Mr Mayor,

Dean Mercer became the elite of the bronzed Aussie surf lifesaver. His image summed-up how untold millions around the world imagine the true blue Aussie male to be. Of course, that is an idealised notion. So was the innocent belief that someone as seemingly fit and healthy as Dean Mercer was bullet-proof. Sadly, we now know that was not necessarily the case.

Over two decades, his competitive spirit led him to national and international fame. He secured five NSW State titles; two Australian titles; two tests of the Toughest titles and Winner of the world Oceanman Series.

Dean Mercer was privileged to enjoy four sons with his wife, Reen – another ironwoman champion. Dean adored his boys but he shared his remarkable capacity for love with so many others. He gave above and beyond the call of duty to coach others – both young and old – in the wonders of surf and how to both enjoy and master it.

Dean Mercer will be remembered not just for his Australian and international titles. He will live in our memories for his great personal qualities:

being ever willing to help others

never letting fear of giant surf, adverse conditions or supremely talented opposition get to him

We will miss you, Dean.

3 MAYORAL MINUTE 3.1 TEMPORARY BARRIER CAVILL AVE AND BROADBEACH MALL

Councillors,

In light of recent global terrorist events, the status of the current National Terrorism Threat Level for Australia (Level 3 - Probable), the release of Australia’s Strategy for Protecting Crowded Places from Terrorism, our role as host city to the 2018 Commonwealth Games and the city’s standing as a tourist / event destination, it is pertinent to take stock of security arrangements in the city’s high profile public spaces. Many other capital cities throughout Australia have already installed temporary barriers in high profile malls to proactively deter terrorist attacks.

There are already bollards in place at our high profile malls at Cavill Avenue and Broadbeach, however a review has determined that these need to be enhanced.

I am proposing that the City immediately install a small number of additional barriers (a mix of concrete planter boxes and concrete cubes) in Cavill Avenue Mall and Broadbeach Mall to deter vehicles from entering these areas at speed. The number and placement of these barriers will be defined by the ANZCTC Hostile Vehicle Guidelines for Crowded Places. The proposed placement of barriers is shown on maps 1 and 2. It should be noted that these are temporary measures pending a review as detailed below.

These temporary barriers are a proactive measure to increase security provisions outside of event periods and are in addition to the extensive security planning already in place for events such as the Commonwealth Games, Schoolies and GC600. The barriers are similar to those located in Melbourne’s Bourke Street Mall and Brisbane’s Queen Street Mall. The placement of these temporary barriers will not impede normal pedestrian, cyclist or disability access and will allow access for service vehicles.

An allocation of $10,000 from CI2600O001 – Urban Precinct Asset Maintenance is required to fund the purchase and placement of the additional temporary barriers in Cavill Ave and Broadbeach Malls.

I have asked that a further report be brought back to Council via the City Infrastructure Committee providing analysis and recommendations for high risk pedestrian areas in the City and what permanent infrastructure would be required to address any security concerns. The report will seek the advice of security agencies in its recommendations.

As you are aware, a project to install permanent, retractable bollards in the Surfers Esplanade is already underway.

Launch of Seniors Week and Mayor's Senior's Concert

There were three (3) concert sessions this year – I opened the first one, Cr Gates and I did the second together and then Cr Gates did the final one.

Seniors Week ran from 19-27 August when we officially recognise and acknowledge senior Gold Coasters who have contributed so much to our community.

The highlight of the week were the three (3) booked out Mayor’s ‘Memorable Musicals’ Concerts at the Arts Centre which this year featured the wonderful Rhonda Burchmore.

Other highlights included the Hinterland Museum Open Day, Musical movie morning at Helensvale and Federation Walk community planting day.

During Seniors Week we promoted other programs:

Community Directory

as well as pensioner rate rebates, Council Cabs and library services.

We have 83,000 residents over the age of 65, making up over 15% of the city’s population and expected to grow to 20% of the population by 2031.

Official Opening of Parkwood Village Health Precinct

It was a pleasure to open this new health facility, which includes Pindara Medical Specialists Centre operated by Ramsay Health Care and QSCAN Radiology Clinics.

This precinct is part of the expanding infrastructure and services available, especially at Parkwood where they are able to provide a unique service through their expertise in sports medicine.

With Parkwood Village being a newly established sports-focused hub and the home of the Titans, this compliments the existing services in the area.

There is $6 million invested in equipment alone.

Site Tour of Westfield Coomera

Cr Caldwell attended.

When I was first elected in 2012, Cr Caldwell and I flew down to Sydney to meet with Westfield to try to resurrect this 20 year stalled project and get it up and going.

The head of Westfield said during that meeting that no other Council in Australia had bothered to visit them and that this was a real boost to confidence for the Coomera project. Today we see the fruits of that labour.

And, as of 25 August 2017 the Centre is due to open at the end of next year, and this $500 million investment will offer 120 speciality stores as well as Woolworths, Coles, Kmart, Target and Events Cinemas.

The other great news is that this means the upgrade of Foxwell Road has now commenced and the developer, not ratepayers, are paying the cost of the upgrade works. Good on you Westfield.

We are looking at 7500 jobs during construction and at between 700 to 1000 jobs once this first stage is opened.

Capture of 'Sharon' The Stonefish

With Evandale Lake being drained we were able to catch the stonefish I named ‘Sharon’.

It was good news that Sharon was able to be found, as many families swim at the lake, so it is important it is a safe place especially for children swimming there.

We were contacted by James Cook University in Townsville, who took Sharon and will ‘milk’ the stone fish to create an antidote, so it is a positive outcome

The story created a lot of interest, so I was able to do an interview with national show The Project on Channel Ten and promote the Gold Coast across Australia.

Opening of Broadwater Mangrove Deck

I joined with Leader of the House, Hon Stirling Hinchliffe, who was representing Minister Kate Jones.

The new Broadwater Deck is just behind the Aquatic Centre in the Broadwater Parklands and is a Commonwealth Games legacy project.

The new deck improves spectator experience, protects the mangrove system and also acknowledges the indigenous significance of the area.

There is also an impressive artwork done by Lisa Sorbie Martin that will attract a lot of attention, especially during the Games.

The Mangrove Deck is another great addition to the growing Broadwater Parklands.

On-set Visit of "Aquaman"

Deputy Mayor, Cr Gates attended.

We were invited up to Coomera where Jason Mamoa and Amber Heard were filming a scene. Jason came up in between shoots to say ‘g’day’.

Having major Hollywood blockbusters like Aquaman filming on the Gold Coast is a massive coup for our city.

This is the longest filming of a major motion picture – approximately 120 days, compared with Pirates of the Caribbean of 86 days.

In the case of Aquaman, this film has provided hundreds of jobs on the Gold Coast and boosts our city's reputation as an ideal destination to make films.

We are also the only Council in Australia with a dedicated Film Attraction Unit, helping to attract more film and television productions on the Gold Coast.

The film and television industry is just another example of how we're broadening our economic base – and that means jobs for our residents and local businesses.

Evandale Lake Work Crew Site Visit

While the lake was empty looking for Sharon, we took the opportunity to give the lake a clean- up and refresh.

I took the opportunity to call in and visit the crew onsite and see the work in action.

They are doing great work in both cleaning up the lake and removing rubbish, but also undertaking remedial work to ensure it is at its best as part of the Cultural Precinct.

Dedication of Monument to Merchant Seamen - International Merchant Navy Day

Cr O’Neill attended.

Also in attendance was Governor of Queensland His Excellency The Hon. Paul de Jersey, Karen Andrews MP Federal Member for McPherson and Jann Stuckey MP State Member for Currumbin.

This monument is dedicated to our Merchant Seaman who have performed such an important task during a number of conflicts, and have been unheralded heroes for our nation.

Rosies 30th Anniversary of Outreach on the Gold Coast

Cr Crichlow attended.

Also in attendance was His Excellency the Governor General The Hon General Sir Peter Cosgrove and Lady Cosgrove, and the State Member for Southport Rob Molhoek.

Rosies Friends on the Street commenced in 1987 at Schoolies in Surfers Paradise, and was set up by a Catholic order of priests. They have been at every schoolies since they started 30 years ago.

They now operate in 11 communities across Queensland with 1200 volunteers.

On the Gold Coast they provide a drop in centre five (5) mornings per week, court outreach, prison visitation and street outreach 6 nights per week.

98% of their costs are covered by support from the community, and it hard to imagine the Gold Coast without the wonderful work of Rosies and their volunteers.

Toogoolawa School Visit

This amazing school is located in Pimpama and was set up by well- known businessman John Fitzgerald.

The school was set up for 8-15 year olds excluded from mainstream schools.

They are educating what I would call ‘high energy’ students.

Gold Coast Cultural Precinct Progress Update

Cr Baildon attended.

I went onsite to check out the progress of our Cultural Precinct stage one outdoor arena.

When completed, it will host up to 5,000 live music fans in the open grassed area.

It's about jobs: tourism jobs from cultural tourists who, as we know from MONA museum in Tassie, stay longer and spend more.

This $37 million project is on track, on time and importantly for me is on budget! It has provided 860 jobs for locals in the process and around 6000 hours of apprentice training onsite.

The Mayoral Chief of Staff received an informal approach from the Gold Coast Show Society about the future of the Helensvale Golf Club. The approach indicated potential interest in the site from the Society as a possible future home for the Gold Coast Show, should the site become available.
