Technologies and Networks Development- TND (Mandate of the Division)The development of digital technologies and  the convergence of broadcasting, telecommunications and informatics offer sizeable opportunities for the implementation of appropriate new technologies by developing countries.

Assist Member States and ITU‑D Sector Members to maximize the utilization of appropriate new technologies in the development of their information and communication infrastructure

Assists developing countries to plan, build, operate, upgrade, manage and maintain technologies applicable in their networks and services. This includes the development of the Telecommunications and Information infrastructure and applications.

Applied research and the transfer of technological know-how for expediting the access to new technologies on a non-discriminatory basis for developing countries and countries with economies in transition.

Activities: Technologies and Networks Development - TND

Main Activities:

Creation of Network Planning Tools: Manual on Telecom Network Planning for evolving network architectures.

intended for use by network planning experts to develop strategies for the evolution and transition of current network architectures to next generation networks – NGN.

Spectrum Management and Radio Monitoring development of a new software for Spectrum Management System for Developing Countries (SMS4DC) in accordance with technical specifications prepared by ITU-R and ITU-D joint group dealing with WTDC-02 Resolution 9 SMS4DC is a multi-functional and multi-lingual computer program that covers the following three main functions:

1.  Administrative Function 2.  Engineering Analysis Function, including propagation models based on the latest ITU-R

recommendations available at the time of development, calculation of coverage area, field strength, field strength contour, microwave link calculations, and many other engineering analysis functions.

3. Geographic Map Display Function

Guidelines on the smooth transition of existing mobile networks to IMT-2000 for developing countries.

ITU Handbook on deployment of IMT-2000 systems

Guidelines for Network Planning Tools (GNPT) for Developing Countries and Countries with economies in transition presents and analyses the main characteristic and features to be taken into consideration in choosing and selecting planning tools.

1.1 Spectrum management and radio monitoringThe frequency spectrum is recognized as a "scarce resource"

efforts to strengthen administrations' national regulatory bodies in the fields of frequency planning and assignment, spectrum management and radio monitoring.

SMS4DC developed under Programme 2 assisting developing countries to better plan and manage the use of their radio spectrum and establishing their national frequency management system

1.4 Mobile terrestrial communications Explosive growth of Mobile and the evolution from second-generation to third-generation networks (IMT-2000). Incumbent mobile operators do not want to have to discard their entire existing infrastructure;

Assist countries in planning IMT-2000 systems and applications

Assist countries in the interpretation of related standards and recommendations

Provide information on mobile systems operating below 600 MHz which are of particular interest to some developing countries.

1.5 Innovative application networksThe social applications and value-added services contributing to the goal of digital inclusion should be deployed on optimized networks open to future evolution

Meet the needs of countries and their citizens for the delivery of new ICT services/applications providing assistance for the development of rural, national and international broadband telecommunication networks (known as information and communication infrastructure)

IP-Based Networks Objective:

Integrating IP-based applications and value-added services in connection with the introduction of IP‑based multimedia and value-added services in the development of telecommunication networks.

Activities Develop guidelines, planning tools and manuals on the technology

and policy aspects of internet protocol and ICT applications. Organize workshops, meetings and seminars to address technical,

policy, legal and strategy issues for internet protocol, IP Telephony , IP TV and other ICT applications

Develop strategies for the implementation of internet protocol in all ITU Projects when appropriate

Assist in the implementation of ICT infrastructure and internet protocol projects and formulate plans for the integration of voice and data services and the migration to IP-based networks.

Provide expert assistance in project definition, management and implementation, including the identification of project requirements and feasibility studies at providing a wide range of ICT infrastructure, taking into account the needs of rural, isolated and poorly served areas and groups with special needs.

Explore opportunities for collaboration and work with identified potential partners, based on project requirements and recognized sources of expertise, and facilitating the creation of mutually beneficial and multistakeholder partnerships.

FS is aimed at helping developing countries in identifying suitable solution(s) for establishing wireless broadband Infrastructure at low cost.

Draft input document concerning broadband access technologies for relevant ITU meeting, including useful information and know-how.

To promote small and very small entrepreneurs (having appropriate qualifications) with support from micro-finance institutions and other banks for the provision of services to the general public.
