Janasie stated that we greeted 62 participants to a successful Advanced Academy on

September 19 and 20 at the Courtyard St Paul Woodbury. Our instructors Joyce Hottinger and

Donyelle Mikacevich from the LMC, and Scott Nelson of Clarity Central®, guided attendees

through “The Lifecycle of HR”- while using hands-on exercises and practices. Attendees also

enjoyed evening informal networking. The Advanced Academy Committee has already begun

to plan 2020’s event, with the venue anticipated to be the Park Event Center in Waite Park.

The topic is Facilitation (Parliamentary Procedure, Goalsetting, and Ethical Leadership).

Potential dates are September 17 & 18, though there was committee discussion regarding

changing those dates due to absentee voting.

Evaluations for 2019 demonstrated a well-received Academy. Within the proposed 2020

budget, you can also find 2019 MCAA Actuals.

Clerk’s Institute Update - Janasie stated that the dates are set for the 2020 Institute, to be

held May 4 - 8 at the Best Western Kelly Inn in St. Cloud. SCSU staff is currently making

revisions to the Institute website, which is on track to be updated and available by the end of

November. We are also currently working on the registration site, which will be live by the

end of November.

After I finalize Annual Conference breakout session details and submit the annual IIMC

report, I will then begin contacting MMCI instructors with a draft Institute schedule. I plan to

begin working on the brochure mailing in January.

b) Approve 2020 Customized Training Contract with St. Cloud State

Janasie and the Board reviewed the proposed 2020 Customized Training Income Contract.

Motion by Bode, second by Moen to approve the 2020 Customized Training Income

Contract with St. Cloud State University. With all members voting in favor, the motion

carried.

c) Approve 2019 Final Actual Budget/2020 Proposed Budget

The 2019 Final Budget report was reconciled with a revenue surplus of $16,893.04 to

MCFOA.

Motion was made by Snyder, seconded by Summer to approve the 2019 Final Budget

Report that was submitted by SCSU and to approve the 2020 Proposed Budget. With all

members voting in favor, the motion carried.

Item 7) Accept Treasurers Quarterly Report

Motion by Rhude, second by Moan to accept the treasurer’s quarterly report. With all

members voting in favor, the motion carried.

Item 8) Approve Updated Committee List

Motion by Roy, second by Rhude to approve the updated Committee List. With all

members voting in favor, the motion carried. Changes are as follows:

Item 9) Administrative Assistants Report

The Board reviewed the following written report submitted by Administrative Assistant

Angie Storlie

Membership The final membership dues reminder for 2019-2020 was snail-mailed in early November. To date we have 876 members, 79 of which are new members. This number is 100 ahead of last November’s number.

Munifacts The November Munifacts went out on November 1, 2019. The February 2020 Munifacts deadline is Monday, January 27, 2020.

Social Media The MCFOA’s number of followers on Facebook has increased to 148.

AmazonSmile MCFOA’s most recent donation payment for $12.52 was received in November. Total donations received to date are $18.48. There are 14 shoppers supporting MCFOA. The name of the organization has been corrected with AmazonSmile. They now have the correct legal name of “Municipal Clerks and Finance Officers Association of Minnesota”.

MyLocker Commission for 3rd Quarter 2019 is $53.34 which will be paid soon. She is working with MyLocker to update our storefront and get a promotional flyer out in January for orders prior to the conference.

Certification: 26 MCMC and 3 MMMC designations have been awarded since the March conference.

Item 10) Discuss and Approve MCFOA Bucks for Conference

President Hasse-Linquist noted that in the past, MCFOA has given out MCFOA “Bucks” to be

used as prizes throughout the conference. They have been given as door prizes during the vendor’s

exhibit and prizes for events that the entertainment committee has held.

President Hasse-Linquist recommended to do the same and again provide ten (10) MCFOA

“Bucks” in the amount of $100 each to be used by the conference event planner and entertainment

committee as they deem necessary.

Motion by Bode, second by Snyder to approve President Hasse-Linquist recommendation.

With all members voting in favor, the motion carried.

Item 11) Discuss Winners of the IIMC Conference Raffle

President Hasse-Linquist noted that in the past, MCFOA has given out one to three winners of the

IIMC Conference depending on the MCFOA’s financial stability. When the conference was in

Milwaukee, MCFOA awarded three winners since travel costs would not be as high. St. Louis is

also a close state so travel to St. Louis could be very reasonable.

President Hasse-Linquist made the following recommendations:

*Approve four winners for the IIMC Conference in St. Louis.

*Draw one Tuesday evening at the mixer, One at the dinner on Wednesday evening and the

other two on Thursday morning.

President Hasse-Linquist reminded the Board that the MCFOA policy states, the winner must be an

MCFOA member at the time of the drawing and must be present to win.

Motion by Bode, second by Berg to approve President Hasse-Linquist recommendation of

four winners, drawn Tuesday and Wednesday evenings and Thursday morning. With all

members voting in favor, the motion carried.

The Board discussed the option of the MCFOA awarding one or two free 2021 MCFOA

Conference registrations using the door prize tickets.

Motion by Moen, second by Rappe to approve of two 2021 MCFOA conference registration

fees. One of the registrations paid for by the MCFOA and one additional registration paid by

Al Roth of the AT Group. With all members voting in favor, the motion carried. It was

further noted that if Al with the AT Group would choose not to pay for one of the two

registrations the Board will still give one away.

Item 12) Proposed Policy Change – Member of the Year Due Date

President Hasse-Linquist and Administrative Assistant Storlie reviewed with the Board that there is

a discrepancy in the due date of the Member of the Year nomination form between the policy and

the form. The policy states that it is due November 1, however the form states December 1. Since

the creation of the Member of the Year award, the call for nominations has been included in the

November newsletter.

The recommendation is to amend the Member of the Year Award “Guidelines” section as follows:

Guidelines:

1. The President shall appoint an Awards Committee made up of the past three winners of the

“MCFOA Member of the Year” award. In the case a previous winner is not available to serve on

the Committee, the President shall appoint a replacement. Members of the Awards Committee

are ineligible for consideration for the “MCFOA Member of the Year” award.

2. Nominations may be submitted to the Administrative Assistant by any member of MCFOA (full,

associate, retired, and honorary, as defined in the bylaws) or by a municipal official. Nominations

will remain confidential. A notice soliciting nominations will be published in the August and

November edition of the Munifacts newsletter. Nominations for “MCFOA Member of the Year”

must be submitted by December 1st for a member to be honored at the following year’s annual

conference.

Motion by Moen, second by Roy to approve the recommendation. With all members voting

in favor, the motion carried.

Item 13) Proposed Policy Change – Deadline for Institute and MCAA

President Hasse-Linquist reminded the Board that at the May board meeting the Board discussed

the Grant deadlines and whether to allow two individuals from one city to be awarded grant money.

President Hasse-Linquist recommended the following language to be amended/included in the

MCFOA current policies:

Grant Committee

The Grant Committee will establish written policy and guidelines for awarding the Minnesota

Municipal Clerks Institute and Advanced Academy grants, review applications and make

recommendations to the Board regarding grant recipients. Grant recipients must be full members

of the MCFOA. The deadline for receiving applications is March 1. Application deadlines will be

March 1 for Institute and April 15 for Academy.

The Grant Committee is authorized to allow multi-tiered grants to clerks attending the

Minnesota Municipal Clerks Institute and Advanced Academy based on need. The Committee may

award a grant to more than one individual member from the same city, provided they shall not

exceed the appropriated amount determined by the Board each year.

A voluntary educational support line item is included on the membership application. The priority

that this fund sets forth is to concentrate the grant funds distributed to smaller cities.

Motion by Moen, second by Rappe to approve President Hasse-Linquist recommendation.

With all members voting in favor, the motion carried.

Item 14) Discussion on Complaint Letter from May

President Hasse-Linquist reminded the Board that at the September board meeting, the board

discussed a complaint that was received after the Clerk’s Institute in May. The board discussed

how it should be addressed and decided that President Hasse-Linquist would respond to the

individual outlining MCFOA policy and gave the individual the assignment that she should have

received in May to make up for missed time away from the Institute. President Hasse-Linquist sent

the individual MCFOA policy and the assignment with a due date of November 16, 2019. As of

November 22, 2019, President Hasse-Linquist has not received a response from the individual.

Motion by Hasse-Linquist, second by Rappe to approve stipulation that the individual in in

question will need to have the make-up assignment completed and turned in before being

allowed to advance to year two of the Institute. With all members voting in favor, the motion

carried.

Item 15) Discussion on Committee Members and Attendance

President Hasse-Linquist discussed with the Board the MCFOA committees and implementing committee member limits and participation requirements for individuals on each committee. For

some time now, it appears, that some members have been signing up for committees just to receive a point for every committee they are on and use those points to work toward their certifications. Hasse-Linquist proposed to change committee size limits and participation requirements and suggested that the committee chair takes attendance or record participation for each committee member and turn that information into the certification chair. Upon successful participation on that committee, they would then receive a certificate from the Certification Chair each year. This would also be good for submission to both MCFOA and IIMC as a record for obtaining certifications. Additionally, each chair would have to have their submissions in by February 1 of each year so that the committee member could receive their point by March 1 of each year. Basically, the committee member serves from the end of March to the next February to qualify for the point.

Hasse-Linquist also suggested a limitation of committee members for each committee. She

stated she has spoken with most of the chairs of each committee to find out what their

recommendation is for their respective committee. Such as:

Consensus of the Board was to take this issue under advisement and include the topic on the

next agenda for possible MCFOA Policy change.

Item 16) Discussion on Records Retention Task Force Committee

Should it be limited to ten members and more of a long-term committee commitment/appointment.

Item 17) Athenian Facilitator – Past President Marita Rhude

Board congratulated Marita on her attaining Athenian Facilitator designation.

Entertainment Committee Chairs: Lori Hensen, City Clerk, CMC, City of Shakopee Heidi Emerson, Deputy City Clerk, CMC, City of Shakopee

The Entertainment Committee is working on a way to get everyone engaged with the theme “Your Passion…Your Heart”. We are creating Minnesota Cutouts where they can write their passions.

We would like to ask that the Minnesota Cutouts be available to the participants at check-in. We will have a box where they can drop them in after they write their passions on it and we will use these as confetti on the tables.

Along with that we will have heart balloons and candy on each table with a large Minnesota cutout with the logo of the theme for this year’s conference.

For the Vendor Bingo we will use images of things that people are passionate about on the cards. We can give each vendor an image that they will stamp, and have it displayed in their booth.

We have priced out the items to do the centerpieces and vendor bingo.

Total estimated cost: $440.00

Motion by Rappe, second by Hasse-Linquist to approve a $800.00 maximum budget for the

Entertainment Committee for the upcoming 2020 conference. With all members voting in

favor, the motion carried.

Item 19) Region Director Reports

The regional directors provided written reports regarding their training opportunities and events in

their respective regions.

Region III – Kathy Summer requested Board action to approve of Cindy Anderson of Eden

Valley to be the Region III Assistant Director.

Motion by Bode, second by Hasse-Linquist to approve of Cindy Anderson of Eden Valley to

be the Assistant Region III Director. With all members voting in favor, the motion carried.

Item 20) IIMC Region VI Director Update - Etzel

IIMC Region VI Director Audra Etzel gave a report regarding IIMC activities that she has or will

be attending or involved in.

Item 21) 2023 IIMC Conference Update

I have several times requested an update from Casey Carl from the City of Minneapolis to give me

an update to provide to you at this meeting. As of November 26, 2019, I have not received an

update.

Audra Etzel, IIMC Region VI Director, provided the executive board with a copy of the IIMC

Conference Planning Manual on Monday, November 25, 2019.

We need to have a discussion on several items:

1. Is MCFOA still going to provide a MCFOA Conference in 2023? If yes, do we provide a full-

blown conference or a smaller one. IIMC suggests that we do not host a conference that year in

order to provide more attendance to the IIMC Conference. One thought, many of our smaller

cities do not belong to IIMC but attend the MCFOA Conference.

2. What is the MCFOA’s role going to be if the City of Minneapolis is not going to be the

“quarterback” for the 2023 IIMC Conference?

3. Any other concerns or discussions regarding the 2023 IIMC Conference.

Motion by Bode, second by Rappe to approve of the MCFOA having a two and a half (2 1/2)

day Annual Conference in 2023. With all members voting in favor, the motion carried.

(Currently Kelly Inn booked in St. Cloud March 14-17, 2023).
