    County Map which is the Official Map of the County’s Master Plan; as such, any changes to itrequire adoption by both the Hunterdon County Planning Board (adopted December 3, 2020)

    County RFP #0054-2020WHEREAS, the County of Hunterdon has a need for an Indirect Allocation Cost Plan basedupon financial and statistical information for the County’s fiscal year ended December 31.2019; and WHEREAS, the Local Public Contracts Law (N.J.S.A. 40A:11 5(1)(a)(i) requires that theresolution authorizing the award of contracts for professional services and the contract itselfmust be available for public inspection; andWHEREAS, County Counsel has verified that this meets the statute and regulations governingthe award of said contracts;NOW, THEREFORE, BE IT RESOLVED, by the Hunterdon County Board of CountyCommissioners as follows:01. The Hunterdon County Board of County Commissioners hereby accepts the terms asspecified in a professional services agreement between the County of Hunterdon andMaximus Consulting Services at 1891 Metro Center Drive in Reston, Virginia 20130.02. This contract is awarded as a professional services agreement in accordance withN.J.S.A. 40A:11 5(1)(a)(i), of the Local Public Contracts Law.03.     WHEREAS, Straight and Narrow, Inc. (hereinafter referred to as "S&N") has agreed toprovide said services for Hunterdon County residents and

    WHEREAS, the Intoxicated Driving Program (IDP) under the New Jersey Department ofHuman Services, Division of Mental Health and Addiction Services has initiated a CountyIDRC Designation Process which includes documentation of the 48hour IDRC program; and

    WHEREAS, the County of Hunterdon and Straight and Narrow, Inc. agree to the following;

    1. S&N will accept referrals of Hunterdon County's convicted second time DUI offenders atS&N's Intoxicated Driver's Resource Center in Passaic;

    2. Those offenders referred by Hunterdon County and accepted by S&N will participate inS&N's forty eight (48) hour program, for which the offender will be required to pay the feeof three hundred and twenty one dollars ($321.00), according to state regulations, in fullat the time of admission by way of cash, certified check, bank check or money order;

    3. The fee of three hundred twenty-one dollars ($321.00) will constitute payment in full forthe offender's participation in the program;

    4. The services provided by S&N in the program will include the required detention,education, evaluation, screening, lodging and meals;

    5. Participation by the offenders in the program will be scheduled by the New JerseyDivision of Mental Health and Addiction Services/Intoxicated Driving Program (IDP),rescheduling where necessary, will be the responsibility of S&N.

    6. Hunterdon County will monitor their county residents that are referred to an affiliatedtreatment provider for a full assessment to determine if treatment is indicated.

    NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of theCounty of Hunterdon hereby agrees to enter into this Agreement with Straight and Narrow,Inc. for the purpose of providing 48-hour IDRC services; and

    BE IT FURTHER RESOLVED that this Agreement shall be in effect until one or both parties

    Authorizing DHS Administrator O'Reilly authorization to sign a contract with Monarch Housingas part of the Tri County Continuation of Care

    WHEREAS, the Hunterdon County Department of Human Services (“DHS”), desires to enter into aContract for Housing Consultant Services for preparation of a 2020 Continuum of Care Application.

    WHEREAS, this agreement is by and between the Departments of Human Services ofHunterdon, Sussex, and Warren, being public entities, (hereinafter referred to as the “Countiesof Hunterdon, Sussex, and Warren”) and Monarch Housing Associates, Inc., (hereinafterreferred to as the “Housing Consultant”).

    WHEREAS the Counties of Hunterdon, Sussex, and Warren intend to prepare a Continuum of Care planas required by Title IV of the McKinney-Vento Homeless Assistance Act;

    WHEREAS, the Counties of Hunterdon, Sussex, and Warren desire to avail themselves of the servicesof a Housing Consultant to assist and counsel the Counties of Hunterdon, Sussex, and Warren inmatters affecting the preparation of all aspects of the Continuum of Care application for HUD funding forhomeless programs;

    WHEREAS, the Counties of Hunterdon, Sussex, and Warren agree to compensate the HousingConsultant, in equal shares ($3,333.33), by payment of a fee in the amount of $10,000.00. The feeprovided herein shall be due and payable upon completion of the Continuum of Care application.

    WHEREAS, the services of the Housing Consultant commence July 1, 2020 and terminate June 30,2021. This Agreement may be extended for two additional one-year terms upon mutual agreement of allparties, at the same terms and conditions set forth herein, and subject to availability of funds. Renewalfor years two and three shall be communicated yearly in writing to the Housing Consultant no later thanthirty (30) days prior to the end of the current term.

    NOW, THEREFORE BE IT RESOLVED, that the Board of County Commissioners of the County ofHunterdon approves this contract with Monarch Housing; and authorizes the Department Head, MeaganQ. O'Reilly, to approve and sign this document.

    Section 5310 Grant Application to New Jersey Transit for the Purchase of Five (5) ExtendedCutaways and Mobility Management Funding

    WHEREAS, The Federal Transit Administration is making funding available for federal fiscalyear 2020 for the Section 5310 Grant Program; and

    WHEREAS, The intent of the Section 5310 Grant Program is to improve mobility for seniorsand individuals with disabilities by providing financial support, through programs planned,designed, and carried out to meet the special transportation needs of these populations; and

    WHEREAS, The County of Hunterdon, Department of Human Services, as an eligiblerecipient of Section 5310 Grant Program funding, would like to submit a Section 5310 GrantApplication to New Jersey Transit for the purchase of five (5) extended cutaways, designed tocarry up to sixteen (16) ambulatory passengers and a minimum of two (2) mobility devices andMobility Management funding in the amount of $300,000 for the period of January 1, 2021through December 31, 2021.

    WHEREAS, The Federal Transit Administration contributes 80% of the purchased cost of thevehicles and New Jersey Transit contributes a required 20% of the vehicles. The total cost ofthe Mobility Management project is $376,500. The Federal Transit Administration contributes80% equaling $300,000 with a required 20% county match of $76,500 ($75,000 providedthrough SCDRTAP funding and $1,500 through ridership fares); therefore be it

    RESOLVED, That the Director of the Board of Chosen Commissioners hereby authorizes theCounty Department of Human Services to submit the Section 5310 Grant Application to NewJersey Transit for the purchase of five (5) extended cutaways to support the County’s LINKTransportation System and for Mobility Management funding in the amount of $300,000 forJanuary 1, 2021 through December 31, 2021.

    (Account No. G-02-41-7732)WHEREAS, in 1984 the Governor of New Jersey signed into law legislation creating the“Senior Citizen and Disabled Resident Transportation Assistance Act (SCDRTAP);” and,WHEREAS, under this law Casino Tax Revenues may be utilized for the provision of elderly(60+) and disabled transportation; and,WHEREAS, the Board of County Commissioners of the County of Hunterdon approved anapplication to NJ Transit Corporation to obtain State funding under SCDRTAP on October 6,2020; and,WHEREAS, the County of Hunterdon desires to execute an Agreement with the NJ TransitCorporation to obtain funding in the amount of $423,518.00 ($421,664.00 2021 Allocation plus$1,854.01 closeout balance) for period covering January 1, 2021 to December 31, 2021through the SCDRTAP and New Jersey Transit Corporation.     WHEREAS, the State of New Jersey, Department of Military and Veterans Affairs awarded theCounty of Hunterdon a grant in the amount of $15,000.00 for the period July 1, 2019 throughJune 30, 2020 for the purpose of providing transportation services to veterans for medicalpurposes or appointments at the Veterans Affairs regional offices; and

    WHEREAS, Contract Modification #1 extended the original grant term for three (3) months,July 1 2020 through September 30, 2020, with an increase in grant funds in the amount of$3,750.00; and

    WHEREAS, Contract Modification #2 extended the grant term for an additional three (3)months, September 30, 2020 through December 31, 2020, with an increase in grant funds inthe amount of $3,750.00; and

    WHEREAS, due to the on-going public health crisis, the Department of Military and VeteransAffairs wishes to extend the original grant term for an additional six months (6) months,January 1, 2021 through June 30, 2021, with an additional increase in grant funds in theamount of $7,500.00; now therefore be it

    RESOLVED, that the Director of the Board of County Commissioners is hereby authorized toenter into a Contract Modification #3 agreement with the Department of Military and VeteransAffairs to extend the original grant term an additional six (6) months through June 30, 2021and increase the grant amount by $7,500.00, from the original amount of $15,000.00 to$30,000.00.
