom-
mendations to the General Assembly on 26 calls launched
by INTAS, 13 in 2005 and 13 in 2006.
The Secretariat The Association saw a considerable turnover of staff during
2005-2006, starting with the departure of its Deputy
Secretary, Richard Burger, who left for Moscow at the end
of a five-year secondment to INTAS by the European
Commission, to take up the post of Science & Technology
(S&T) Counsellor at the European Commission Delegation
to Russia.
Following Richard Burger’s departure and the departure of
Mrs. Joëlle Lepot and Ms. Aoife Leydon also in July, the
external relations department was reorganised and the
Secretariat welcomed Ms. Lydia Chalmers as External
Relations Manager and Secretary to the General Assembly,
Dr. Dieter Nietzold as Adviser for Relations with the NIS and
Ms. Karine Lamaille as the new Public Relations Officer.
Ms. Tatiana Runge was recruited by INTAS to take up the post
of ININ Programme Manager after the departure Ms. Catherine
Delfar-Verschoore. Ms. Sonia Mileu-Churra, was replaced by
Mr. Sebastian Emig, who was recruited as Administrative
Officer.
Five National Experts left INTAS in 2005 and 2006.
• Dr. Gulnara Roll (Social and Human Sciences) returned to
Estonia in July 2005 and her portfolio was taken over by
Assoc. Prof. Raimonda Balniene, seconded by Vilnius
College, Lithuania.
• Dr. Patrizia Asirelli, (Mathematics, Telecommunications and
Information Technology) was replaced by Dr. Vladimir Janis
(Mathematics), seconded by the Matej Bel University of
Banska Bystrica, Slovakia and Dr. Yuri Melnikov
(Telecommunications and IT), seconded by the University
of Thessaloniki, Greece, who took part of the Physical
Sciences’ portfolio.
• Dr. Paul Beckers (Life Sciences), seconded by NWO
(Netherlands Organisation for Scientific Research), left
INTAS in December 2005 and was replaced early 2006 by
Dr. Sergei Gutnikov, seconded by Oxford University.
• In September 2006, Mr. Manfred Spiesberger, who was
seconded by Österreich-Kooperation (Austria), left INTAS
and the management of the Innovation Grant programme
was transferred to Mr. Sebastian Emig.
• Finally, Mrs. Hélène Bourlakoff, Scientific Officer for Space,
Aeronautics and Engineering, who was seconded by the
French National Space Centre (CNES), left INTAS in February
2006. Mrs. Siana Taraktchieva-Koumalagov took over Mrs.
Bourlakoff’s duties in the new capacity of Project Officer.
Stepping stones to successMrs. Siana Taraktchieva-Koumalagov initially joined INTAS as a
legal assistant in 2000, and later became the administrative
assistant for two scientific fields. During this time, she was
actively encouraged by INTAS to pursue her law studies in par-
allel and, as a result, obtained a Bachelors degree in 2002.
Spurred on by this achievement, Siana set her sights on attain-
ing a Masters degree in Law, and achieved her goal three years
later, graduating in 2005. Siana was later promoted to the posi-
tion of Project Officer for Space, Aeronautics and Engineering
and successfully managed the INTAS Collaborative Call with
CNES and NSAU on Space Technologies.

INTAS: adaptation of tools & developmentsA cooperation agreement was signed with the General
Secretariat for Research and Technology of the Greek
Ministry of Development (GSRT), whereby INTAS was
entrusted with the administration of the Pilot Joint Call
launched by the SEE ERA-NET1 on 30 November 2006,
with deadline 31 March 2007, including the organisation of
the peer-review of submitted applications.
INTAS Web-based Call Management System was success-
fully adapted in November 2006 to the specific require-
ments of this pilot call.
