The new age of Localism• The Localism Bill introduces new permissive rights for local
communities (residents and businesses) to prepare a Neighbourhood Plan, instigate Neighbourhood Development Orders and exercise a Community Right to Build.
• A Neighbourhood Plan can establish general planning policies for the development and use of land in a defined neighbourhood area. The Plan might specify, for example, where new homes and offices should be built, and what they should look like. The Plan will set a vision for the future, and can be detailed or general.
• The New Homes Bonus helps to ensure that the economic benefits of growth are returned to the local authorities and communities where growth takes place.
• This is a time when communities can take the lead on developing a mature vision for their future

The need for appropriate housing
• Plans for Places requires 1500 houses outside Winchester and the South Hampshire settlements before 2031
• Village Design Statement recognises need for 1-2 bed homes within the village.
• The Rural Housing Development Action Plan 2009 identifies need for 29 households with a local housing need.
