Except as hereinafter specified, the work shall be in accordance with the drawings and specifications. Bidders are to use the changed quantities of the items listed in this addendum in their proposals, and it shall become a part of the Contract Documents when construction is executed. Bidders are reminded that this addendum must be noted on the “Official City Acknowledgment Form” when they submit their proposal. A signed copy of the addendum must also be included with the bid submittal. ___________________________________________________________________________________________________________ 1. Please note: Questions regarding this bid are due by 5:00pm on February 2, 2012. Questions should be e-mailed to Dave Klages at [email protected]. 2. Please note: The audio file from the Mandatory Pre-Bid meeting has been posted on the City’s website under the sub-heading “Mandatory Pre-Bid Meeting” for this solicitation. 3. Please note: Included in this addendum are the R-1 As-built drawings. 4. Please note: Included in this addendum are the sketches and cost estimate for the gate as provided by Contech Construction Products, Inc. 5. Please note: If you would like to receive a copy of the Power Point presentation that was made during the Mandatory Pre-Bid meeting, please e-mail a request to Dave Klages at [email protected]. 6. IMPORTANT: Please include the cost of two (2) soil tracking devices in your bid. Both sides of the project will need to be cleaned (gravel in the roadway will need to be cleaned immediately). 7. IMPORTANT: Please include $2,000 for the cost of a Site Development Permit in your bid. 8. Question: Is there any detail for the conduit? Answer: Conduit detail may be changed. It was purposely not detailed to allow for construction flexibility. Palmetto Electric is designated as the recommended electrical provider; they can provide better detail. Bids should include the cost of installing three (3) 1” conduits (one for power, one for data and one for fiber optics). 9. Question: Will an electric contractor or the City be providing the electrical service? Answer: Electrical services are included in the contract (Palmetto Electric would be a sub-contractor). Palmetto has a continuing services contract with the City and has performed the work on BA-1. 10. Question: What are the driving criteria for the sheet piles? Answer: Sheet piles are to be driven; not jetted.

11. Question: Does City want to salvage the demolition material? Answer: No, the City does not intend to salvage any of the debris. Demolition material (concrete) may be used on site for rip rap base material and then covered with coquina. All unused debris, including the pipe and the gate assembly, must be removed.

12. Question: Does the City require sound attenuation for the bypass pumps. Answer: Yes, all efforts need to

be made to help with the noise reduction of the pumps.

13. Questions: Are turbidity barriers required? Answer: Yes, both upstream and downstream.

14. Question: What is the historic flow rate? Answer: The weir is designed for 2,400 cubic feet per second (cfs). Historically from the USGS station at Old Kings Rd in May 2009, the flow rate was 1,300 feet per second. Calculations for this structure at that same time showed 700+ cubic feet per second. The true figures for the R-1 flow design are 2,078 cfs. Historical records have never shown more than 607 cfs (May 2009).

15. Question: What is the cost estimate: Answer: The estimate is for $411,000 (including the grant).

16. Question: Does the City have any other funds for the project? Answer: None dedicated at this time. We

may have to go back to the City Council for the approval of more funds if the cost far exceeds $411,000.

17. Question: Testing for sheet pile depth is expensive for the bid process. Can a standard length be used for bid purposes? Answer: For the purpose of the bid, a length of twenty (20) feet can be used for the sheet piles. If after testing it is determined that the length needs to increase or decrease by more than 25% an appropriate change order will be issued.

18. Question: Site development permits require signed and sealed plans; will the City provide these plans?

Answer: The conceptual plans will be signed and sealed by City Staff for the site development permit if necessary.

19. Question: What sheet pile does the City require? Answer: Vinyl sheet pile will be used.

20. Question: Can an allotment line item be added to the line item for the gate and riser assembly? Answer:

Please refer to item 4 of this addendum.

21. Question: Has the gate assembly been released for production? Answer: Please refer to item 4 of this addendum for the price quoted by Contech Construction Products, Inc. The shop drawings are not necessary for the bid at this time (the Project Manager will determine the suitability of the design).

22. Question: Will the City Direct Purchase the riser assembly? Answer: No, not for the purposes of this

contract.

23. Question: Will the contractor need to use certified payroll? Answer: Like any FEMA grant project, all applicable requirements apply. The contractor will also have to E-verify their employees and register sub-contractors. When the contract is awarded greater detail will be discussed (most is spelled out in the bid package).

24. Question: Was this cost estimate scaled from the BA-1 project? Answer: Present staff was not involved

with the estimating.

25. Question: What is the access to the staging area like? Answer: The guardrail extends into the hatch area with clear access into the area. This is a large Right of Way. Any disturbed areas will need to be restored.

26. Question: What is the topography of the South side of the project? Answer: There is a large clearing and

an access road available.

27. Question: Can temporary fencing be installed on the south side of the project? Answer: Yes, but the contractor will have to submit a plan for approval first.

Mike,   It includes all materials and labor for the riser, gate and motor including a short 48” x 1’ annular stub with a flange, and a flange that would be welded to the second pipe going through the headwall, and a gasket and bolt set for the flanges. It also includes all mounting hardware for the gate. It does not include any 48” pipe that the second flange would be welded to. I’m not sure how much pipe is involved.  Typically we don’t complete shop drawings until we get an order but I think we can make an exception in this case.  He has not started but I can get him to if you would like to move forward.     Scott Becher 904-237-5936
