We believe that we have the resolve to build a nation from the ashes of colonialism and single party dictatorship, oppressive regimes based on divide and rule, politics of exclusion, exploitation of the many by a few, corruption and more importantly the robbing of the people of their humanity and dignity.

NASA pledges to lead Kenyans in building this new nationhood that we desire and deserve.

The NASA Government will work to build a strong nation, committed to nurturing and protecting the well-being of the individual, the family, our communities and the nation in accordance with the aspirations, letter and spirit of the Constitution of Kenya 2010.

DRAFTWe are not a nation of 41 ethnic groups, or 42 when we included the Makonde who have recently won their long struggle for recognition.

The Waswahili are not in the 41, the Ilchamus are not there either. The Elwana, Munyoyaya, Waata, Boni, Dushnak, Sakuye and Segeju are not there. This is a legacy of colonial bureaucracy.

These communities officially belong to a category called “others.” To classify communities, no matter how small as others is denial of their identity, recognition and significance. It is, therefore, not surprising that many Kenyans do not know that these communities exist. Under a NASA Government, all communities will be officially recognised. The category of “others” will be expunged from all the official records where it exists and rendered to the dustbins of history.

Government will treat all citizens equally and respectfully. Ethnic profiling of citizens in the issuance of national identity cards and passports will end. Under NASA, no Kenyan will feel discriminated on basis of ethnicity, race, religion, gender, age or socio-economic status.

All our languages will enjoy recognition, protection and promotion. NASA will mainstream our languages and cultures in education from primary to university. For instance, it is a crying shame that it is possible to study for a degree in French and German in our universities, but not in Turkana or Taita studies and a host of our local languages.

DRAFTA Nation that is not at peace with its past will neither be at peace with its present nor its future. We believe in righting the wrongs in our history in order to restore dignity to victims and survivors, finding closure, and making it possible for Kenyans—, be they individuals and communities—to forgive, heal and reconcile in order to forge ahead in harmony as a great Nation.

We will recognize and honor all those who heroically struggled to bring freedom and justice to our Nation. We will establish a National Heroes Trust mandated to immortalize our freedom fighters and to support those in need. We will address equally and fairly the plight of all internally displaced persons (IDPs) and all Kenyans who were forced by state actions or inaction to seek refuge in foreign countries.

We will end extra-judicial killings, torture, renditions and enforced disappearances.

We will establish a government that reflect the representation of the Kenyan nation through the true face of its people including fair representation of women and men, youth, persons with disability and marginalised communities.

We will work towards institutionalising an inclusive, democratic and participatory political system. A system in which every Kenyan has equal say and every child can rise to the highest office regardless of whether they come from a biggest or smallest community.

We will initiate constitutional amendment to achieve gender balance in elective offices, observe the constitutional gender balance provisions in Government, and work to break the glass ceilings that keep women down wherever we find them.

NASA believes that devolution is the vehicle for the political and socio-economic transformation of our Nation—the vehicle that will take us to the Promised Land

We are committed to implement devolution to the full extent as provided for in the Constitution, harmonious, cooperative working relationships between the National and County Governments, and to taking all administrative, policy, legislative and constitutional amendments necessary to strengthen the devolved system of governance.

We will transfer all the functions to the County Governments as mandated by the Constitution as well as provide the resources commensurate with the functions.

We will delegate the responsibility for primary and secondary school infrastructure to the County Governments. We will create a framework for security collaboration between the National and County Governments.

We will establish a framework for joint management by National and County Governments of institutions that straddle national and devolved functions in particular the roads boards (KURA, KENHA), water boards and regional development authorities (RDAs).

We shall establish a government you can trust. Ordinarily and as a people, we do not trust the Government. We fear it - ni siri kali. The Government does not serve us, it rules us - serikali inatawala. We do not make our rightful demands on the Government, we plead for them - tunaomba serikali.

This is not how it should be. We have built our government on the foundation of the master-servant relationship between the governors and the government that we inherited from colonialism. In our constitutional dispensation, we have endeavored as a sovereign people to establish a government that is a servant of the people.

NASA will cure this colonial hangover. We will embrace and institutionalise human rights. We will ensure that every public officer, from President to the police officer on the beat is at all times alive to the fact that they are employed by the people to serve them, not to rule over them. Every Kenyan will be treated with respect, irrespective of their station in life.

We will build a responsive, respectful and efficient public service. Files will not disappear. Citizens will not be told to come and check next week. The public service will be adequately rewarded and recognised. The NASA government will not play hide and seek with our doctors, teachers and nurses. Government obligations to citizens will be paid promptly.

Public money will not be spent on fleets of expensive cars, opulent offices and other extravagancies, in a country where many people can barely make ends meet, where public facilities are dilapidated, where basic people with disabilities needs go unmet. The culture of privilege and extravagance will end.

DRAFTCorruption in Kenya is a product of impunity. We have the laws and the institutions required to combat corruption, but they cannot work when the Presidency is the refuge of the most corrupt. We cannot end corruption when there is no line between the public interest and the private business interests of the powerful.

Ending impunity is not a Government policy issue. It is a leadership imperative. There is no half-way house; it is either a culture of impunity, or the rule of law. It is about resolve, commitment and courage.

We will raise the bar on ethics and integrity higher than ever before—higher than the threshold set by the law. We will not tolerate conflict of interest. We will be transparent in everything that we do.

This is our promise to Kenyans. There will be no sacred cows. The culture of impunity will end on DAY ONE.

DRAFTA Nation where half the population does not meet its daily food requirements, where one of out of five families would not meet the minimum food requirement even if it spent all its income on food, is not something to be proud of. There is nothing to be proud in feeding Europe with fresh vegetables, and adorning the developed world’s tables with flowers, but still ranking among the bottom twenty of the most food insecure countries in the world.

We need to get our priorities right. Our first duty and priority is to feed ourselves. To be able bodied and not be able to feed one-self is to be stripped off one’s dignity.

NASA is determined to banish hunger from this land. Farmers should be the last people to go hungry, yet the vast majority of those who go hungry are farmers. NASA’s highest socio-economic priority is to raise the productivity of our resource poor smallholder farmers so that they not only feed themselves but they contribute to the realisation of national food security.

NASA’s goal is to ensure that all our farmers produce a surplus. As more and more farmers produce a surplus, their incomes will rise and the cost of food will come down. Consequently, our purchasing power of other goods and services will increase. Conquering hunger is a win-win-win matter. It is a win for the poor, a win for all consumers and a win for the economy as a whole.

DRAFTThere is no Kenyans who does not know the struggle with hospital bills. Even those fortunate enough to afford insurance have to dig into their pockets for contributions to hospital bill harambees for family members and friends. People should not have to worry whether they will afford medical bills if they get ill. The health insurance available in Kenya is out of reach for the majority. Even the government owned NHIF, the lowest contribution available, at Ksh. 500 per month (Ksh. 6,000 per year) is not affordable by the majority.

The Universal Health Service Fund (UHSF) is NASAs cure for medical bills. The operations portion of the Government’s health budget will be channeled into this Fund, rather than being disbursed to hospitals. The public will contribute a minimal amount, which will entitle them to free services in all designated health facilities. Health facilities will bill the Fund for every patient that they treat, just as they do for patients with NHIF cards and private health insurance.

In addition to eliminating bills, putting this money in the Fund, instead of disbursing it to health facilities as we do now will shift the power from health providers to patients in two ways. First, it will ensure that money meant for patients is not spent on furniture or workshops or other things that the healthcare providers often spend the money on, compelling patients to buy their own as happens in many instances today. Second, it will empower patients to seek services in the facilities that provide good services. Facilities will have to be responsive to patients because failing to do so will mean loss of revenue, unlike today when public health facilities are assured of budget whether they provide goodnight services or not.

DRAFTIt is the desire of every parent to give every child the best chance to succeed in life, and the surest way to do that is a good education. A nation should be like a parent, also determined to give all its children an equal chance to realise their potential.

In Kenya today, only 40 percent of the children completing primary school are proceeding to secondary school. For those joining Form 1, more than 10 percent are not completing secondary school. In primary school enrollment drops by almost twenty percent between class 7 and 8 every year reflecting low prospects of joining secondary school.

NASA’s vision is a Kenya where ability and effort, not the parents’ wealth or poverty, are the only things that will count in determining a person’s education attainment, one in which a bright girl from the heart of Tana River has an equal chance of becoming an engineer as an equally bright boy from the leafy suburbs of Nairobi.

We envision a country where no child is called a “school dropout”, where every young person joins the world of work with a skill or profession. This Kenya is possible. NASA will make it a reality. We will abolish secondary school tuition fees immediately on assuming office, and expand secondary school places with a target of achieving 100 percent secondary school enrollment within five years. This will make the primary school examinations (KCPE) redundant since every child will be assured of a place.

The culture and terminology of “failures” and “drop out” will be a thing of the past. No child should be condemned to this stigma by an examination whose only purpose is to eliminate those who it has failed by not having enough school places.We will expand higher education loans, presently limited to universities, to cover all post-secondary education institutions including TIVET, while also pursuing innovative ways of financing higher education infrastructure, including Public Private Partnership and education bonds.

We are alive to the plight of fresh graduates who are required to produce HELB loan compliance certificates before they can be considered for employment. This requirement is unreasonable as graduates from poor families cannot afford to service the loans, and yet failing to do so denies them a chance to get employment. We will review the HELB loan structure and terms to address this problem.

DRAFTWhen an economy is said to be growing and the Government is launching mega project after mega project, but life gets harder every day for ordinary citizens, people lose jobs every day, public employees—doctors, nurses and teachers—are on strike every other day, businesses are failing because the Government does not pay its suppliers, the public debt is growing by leaps and bounds, banks are lending all the money to the government, something is seriously wrong!

There are two parts to this disease, and they are related.

First is corruption. When public spending is corruption driven, new projects are preferred to keeping completed ones working, and the bigger the better. The decisions as to which projects are financed are dependent on who is behind them.

The second is the belief that wealth is created by those already wealthy—the owners of capital—whereupon it trickles down to the ordinary people and the poor. The Government therefore listens more and focuses its policies and channels resources to the economy of the wealthy, which creates more profits for the wealthy but at the expense of jobs and incomes for the ordinary people.

The convergence of corruption and trickle down ideology gives rise to an economic model known as crony capitalism. Its fruits are the economy of 10 millionaires and 10 million beggars that J.M. Kariuki envisaged and warned us about four decades ago. J.M.’s prophesy has since come to pass.

In the Jubilee administration corruption and trickle down ideology have converged into the perfect storm that can only lead to one destination— absolute economic collapse!

We are a nation of hard working people — of smallholder farmers and entrepreneurs, fishermen and pastoralists— who fend for themselves. The truth is that it is the ordinary mwananchi’s economy that pays the taxes that prop up the economy of the wealthy and pays the loans for wasteful, inflated projects including the virtual ones that we only see in internet portals.

Far too many Kenyans have been persuaded that they can only escape poverty by laying out a bowl to catch something trickling down from the Government, which opportunity only comes from being close to the high and mighty.

NASA envisions a Kenya that is a land of equal opportunity, where only ability and effort, determines one’s fortune. We envision a Kenya where honest hard work pays, and corruption punished, not rewarded and celebrated. We envision a Kenya where there is a ladder for everyone to climb to the pinnacle of economic achievement.

DRAFTAfter five years of financial recklessness, our public finances are precarious. The Jubilee government has doubled our public debt. Moreover, the Jubilee administration has eschewed the long term soft loans from development finance institutions we have relied on in the past, in favor of expensive short term commercial bank loans, resulting in the cost of servicing the debt rising faster than the debt itself. While the foreign debt has increased two fold from Ksh 880b in 2013 to Ksh. 1890b this year, a growth of 115 percent, the cost of servicing it has increased by 220 percent from Ksh. 34b to Ksh.108b.

We are now living in permanent debt refinancing mode. The Jubilee Government has put the country on a debt treadmill. The stated objective of sovereign bond was to reduce domestic borrowing so as bring down domestic interest rates, and to stop crowding out the private sector from domestic market. But far from reducing the appetite, the administration has doubled both foreign and domestic debt. This has made the capping of interest rates counterproductive by making lending to Government even more attractive than lending to the private sector. This is the road to economic ruin. We must ensure that we get off this road right now or we perish economically as a Nation.

NASA is committed to and determined to restore credible public financial management. We will put the country back on the path of sustainable finances, that is, a budget deficit not exceeding 3 percent of GDP. We will get Kenya off the debt treadmill. We will make debt transparent and accountable by establishing an operationally autonomous Public Debt Management Office as provided for in the Public Finance Management Act.

We will declare war on procurement fraud and wasteful spending. The NASA Government will buy goods and services at the lowest price offered by a vendor to any customer. Officers who procure at above the lowest price will be surcharged for the difference, and suppliers who charge the government more than other customers will be blacklisted. We will empower the Auditor General’s office and provide it with resources to build capacity to conduct value for money audits on ongoing basis.

We will undertake an independent evaluation of IFMIS to ascertain whether it is fit for purpose, and based on the findings, either overhaul it, or replace it with a suitable system.We will put in place a fair and taxpayer friendly tax system, coupled with uncompromising revenue protection.

A Nation with economic managers you can trust.

NASA’s plan for agriculture is to reach every farmer, and provide the support that they need to get the maximum yields from their crops and livestock, and the get the best price for their produce in the market.

We believe that every farmer has the potential to produce a surplus. If some farmers in Busia can get 20 bags of maize per acre, there is no reason why every farmer in Busia cannot do the same. If farmers in Githunguri can produce 20 kilos of milk per cow per day there is no reason why their counterparts in Embu cannot do likewise. If a commercial rancher rear steers weighing 500 kilos, there is no reason why Maasai or Somali pastoralists cannot do likewise. If the Rift Valley highlands can be the granary of Kenya, there is no reason why Ukambani cannot be orchard of Kenya. NASA will transform smallholder agriculture through farmer-centered support services. We believe that smallholder agriculture represents the best value for money of any economic strategy options as it addresses poverty, food security, inequality, employment and growth. There is no other sector that can hit so many birds with one stone.

We will increase maize yields from 8.5 to 12.5 bags per acre over the next five years. We will eliminate dependency on rain-fed agriculture through water harvesting and small scale irrigation. We will uplift our resource poor farmers through expansion of small stock rearing.

We will make farming profitable and attractive by driving down the cost and improving access to agricultural inputs as well as developing agricultural finance and risk markets.

DRAFTNASA believes that Jua kali, our artisanal micro and small enterprise sector (MSEs) is our route to industrialization. Jua kali manufacturing presently employs 2.7 million Kenyans, ten times the formal large scale industry (270,000), and in fact more than the entire formal private and public sector combined (2.4 million). Jua kali industry accounts for 17 percent of all jobs excluding smallholder agriculture.

Jua kali industry is not just a big sector in terms of employment, it is also dynamic, innovative and competitive against imported products, as well as in the regional market. Our Jua kali industry is successful not because of Government support, but in spite of the lack of it.

NASA will end the neglect of Jua Kali sector. We will focus our industrial policy and resources on providing our MSE entrepreneurs with the infrastructure, capital resources and technical support that they need to succeed and grow.

We will create an enabling environment and synergies between the small, medium and large enterprises, as well as backward linkages to agriculture.

A Nation which believes in, and empowers its entrepreneurs.

We are a services economy. Service sectors employ 70 percent of Kenyans outside of smallholder agriculture, and contribute 60 percent of our national income and between them; transport, tourism and information/communication technology (ICT) services are our leading earners of foreign exchange. We excel in services — renowned for world class hospitality services to which we have added the enviable accolade of the “Silicon Savannah.” And these services that we excel in are the fastest growing industries in the world. Opportunity beckons.

NASA is determined that these opportunities do not pass us by. We believe that the creativity, energy and entrepreneurial drive of our youth can power a services economy to rival the best in the world.

ICT ServicesWe will establish an enabling policy and legal framework for business process outsourcing (BPO) and IT-enabled services, in particular data protection and information security legal infrastructure, develop a world class ICT services workforce.

We will fast track the completion of the Konza Technology City, and work with investors and county governments to develop technology clusters outside Nairobi. We will make implementation of physical addressing system a national priority in order to stimulate the growth of e-commerce.

TourismWe will turn around the tourism industry. We have relied too heavily on a package tour safari and beach holiday tourism, and on only a few attractions, yet we have breathtaking attractions in every corner of the country. We have a sports brand that few countries can rival, but we have not leveraged on it to market the country, as well as for sports tourism.

DRAFTNASA’s top priority is to diversify our product portfolio in order to attract more and different kinds of visitors. We will promote sports tourism, by developing world class sports facilities and aggressively pursue the hosting of regional and international sports events. We will, as we must, align our holiday tourism to the long stay market population aging in our traditional markets, by developing the appropriate infrastructure i.e long stay resorts which incorporate many leisure activities, and very importantly, world class medical facilities. We will develop an enabling environment and infrastructure for the growing market of independent travellers so as to reduce dependence on package tours.

Creative economy

Unleashing the power of culture to drive economic growthThe creative economy is one of the fastest growing industries in the world, spurred by the ICT revolution, and the internet in particular. The creative economy, which consists of creative industries (advertising, architecture, design) and cultural production (music, film, performing arts, media, gaming etc.), is presently estimated to account for 3 percent of global GDP which makes it significantly larger than the telecommunications industry for instance.

We see the creative economy as both an economic opportunity and the force that will forge a shared national identity.

We will create the enabling environment for creativity in particular protecting the freedom of artistic expression and intellectual property rights. We will make cultural infrastructure (i.e. theatres, museums, art galleries etc.) part and parcel of public infrastructure, as important as roads and such as transport, energy etc. We will establish a framework for public funding of creative production, including establishment of a National Endowment for Culture and Arts.

Transport and communication infrastructure are enablers of national life. It makes it possible for people to interact and to trade. The legacy of exclusion and marginalization is reflected in the inequitable distribution of infrastructure development in different parts of Kenya. The overarching goal of NASA’s infrastructure policy is to integrate Kenya socially and economically. Our mission is to eradicate remoteness.

Transport infrastructure is the most expensive public investment that we make. Consequently, how we choose the infrastructure investments is extremely important. Rigorous appraisal to establish economic, social and environmental impact of infrastructure is a must. The main challenge facing us today is procurement led infrastructure development motivated by corruption.

We will restore sanity in infrastructure development, by pursuing people-centered infrastructure development aligned to our economic strategy of uplifting all Kenyans. We will relentlessly pursue value for money in all projects.

We will reduce contractors cost of doing business with the government, in order to bring down the cost of building roads. We will build the capacity of local contractors to undertake big projects that are presently dominated by foreign contractors. We will also make it a policy to ensure that communities reap maximum possible benefits from projects in their localities not just from employment, but also by building the capacity of local business to participate in the projects as suppliers of goods and services.

DRAFTDomestic energy is a critical need that has not received the attention it deserves. Indeed in terms of our total energy consumption the domestic biomass energy (firewood wood and charcoal) accounts for 70 percent of total energy consumption while petroleum (for transportation) accounts for 20 percent and electricity only 10 percent.

Energy poverty is a serious challenge. Our low income households spend a much larger share of incomes on energy than they should. Access to clean affordable energy is one of the interventions required to address poverty. But it is not just a need— it is also an economic opportunity that has the potential for creating many jobs and diversifying the rural economy.

We will scale up the adoption of technology and innovations that deliver clean affordable energy, including improved stoves, biogas, briquetting agricultural waste etc. We will replace traditional charcoal burning methods, which wastes two-thirds of the wood, with modern kilns which obtain 100 percent yield, and by so doing, save our forests and make charcoal both cheaper and more profitable— a win-win-win for the environment, for entrepreneurs and for consumers.

Commercial energy, particularly electricity remains expensive relative to our competitors, thus undermining our competitiveness. The cost in terms of prices is compounded by unreliability which adds indirect costs of self-provision through generators and disruption of production. NASA Government will aggressively pursue the reforms and investments necessary to ensure competitive, reliable and ecologically responsible electricity.

A Nation without energy poverty.

NASA believes that urbanization is not just inevitable, it is desirable. Cities are engines of productivity growth, creativity and integration. The choice we face is not whether but how we will urbanize. It is a choice between planned livable cities and urban jungles.

Our cities, Nairobi in particular are already developing in the direction of urban jungles. Nairobi is now regularly ranked among the five worst cities in the world in terms of traffic congestion, and Mombasa is no better. Buildings are collapsing every other day, killing and maiming innocent Kenyans. This slide into anarchy must be arrested, and NASA is determined to do so.

We believe in creating healthy vibrant rural communities. Seventy percent of Kenyans live in rural areas, but our housing policy and investment is presently focused almost exclusively on urban housing. While urban squalor is a more visible housing challenge, there are many rural households that are unable to afford decent shelter. Poor housing exposes people to ill-health, and also erodes their dignity and self-esteem.

We will mount a public-private partnership to scale up affordable housing development, with a target of delivering 500,000 units of affordable housing units over the next five years, with a view to eradicating slums. We will establish an Urban Revitalization Board to spearhead initiatives to arrest urban decay and revitalize already degraded neighbourhoods. We will fast track the implementation of Nairobi Mass Transit Project, while pursuing other short term interventions to decongest the city.

We will develop long term spatial development and investment plans for our major metropolitan clusters (i.e. Nairobi Metropolitan Area, Coastal Corridor and Kisumu-Kakamega-Bungoma)

We will develop a rural housing policy and institutional framework, including the establishment of a Department of Rural Housing in the national government that will work with the county governments to increase rural housing production through capacity building, skills development technical services.

DRAFTWe are a water poor country - in fact the poorest in the region with only 460 cubic metres per person compared to Uganda (1000 cubic metres) Tanzania (1460) and even Somalia (570). We can no longer depend on rain-fed agriculture to feed ourselves. It has been said that future wars will be fought of water. We must conserve water, or we will fight over it.

Water and environment are intertwined. To secure water we need to protect the environment, particularly our water towers. We will protect our water towers, and aggressively increase afforestation in order to achieve our national target of 10 percent forest cover.

We must be uncompromising on waste management, to ensure that we do not pollute water. The Nairobi River for example can contribute to the city’s water needs if we stopped polluting it. We will strengthen the National Environmental Management Authority (NEMA) to ensure that it does its work without fear or favour.

We will develop and enforce policy and legislation for water conservation, harvesting and recycling.

A Nation with foresight, managing its water resources prudently and living sustainably.

We are endowed with a wide range of unexploited and under-exploited mineral including titanium ores, rare earths, coal, gold, precious stones, and iron ore among others. The most significant is the oil deposits in Turkana presently estimated at one billion barrels. NASA believes that properly harnessed, this mineral wealth will contribute significantly to the development of our industrial base, diversifying the economy, and exports. We also recognize that without a proper governance framework, natural resources can be cause of conflict and environmental degradation. We are determined to ensure that our natural resource governance is grounded in our constitutional safeguards and based on global best practices.

We will ensure equitable sharing of mining revenues between the various beneficial interests namely investors, Government at national and local level and the communities. We will make sure that maximum benefits accrue to local communities and the country through participation and value addition. We will ensure that minerals are exploited in a safe and environmentally responsible manner, and that enough money is put aside to restore the environment once the minerals are exhausted.

NASA is fully behind the Petroleum Exploration, Development and Production Bill 2016 that has been passed by both houses of Parliament and which the President has declined to assent to. We will enact this legislation immediately.

We recognize the growing importance of renewable energy such as wind, sun and geothermal energy as very valuable resources. However, these valuable resources are currently being exploited in a policy vacuum. NASA believes that these resources should be treated in a similar manner to mineral resources. NASA will establish a policy and governance framework to ensure that local communities get their rightful share in renewable energy projects either by way of equity participation or a revenue share.

DRAFTNASA will pursue a foreign policy that mirrors our domestic values, namely adhering to the principles of democracy, rule of law and human rights norms. In that regard, NASA will support democratic processes, trends and governance around the world, as a whole, and in Africa in particular.

In the wake of globalization, the architecture of international relations has expanded to include a critical role for non-state actors and civil society in particular. We will embrace and work with our non-state actors in the conduct of foreign policy.

Under a NASA government, Kenya will restore its place providing progressive leadership in international matters, especially within the East African Community and on the African continent.
