A. Approval of May 23, 2013 Agenda M/S/C (Marasovic, Davis) Move to approve the May 23, 2013 Agenda with the elimination of Item #9, Subcommittee reports. Ayes: Arreguin, Davis, Heda, Kealoha-Blake, Marasovic, Posey, Noes: None; Abstentions: None; Absent: Black, Nemirow, Stanley. 1 member of the public commented on the agenda regarding the Safety Plan.
B. Approval of the April 25, 2013 minutes
M/S/C (Marasovic, _______) To approve the April 25, 2013 minutes with the following modifications: 1. Under Items #2 Public Comment &, #6 Response to February 12, 2013
Berkeley Police department in-custody death: Commissioner Kealoha-Blake distributed Policy GD C-66 and the original press release pertaining to the in-custody death as well as a handout on Excited Delirium.
2. Item #5, May Is Mental Health Month Planning should read: “Commissioner Posey stated she believed she was excluded from the planning process because all the meetings were held on days she worked. She would like the Commission to be polled as to availability for planning meetings. Commissioner Heda expressed interest in providing an opportunity for the public to express their concerns and be referred to agencies. Commissioner Marasovic expressed interest in having a public forum where the public could provide feedback about mental health services in Berkeley.”

Under Item #11, California Association of Local Mental Health Boards/Commissions (CALMHB/C), sentence 2: “Commissioner Marasovic relayed that Richard Van Horn, Chair of the Oversight and Accountability Commission, stated at the April CALMHB/C meeting that local Mental Health Boards needed training in law, advocacy and assertiveness…”
Ayes: Arreguin, Davis, Heda, Kealoha-Blake, Marasovic, Posey; Noes: None; Abstentions: None; Absent: Black, Nemirow, Stanley.
C. Staff Announcements
4. Presentation on the Berkeley Crisis Intervention Team – Ofc. Jeff Shannon Ofc. Shannon outlined the history of Crisis Intervention Training (CIT) and development of the Berkeley Crisis Intervention Team. In the Berkeley Police Department, 25 personnel have been identified for the Crisis Intervention Team and, at this point, 12 have been CIT trained. Ofc. Shannon responded to comments and questions and distributed the CIT brochure, the Crisis Intervention Team roster, and the course summaries for the comprehensive CIT offered in Oakland. 5 members of the public asked questions about and commented on the Berkeley Crisis Intervention Team The Commissioners agreed to extend the meeting until 9:30 pm.
5. Action Item: Recommendation to City Council to create a Task Force to address
police response and services for persons with mental health crises M/S/C (Arreguin, Kealoha-Blake) The Mental Health Commission recommends City Council create a Task Force to address police response and services for people experiencing mental health crises, including individuals who have a history of non-compliance with treatment, have been unable to reach and engage in ongoing treatment, or have displayed aggressive behavior that is potentially harmful to themselves or others. This task force should be comprised of representatives of the Mental Health Commission, Mental Health Division staff, Police Department staff, consumers, families, service providers, consumer advocates, County representatives and other stakeholders, with the goal of developing a set of recommendations for improving police response and the delivery of services to this population. 4 members of the public commented on the need for a task force. Ayes: Arreguin, Davis, Heda, Kealoha-Blake, Marasovic, Posey; Noes: None; Abstentions: None; Absent: Black, Nemirow, Stanley.
6. Discussion and Possible Action Item: Commission recommendation in response to February 12, 2013 Berkeley Police Department in-custody death No action taken.

Date: 6/18/2013
Re: Change in Commission minutes
While the City of Berkeley has advocated that all Commission minutes be strictly action minutes, I have attempted to provide a level of detail similar to that of other local mental health boards.
Despite my taking notes during the meeting, and then listening to the recording of the meeting one or more times, there continues to be a great deal of discussion, debate, amendment and rewording by Commissioners of the draft minutes.
Rather than the detail (and my hard work) being used to further the work of the Commission, the debate and amendment of the draft minutes cuts into an already full agenda. At the last meeting, it took over 15 minutes to approve the minutes, which in part created the need to extend the meeting an additional 30 minutes.
It is for these reasons, that the May 2013 minutes have been reduced to action minutes. It is my hope that in addition in being in alignment with other City Commissions, this will assist the Mental Health Commission in moving expeditiously through their Preliminary Business and onto the purpose of the meeting.

About Second Story Respite House
Second Story is a short-stay sleeps six voluntary opportunity to learn to use relationships to move out of old roles and patterns. Staffed by peers (people with lived experience of mood swings,
consuming fear, voices, visions,...) who have learned to be with some discomfort, the household provides an opportunity to experience what change feels like, to learn new responses through relationships with each other. With the expectation that everyone is capable and competent and inherently knows what they need, both paid staff and people involved create a space for those qualities to surface. Along with creating a home, we share stories to connect and understand each others experiences, gently challenging each other to listen to the untold story. The hope is to not rebuild a culture of illness and instead generate some sparkling moments of connection and trust, lessons which will spill over into the future.
Second Story is not a substitute for psychiatric hospitalization. Those who are drawn to the program develop, with staff, ahead of need, a plan for dealing with feelings and behaviors that in the past have ended up in inpatient stays. The first contact with staff is the beginning of using different views, working together to figure out what might be different. The summary of this meeting is kept on file until a time comes when a potential guest wants to stay at Second Story. The plan is updated and used as a guide to get good results from the time together at Second Story.
The start-up has been funded by a 2010 Federal Transformation award and is open to Santa Cruz County Mental Health Clients 18 and over,

2. Public Comment
April Wick – is the new Executive Director of Easy Does It and has noticed that Easy Does It serves people with physical disabilities and seniors providing emergency transportation, and wheelchair repair.. She believes that her organization and Berkeley Mental Health serve many of the same people and would like to dialogue about how to better those folks. Commissioner Kealoha-Blake distributed Policy GD C-66 and the original press release pertaining to the in-custody death as well as a handout on Excited Delirium. He had difficulty obtaining the CIT policy because he was told it would interfere with the investigation into the in-custody death.

Mental Health Commission April 25, 2013
The Division is starting over in its search for a Mental Health Manager. The City is putting out a Request for Proposal for outside consulting firms to recruit candidates.
4. Recommendation for Appointment to Mental Health Commission Mr. “Herve” Michel introduced himself as someone who originally had a background in finance. He has been helped by Berkeley Mental Health and wants to give back to the community. He currently volunteers at the South Berkeley Senior Center.
M/S/C (Davis, Kealoha-Blake) The Mental Health Commission recommends appointment of Jean Marie “Herve” Michel to the Mental Health Commission. Ayes: Black, Davis, Heda, Kealoha-Blake, Posey, Stanley; Noes: None; Abstentions: None; Absent: Arreguin, Marasovic (arrived after the vote), Nemirow. Mark Schwartz, the other candidate for the Commission was not present.
5. May Is Mental Health Month Planning Commissioner Posey stated she believed she was excluded from the planning process because all the meetings were held on days she worked. She would like the Commission to be polled as to availability for planning meetings. Commissioner Heda expressed interest in providing an opportunity for the public to express their concerns and be referred to agencies. Commissioner Marasovic expressed interest in having a public forum where the public could provide feedback about mental health services in Berkeley.
6. Response to February 12, 2013 Berkeley Police Department in-custody death
Commissioner Kealoha-Blake indicated that the Police had not yet released the coroner’s report. He distributed Policy GD C-66 and the original press release pertaining to the in-custody death as well as a handout on Excited Delirium because it seems to be coming up more often, nationally, in situations of in-custody death. He would like the Commission to advocate for having mental health trained personnel at all mental health calls.
7. Discussion of Laura’s Law
Shirley Dean, representing Beat 2 Crime Report, is concerned that there is a very small minority of mental health consumers who are violent and wants the Commission to recommend to City Council to set up a task force to make a recommendation to address this concern.

be doing regional trainings again. Commissioner Marasovic relayed that Richard Van Horn, Chair of the Oversight and Accountability Commission, stated at the April CALMHB/C

Public Comment: Mark Schwartz presented himself as applying for a seat on the Mental Health Commission. He has experience in the San Francisco homeless community, is a public speaker and suggests that Commissioners speak to the Governor to advocate for access to mental health in jail. He is currently living in an RV that he plans to park next on Hearst Ave. Since the Commission filled the available seat earlier in the meeting, Mr. Schwartz is encouraged to attend meetings until such a time as a seat is available.
