Dr. Jeremiah F.Creedon, associateadministrator forAerospace Technol-ogy, has retiredafter 40 years withthe Agency to jointhe faculty at OldDominion Univer-sity, Norfolk, VA. Dr.J. Victor Lebacqz,associate director for Aerospace Pro-grams at NASA Ames, will serve asacting associate administrator untilCreedon's successor is appointed.

"Jerry's retirement is a true loss of talentand continuity for NASA," said Adminis-trator O'Keefe. "It will be daunting tofind a professional of comparable exper-tise, insight, and passion to pursue theimportant aerospace technology efforts."

Under Creedon, the Office of AerospaceTechnology developed innovativetechnology for aeronautics and spaceapplications. He was responsible fordeveloping new university and commer-cial partnerships that developed andexploited technology breakthroughs.

Prior to being named associate adminis-trator in June 2002, Creedon was direc-tor of NASA Langley. It was there that hebegan his NASA career in June 1963 asa research engineer and matriculatedthrough the ranks of management untilhe became center director, August 1996.

NASA Associate Administrator forSpace Flight William F. Readdy namedDavid A. King as the new centerdirector for NASA Marshall inHuntsville, AL. King was appointedto succeed Arthur G. Stephenson,who stepped down after 5 years ofservice to become involved in pro-moting NASA's education efforts untilhis retirement in January 2004.

Prior to becoming Marshall's deputydirector in November, King was direc-tor of Shuttle Processing at Kennedy,where he managed and coordinated allspace shuttle processing and launchoperations, overseeing the work ofapproximately 5400 civil service andcontractor employees.

Stephenson will serve as special assis-tant to Dr. Adena Loston, the associateadministrator for Education at NASAHeadquarters, while based at the

Named Kennedy's center director inMarch 1997, Bridges was responsiblefor managing all of the Agency's facilitiesand activities related to the processingand launch of the space shuttle andexpendable launch vehicles, as well asfinal tests, preparations, and processingof experiments and segments of theInternational Space Station. He alsoworked to develop the spaceport andrange technologies to improve safety.

Highlighting Staad's tenure, Administra-tor O'Keefe praised his dedication andloyalty to both the President and NASA."Courtney has been a faithful publicservant and a creative leader whoknows how to motivate people and getthings done."

Stadd is credited with aiding theAdministrator's lead in implementingthe President's Management Agenda andnumerous important NASA initiatives,including Freedom To Manage. Heleaves having worked 25 years in theprivate and public arenas with a primaryfocus on identifying aerospace and high-tech-related, market-driven opportunities.

ell before NASA Administrator Sean O'Keefe began focusing on the One NASAconcept, Cheryl Malloy, Kennedy Mission Integration manager for the Launch ServicesProgram—formerly Expendable Launch Vehicles Program (ELV)—was actually puttingthose principles into practice. Malloy, a 15-year veteran with NASA, has had severalfirst-hand experiences in working with other NASA centers on projects at Kennedy.

"I've been lucky that all of the Launch Services Program missions we work on requireintegration with other Centers," said Malloy.

For example, as Mission Integration manager on the Kodiak Star mission in 2001, shecoordinated launch site activation, mission integration, and launch activitieswith the Wallops Flight Facility, the U.S Air Force, the Coast Guard, and Lockheed

Martin, bringing together one Kodiak launchteam to ensure a smooth mission flow andsuccessful first launch in Alaska. The launchcoordination was a prime example of NASA'sCore Values and Kennedy's Guiding Principles.It emphasized the importance of buildingreliance and teamwork everywhere, which hasbeen a Kennedy Guiding Principle for morethan 5 years, and demonstrates One NASA.

Malloy started at Kennedy as a summerappointment in 1987 and then worked full-timein Shuttle Payloads, starting in 1990. Amongthe missions in Shuttle Payloads she workedon were Spacelab-Japan, Microgravity LifeSciences, and Space Life Sciences. Sheespecially enjoyed working in Shuttle Payloadsbecause, in addition to her electrical engineering

degree, she first earned a degree in lab technology. Working on these payloadsutilized both degrees and provided her the opportunity to meet and work with manyscientists and experimenters inside and outside of NASA.

It was during her time in Shuttle Upgrades, from 1996 to 1998, that Malloy's workrequired her to become involved in projects rather than missions with other NASAcenters. She transferred to ELV in 1998 and has remained there ever since. "I likethe synergy that exists when you work with the NASA centers and others outsideof Kennedy," said Malloy.

She so strongly believes in drawing on all resources in order to complete a projectsuccessfully that she took it one step further and participated in NASA's IndustryExchange Program. This program temporarily places personnel from commercialbusiness into NASA, and vice versa.

Malloy recently completed her industry exchange with Science ApplicationsInternational Corporation (SAIC) in Cape Canaveral while still maintaining some of herresponsibilities with the Launch Services Program. Malloy said, "I wanted to bench-mark their project management and compare the private sector with government."

She will be able to bring back project management practices from the private sector inthe same way she shared NASA's perspectives with them. She was not surprised to find

that, since SAIC is a global company,they had practices in place that weresimilar to One NASA.

Returning from her industry exchangeto Kennedy, Malloy is working on theMarshall Space Flight Center-managedX–37 Flight Demonstration Projectcomprising a team including NASA'sDryden, Langley, and Ames researchcenters, and the Fairmont IndependentVerification and Validation Facility.As the Kennedy Mission Integrationmanager, she and the Kennedy teamwill provide launch service and launchservice integration. She says, "Thisis a perfect example of the OneNASA concept—where we draw fromother centers for their experienceand expertise."

With any new concept there are alwayshurdles to overcome. Malloy says,"It's so much better to work under the'Agency hat' than just the 'Kennedyhat.' One NASA is predominantly aculture change and it's the perfectopportunity for our leadership to setthe stage for guidance and support."

Hundreds of employees started the work day off in a special way on May 15 whenSmooth Jazz 107.3 The WAVE hosted a Breakfast Break at Glenn. Free Krispy Kreamdoughnuts and gourmet coffees from Van Roy Coffee Company highlighted theevent as members of The WAVE's sales and promotional team greeted employeeswith a spin of the wheel for fun and prizes. On a recent visit to Glenn, Dr. MichaelSwartz, Cleveland State University presi-dent, touted the long history ofcollaboration the two institutions enjoythrough research, and more recently,partnership in the Institute for Techno-logical Innovation. NASA featured prominently in thisyear's Intel International Science andEngineering Fair held May 11through 17 in Cleveland. More than35 Glenn employees served asjudges and interpreters for over 1,000of the world's top high schoolscience and engineering students,who competed for over $3 million inscholarships, grants, prizes, and a tripto the Nobel Prize ceremonies inSweden. Finalists of the competitionwere given a tour of selected Glennfacilities. An astronaut panel (pic-tured), Webcast and broadcasted onNASA–TV and local cable compa-nies, united some of NASA's spacepioneers, who inspired the next generation of explorers with candid insights into theirlife experiences. Students could also experience the thrill of exploration throughhands-on activities found in Discovery Rooms hosted by Glenn's Office of EducationalPrograms. A virtual tour of Ohio communities using satellite imagery was featured inOhioView's Discovery Room.

Glenn's Office of Equal OpportunityPrograms in partnership with theCleveland area Native American Indiancommunities coordinated the SacredHoop Journey IV: Healing the Men andChildren presentation on May 10. Oneof 16 Wellbriety Days sponsored byWhite Bison, Inc., the event stagesgatherings where Native Americans sharetheir life experiences and commit to theprocess of sobriety and healing frompast abuses both physically andculturally. here are many methods to measure the relevance of our work at Glenn. One specificway we gain assurance that our efforts are on track with the technical community—in and outside of our Agency—is through awards.

This month, I would like to highlight the recent Turning Goals Into Reality (TGIR) andNorTech Innovation awards, which are featured in this issue, and other awards suchas the R&D 100 awards. Glenn garnered 6 of the Agency's 14 TGIR awards and 2NorTech Innovation awards. As a Center, we have consistently earned a lion's shareof these highly competitive awards. In fact, we lead the Agency in the total number ofTGIR awards. A similar statement can be made regarding the NorTech Innovationawards. This year, Glenn was one of only two entities to receive multiple Innovationawards. Additionally, Glenn has won at least one NorTech award each year for thelast 6 years. With respect to the R&D 100 awards, Glenn leads the Agency with over80 total awards.

We must continually strive to ensure that our efforts here at Glenn are relevant toNASA and aligned with the Agency's Vision and Mission. History has shown andcurrent recognition through the awards cited above demonstrates that Glenn andGlenn-developed technology is relevant to the technical growth of the Agency, andultimately critical to the economic growth of our State and our Nation.

Agency applauds technologies

O ne of a little girl's most precious pos-sessions is her hair. So when 5-year-oldCassie, daughter of George and SandyLeissler, QSS/Environmental DurabilityBranch, donated 18 inches of hair to theRocky River-based Wigs For Kids, itwas a true act of compassion.

"I heard that some kids don't have anyhair because they are sick," Cassieexplained. "I was worried that the kidswouldn't grow hair fast like I do, soI gave them my hair."

Unbeknownst to Cassie, CathyMcDonnell, Cassie's preschool teacherat Glenn's onsite child developmentcenter, Lewis Little Folks, had beengrowing her hair (12 inches) for the verysame cause.

"When Cassie told me that she was cut-ting and donating her hair over the Easterholiday, I was so proud of her. It workedout that we both made our contributionsthat same weekend," McDonnell said.

Months later, student and teacher con-tinue to take great pleasure in knowing

that because of their sacrifice, children—not so different from Cassie—can gainthe comfort of looking "just like everyother child."

"Sometimes I think about the little girl orboy who will get my hair," Cassie said,"and it makes me smile." �

Emissions Reduction award: TurbineAirfoil System Development Team

Recognized as the state of the art forturbine airfoil applications, an advancedturbine airfoil material system made upof a new blade alloy and thermal-barriercoating (TBC) has been developed. Withup to an 85 o F increase in metal temp-erature capability over currently usedblade alloys, the alloy was selected foruse in the high-pressure turbine blade ofthe F135 Joint Strike Fighter engine, andit can also be used in commercial appli-cations requiring longer life and lowmaintenance. With the incorporationof a new TBC, the increase in bladesurface temperature capability will resultin higher engine efficiency and reducedCO2 emissions.

Noise Reduction award:Fan Noise Reduction Team

Noise reduction through fan wake man-agement was achieved by injecting airthrough the blade trailing edge slotsto remove or reduce nonuniformitiesin the fan stream, which led to reductionsof more than 10 dB in the levels offan interaction tones. Such reductions infan noise level, when coupled withsimilar reductions in noise levels from theairframe and other engine components,can achieve NASA's goal of reducingaircraft system noise by a factor of 10relative to 1997 technology.

Mobility award: SATS (Small AircraftTransportation System) AirborneInternet Team

A new communications, navigation, andsurveillance system was developed thatdelivers aviation information services toaircraft and ground facilities as intercon-nected nodes on a high-speed digitalcommunications network (like the Inter-net). Included is a client server with

confirmed delivery notification,a robust high-capacity aviationinformation system for air trafficcontrol and safety advisories,worldwide compatibility, seam-less peer-to-peer connectivity, andhigh bandwidth and data rates.

Mission Affordability award:GRCop-84 Alloy Development Team

Use of a new alloy in combustion cham-ber liners will achieve an estimated 50percent reduction in manufacturing cost,50-percent reduction in delivery time,and additional operational cost savingsthrough an increased number of mis-sions. The rugged new high-temperaturealloy, GRCop-84, far exceeds the capa-bilities of today's alloys for use in future

space vehicles, meets NASA's goal ofmission affordability, is twice as strong,and has 350 o F higher temperature cap-ability over alloys used in today's com-bustion chambers.

suggestions submitted required legisla-tive change. Consequently, the F2M teamhelped introduce legislative proposalsinto the FY03 process that resulted infive legislative amendments that resolvedseveral F2M impediments.

Some of the provisions under theseamendments center on such areas as em-ployment flexibility,which now enableCenters to maximizetheir ability to hirethe best candidates,as well as removecertain restrictions that limit voluntaryseparation incentives. "These provisions are far reaching," saidGlenn's F2M Point-of-Contact OlgaGonzalez-Sanabria, director of theSystems Management Office. "We'reproud that F2M is making a difference.

More proposals will be introduced in theFY04 and FY05 process."

In an F2M update session in May,Gonzalez-Sanabria provided an overviewof the program, touching on such topicsas scope of the issues, points of contact,and status of overall suggestions.

"With nearly 1000 suggestions to date,much progress was made quickly

to address theseconcerns," she ex-plained. "In Feb-ruary, however, theF2M task forceeffort was put on

hold to address the Space ShuttleColumbia investigation. Work resumedin May, as the task force focuses onre-evaluating the closure process anddeveloping metrics."

Gonzalez-Sanabria noted several user-friendly enhancements that are beingdeveloped for the F2M Web site, http://f2m.nasa.gov. The site serves as theprimary feedback mechanism forproviding status and results to employ-ees who have submitted suggestions. �

une 29, 2003, marked the 30th anniversary of a new era in bearing technologythat began in a Glenn test rig. On that date in 1973, a test rig was activated withtwo specially designed angular-contact ball bearings set to simulate the opera-tion of the main shaft of an advanced turbine aircraft engine with the speed setat 3X106 DN. A technological breakthrough was achieved 2500 test hourslater—the longest lived, high-speed bearings had survived, issuing in the eraof the ultra-high-speed, rolling-element bearing.

Up until then, working knowledge on bearing technology was limited to 2X106

DN. The pioneering research and the development of enabling lubricant andmaterial technology for the 3X106 DN bearing was initiated in 1959 at NASALewis (Glenn) by Erwin Zaretsky, now chief engineer in the Structuresand Acoustics Division, in collaboration with industry partners Hans Signer,Industrial Tectonics, Inc., Rancho Dominguez, CA, and Eric Bamberger, GeneralElectric Co., Evansdale, OH.

"We ran a total of 30 specially designed and manufactured 120-mm-bore angular-contact ball bearings at 25,000 rpm (120mm X 25000 rpm = 3X106 DN) for anaccumulated total of 74,800 test hours," Zaretsky recalled.

Using a high-speed pulley-belt arrange-ment as a drive, Signer and Zaretskydesigned the test rig. They also designedthe 3X106 DN bearing using a high-speed-bearing dynamics computercode developed by Tedric Harris, SKFIndustries, King of Prussia, PA, forNASA. This code was the first of itstype that incorporated both thermaland elastohydrodynamic analysis.Bamberger was responsible for thelubricant and materials used in thebearing. The bearings were manufac-tured from a single heat of VIM–VARAISI M–50 steel, using a double-vacuumprocess for the first time for thispurpose. A concept that the re-searchers names "Bearing ThermalManagement" employed both under-ring lubrication and outer-ring cooling.This enabled bearing operating temp-eratures to increase 50 o F to 425 o Ffrom the then state-of-the-art bearingtemperature of 375 o F.

At 3 X106 DN the bearing life was over 23times that achievable for state-of-the-artsingle-vacuum-melted (VAR) AISI M–50steel bearings. As a result of this techno-logical innovation, Zaretsky, Singer, andBamberger received an IndustrialResearch Magazine IR 100 Award in1975, now known as the R&D 100.In the 3 decades that have passed, thistechnology has been incorporated intothe specifications, design, and manufac-ture of all aircraft engine bearings. �

His vision,dedication, strong interpersonal skills, andtechnical expertise have enabled Glennto establish unique, cutting-edge manu-facturing capabilities and to transfer keytechnologies across Northern Ohio.

Kevin Melcher, Controls and DynamicsTechnology Branch, was recognized for

his contributions to NASA programs andthe aerospace industry through his workin dynamic simulation, testing, and con-trol of inlets for advanced aerospacepropulsion systems. His expertise indeveloping dynamic simulation modelsof complex inlets is widely known andsought after across the Agency and byindustry. Melcher was also noted for hisleadership and responsibilities in hischurch community and as a member ofGlenn's Prayer Group.

Ronald Sepesi, Procurement Division,was recognized for his leadership andinnovative processes in contracting withsmall, minority, women-owned, and his-torically underutilized business (HUB)zone firms. Sepesi provided leadershipin NASA's first Award Term and firstHUB Zone set-aside contracts. He alsoled Glenn's first small disadvantagedbusiness reservation under U.S. GeneralServices Administration schedules andfirst contract with a tribally-owned firm.His innovations have served as a modelacross the Agency. �

wo diverse Glenn-developed technologies—one that demonstrates Internetconnectivity between moving vehicles and the other a high-temperature thermal-barrier seal—were recently awarded a 2003 NorTech Innovation award.

Mobile Internet Protocol router technology was developed in partnership with CiscoSystems and Western Datacom. The new technology possesses the ability to commu-nicate through an encrypted, mobile network, allowing instantaneous and continuousInternet connectivity. The mobile networking technology will make space commu--nications in low-Earth-orbiting research vehicles as easy as Internet access here onEarth. In addition to NASA's use for space communications and orbiting spacecraft,the technology could also be used by the military for keeping troops in the field

F ive Glenn employees were amongarea Federal workers honored at theCleveland Federal Executive Board (FEB)17th annual Wings of Excellence pro-gram held June 17. The award recognizescivil servants who by their outstandingperformance on the job and/or excep-tional service in the community are acredit to their coworkers in the Federalservice and an inspiration to others.

Dr. George Baaklini, Structures andAcoustics Division, was recognized forhis technical accomplishments and dedi-cation to community outreach in theCleveland area. As technical groupleader in the Life Prediction Branch, hehelped formulate and deliver state-of-the-art technology in nondestructiveevaluation science and structural lifeprediction. Baaklini has made significantadvancements in digital radiography,microcomputed tomography, andengine health monitoring. Similarly,Baaklini's outreach has merited anaward for mentoring onsite staff,summer faculty, and students, as well asCleveland State University's (CSU) 2001George B. Davis alumnus award fordedication to the growth and advance-ment of students at CSU, where hecurrently serves as adjunct professor.

Bernice Beznoska, , , , , Project DevelopmentBranch, was recognized for her supportand dedication as a member of the SpaceCommunications Office, and for heroutreach as Glenn's Loaned Executivefor the 2002 Combined Federal Cam-paign (CFC). Beznoska supports manyprograms in the Computer SecurityAdministration Branch, computer hard-ware and software procurements, andproject outreach. She has also commit-ted the time, skills, and creativitynecessary to develop new campaignstrategies, as well as for training,motivating, and guiding Agency chair-persons and key workers to achievethe CFC contribution goals.

Hippensteeles bid farewell

orty years ago when Sandy (Ritter) and Steve Hippensteele came to theCenter within a month of each other, little did they know that NASA wouldbecome such an integral part of their lives. In June, Sandy retired with 30 yearsof service from the Office of the Director, justbehind Steve, who left the Turbomachinery andPropulsion Systems Division with 40 years in May.

Sandy, a local Clevelander, and Steve, a nativeof Ft. Wayne, IN, began their long associationwith NASA in the fall of 1963. Both joined theAgena Project Office—Sandy as a branch secre-tary and Steve as an engineer. A coworker soonintroduced the young people and they marriedin 1967.

Through hard work, dedication, and a belief thatthey were making important contributions to theNation, the Hippensteeles both excelled in theircareers at the Center. Sandy and Steve spent alarge portion of their time in the Launch Vehicle Office, working with topnotchprofessionals such as Larry Ross and Andy Stofan, who both would go on tobecome center director at the Laboratory.

Over their combined 70 years of service, many friendships were formed andkept. Steve's coworkers in the Turbine Branch—Turbine Coolies—still meet forlunch twice a year since the 1960s. Sandy also meets regularly with a smallgroup of secretaries who share a long history at the Center.

"This Center was our career, not just a stepping stone," the Hippensteeles said."We love this place and the people because they have been such a large partof our lives. We could never imagine working anywhere else."

Although retirement seems like moving away from family, the Hippensteeleslook forward to the next stage of their lives, confident that the quality peoplethey have come to know and mentor will continue the good work. �

Glenn employees Will Ivancic, SatelliteNetworks and Architectures Branch,and Phil Paulsen, Project ManagementBranch of the Space CommunicationsOffice, worked with a team of en-gineers from five other companiesin the development of the mobilenetworking technology.

A high-temperature thermal-barrier sealwas developed to prevent hot gasesfrom reaching temperature-sensitivenozzle O-rings in solid rocket motors forheavy-lift space launch vehicles, includ-ing the space shuttle. The new braidedcarbon-fiber thermal barrier is capableof reducing the temperature of the5500 o F rocket combustion gas to per-mit only relatively cool (<200 o F) gasto reach the O-rings. This new technol-ogy also enables the solid-rocket-motornozzle joints to be assembled in one-sixthof the time of previous approaches. Inaddition to playing an important role inthe Nation's space program, potential

industrial applications for the new ther-mal-barrier seal include sealing furnacedoors to prevent escape of super-heatedgases and sealing processing equipmentin the chemical industry.

Dr. Bruce Steinetz and Pat Dunlap, bothin the Mechanical Components Branch,developed the new high-temperaturethermal-barrier seal.

with 28 years of service as a welder inthe Fabrication Shop.

Albert Lukas, 87, who retired fromGlenn with 27 years of service, recentlydied. He retired in 1974 as a supervisoryphotographer.

undreds of NASA employees, retirees,and their families will gather on July 17and 18 for "NASA Day" with specialguest Senator John Glenn during theInventing Flight celebration, July 3through 20, in Dayton, OH.

The event kicks off on the evening ofJuly 17 at Carillon Historical Park, a62-acre park setting located bythe Great Miami River. The park com-memorates the region's rich historythrough 23 buildings and structures,artifacts, programs, and events.

"A parade at Carillon Park will take guestson a journey back in time to the days ofaviation's founding fathers, the WrightBrothers," said Susan Hennie, Glenn'sCentennial of Flight project manager."During the parade on Carillon Boule-vard, we hope that some of NASA's se-nior managers will play the roles of someof the most influential and fascinatingaviation supporters of the early 1900s."

The park will also be the backdrop for aspecial One NASA Family Barbeque.During this time, civil servants and sup-port service contractors from acrossNASA centers can celebrate the Agency'srich history of flight and share a deliciousbarbeque of ribs, chicken, and all thefixings with Agency officials.

"Agency managers want to thank NASAemployees for their dedication and hardwork," Hennie explained. "What a fittingway to celebrate, as we thank theWrights for beginning this wonderfulaviation history."

On July 18, NASA employees are invitedto assemble at Celebration Central atDeeds Point, a 12-acre area in downtownDayton. A variety of activities awaitsthem, including Educator AstronautEvents featuring Associate Administratorfor Education Dr. Adena Williams Loston,reflections by NASA officials from the sixenterprises, and tours of expansive

exhibits that highlight the Nation's 100th

anniversary of powered flight.

NASA employees can also meet astro-nauts and live the excitement of aviationat the Dayton Air Show, DaytonInternational Airport.
