    QUESTION #2:

    Can you share the contract template Laredo Airport typically uses on this kind of Land Lease Agreement?

    ANSWER: No. It will be provided upon selection and negotiation, based on the project and the use of the property.

    QUESTION #3:

    A new Air Marine Operations facility for CBP was announced July 17th to be developed at LRD Airport. Is this facility planned in one of the parcels offered in the RFP? If so, which one(s)?

    ANSWER: The referenced CBP project was not included in the parcels of this RFP. CBP project location is located between Parcel C and Parcel E and shown as a vacant tract of land depicted on the RFP. This is depicted in an attachment to this addendum.

    QUESTION #4:

    For pragmatic purposes, what kind of legal implications presenting a proposal has?

    ANSWER: Successful selected bid will be presented to City of Laredo City Council for approval. Contracts will be negotiated and executed until such time.

    QUESTION #5:

    A cargo/logistics warehouse built on any of the parcels offered in the RFP is automatically considered a Foreign Trade Zone warehouse? If that is not the case, which parcels are eligible for such purposes and what is the process to receive the FTZ designation?

    ANSWER: A Foreign Trade Zone “FTZ” is a designated location in the United States where companies can use special procedures that help encourage U.S. activity and value added – in competition with foreign alternatives – by allowing delayed or reduced duty payments on foreign merchandise, as well as other savings. The Laredo International Airport is designated and approved by the FTZ Board as a Magnet Site. All sites in this RFP qualify for potential FTZ operations. An interested operator would need to apply with the Airport, Grantee management of the FTZ No. 94. Further details can be found in Airport website, https://www.flylaredotexas.com

    QUESTION #6:

    What is the height limit for a development on all parcels?

    ANSWER: All development will have to comply with FAR Part 77 height restrictions and undergo the FAA’s airspace review process for Form 7460. Please include potential height in the conceptual ideas submitted with the proposal. A table depicting the approximate height restrictions for each parcel is attached to this addendum.

    QUESTION #7:

    The Content Section of the RFP requires that Section 4 include “Examples of similar past projects or developments” and that Section 6 include “References for similar developments. Please include development on Airports if available.” We would like clarification as to what the difference between what should be included in these two sections. For example, when they ask for “references,” are they asking for contact information of individuals participating in the similar developments? Or examples of what has been done in similar developments.

    ANSWER: Section 4 is asking for projects that would be similar to that which you are proposing to develop at Laredo International Airport. Section 6 is asking for references; it is preferred that they be for projects at airports, but not required.

    QUESTION #8:

    Is there a plan available for the Future Loop 20 Exit into the airport, and associated street impacts and ROW status once constructed? The source of the question is whether the street access to Parcel G will be limited to the current traffic - entering to the East and circling up through the Terminal Entry and returning to Parcel G - or will there be a provision for access directly off of Loop 20/Bob Bullock into the Parcel without having to make the loop? This answer will assist in optimizing the site configuration of Parcel G, and impact the highest-and-best use approach to that particular parcel.

    ANSWER: Texas Department of Transportation (TxDOT), the City of Laredo, and Airport are currently working on this project. Project is on schedule for September 2024. TxDOT will consider, but not guarantee, a possible access point based on proposed development concepts and the recommendation from their design consultant. Submittal of a concept layout has been requested by Airport.

    QUESTION #9:

    Regarding Parcel G, we want to confirm that the strip of land between Parcel G and the Loop 20 ROW is for future ROW expansion, and not a separately developable parcel?

    ANSWER: That is correct. There is no intent to develop between this parcel and Loop 20. This area is shown in an exhibit attached to this addendum.

    QUESTION #10:

    Were we to get a link for the plans on the existing improvements on the proposed parcels (A, B) and any others?

    ANSWER: The plans are attached to this amendment.

    QUESTION #11:

    Pursuant to Addendum #2, Item #2, we are formally requesting access to the Existing Building Foundation documents as discussed.

    QUESTION #12:

    Pursuant to Addendum #2, Item #8, Ground Leases, is there an established Common Area Maintenance Fee for Ground Leases (per SF rate or other structure) on the Airport that would be in addition to the agreed-upon Lease Rate with the selected Developer? We would want to include this rate/value in our proforma of each parcel presented to the Airport.

    ANSWER: There is no common area maintenance fee. Lessee will be responsible for maintenance and upkeep of leased premises to include landscaping to street curb, when applicable and per lease.

    QUESTION #13:

    Item 7, under Content section, (page 9) requests description, qualifications, and experience of the key personnel who manage the operations at the Airport. Item 7 also reflects 10 points of the proposal. This requirement seems to imply that a specific use has been determined or the "individual" is already onsite or "on the bench". Parcels A, C, D, E, F, & G all list other development options for which Item 7 "key personnel who manage operations at the Airport" would not apply or would not be known at this time. How should this item be addressed?

    ANSWER: The intent is for the Airport to understand the qualifications and experience of the individual(s) who will be managing this project and/or be the point of contact for the Airport, so we can assess that individual(s) experience and qualifications for this development.

    QUESTION #14:

    On Parcel B.2 (see attached), has the existing structure been totally demolished or is still existing?

    ANSWER: The structure has been demolished; however, the foundation is still in place. Foundation plans are included for reference for parcels A and B. These plans are included for information only.

    QUESTION #16:

    My recollection is that the small building that sits between B.1 and B.2 must remain, correct? Seems to me there are generators (or something) in that building requiring that it remain in place.

    ANSWER: This is correct; that structure must remain in that specific location. The building in the center of the two parcels is the Airport electrical vault.

    – Provide an outline of the facilities you are proposing at the Airport including the type of facility, size, approximate cost and timeline to construct. Please include a site plan with your proposal. Design standards must meet all local, State, and/or Federal building code guidelines.

    4) Maximum Development Height range is from the sloping surfaces defined under Code of Federal Regulations(CFR) 14 Part 77 Safe, Efficient Use, and Preservation of The Navigable Airspace and FAA Order 8260.3D UnitedStates Standards for Terminal Instrument Procedures (TERPS).

    Approach Surface - This surface is a sloped plan that begins at the edge of the Primary Surface and extends horizontal in the shape of a trapezoid. The slope horizontal length, and the width of the surface are dependent upon the approach to the runway. Runway 18R is a precision instrument runway with an approach surface length of 50,000 feet and a width at the end of the surface of 16,000 feet. The first 10,000 feet of the approach surface has a slope of 50:1, while the remaining 40,000 feet has a slope of 40:1. Runway 14, 18L and 36L are non-precision runways. Non-precision instrument runway have an approach surface length of 10,000 feet and width at the end of the surface of 4,000. This type of runway has a slope of 34:1. Runway 36R, a visual runway has an approach surface length of 5,000 feet with a width of 1,500 feet at the end of the surface. For these runways, the approach surface has a slope of 20:1.

    3) Departure Surface definition and analysis was performed using FAA Order 8260.3D United States Standard forTerminal Instrument Procedures (TERPS)

    Transitional Surface – This surface is a plane sloped at 7:1 from the primary surface and approach surfaces. The surface terminates when it intersects with the horizontal surface.

    Horizontal Surface - This surface is a horizontal plane 658 feet MSL. at Laredo International Airport. The geometry of the surface is created by arcs centered on the edge of the primary surface with defined radii and then connected by tangents. The radius of the horizontal surface, based on the approaches at the Airport is 10,000 feet.

    1) MSL. - Height above mean sea level. Values expressed do not represent heights of above ground level.

    2) Approach, Transitional and Horizontal Surfaces are defined under Code of Federal Regulations (CFR) 14 Part 77Safe, Efficient Use, and Preservation of The Navigable Airspace.

    Departure Surface – This surface is a plane sloped at 40:1 from the runway end.
