To date, Velan valves have beeninstalled on more than 950 U.S. Navyand NATO ships, submarines and allU.S. Navy nuclear aircraft carriers.

The 50s Velan pioneered many valve technologyinnovations that later became industrystandards. For example, Velan designedthe first emission-free bellows sealvalves for nuclear service and supplied8,500 to Oak Ridge NationalLaboratory’s research reactor.

The 60s In the sixties, Atomic Energy of Canadaand Velan engaged in a cooperativedevelopment program to establish newlevels of safety, reliability andmaintainability of nuclear valves andelectric actuators. Developments thatcame from this initiative included: a redesigned packing chamber withpre-compressed packing rings andlive-loading; leakproof body-bonnetjoints, including stronger body-bonnet flanges with higher boltingtorques; and the use of forged bodiesfor valves as large as 24” (600 mm)for greater structural integrity and

Velan has also developed a range ofvalves for sodium-cooled fast breederreactors, in which the fluid itself is used toperform the seal. Liquid sodium is cooledin the upper part of the cover extension inorder to freeze along the upper part of thestem; the frozen sodium becomes like acontinuous packing ensuring a perfectlevel of tightness.

Velan Quality Focus Assures Performance and Safety

Quality Control

Velan has held ASME ‘N’ and ‘NPT’certificates of authorization for ourNorth American production facilitiessince 1971. Constantly working toimprove the quality of our products,Velan adopted a Total QualityManagement Program, aimed atimproving production processes in1990, and was awarded ISO 9001status the following year.

Furthermore, Velan’s comprehensiveQuality Assurance Program is fullycompliant with NCA 4000, ASME NQA-1 and 10 CFR 50 Appendix B. Velan’snuclear quality programs have beensurveyed by ASME and audited byNUPIC, Newport News Shipbuilding,DCMA, nuclear utilities, and otherorganizations – such as Framatome-ANP and Black & Veatch – from aroundthe world.

We have a history of meeting andexceeding the exacting requirements ofour customers. All Velan valves undergothe stringent, code-prescribed non-destructive testing regimen before theyare shipped to customers. In addition,for nuclear applications, certain valvesalso go through destructive testing inorder to prove the performance of theproduct line.

To meet a particular customer’s needs, a20” Velan ANSI 1500 fast operatingmain steam gate valve was subjected toseismic simulation test. The test programconsisted of hot and cold cycling, biaxialresonant searches, biaxial random multi-

frequency testing with design nozzleloads applied, and cold cycling testsperformed during seismic simulation.Eighteen uniaxial strain gauges weremounted on the stem, crotch and othercritical areas, and strain data wasrecorded. It was demonstrated that thevalve possessed sufficient functional andstructural integrity to withstand a seismicevent of prescribed magnitude.

A further example of Velan nuclearvalves’ superior reliability comes fromsimulated line rupture tests. At the costof about $500,000, a major NorthAmerican utility carried out closure testson a Velan forged 8” ASME Class1500, fast-closing (20 seconds)electrically actuated isolation valve tosimulate a Loss of Coolant Accident(LOCA). The energy dissipated duringeach discharge of 2,129,570 lb/h wasdramatic. The accompanying vibrationscaused a local earth tremor, but theVelan valve shut off perfectly duringall sixteen closure tests, with littlewear exhibited during subsequentexaminations.

MOV Testing

In this series of tests, a Velan Class900, 8" X 6" X 8" flex wedge gatevalve with a Limitorque SMB-1-60motor operator was submitted to aseries of inspections and tests.

The loop isolation and blowdown test(shown below) was designed todemonstrate the capability of the valveto isolate sections of the nuclear plant inthe unlikely event of a catastrophic lossof coolant accident.

The flow interruption test with saturatedsteam (shown right) is just onesegment of a suite of tests designed toprove that the valve will close underextreme accident conditions and todemonstrate resistance of the valve topressure entrapment, thermal bindingand seismic loading.

The valve was designed and fabricatedin accordance with Velan's ASMENuclear Certificate of Authorization andstamped per Section III, Class 2requirements. Duke Energy procuredthis valve to their newly developedMOV Specification that incorporatedrequirements gleaned from operatingexperience, the input of Velan designengineering and EPRI-PPM data.

These valves are currently installed andproviding excellent service at DukeEnergy's Oconee Nuclear Power Plant.

Loop isolation and blowdown test with hot pressurized water of Velan electrically actuated 8"Class 900 regular port loop isolation valve. The water flashes to steam in a starburst pattern asit blows down to atmosphere.

Velan has been in the forefront ofqualification testing for valves toaddress issues raised in the NuclearRegulatory Commission's GenericLetter 89-10.

GL 89-10 required operating nuclearutilities to identify critical MOV's andre-analyze the actuator's ability toclose the valve in a "worst case"design/operation condition as in a LOCA. In addition, the utilities havecalled upon Velan to reavaluate theability of valves to withstand higheroperating thrust end torque valvesdictated by the GL 89-10 consider-ations.

One of the corollary actions initiated toassure proper actuator and valve sizingand integrity was a MOV QualificationTest Program that verified properactuator/valve function at extremedesign limits.

As a primary supplier to nuclearpower, Velan has participatedheavily in this testing, qualifying awide range of MOV's for a variety ofapplications in operating plants.

Velan recently completed acomprehensive test program for DukeEnergy at Wyle Laboratories, the resultsof which were presented at the 2002ASME/NRC Valve Symposium.

The Leading Choicefor Nuclear Service

The Supplier of Choice

Velan valves became the standard formany of the world’s largest nuclearenergy programs, with an installationbase that includes 98% of American and French units, and all British andCanadian units. Our valves are installedin all worldwide Candu (PHWR)stations, in a majority of PWR and BWRstations, and in many other reactortypes including GCR, AGR, LGR, VVER,HTGR and LMFBR. Overall, Velan valvescan be found in 309 nuclear powerplants in 26 countries.

Today, despite a lack of new projects inmany of the western countries thatstandardized on Velan valves in thesecond half of the 20th century, ourinstallation base continues to grow as wereplace other valves. Recently, Velan waschosen for a fast track $5 millionreplacement package of various parts andvalves for Ontario Power Generation’srestart of Pickering A. Duke Energy alsoselected Velan for a package of 6-12”Class 900 gate valves, with MOVqualification testing in accordance with ASME B16.41 (NRC Generic letter89-10).

In countries with growing nuclearprograms, Velan continues to be aleading choice for complete nuclearvalve packages. Velan valves were thechoice for the majority of South Korea’sChina’s and Taiwan’s units. Velan has,for example, enjoyed a long andmutually beneficial relationship withKorea Electric, whose installed nuclearcapacity is second in Asia only to Japan.

From Kori 1, which began operation in1978, to the prestigious Yonggwangunits 3 and 4, which were designed andconstructed mainly with domestictechnology, Velan has remained thesupplier of choice.

Next Generation Nuclear Valves

To address the unique, criticalapplication requirements for DukeEnergy’s Oconee Nuclear PowerStation, Velan designed special 11/2”gate valves to accommodate actuatorscapable of withstanding 31,000 lbfthrust in both directions. This designincorporates hardfaced guides (wedgeand body), rounded leading edges ofall seating and guiding surfaces (perthe EPRI guidelines) and speciallydesigned backseat, seat rings, boreprofile and barrel style yoke.

Duke Energy’s Dave King wrote,“overall, the entire main steam valvereplacement project has gone well andhas been a model that we will follow infuture replacement motor operatedvalve projects.”
