Dr. Alexa Colgrove Curtis Alexa Curtis PhD, MPH, FNP, PMHNP: Dr. Alexa Colgrove Curtis is a waivered medication assisted treatment provider and a member of an interprofessional team providing substance use disorder treatment at Granite Wellness Centers in Grass Valley, CA. She was the project director for a Youth Opioid Response grant creating substance use disorder and other behavioral health services for youth in Placer and Nevada Counties. She is co-PI on an interprofessional SAMHSA award to prepare future clinicians to treat opioid use disorder and PI for a HRSA award to increase the NP workforce in rural California with a focus on improving behavioral health outcomes including the treatment of substance use disorders. Dr. Curtis an Assistant Dean for Graduate Nursing and Professor at University of San Francisco. Dr. Elisabeth (Lisa) D’Angelo Dr. Elisabeth (Lisa) D’Angelo has been a practicing Speech-Language Pathologist for 32 years in schools, hospitals, rehabilitation centers, early intervention, and university clinics. She received her B.A. in Speech and Hearing Sciences from UCSB, her M.A. in Communication Disorders and Sciences from SJSU, and her Ph.D. from UC Davis in Human Development, emphasis in Language and Cognition. She is currently an Assistant Professor at California State University, Sacramento, where she teaches and mentors students especially in neurological areas: development, assessment, treatment, and research. Her research focus is on therapy for cognitive-communication deficits after Traumatic Brain Injury (TBI), Concussion or Mild TBI, and Dysphagia across the lifespan. She continues to work in the hospital setting, and as a school Dysphagia/Feeding Specialist. She has presented locally, nationally, and internationally. Additionally, she has published articles about TBI cognitive-communication intervention, Pediatric TBI, and school-based Dysphagia services, aa well as a book chapter relating to cognitive-communication deficits in concussion/Mild TBI. Ian Evans, LMFT Ian Evans is a licensed marriage and family therapist and has worked in behavioral health field for over 10 years serving mostly criminal justice involved clients, working in modalities including outpatient, residential, with adults and adolescents in Placer and Yolo counties. He has worked for Yolo County Health and Human Services Agency (HHSA) since February 2015 in various substance use, forensic, and homeless treatment capacities. In June 2017, Ian was appointed Alcohol and Drug Administrator of Yolo County while also serving as the Forensic Program Manager, and in September 2018 Ian added the role of Homeless Services Manager, and most recently in August 2020 was appointed the Adult & Aging Branch Director for Yolo County HHSA. With these multiple roles, his focus continues to be on the development of Yolo County's Drug Medi-Cal Organized Delivery System, moving the entire substance use disorder continuum forward, coordinating Yolo County’s Stepping Up Initiative work, supporting homeless/housing coordination, Adult Protective Services and IHSS direction, and forging critical partnerships with community partners and other County departments. Ian received his undergraduate degree from the University of California, Davis, and a Master’s Degree in Marriage and Family Therapy from Alliant International University’s California School for Professional Psychology.

Sara Gavin LMFT, LPCC Sara Gavin serves as the Chief Behavioral Health Officer at CommuniCare Health Centers, the largest Federally Qualified Health Center (FQHC) in Yolo County, California. Sara is a licensed Marriage and Family Therapist and a Licensed Professional Clinical Counselor. She has provided direct service and administrated services in the field of Addiction and Mental Health since 2003 in multiple milieus (detox, intensive outpatient, interdisciplinary pain-management programs, dual-diagnosis, integrated health, and perinatal day treatment) and has specialized training and interest in Perinatal Mood and Anxiety Disorders/ Substance Use, Motivational Interviewing, Integrated Health and Trauma-Informed Care. As the

Chief Behavioral Health Officer, Sara oversees a 100-member team who provide services in 15 different service locations, including, multiple clinic sites, school sites, the juvenile detention facility, along with services co-located with county services and other community-based service providers. Sara received her undergraduate degree from the University of Southern California, a Masters in Mental Health Counseling from Boston College and is an alumna of the Clinic Leadership Institute, Emerging Leaders program sponsored by the Blue Shield of California Foundation. She serves on the NAMI-Yolo Board of Directors and is a member of the Child Abuse Prevention Council (CAPC) and is appointed to the Department of Health Care Services’ Behavioral Health Stakeholder Advisory Committee. Kaying Hang, Senior Vice President of Programs and Partnerships at Sierra Health Foundation Kaying Hang serves on the executive team for Sierra Health Foundation and The Center as the Senior Vice President of Programs and Partnerships. In this role, Kaying is responsible for strategic program and partnership development, and oversees management of the foundation’s and The Center’s programs and initiatives. She joined the foundation in 2013. Before coming to Sierra Health Foundation, Kaying served as associate director for Grantmakers Concerned with Immigrants and Refugees, where she worked with foundations, affinity groups, public policy groups and immigrant rights organizations. Previously, she served as senior program officer at the Otto Bremer Foundation in Minnesota, and a program officer and senior consultant with the Blue Cross and Blue Shield of Minnesota Foundation. In addition to institutional philanthropy, Kaying worked in state government as the state coordinator of the Refugee Health Program for the Minnesota Department of Health, and as assistant regional coordinator for the Refugee and Immigrant Health Program for the Massachusetts Department of Public Health. A native Hmong speaker, Kaying received a Bachelor of Arts from Brandeis University and a Master’s in Public Health from Boston University. Originally from Minnesota’s Twin Cities, she is the oldest of seven children and comes from a refugee family dedicated to social justice and racial equity. She and her family are proud to call Sacramento home.

Dr. HyunGyung Joo Dr. HyunGyung Joo is an assistant professor in Counselor Education and a program coordinator of school counseling specialization at California State University, Sacramento. She earned her Ph.D. in Counselor Education and Supervision from the Pennsylvania State University. She also has clinical experience working in K-12 settings and college counseling centers. She has published numerous articles, and she specializes in bullying (e.g., reporting behavior, bias-based bullying, bystander to bullying), school connectedness, wellness, and mindfulness. Dr. Reo Leslie, Jr., LMFT, LPC, LAC, MAC, RPT-S, ACS

Dr. Reo Leslie is the Founder and CEO of The Colorado School for Family Therapy: a private occupational school that has trained hundreds of mental health professionals for licensure in Colorado since 1995. He is a three time Gubernatorial appointee, Dr. Leslie is a Licensed Marriage and Family Therapist, Licensed Professional Counselor, a Licensed Addiction Counselor, an Approved Clinical Supervisor with the CCE, and an Approved Supervisor with the AAMFT with 42 years of post-doctoral experience. He has served as a NFL Approved Clinician, the Team Clinician of the Denver Broncos, and a Trainer

and Consultant for the Chicago Bears. Dr. Rachael C. Marshall Dr. Rachael C. Marshall is an Assistant Professor and Coordinator of the Career Specialization at California State University, Sacramento in Counselor Education. With her Master’s in counseling, she worked as a clinical and career counselor in Universities, homeless shelters, and schools. Her work focused on trauma, grief, and advocacy with first-generation college students, immigrants, international students, and LGBTQ+ clients. She then completed her PhD in Counselor Education from the University of Tennessee Knoxville where she worked as a career counselor. She currently researches career identity development for specialized populations and counselor identity development in relation to self-care, wellness, and mindfulness.

Dr. Joyce Mikal-Flynn Joyce Mikal-Flynn, Professor in the School of Nursing at California State University, Sacramento, received her Doctor of Education from St. Mary’s College and Masters of Science in Nursing at CSUS focusing on trauma informed care with an emphasis on posttraumatic growth. She developed a model, Metahabilitation, to describe a productive outcome in the aftermath of trauma and created a strengths-based clinical pathway guiding individuals toward posttraumatic growth. Her post-doctoral research focused on how traumatic experiences also bring forth posttraumatic growth in secondary and vicarious trauma survivors as well as communities. Along with the course she created at CSUS, Traumatology: An Introduction to Posttraumatic Growth, she continues to research, lecture and directly apply Metahabilitation in a variety of rehabilitation and recovery settings. Her second book on the subject, Anatomy of a Survivor: Building Resilience Grit and Growth After Trauma will be released in April 2021. Mary Kathryn Orsulak, MD, MPH

MK Orsulak, MD, MPH (she/her) is a Family Medicine doctor in Sacramento, CA. She believes that Family Medicine is a collaboration between primary care physicians and patients; and everyone should have access to compassionate healthcare that is patient centered. Her interests include providing primary care-based treatment of substance use disorders, mental health, gender affirming care, and reproductive health with a focus on caring for people experiencing homelessness, people who use drugs, and people impacted by the prison industrial complex. She is passionate about decreasing barriers to primary care and integrating the philosophy of harm reduction when providing patient care. MK believes that medicine does not exist in a vacuum and it is the role of physicians to advocate against systems of oppression that impact their patients, especially when those are reinforced within the healthcare system. Ryan Quist, PhD

Ryan Quist, Ph.D., is the Behavioral Health Director in Sacramento County. His work in Behavioral Health started in Riverside County Behavioral Health where he worked in various roles for 16 years. He worked with the Riverside County team to implement the Mental Health Services Act (MHSA) from its inception and served on State led committees relating to the MHSA implementation. He remains very active in Statewide advocacy on Behavioral Health topics and was elected by other Behavioral Health Directors as an Officer for the County Behavioral Health Directors Association (CBHDA). He co-chairs the CBHDA Medi-Cal Policy Committee. In Sacramento County, his focus is on mental health and substance abuse services for the homeless population, criminal justice population, and bolstering the crisis continuum of care to prevent psychiatric hospitalizations. For children’s services, he is dedicated to promoting field-based and school-based services and collaborating to support the foster youth and probation populations.

Anthony Rivas, EdD, LMFT, LAC, MAC, SAP Anthony Rivas, EdD, LMFT, LAC, MAC, SAP is an Assistant Professor at California State University Sacramento. He holds a doctorate in Educational Leadership and 18 years of experience working in the substance use disorder & mental health counseling professions. Dr. Rivas holds clinical licensure in Colorado as a Licensed Marriage & Family Therapist (LMFT) and a Licensed Addiction Counselor with Master Addiction Counselor (MAC) and US DOT Substance Abuse Professional (SAP) credentials. His research interests focus on socio-economic-status bias and the negative effects on the clinical relationship, diagnosis, and prognosis. Dr. Rivas currently serves on the Board of Directors for California Association for Licensed Professional Clinical Counselors (CALPCC) and on the CALPCC Legislative and Advocacy Committee. Bita Ashouri Rivas, Ed.D, LPC, LMFT, LAC, MAC, ACS

Bita Ashouri Rivas, Ed.D, LPC, LMFT, LAC, MAC, ACS is an Assistant Professor and Lead Program Coordinator at California State University, Sacramento. She has taught in Counselor Education for seven years, having supervised and trained counselors in two states, she has moved from the University of Colorado - Colorado Springs and has been at California State University, Sacramento since 2018. Dr. Rivas holds a doctorate in Counselor Education & Supervision. She had been in private practice in Colorado for eight years until moving to California and holds three clinical licenses in Colorado: Licensed Professional Counselor (LPC); Licensed Marriage and Family Therapist (LMFT), and Licensed Addiction Counselor (LAC), as well as an Approved Clinical Supervisor & Master Addiction Counselor (MAC) credential. Research interests include Counselor Self-Efficacy, Substance Use Disorders, the Impact of SUD on families, Drug Legislation Policy as a Means of Oppression, & Counseling Professional Identity.

Dr. Carly Scarton Carly Scarton is an Assistant Professor of Counseling at California State University, Sacramento. She specializes in supporting the LGBTQ++ community through her work as a researcher and counselor. Another area of scholarly interest includes the role of nature in serving as a tool to promote positive mental health outcomes, especially with regard to addiction. Her credentials include: B.S. in Sociology and Criminology, Saint Francis University; M.Ed. in Counselor Education, Penn State University; Ph.D. in Counselor Education & Supervision, Penn State University; Graduate Certificate in LGBT Health Policy & Practice, George Washington University; National Certified Counselor.
