September 12th 2013: The International Organiza-tion for Migration (IOM)’s Regional Office for the Middle East and North Africa is pleased to an-nounce the launch of the Migration Coordination Task Force for the Eastern African Migratory Route and North Africa (MTF-NOAH). MTF-NOAH will ad-vocate for and help to facilitate a coherent and re-gionally coordinated migration management re-sponse to the increasingly complex migration flows along the Eastern African migration route and North Africa. The IOM-led Task Force will work closely with humanitarian partners and governmen-tal authorities across the region, at the central, lo-cal and regional levels, to promote and help uphold the human rights of migrants. Migrants transiting along the Eastern African Migra-tory Route and in North Africa often experience considerable exploitation and abuse. During their journey migrants have repeatedly been subjected to extortion, forced labor, sexual exploitation, slav-ery-like practices, servitude, and torture. MTF-NOAH will develop the capacity of govern-ment and civil society actors to protect migrants, through the identification of vulnerabilities and the provision of direct assistance and durable solutions to migrants. In addition, in order to prevent exploi-tation at the outset or abusive practices by local communities, the new Task Force will use facilitat-
ed dialogue and promote cooperation within and between countries along the migratory route, to provide innovative awareness raising and alterna-tive livelihoods strategies. The Task Force will also promote the rule of law in migration and border management by means of national and regional advocacy and technical assis-tance. Key areas for cooperation will be identified and potential joint programme responses to migra-tion challenges will also be explored. This will be achieved through improved information sharing and open dialogue, and ensuring that information on best practices are readily available and dissemi-nated to groups and organizations that have the greatest impact on migrant issues.
Finally, the Task Force will advocate for improve-ment in the knowledge-base on irregular migration flows and migrants’ needs and vulnerabilities by encouraging the broad participation and commit-ment of other stakeholders, including migrants. The Task Force will promote research and infor-mation management among migration policy mak-ers in the region, as well as make efforts to allocate all resources available to assist the immediate hu-manitarian needs of migrants. It is IOM’s hope that through coordinated efforts, the Task Force will develop new policies and pro-grammes that will significantly reduce the exploita-tion, abuse and trafficking of migrants along the migratory routes within the broader region.

En partenariat avec le gouvernement tunisien et le sou-
tien financier de l’Office du Département d’Etat des
Etats-Unis d´Amérique chargé de surveiller et de com-
battre la traite d’êtres humains (J/TIP), l´OIM Tunisie a
organisé le 21 Juin 2013, le lancement officiel de son
Etude exploratoire sur la traite des personnes en Tunisie, le
premier de ce genre dans le pays.
Cette Etude a été élaborée dans le cadre du projet
« Soutien et Transfert des Mécanismes d’Assistance,
d’Orientation ainsi que d’Echange d’expérience en ma-
tière de traite des personnes » (SHARE) financé par le
Département d´Etat des Etats-Unis d´Amérique, qui vise
à renforcer les capacités du Gouvernement tunisien en
matière de lutte contre la traite des personnes.
L´événement a compté sur la présence d´un représen-
tant du Ministère de la Justice, M. Faycal Ajina, la Chef
de Mission de l´OIM Tunisie, Mme Lorena Lando, et le
représentant de l´Ambassade des Etats-Unis
d´Amérique en Tunisie, M. Doug Kent, ainsi que les
membres du Comité de Pilotage du Projet SHARE, des
organisations internationales, des Ambassades et des
Médias nationaux.
L´Etude dresse un panorama général des manifestations
et des dynamiques liées à la traite interne et transnatio-
nale d’adultes et d’enfants aux fins de travail forcé, d’ex-
ploitation sexuelle et de servitude domestique en Tuni-
sie. Toutes les parties prenantes ont affirmé que le Rap-
port ainsi que le Projet SHARE, représentent une base
pour engager des actions visant à améliorer la détection
et l´assistance aux victimes de la traite en Tunisie, mais
aussi pour prévenir le crime et poursuivre les trafi-
quants.
« La Tunisie a commencé à travailler contre la traite des
personnes avant la Révolution, en 2007. Avec le soutien
technique de l´OIM dans le cadre du Projet SHARE,
nous avons compris comment développer les méca-
nismes et les stratégies appropriés afin de mieux affron-
ter ce problème. La participation active d´une Comité
de Pilotage interinstitutionnel a représenté un avantage
considérable dans la construction de politiques pu-
bliques contre la traite en Tunisie », a expliqué M. Faycal
Ajina.
Le représentant de l´Ambassade des Etats-Unis
d´Amérique en Tunisie, M. Doug Kent, a insisté sur le
fait que « la bonne communication entre les institutions
publiques et la société civile est un élément clé pour
garantir le succès des initiatives contre la traite ».
Finalement, Mme Lorena Lando, Chef de mission de
l’OIM en Tunisie, s´est félicité du lancement de cette
première Etude sur la traite dans le pays. « Cette Etude
exploratoire aidera à la prévention et à la sensibilisation
sur ce sujet délicat. Le Rapport met également en lu-
mière l´urgence d’adopter le Projet de loi contre la
traite des personnes que les autorités tunisiennes ont
récemment remis à l´Assemblée Nationale Constituante
», a déclaré Mme. Lorena Lando.
Cinq Ateliers visant à la diffusion des résultats de
l´Etude ont été organisés à Tunis ainsi que dans les ré-
gions de Jendouba, Sousse et Sfax, entre le 24 juin et le
4 juillet. En août et septembre, l´OIM Tunisie va organi-
ser des séminaires de formation sur l´identification et
l´assistance des victimes de la traite, adressés aux ac-
teurs locaux, dont les Médias nationaux. Finalement, un
Mécanisme National de Référencement sur la traite des
personnes sera élaboré, avec le soutien et la participa-
tion des membres du Comité de Pilotage du Projet
SHARE.
