Acknowledgments

Children when faced with an unsupportive home environment tend to flee

often from rural areas to urban areas using the railway system.

NCPCR has developed two SOPs for safety of children in street situations

and one for rural areas viz; ( 1) SOP for Care and Protection of Children in

Street Situations and (2) Safe Childhood Programme. The connecting link

was the railways & this guidebook is for protection of children when they

come in contact with railway systems.

National Commission for Protection of Child Rights (NCPCR) is grateful for

the support it received from the Ministry of Railways, especially Shri.

Executive Summary

National Commission for Protection of Child Rights (NCPCR) in collaboration

with Ministry of Railways along with, ‘Railway Children India’ and ‘Save the

Children’ kick started a national campaign to raise awareness among general

public on child protection especially when children come in contact with

Railways.

The nation-wide campaign was flagged off from the New Delhi Railway Station

by Shri. Ashwini Lohani, Chairman Railway Board, Smt. Stuti Kacker,

Chairperson, NCPCR, Shri. Dharmendra Kumar, Director General (RPF), Shri.

Vishwesh Chaube, GM, Northern Railways and Shri. R.N.Singh, DRM, Delhi

Division.

The event was marked by a children’s rally from Platform No.1 to Platform

No. 16 of the New Delhi Railway Station to generate public awareness on

these issue of child protection. This drive will be implemented at all major

railway stations across India. Children also performed a nukkad natak on

the themes of child trafficking and child sexual abuse and the pit falls of

bring alone in such public spaces.

Posters and audio-visuals were also displayed to create awareness/alertness

among the people. The audio video message of Hon’ble Minister, Ministry of

Women and Child Development, Smt. Maneka Sanjay Gandhi and Ms. Tapsi

Pannu, Bollywood actor were screened. Awareness material on prevention of

children, including from child sexual abuse have been placed in waiting

rooms, canteens and near help desks at New Delhi Railway Station and will

be placed in major railway stations of the country.

As per a study conducted by Railway Children India, every 5 minutes a child

arrives alone at railway stations in India. Such children are vulnerable and

generally those who have run away from abusive situations at home or are

lost. These children are in need of Care and Protection and if not protected

are at risk of trafficking and abuse by strangers. It is, therefore, important to

strengthen the existing child protection mechanism at railway station. As

per the census on children in street situations conducted by ‘Save the

Children’, railway systems have highest numbers of children living and

dependent on them. These children are often living on platforms or around

railway stations.

The Standard Operating Procedure (SOP) for Railways to ensure care and

protection of children in contact with Railways’ was launched in 2015 by

Indian Railways, Ministry of Women and Child Development and NCPCR to

protection of ‘children in contact with railways’. This SOP has since been

implemented at the select stations in the Country. The SOP contains a

detailed mechanism and procedure for such children when found at these

select stations. The official NGO partner is Childline. We are hopeful that by

and by all railway stations get covered under the SOP.

Considering the urgent need for protection of children at all Railway stations

as traffickers keep changing their modus operandi it is necessary that other

railway stations are also sensitized towards this issue. As mandated in the

SOP NCPCR developed a “Guidebook for Creating a Child Friendly and

Protective Environment for Children in Contact with Railways’ as an IEC

mechanism for creating awareness on the issues. This document will serve

as a precursor framework to develop child friendly environment at all

Railway Stations across India. An advisory has been issued by Chairman,

Railway Board to General Managers (GMs) and Divisional Railway Managers

(DRMs) of Indian Railways to follow the Guidebook and conduct the

campaign. The Non SOP stations can start the process based on the

workbook and then quickly work towards fulfilling their obligations when

they are formally selected under the SOP.

Introduction

Indian Railways is amongst world’s largest and busiest rail networks and

transport millions of passengers’ everyday, which includes thousands of

children. A number of these children which arrive at railway stations are

vulnerable, abandoned, trafficked, run-away, and/or separated from their

families. If not attended to, these children run the risk of falling in wrong

hands.

India has the largest population of street children in the world. At least

eighteen million children live or work on the streets of urban India, as porters

at bus or railway terminals; as mechanics in informal auto-repair shops; as

vendors of food, tea, or handmade articles; as rag pickers, picking through

garbage and selling usable materials to local buyers. Among these thousands

of children arrive at the station alone each year, many of them are fleeing

poverty or abuse at home, some despatched by desperate families unable to

provide for them, or hoping they will secure some kind of work that will

additionally contribute to their family income. They may live for months in the

station, and then suddenly disappear, their fate unknown to their families and

the authorities either abducted or sold into bonded labour or sex trade etc. In

this context NCRB data states that there has been 24% increase in crimes

against children between 2010 and 2011 and a further 52.5% increase from

2012 to 2013.

Background

As a large number of vulnerable children come in contact with Railways as

passengers or as abandoned, trafficked, runaway children separated from

their family. Missing children traveling in a train and homeless children

living on the platforms and working in and around the railway platforms are

a common sight. When a child is found at the railway station, there is need

to take care of the child and make sure that the child does not fall into

wrong hands as thereafter the child may be trafficked. It, therefore, becomes

our duty to protect such children and protect their childhood by every

possible means. The task is huge.

The Standard Operating Procedure (SOP) for Railways to ensure Care and

Protection of Children in Contact with Railways’ in accordance with Juvenile

Justice Act (Care & protection of children) Act, 2015 was launched on the

5th March, 2015 by Indian Railways with the support of Ministry of Women

and Child Development (MWCD), and National Commission for Protection of

Child Rights (NCPCR) to address the protection of such children. The SOP

is being implemented successfully at 35 Railway Stations of the country

with support of Child line India foundation and is being expanded to other

Railway Stations in a phased manner.

Considering the immediate need of protection of the child, NCPCR, as

mandated under SOP, has developed a “Guidebook for Creating a Child-

Friendly and Protective Environment for Children in Contact with Railways’

for Railway Stations. The Guidebook is a comprehensive document which

provides a framework for stakeholders functioning at the stations to

safeguard children’s rights and provide protection to a child at the station

and moving trains within the ambit of the Juvenile Justice (Care and

Protection of Children) Act, 2015.

To further ensure the protection of children NCPCR in collaboration with

Ministry of Railway launched an awareness campaign for the protection of

children.

Overview

Chairman, Railway Board, Shri. Ashwini Lohani, in a recent programme of

National Commission for Protection of Child Rights (NCPCR) expressed the

need for sensitisation of the entire Railway Staff including porters, vendors,

and other railway stakeholders on child protection issues.

Director General, RPF shared that they have rescued 35,000 children in last

four years. In 2017-18, it rescued 11,000 such children. Also on an average

at least 25 children are rescued every day, from trains and railway premises.

Accordingly, NCPCR in collaboration with Ministry of Railway launched a

nationwide awareness campaign for the protection of children on 7th June,

2018 at New Delhi Railway Station. This campaign would be for three

months at New Delhi Railway Station, where mass awareness will be spread

through, posters, audio visual, nukkad natak etc. This campaign will also be

conducted at other major railway stations of other states with support from

organisations viz; Childline India Foundation, Save the Children and

Railway Children India.

Objective of the Campaign -

To create mass awareness and sensitize public on the issue of Child

protection including child sexual abuse, child trafficking etc through

various mediums- visual, audio visual, nukkad nataks etc .

To sensitize major stakeholder of railways on their roles in the protection

of children and to help the vulnerable children

To ensure that every child at risk, travelling alone or travelling in groups

with adult using railways should be attended and taken care by the major

stakeholders.

The campaign was launched by eminent dignitaries from Government- Shri

Ashwani Lohani, Chairman Railway Board, Smt. Stuti Kacker Chairperson

NCPCR, Smt.Rupa Kapoor, Member, NCPCR, Shri. Vishwesh Chaube,

General Manager, Northern Railways, Shri Dharmendra Kumar, Director

Chairman of Railway Board on 16th May,2018. He expressed that the

Guidebook is a comprehensive document which provides a framework for

Problem - To address the issue of Child Protection

Objective :The objective is to secure each and every child

Stakeholders Primary Stakeholder include Commercial Department

Railway Staff, RPF, GRPF while Secondary Stakeholders include

Vendors,NGOs etc.

How to protect: The Guidebook talks about different mechanisms to

protect children and create a safe environment. The SOP alongwith

help of Guidebook will ensure the same.

Types of Mechanism: There are 8 steps to that need to be followed.

How to Protect children found at Railway Station, as well as found

in the train.Both these situation needs different handling.

Roles and Responsibility of RPF, SHO, TT and escorting and

supporting staff.

He lastly concluded his presentation by stating the benefits of using

Guidebook in configuration with SOP in the long run.

2 Whenever a distressed child is found at the railway station, there is need to take care of the child and make sure that the child does not fall in wrong hands.

To address the issue of protection of such children The Standard Operating Procedure (SOP) for Railways to ensure Care and Protection of Children in Contact with Railways' was launched in March, 2015 by Indian Railway with support of Ministry of Women and Child Development (MWCD) and National Commission for Protection of Child Rights (NCPCR). I am told that this SOP is being implemented successfully at 88 Railway Stations.

4. There is a need to spread awareness across the enfue railway system to sensitize all the railway officials, passengers and other stakeholders on this important issue. NCPCR has developed a "Guidebook for Creating a Child Friendly «Jtd Protective Environment for Children in contact with Railways". A Copy of the Guidebook is enclosed.

5. I would like all GMs and DRMs to give wide publicity to this Guidebook. A Iarge,-scale awareness campaign may be launched across all Railway Stations ASAP. NCPCR will provide technical/Information Education and Communication (IEC) support for this. Capacity building and sensitisation workshops for key railway personnel like Station Master /Station Superintendent, TTE/TC, RPF, GRP, and other commercial and technical railway staff may also be organized. The railway ministry will set up child help desks at 174 more stations for those needing assistance including lost, abandoned, trafficked and run away children.

Ashwani Lohani, Chairman, Railway Board, along with Stuti Kacker, Chairperson, National Commission for Protection of Child Rights (NCPCR) today launched an awareness campaign on protection of such children.

"This campaign has been launched to address the issue of protection of children across the entire railway system and to sensitise all stakeholders, passengers, vendors, porters. Currently, the Standard Operating Procedure (SOP) for railways to ensure care and protection of children in contact with railways is successfully implemented at 88 stations. Now, we intend to implement in 174 stations, said Lohani at the function.

By the end of this year, the number of stations with such helpdesks is thus expected to touch 262 .

• "The idea is whenever a child is found at any railway station, be it the smallest one, he or she will be escorted by rail personnel to one of these stations where a standard operating procedure is in place to not only keep the children safe but also to rehabilitate them," said a senior official of the ministry.

Railways is one of the most common transit points for traffickers, who lure children to cities with the promise of good jobs but sell them into slavery as domestic workers, to work in small manufacturing units, farming or pushed into sexual slavery in brothels.

It has rescued around 35,000 children in the last four years, officials said.

In 2017-2018, it rescued 11,000 such children. On an average, at least 25 children are rescued every day from trains and railway premises, officials said.

In an endeavour to spread awareness about large number of vulnerable children coming in contact with

Railways as passengers or abandoned, trafficked, runaway children separated from their family, Ashwani

Lohani, Chairman, Railway Board, along with Stuti Kacker, Chairperson, National Commission for Protection

of Child Rights (NCPCR) today launched an awareness campaign on Protection of children in contact with

Railways. Dharmendra Kumar, IPS, DG/RPF, Vishwesh Chaube, GM!Northern Railway, R.N.Singh,

DRM/Delhi division and other senior officials were also present on this. occasion.

Stuti Kacker, Chairperson, NCPCR in her brief address stated that NCPCR is thankful to Ministry of Railways

for such collaboration. She added that the support of secondary stakeholders like coolie/porters, vendors at

stations is extremely useful in the protection of abandoned children. She appreciated the efforts of RPF in

taking swift actions to protect the children from trafficking & abuse.

The event also witnessed a street play by the children from different NGOs on the issue of Protection of

Children. Ashwani Lohani, Chairman, Railway Board along with Stuti Kacker, Dharmendra Kumar &

Vishwesh Chaube also released a poster to raise awareness for protection and care of children in contact with

Railways. The event concluded by Vote of thanks by R.N.Singh, DRM/Delhi.
