Item E. Resolution No. 2319 Authorizing the Executive Director to Approve the Renewal of the Letter of Credit for the 2003 Revenue and Refunding Bond Issue

This resolution gives the Executive Director authority to execute an extension for a letter of credit with Bank of America for one year.

Commissioner Goulet moved to approve the resolution. Commissioner Rusko seconded and the motion was unanimously approved.

INFORMATION ITEMS

Item F. – Finance Report

Pam Frost provided the Finance report for July through September 2018. HASCO properties continue to have a low vacancy rate, some with zero vacancy. Section 8 continues to work on a break-even budget based on the previous year’s budgets, with housing assistance payment funding for vouchers and administrative fees covering administration costs. The total number of vouchers that HASCO issued including Section 8 and special programs is 3,737. There have been increased vouchers ported in from other housing authorities, which has increased expenses reflected in and out of the budget. Local operations have received a positive influx of money due to a LIBOR settlement coming through in HASCO’s favor. This netted $262,000. In addition, the local operations were slightly over budget in professional services due to a branding project and a new software program for Human Resources. The Affordable Housing properties (formerly Public Housing) continue to receive asset repositioning fees from HUD which is helping with rehabilitation costs. Rehabilitation of units continues as they become vacant. The Mobile Home properties were under budget for expenses for Alpine Ridge and the portfolio received a positive income variance overall. The Rural Development program had a positive variance overall, as did the Miscellaneous Internally Managed Properties (Scattered Sites). The Market Rate Properties budget did not include Carvel or Trillium Apartments; however, going forward, Carvel will be included, whereas Trillium is part of the Affordable Housing portfolio. Overall, this portfolio had a positive variance for operating income. Debt service was negative due to an interagency loan on Whispering Pines; the net loss was due to timing of the reports. The Finance team is preparing to submit the Fiscal Year 2018 report to the state auditors. The audit is to begin in early December.

Item G. - Asset Management Report

Serjay Shevchuk presented the Asset Management Capital Budget report. The overall approved budget for 2018 was $5,707,130; this was broken down to $4,355,030 for the Market Rate portfolio, $967,600 for the Affordable Properties Portfolio, and $384,500 for the Rural Development portfolio.

In the Market Rate portfolio, the Asset Management department continues to work on large projects, including seal-coating several parking lots across multiple properties. Several projects are completed such as the garage door replacements at Autumn Chase, replacing the trash

compactor at Millwood Estates. Raintree Village updates include painting all exterior walls, replacing 24 hot water tanks and updating the fire alarm in A & C buildings. Valley Commons will receive an update to the fire sprinkler and unit rehabilitations. Other projects currently in process include pool rehabilitation at Millwood Estates. The expenses to date in this portfolio are $1,690,623.

Seal coating the parking lots along with painting the exteriors continue at multiple sites throughout the Affordable Housing portfolio. Landscaping will begin at a North Terrace soon. Maplewood has received a new roof and painting of the exterior at the scattered sites has been completed. The expenses to date for this portfolio are $785,590.

Additional insurance work continues at Centerwood from the fire that occurred earlier this year. The anticipated cost is $300,000, to be partially covered by insurance.

The Rural Development portfolio has a handful of projects being worked on, including replacement stairs, railing, catwalks and elastomeric coating at the Hilltop and River Vista properties. Repairs of the wood decks and stairs have been completed at Soap Suds and seal coating of the asphalt at Wrobliski Manor has been completed. The expenses to date for this portfolio are $343,227.

Item H. – Administrative Services Report

Jenisa Story provided an update for the Administrative Services/Human Resources department. She advised that HASCO is in the process of recruiting for a role in the Tenant Based Assistance department and a role in the Administrative Services department, in addition to having a new intern in the Community Services division. She advised that the Rural Development division is working on going paperless and their paperwork is being scanned into the paperless file system currently used by the Tenant Based Assistance department. After this is completed, there will be only one team left to convert to paperless.

The HR team has obtained a new Human Resources Information Software (HRIS) and has started using this system to recruit for the two open positions.

Community Services, under the Administrative Services umbrella, has started working through the current wait list to determine who qualifies for the new Mainstream vouchers. The team has mailed out over 1,500 surveys to help determine who does qualify for this new program.

Item I. – Development & Policy Report

Kristen Cane discussed the current activities for the Development and Policy team. She confirmed that HASCO closed on the Carvel property in September and the loan is through Key Bank. Coast Management has taken over managing the property and the new Standard & Poor’s agency rating of A+ will help with future funding of projects. Kristen’s department continues to work on the acquisition of a land parcel in Marysville; her team is working on final title issues. HASCO closed on the Westend loan conversion with a 3.18% interest rate.

A move-out plan for Whispering Pines tenants is being developed. Staff plans to provide a guide to their residents in 2019 along with other resources. HASCO has applied for a rezone with the City of Lynnwood and aims to increase the number of affordable units on the property.

Kristen’s team is working on implementation of the Mainstream vouchers with other departments in the agency. Also, her team is working on the implementation of the first Housing Trust Fund through the Alliance for Housing Affordability. Three applications have been received.

Item J. – Tenant-Based Assistance Report

Jodie Halsne presented an update on the Tenant-Based Assistance (TBA) department. She advised that 34 respondents qualified for the new Mainstream Voucher program, five have been received by HASCO and the TBA team has met with two people about the program.

Utilization of vouchers is at 3,758, a rate of 98.61%. Also, the department is hiring an Administrative Specialist to update standard operating procedures, perform SharePoint updates and other projects.

There will be a Resident Advisory Board meeting on December 5. Jodie will provide an Agency Plan update to the Board in January 2019.

Item H. – Legal Counsel Report

Faith Pettis advised that the House Ways & Means Committee is now under the control of the Democrats. Due to this change in leadership, private activity bonds and housing tax tools are safe for now. Faith’s team is working on development projects, permanent financing for Carvel, projects for Finance and public records requests.

Item I. – Commissioners’ Report

The Commissioners had nothing to report.

HOUSING AUTHORITY OF SNOHOMISH COUNTY RESOLUTION NO. 2321

APPROVING THE WRITE OFF OF DELINQUENT TENANT ACCOUNTS RECEIVABLE

WHEREAS, the Housing Authority of Snohomish County declares that certain tenant accounts are uncollectible by staff; and,

WHEREAS, collection efforts will continue on delinquent accounts through a collection agency; and,

WHEREAS, this action allows agency books to be cleared of delinquent accounts turned over for collection.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY OF SNOHOMISH COUNTY that accounts for Section 8 delinquent receivables totaling $15,617 be written off, and that accounts for the period ending December 31, 2017 for previous tenants of our HASCO-managed market-rate and Rural Development portfolios totaling $9,660 be written off.

HOUSING AUTHORITY OF SNOHOMISH COUNTY RESOLUTION NO. 2322

APPROVING AN AMENDMENT TO THE POSITION CLASSIFICATION PLAN

WHEREAS, it is the Housing Authority’s objective to work effectively and efficiently with appropriate staff levels to meet Department and Agency goals; and,

WHEREAS, regular positions must be approved by the Board of Commissioners for addition to the Position Classification Plan; and,

WHEREAS staff recommends further reorganizing the Asset Management department; and,

WHEREAS changes in staff necessitate changes in position level and job title; and,

WHEREAS, the proposed changes in staffing are reflected on the Position Classification Plan.

NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the Housing Authority of Snohomish County that the Position Classification Plan be amended as follows:
