Terms of reference for end of project evaluation of project DCI-MIGR/2010/228-933 (Enhancing local capacities for self reliance of Congolese, Rwandese and Somali refugees in South Western Uganda) DESCRIPTION OF PROJECT The project “Enhancing Local Capacities for self reliance of Congolese, Rwandese and Somali Refugees in South Western Uganda”, funded by the European Union (EU) is implemented by AAH-I in Hoima and Kiryandongo districts. The project seeks to enhance capacities for production and marketing for refugees and hosting areas of Kyangwali and Kiryandongo by promoting inclusive and participatory planning and management, capacity building and provision of inputs. The action targets refugees in Kyangwali and Kiryandongo settlements with populations of 20,000 and 3,325 respectively. The area of coverage includes Kyangwali sub-county in Hoima district and Bweyale and Mutunda sub-counties in Kiryandongo with a combined population of 126,300 people in the host communities. (The target population proportion is 60:40 for the host and refugee communities respectively). This project has been in operation for the thirty (out of the foreseen thirty six) months; activities have been implemented to address the three main result areas; (i) promoting inclusive participatory planning and management, (ii) ensuring capacity building and (iii) provision of critical inputs (refer to the annual report march 2012 and quarter one report 2012. If implemented successfully, the following outcomes will be achieved: -Improved food security at household level -Improved farm production and increased income at household level -Reduced rate of land degradation -Emergence of self sustaining communities -Improved access to market and marketing of produce. -Improved access to market information -Adoption of post harvest skills -diversification of livelihoods -Emergence of self help groups including women and youth -Strengthened capacity of communities and self help groups/ cooperatives -Strengthened capacity of rural community members and village extension workers. PURPOSE AND OBJECTIVES OF THE EVALUATION The end of project evaluation will cover the period from March 2011 to February 2014, and will include both the settlements in Kyangwali and Kiryandongo as well as all the parishes in Kyangwali and Bweyale Sub County plus two parishes in Mutunda Sub County. DESCRIPTION OF PROJECT

The project “Enhancing Local Capacities for self reliance of Congolese, Rwandese and

Somali Refugees in South Western Uganda”, funded by the European Union (EU) is

information will inform further development of similar projects, provide analysis of

accountability with respect to use of project funds and serve to draw lessons for organization

learning.

The objectives of the evaluation are to:

1. Undertake an overall independent assessment of the project performance, paying particularly

attention to the progress in achieving the set project undertakings (objectives, activities and

key result areas);

2. To explore a cost effective modality for possible future interventions with emphasis on the

changing needs of the targeted beneficiaries (specific attention should be paid to attainment

of value for money);

3. To assess the capacity of local stakeholders (e.g. community based extension workers,

community livestock auxiliaries local government etc) in implementing / continuing the

project

4. Identify other important emerging issues (including lessons learnt) and propose practical

recommendations for immediate follow-up.

AUDIENCE FOR THE EVALUATION

The evaluation report will be shared with all stake holders who among others include the main

financier (European Union), Action Africa Help International, Districts of Kyangwali and

Kiryandongo, Sub counties, and other agencies with the community.

THE SCOPE OF THE EVALUATION

The evaluation will focus on:

EFFECTIVENESS

Assess the project progress in terms of effectively achieving its objectives while paying

particular attention to the impact of the project activities. Attention will be paid to but not limited

to:

The extent to which the project contributed to improved food security and capacity

The extent to which outcomes can be attributed to the project and not external factors

The reasons for achievement or non achievements of outcomes

Whether the project innovations have potential for replications nationwide

The added value brought by the project and government

Assess the project’s main strengths and weaknesses

EFFICIENCY

Assess value of tangible results, describe and evaluate critically means, methods and time taken

to achieve them, and analyze cost benefit relationship thus obtained. Determine the measures

taken during planning and implementation to ensure that resources were efficiently used to

demonstrate value for money. Assess the quality of the organization and management of the

project in terms of progress and financial reporting and systems of accountability.

SUSTAINABILITY:

To what extent have measures been taken to address the sustainability of the project

activities

Assess the effectiveness of sustainability measures established during project

implementation.

Is there ownership of the activities by local institutions?

Is the project sharing the experiences with other livelihood projects?

To what extent does the project contribute to the capacity development and the

strengthening of the participating institutions?

The extent to which the project fits within Government of Uganda national rural

development policy guidelines and local government priorities. Identify any areas of

conflict and any areas where there is scope to improve coherence.

IMPACT AND LESSONS LEARNT

The assessment of impact should identify impact types –positive, negative, intended and un

intended.

Has the project motivated or improved community and gender participation in

Agriculture in Kiryandongo and Kyangwali?

What the beneficiaries and other stake holders perceive to be the impact of the project?

The extent to which the project contributed to the capacity development and the

strengthening of the participating institutions

Best practices that can be drawn from the project to inform follow-up (e.g. up scaling

through advocacy)

What should have been done different so that the other projects can draw lessons from

IMPLEMENTATION OF THE EVALUATION

The consultant will among other things do the following tasks:

Review all relevant existing documents; i.e. Project document, Project agreement,

previous project reports, existing work plans for the project.

Hold meetings and discussions with stakeholders in Hoima and Kiryandongo District and

the sub-counties targeted by the project

Develop a work plan and schedule for the field work part of the evaluation and relevant

questionnaires for the survey.

Interview respondents in focus groups and individuals (sample survey) disaggregating

men and women.

Hold key informant interviews

Conduct site visits to beneficiary households/communities

Analyze field data and write reports.

Present findings to stakeholders (in a participatory stakeholders’ workshop), for

endorsement.

Write final reports on the findings, including the changes recommended by stakeholders.

REQUIRED COMPETENCE

The consultancy team should have the following mix of expertise

Food security, agriculture and livelihoods

Marketing

Agricultural economics

Social development aspects (gender and community development

Capacity development

Natural resources management

SUBMISSION OF PROPOSAL

Qualifying consultants are required to submit a detailed proposal covering the following:

Technical proposal detailing:

o The consultant’s understanding of the evaluation objectives

o A detailed methodology of how the assignment will be conducted

o A work plan outlining the scheduling of major activities

o Corporate profile indicating the firm’s experience in the assignments of similar

nature

o Curriculum vitae of team leader and technical experts

Financial proposal with itemized budget and explanatory notes

Both the technical and financial proposals must be submitted together but in separate envelopes.
