AFCC INTERNATIONAL BOARD OF ADVISORS

The BOA meeting chaired by Ms Claire Chiang, Singapore Book Council Chairperson was held on 7 Sept 2018

from 10.00am to 12.30pm at the Discussion Room, Level 8, NLB, Singapore. It was attended by BOA members.

Ms Claire informed the meeting that the National Book Development Council Singapore has been dissolved at

an AGM held on 16 July 2018 and renamed the Singapore Book Council as a company limited by guarantee and

the AFCC BOA has been reconstituted as the International Advisory Board of SBC. AFCC is a signature event

under purview of the BOA.

Ms Claire then introduced William Phuan as the new Executive Director of SCB. This year AFCC 2018 was held

from 6 – 8 Sept 2018 in NLB Building Singapore in conjunction with the 50th anniversary of the Singapore Book

Council.

William reported that this time the programme tracks were interwoven over the 3 days. There were 5,303

registered delegates, 25 international speakers, 133 local speakers,26 exhibitors and 29 volunteers, 221 book

launches, 5 awards, 9 winners from Singapore. There were 3 different souvenir book programme covers. Total

of 140 events: 27 writers and Illustrators conference, 16 cross-platform Summit, 25 Teachers and Parents Forum,

17 Country of Focus, 8 Master classes, 21 Public performances and activities, 26 book launches. 6-8 sept is the

new window for future AFCCs. AFCC 2019 will be on 6-8 Sept 2019. Next country of Focus is Myanmar .

Congratulations to Ms Claire, Rama, William and the great AFCC Team for yet another brilliant event. Proud to

be part of this amazing team.

HIGHLIGHTS OF AFCC 2018

This year AFCC celebrated “Imagine-Asia” as the festival theme and Singapore as the Country of Focus. More than 90 local and international writers, illustrators, publishers, storytellers, educators, translators and more gathered to discuss the creation and development of Asian content for children.

AFCC 2018 featured a diverse and thought-provoking line-up of over 70 talks, workshops and masterclasses across four programme tracks. There were also a book fair, book launches, and performances.

Country of Focus: Singapore

AFCC is also celebrating the life and work of the late children illustration pioneer, Mdm. Kwan Shan Mei (1922 – 2012). In this retrospective exhibition “Kwan Shan Mei: Drawing From The Heart” showcased a selection of her books and drawings . Madam Kwan is the recipient of the Book Council’s inaugural Book Award in 1976 for children’s books. The citation extols her illustrations for the “Moongate Collection of Folktales from The Orient” series as having the ability to be “as lively and full of action or soft and dreamlike as the story dictates”.

Writers & Illustrators Conference

It gathered writers and illustrators to come together with publishing industry professionals to share, network, and celebrate children’s content from Asia and around the world. The Cross-Platform Summit

It provided a crossover networking opportunity for media and literary professionals from Asia and around the world. The conference presented a line-up of sessions and masterclasses centering on multi-platform storytelling, pitching, interactive narrative and digital marketing to address the current trends and issues in the content market. Teachers & Parents Forum

It provided teachers, educators and parents with the skills and knowledge to impart early literacy, and a love for books, writing and reading. It also offered parents, teachers, and other related professionals the opportunity to get support, information and advice on nurturing early learning and bilingualism at home. Children’s Literature Lecture

Award-winning writer Suchen Christine Lim gave the annual lecture. AFCC Book Fair and Public Programmes Free Performances and Activities in the Plaza including a children’s book fair, games like Giant Crossword, storytelling sessions in English, Malay. ISLAMIC CALLIGRAPHY ARTWORKS FROM INDIA by Dayang Amal Syukriyyah Hj Abd Kahar, Librarian, UNISSA

On Monday 27 August 2018 an exhibition unveiling event by the Indian High Commissioner to Brunei Darussalam,

Nagma M Mallick took place at UNISSA Library of the Islamic Calligraphy artworks. A total of 38 pieces are donated

to Universiti Islam Sultan Sharif Ali (UNISSA), a selection are displayed in the exhibition inside the library and the

others are hung all around the campus.

The donated artworks are enlarged photographic reproductions of original artworks from the Rampur Raza Library

in India, which has a repository of over 300 rare works of calligraphy, miniatures and manuscripts. The contribution

is a gift from the government and people of India, for the students of UNISSA to enjoy and is a gesture of friendship

from their government to the Government of Brunei Darussalam.

EDITOR’S WORKSHOP FOR ACI DATABASE

Forty participants from Universiti Teknologi Brunei, Universiti Brunei Darussalam and the Centre for Science Technology Research and Development at the Ministry of Defense attended the Editor’s Workshop for ACI and Scopus at the Institute for Leadership, Innovation and Advancement Building, UBD on 6 Sept 2018. The workshop was jointly organised by the ACI Secretariat, UTB, and UBD with the objective to introduce the ASEAN Citation Index (ACI) to editors of Brunei journals and facilitate inclusion of Brunei journals in its database. It was conducted by members of ACI Steering Committee based in Thailand. The workshop provided editors of Brunei journals on the process of journal submissions and selection criteria for inclusion into the ACI database. Assistant Vice-Chancellor (Research) of UBD Dr Abby Tan Chee Hong provided updates on scholarly journals in UBD while UTB’s Assistant Vice-Chancellor (Research) Professor Dr Zuruzi Abu Samah presented on Knowledge Creation and Dissemination in UTB.

POLITIK KESULTANAN BRUNEI (1804-1906): MENGHARUNG BADAI RAHMAT DI PANTAI

Politik Kesultanan Brunei (1804-1906) Mengharung Badai Rahmat di Pantai (translated as Politics in the Sultanate of Brunei, Weathering the Storm of Grace in our Shores) was launched on 26 Aug 2018. It narrates the historical account of significant political events during the reign of three different Sultans in the 19th Century Brunei Darussalam. The book describes how the Sultanate of Brunei stood proud and glorious before the 19th Century and how it declined later.

The book is published by the Brunei History Association (PESEBAR) and co-authored by Assistant Professor Dr Haji Awang Asbol bin Haji Mail and Awang Haji Mohsin bin Abu Bakar.. Dr Haji Awang Asbol is a fellow of Universiti Brunei Darussalam and Honorary Secretary of PESEBAR .

The 194-page book comprises five chapters that recount the political development of Brunei from 1804-1906, especially during the advent of Western powers, particularly the British who dominated their powers over Bruneian territories one after another. The book narrates the 1835 political uprising in the then Brunei territory Sarawak that later saw the intervention from British soldier and adventurer James Brooke, where then on, the Brunei Sultanate slowly loses grip of its territories such as Labuan, Limbang, Lawas and territories in Sabah.

During the testing times, the wise decision by Sultan Hashim who signed on the 1906 agreement to maintain the status of Brunei as a Malay Islamic Monarchy (MIB) nation has saved Brunei, which is also a philosophy that is being strongly preserved until today.

UNISSA LAUNCHED 27 NEW PUBLICATIONS

Universiti Islam Sultan Sharif Ali launched 27 new publications on 8 September 2018 during the opening ceremony of the university’s 8th Mahrajan Hafl Al-Takharruj (convocation festival). The publications are in various fields written by local and foreign academicians. The texts, which comprise seven books written in Malay – including a special publication to mark the 10th anniversary of UNISSA’s establishment, four in English, 12 in Arabic, as well as three journals and a monograph, are meant to be reference material for students and the general community. Among the new titles are: 10 Tahun Kegemilangan UNISSA Mencorak Masa Depan Ummah by Norarfan Zainal and Rose Abdullah, gives an account of the history and the development of UNISSA since its establishment in 2007. UNISSA: Satu Dekad Perkembangan dan Pencapaian, edited by Norarfan Zainal and Rose Abdullah, is a collection of recorded information relating to the historical journey of the establishment of UNISSA and its development and growth within a one-decade period. Ciri-Ciri Khusus Penulisan Islami Mengandungi Nilai Ukhrawi, written by Dato Paduka Dr Haji Muhammad Nur Lubis Abdul Razak Nur, contains clarification on the earliest and most widely known writings on in the history of Islam. From page 6 Aplikasi Istibdal Wakaf dalam Pembangunan: Kajian Perbandingan Antara Brunei Darussalam dan Malaysia, edited by Zakaria Bahari, Kamaru Salam Yusof and Rose Abdullah, exposes the concept, management, funding and implementation of Istibdal Waqaf in Malaysia and Brunei. The text discusses the Fuqaha views of both the past and present, as well as legal issues relating to Istibdal Waqaf. Islamic Principles of Human Rights: Reframed by the West written by Nehaluddin Ahmad does not dwell on the reasons leading to the widespread misinformation on human rights in Islam, but rather presents its readers with a scientifically structured comparison of selected human rights issues. Managing Oil Wealth: Lessons for Brunei to Learn from Norway, written by Khairul Hidayatullah Basir, is highly relevant in the Bruneian context, with the country striving for sustainable development and bidding to achieve Vision 2035.The publication lays out an alternative method to managing the revenues from Brunei’s most relied upon natural resource, oil and gas. Conversational Arabic for Hajj-Umrah-Ziarah, is a translation of last year’s publication in Malay.

WORKING VISIT TO TEMBURONG DISTRICT

On 8 September 2018, members from School Library Cluster 2 of the School Library Monitoring Unit. MOE led by Dy Suziana, Chairperson of School Library Cluster 2 and assisted by her working committee visited Temburong district. The group assembled at Sixth Form Centre Sengkurong and left by bus at 7.10am. This was the first time a working visit cum recreational programme was introduced since the formation of Cluster 2 in March 2018. Temburong district was the chosen destination for this second term school holidays because the group was attracted to its beauty, its flora and fauna and unique life style of the multi-cultural community.

Among the objective of the programme was to encourage team building; to promote social integration; to build librarians who are creative, innovative, knowledgeable and to instill a sense of comradeship; to strengthen bonding among the librarians of Cluster 2 with their peers and family members. The half day programme took them to Kampung Batu Apoi, 18km from Bangar, made up of 5 villages namely, Selilit, Pelinun, Sungai Radang and Gadong Baru. At Kg Batu Apoi they learnt about the ambulong processing industry as OVOP introduced through the Village Consultative Council since 2008. As an outcome of this programme, it is hoped that members would have enhanced their capability, capacity and morale to be more creative, innovative, disciplined, competitive, motivated with a sense of solidarity and with a penchant to be progressive in carrying out their library duty in the future.

VISIT TO SULTAN HASSANAL BOLKIAH LIBRARY By Aw Abdul Muiz Ahmad Hussin, Librarian, Politeknik Brunei

On Thursday 5 July 2018, LLD staff of Politeknik Brunei visited one of Brunei’s special library named Sultan Haji Hassanal Bolkiah library of the Institute of Defense and Strategic Studies, located in Bolkiah Garrison, in the capital. It is open on Mondays to Fridays and is one of five libraries under the Ministry of Defense. Others are the MINDEF Library and Info Centre, Training Institute Library at Tutong Garrison, Defense Academy Library at Tanah Jambu and the Intelligence Training Wing library at Rimba Camp. LLD Staff were welcomed by Dy Hajah Rosnani Haji Yaakub, Ministry of Defense’s Chief Librarian and tour was guided by Dy Sabrina Haji Sulaiman. The Sultan Hassanal Bolkiah library specializes in providing military related reading materials in physical and in digitalized form. It offers various type of services such as alerting service which is to alert patrons on new books or other reading materials of their interest upon its arrival beside wifi and internet access. This conducive library is decorated with modern fittings and arrangement, which is suitable for multi-level age patrons. A special section called the Rainbow Room is intended to accommodate patrons of 5-17 years old and this section is provided with books suitable for their age. In order to accommodate working purpose this library also provides facilities such as discussion room located at the ground floor and a lecture room in the first floor. For patrons convenience a charging station is also available for their use.

KUALA BELAIT, 31 Ogos – Sebagai sebahagian daripada usaha mengeratkan kerjasama antara Persatuan Perpustakaan Brunei Darussalam (BLA) dan pustakawan di seluruh negara, Sesi Taklimat Kerjaya sebagai Pustakawan Sekolah-sekolah telah diadakan di Dewan Sekolah Menengah Pengiran Jaya Negara (PJN) Pengiran Haji Abu Bakar, di sini. Hadir selaku tetamu kehormat pada majlis tersebut ialah Ketua Unit Pemantauan Perpustakaan Sekolah, Hajah Sarimah binti Haji Bakar. Turut hadir ialah Pengetua sekolah tersebut, Chin Ai Fong dan Pengerusi Kluster 6, Dayang Nor Azimahwati binti M. Yassin.

Majlis tersebut telah menyaksikan penyampaian taklimat oleh Presiden BLA, Dayang Nellie binti Dato Paduka Haji Sunny. Dayang Nellie ketika menyampaikan taklimat beliau di majlis tersebut.

Lebih 70 orang dalam kalangan pustakawan di Daerah Belait telah menghadiri majlis anjuran Kluster 6 itu yang antara lain juga bertujuan untuk memberi kefahaman dalam pengurusan, menyediakan kakitangan yang lebih mantap, selain bagi meningkatkan prestasi pustakawan dengan lebih cemerlang dan berdaya saing dalam arus perubahan zaman masa kini yang penuh dengan cabaran.

Role Of Librarians Hailed

BRIEFING on ‘Career as a Librarian’ was held on Thursday as part of efforts to help strengthen ties between the Brunei Darussalam Library Association (BLA) and librarians across the country. The briefing, held at the multi-purpose hall of Pengiran Jaya Negara Pengiran Haji Abu Bakar Secondary School, Kuala Belait, was conducted by BLA President Nellie binti Dato Paduka Haji Sunny. Also present were Head of School Library Monitoring Unit of the Department of Schools at the Ministry of Education Hajah Sarimah binti Haji Bakir, Principal of the school Chin Ai Fong and more than 70 librarians from the Belait District. The briefing was also aimed at highlighting librarians’ role in promoting knowledge and in developing the next generation in the challenging era of globalization. 28 Aug 2018 A convocation ceremony was held for 205 students of Kolej International Graduate Studies (KIGS) Out of the 205 students, 102 were degree graduates; 85 were recipients of the HND and BDTVEC and the Lim Kok Wing University of Creative Technology Programme; and 18 were graduates of the Certificates for UMS Programme. Six graduates received the First Class Award while two graduates in BDTVEC programme, four in the Degree programme at the Lim Kok Wing University of Creative Technology and two in the UMS Programme receive Best Student Award. Nurul Amal Hafiza Yasmina Athirah binti Mutassir, the daughter of Her Royal Highness Princess Hajah Amal Jefriah, received the Best Student award for Diploma in Animation & Multimedia Design.

29 Aug 2018 UBD’s 30th Convocation with 1,543 graduates comprised 37 PhD graduates, 355 Master’s degree holders, 1,136 Bachelor degree graduates and seven Advanced Diploma and eight Diploma recipients. 6 Sept 2018 Sultan’s Scholars Abdul Qayyum bin Haji Isa, a former student of the Hassanal Bolkiah Arabic Boys Secondary School, will be furthering his studies in Arabic Language at Al-Azhar University in Egypt. Muhammad Nasruddin bin Haji Sulaiman was a recipient of the Sultan’s Scholar in 2014, graduating with First Class (Hons) MChem in Chemistry from the University of Oxford. This year, he will be pursuing a PhD course in Chemistry Research at the Imperial College London. Hajah Hafizah binti Dato Paduka Haji Mohammed Nor also received the Sultan’s Scholar in 2013, and went on to graduate with a BA Second Class Upper (Hons) in Architecture at the University of Cambridge. This year, she will be pursuing a Master’s degree in Architecture with the Royal Institute of British Architects (RIBA) in the Architectural Association School of Architecture.

13 Sept 2018 Launching of the JPPK Management Plan and Presentation of ISO 9001-2015 certificates for Quality Management System. The Directorate of Development and Work Services', DDWS Management Plan book is a road map or a source of reference to realise a quality, sustainable and smart infrastructure of the Ministry of Defence. The ISO 9001:2015 certificate received by DDWS early this year is based on effective provision in the programmes and projects of the Ministry of Defence and camps, an effective administration and management with a smart and prudent budget.

13 Sept 2018 Autoroti Monetari Brunei Darussalam issued the notice (Notice No: BU/N-7/2018/57 and BU/N-8/2018/58) on the introduction of the Overnight Standing Facilities. The Overnight Standing Facilities aim to support effective and efficient liquidity management of the banks and to facilitate the smooth functioning of the financial system.

13 -16 Sept 2018 450 members of the Persatuan Kereta Tahan Lasak Brunei participated in the 3 rd Sarawak 4×4 Jamboree 2018. The race started in Sibu, Sarawak and on to Kanowit, Song and Kapit across the wild rainforest terrain of the Sarawak interior.

14 Sept 2018 New Ar-Rahman Mosque at Kampung Tanjong Bunut in the Brunei Muara District was utilised for the Friday prayers today

14 Sept 2018 A new mosque in Kampung Bukit Panggal, Tutong District is being built for 600 congregants on a 2-hectare land using the Brunei Darussalam Mosque Construction Fund. Construction began in June 2018 costing $3m. There will be a Lecture Room, Information Technology and Library, and separate special needs male and female ablution area.
