HYBRID BROADBAND NETWORK – Data
TETRA-digital radio for Critical Communications - Voice
Additional services via Roaming by commercial providers
Dedicated basic network with 450-MHz-spectrum
Usage of existing commercial providers` infrastructure with 700-MHz-spectrum

BDBOS – ‘Broadband Test’
The two-stage test aims to gain practical knowledge on the usability and conceptualisation of hybrid broadband infrastructure for German PPDR
Stage 1 (I+II quarter 2019): Development of detailed concept / Drafting and planning of test scenarios / Call for tender
Stage 2 (III+IV quarter 2019 & I+II quarter 2020): Implementation of test scenarios / analysis and reports on test as well as on legal, organisational und commercial aspects.

Requirements on Hybrid Networks
Public Safety first responders
• must have dedicated frequencies
• must be prioritised in a hybrid network
• must have own network slices
12.03.2019 | Slide 10A Broadband Strategy for German Critical Communications |
![Page 11: A Broadband Strategy for German Critical Communications](https://reader030.vdocuments.net/reader030/viewer/2022012517/6191750685221256ae2c2ddc/html5/thumbnails/11.jpg)
Public Safety Broadband Requirements
The Public Safety organizations will need enhanced and
secure broadband communications
• Real-time video and high quality pictures
• Ultra reliable communication
− Land, sea, air, in-building
− Priority over other traffic (in networks shared with other users)
• Ability for direct communication
• High security

Radio Terminal Equipment – Current Status
All Public Safety radio terminals registered in national
Public Safety network
• Certification process in accordance with national IOP policies
• Procurement for terminal equipment on a regional level
• Heterogeneous Public Safety organisations
• High effort to achieve interoperability
• Few vendors offer only limited selection of radio terminal
equipment
• Strong dependency for special equipment due to proprietary
interfaces

Radio Terminal Equipment – Future Challenges
• No standardized services in Broadband (foreign networks)
• Two different networks for Speech and Data
− Foreign use (or third party use) creates high security risk
− Foreign networks cannot be controlled or managed
− Foreign networks are not reliable
• Two different radio terminals for Speech and Data
− TETRA radio terminal
− Smartphone for Broadband (not certified, security risks)

Challenges for German Public Safety Radio
• Securing dedicated spectrum
2 x 10 MHz in 450 MHz-range in addition to
2 x 8 MHz in 700 MHz-range
• Securing overall availability
• Keeping the current security level
• Provision of sustainable network
technology
• Provision of sustainable radio terminals
