The role of CABUA in the promotion of the agricultural

bioionputs sector.

Establishment of CABUA

After the workshop “Taller sobre institucionalidad para el desarrollo, regulación y comercialización de bioinsumos en Argentina” (2013) MAGyP – IICA arises the need to create an "intersectoral body for the management, coordination and formulation of projects for the agricultural bioinputs sector."

CABUA was established within the scope of the NATIONAL AGRICULTURAL BIOTECHNOLOGY ADVISORY COMMISSION (CONABIA) by Resolution No. 07 dated december 10, 2013- MAGyP, both chaired by the Coordination of Innovation and Biotechnology (AD Nº 1441/2020)

➢ To provide advice on the technical requirements of quality, efficacy and biosecurity that Bio-inputs must meet.

➢ To propose new standards and issue an opinion in relation to the regulation and promotion of Bio-inputs.

"Any biological product that consists of or has been produced by microorganisms or macroorganisms, extracts or bioactive compounds derived from them and that is intended to be applied as an input in agricultural, food, agro-industrial or agro-energy production."

Achievements of CABUA

✓ Participation and monitoring of the Program to Promote the Use of Bio-inputs (PROFOBIO 2015-2016)

● Total financing USD 224,000

● Duration: 15 months.

● It benefited 700 agricultural producers of walnut, fruit, horticultural,

viticultural and forage sectors, throughout the country.

● CABUA worked on a progress report template and on a survey model for

the benefited producers

● CABUA worked on a draft resolution of PROFOBIO II that has not yet been

carried out.

In 2017, CABUA submitted to the authorities of the then Ministry of Agroindustry a 65% reduction proposal for bio-inputs SENASA tariffs.

The proposal was materialized in in Resolution 12-E dated February 7, 2018, later modified by Resolution 189 dated December 28, 2018.

✓ Reduction of 65% of the tariffs for Bio-inputs, which for remuneration is received by the National Service of Agri-food Health (SENASA), which is responsible for the registration of agricultural bio-inputs.

✓ Formulation of a Base Document presenting the status of Bio-inputs in Argentina, providing elements for the formulation of policies.

CABUA agreed on the “Base document on bio-inputs in Argentina”

whose contents are:

• state of the art in the development and use of bio-inputs,

• benefits derived from its use,

• challenges to increase the number of quality bio-inputs

registered in Argentina.

Law 26,050 reduces the tax for chemical fertilizers by 50% since 1997. This

draft intends to extend this benefit to the biological and organic fertilizers.

The measure seeks to benefit the segment of small and medium-sized

companies that supply 60% of the market (around 40 companies)

The draft has not yet been adopted.

✓ Draft law to modify Law 26,050 on Value Added Tax for biological fertilizers.

✓ Formulation of the Action Plan for the agricultural bio-inputs sector RESOL-2019-105-APN-SAYBI # MPYT.

Goal To increase the diversity of bio-inputs for agricultural use in the formal market.

• To Implement a State Policy on Bio-inputs.

• To update the management and registration system of

Agricultural Bio-inputs.

• To Boost the processes of research, innovation and

development of bio-inputs.

• To facilitate access to information, training and

technical assistance in the management and use of bio-

inputs to agricultural producers.

Means

CABUA will be responsible for monitoring the progress of the actions, analyzing the associated indicators and means of verification.

To provide information about development, regulation,

experiences in field use and institutional aspects.

To promote the interaction of agricultural technicians from

all over the country.

producers, as well as small and medium industries

● To extend the possibility of applying the "Argentine Bioproduct

Seal" to Bio-inputs

● To implement more virtual trainings and course materials online.

● To promote interaction in a public-private sphere for the

development and use of agricultural bio-inputs.
