Happy fall from Region 1. Summer has come to an end and I am hearing many residents comment on when they are leaving to go south. The Region 1 clerks gathered in Battle Lake on September 22 to learn about Cobra from Bill Singer and Al Roth of the AT Group, and to take a tour of the Prospect House & Civil War Museum. Our next meeting will be on November 17 in Barnesville discussing downtown revitalization and Facebook.

WOW, where did the summer go? I hope you are able to get out of the office and enjoy the past few days with the warmer temperatures and beautiful fall colors. On Thursday September 14, the City of Dassel hosted our Region III meeting. The topics covered were Budgeting & Cobra. Clifton Larson Allen presented the budgeting portion of our training and the AT Group did a great job on the cobra portion. I had the privilege of attending the MCFOA Advanced Academy in Owatonna in September. What a great experience! The information presented was outstanding to say the least! Stacie Christensen, Director of the Information Policy Analysis Division, MN Department of Administration Data Practices & Personal Data, presented information on a government entity’s legal duties in regard to government data, legal requirements, and policies and procedures required by law on the handling of public & private data. Brett De Wall of Clifton Larson Allen gave a presentation on Information Security and our own Janet Lewis, MCFOA President from the City of Bloomington, and past MCFOA President Deb Mangen from the City of Edina, wrapped the session up with a presentation titled, "to process data requests, large and small". If you ever have the chance to attend the Advanced Academy, do go!!! The education you will receive is invaluable for yourself and for your city! Just a reminder, the 2018 MCFOA Conference is set for March 20 -23, 2018 at the Double Tree in Bloomington, MN. I hope to see you all there as it promises to be a great educational experience as well as a chance for mentoring and to have friendships renewed with other cities from all across Minnesota. Mark your calendar, the 72nd IIMC Annual Conference is being hosting in Norfolk, Virginia on Sunday May 20-23, 2018. Our next Region III Meeting is tentatively being set for December 2017 in Alexandria. Date and speakers are still pending, but I will keep you posted once everything is finalized. Winter appears to be right around the corner and with it comes the dreaded YEAR END and audits! Add to work stress the commotion from the holidays, and sometimes it gets overwhelming! During this time of the year (and throughout the entire year) do not forget to make time for yourself. Even if it is just a few minutes of quiet time in the office or in your car – do not forget to take care of you during the Holiday and Year End season! In Region II, our training in late October was in Hoyt Lakes and we focused on Asset Management in your Utility with a presentation from MN Rural Water Association. We also discussed Active Shooter Do’s and Don’ts with the East Range Police Department and learned that the more you practice your response to a stressful situation, the better prepared you will be. On November 3 we will discuss unique methods for fostering innovative and collaborative efforts in your city with Victoria Holthaus of Abdo, Eick & Meyers, LLP and Anna Gruber with the National Joint Powers Alliance (NJPA). We are looking for topics for our January training(s), so if you have an idea or something you’ve always wanted to learn more about – let us know!! Mark your calendars for our next Regional Meeting, which is scheduled for Tuesday, November 14 from 9 a.m. – 12 Noon in the Lake Itasca Room at the Ramsey City Hall. Quinn O’Reilly, Staff Attorney for LMCIT will give a presentation on the use and regulation of drones. Thank you to Cindy Patnode, Clerk, City of Victoria, for suggesting this topic! Quinn will be followed by Julie Anderson of the Cooperative Purchasing Connection, who will discuss cooperative purchasing within their regions throughout the state of Minnesota. While there is no cost to attend, we are limited to 40 attendees – so make sure you RSVP as soon as possible! Many thanks to Jo Thieling, Clerk, City of Ramsey for hosting our training on November 14.

The Conference Planning Committee meets on Friday, December 1, to continue planning for our 2018 Conference in Bloomington. The MCFOA Board will meet after the Planning Committee. Meeting agendas are posted on the MCFOA website prior to each meeting for your information.

Happy Fall to Region VI Members!! It has been a great year getting to know many of the clerks in the region from the regional meetings/trainings! We just had our last meeting/training of the year October 12, 2017 in Kasson, MN. Thank you again to Linda for hosting our event and taking care of lunch!! Penny Demko and Anthony Staffenhagen, from the MN Department of Revenue, presented to our group on Sales & Use Tax with a good refresher along with a few updates. Then in the afternoon we had Don Reeder from the League of MN Cities present on how to prevail key messages while communicating in your work environment. Next will be the annual MCFOA Conference March 20-23, 2018 at the DoubleTree Hotel in Bloomington, MN! Please be sure to register early and book your hotel if you plan on staying! It will be here before we know it! Then, after the conference we’ll hopefully be looking at our first regional meeting to be around May but more details to follow next year! We attended the Wisconsin Municipal Clerks Association conference, held at the Wisconsin Dells this past August and the Iowa Municipal Finance Officers Association fall conference in October in Des Moines, IA. Both conferences were outstanding, providing excellent educational sessions for their members. We enjoyed meeting and networking with those attending. Special thanks to IMFOA President Kevin Jacobson and WMCA (Past) President Chris Astrella for your wonderful hospitality.

We will be attending the IIMC mid-year board meeting on November 17-18 in Riverside, CA. Every three years, IIMC holds the mid-year meeting in California to allow board members to tour IIMC Headquarters. The mid-year meeting agenda will be available at http://www.iimc.com/Archive.aspx?AMID=37.

Please save the date for our upcoming IIMC Region VI meeting. It will be held on January 19-20, 2018 in Decorah, IA. Friday’s session on strategic leadership will be facilitated by Richard Rowe. He facilitated last year’s educational component. The IIMC Region VI meeting will be held on Saturday morning. We will provide you the final agenda in the near future.

We would like to officially invite you to attend the 72nd IIMC Annual Conference in Norfolk, VA on May 20-23, 2018. This year’s theme is “ALL Hands on Deck…Global Networking for Shared Success.” Watch your mailbox for the preliminary program to arrive soon.

MCFOA Board Positions Open

Please consider serving on the MCFOA Executive board. It is a great way to participate in the future of our organization. Positions open this year are: Region II Vice President, Region IV Vice President, Region VI Vice President, and Treasurer

The new Executive Board will be chosen by vote of the body at the Annual Business Meeting during the March Conference in Bloomington, MN. If you are interested in applying for a board position, please access an application form on the Forms section of the MCFOA website and send it, along with a letter of support from your Mayor/Council, to Glen Pederson at the address on the bottom of the form. The deadline for submittal will be March 15, 2018.

Current executive board members, other than the current President, also must submit their application/letter if they wish to move up on the board.

It’s time to starting thinking about committees you may like to serve on for the next membership year.

An email will go out in early 2018 asking for volunteers. Committees are vital to the work of the MCFOA so please consider serving on one or more that are of interest to you. Watch your email for the sign up form to come through prior to the March conference. Appointments will be made by the board at their March 23, 2018 meeting. This will give you an opportunity to talk to current/past committee members at the annual conference and find out what the committee involves before being appointed.

Remember that you need to sign up for the committees you wish to serve on each year, even if you have served on the committee in the past.

Hello MCFOA members!

As we draw our 2017 educational programming for clerks to a close, I take a look back at the year to prepare our annual report for IIMC. In reviewing 2017, it is exciting to convey that we greeted 62 participants (a record number!) to a very successful Advanced Academy on September 21 and 22 in Owatonna. Our instructors guided attendees through Data Practices & Personnel Data, Information Security, and Data Request issues, all while applying the acquired knowledge with hands-on exercises and practices. Attendees also enjoyed evening informal networking. The Advanced Academy Committee will begin to plan 2018’s event this winter.

Dates are set for the 2018 Institute. The 2018 program will be held April 30 through May 4. Please note that 2018’s Institute will be held at the Holiday Inn in St. Cloud. SCSU staff plans to have the Institute website updated by the end of November. Currently I am working on improvements to the Institute schedule.

If I haven’t yet seen you at one of our educational offerings for clerks, I hope to soon! And don’t forget that St. Cloud State’s Public Administration program provides credit-based offerings. Many of you will remember longtime MCFOA member Allen Chesley. We recently learned that Allen passed away in March of this year. He worked as the City Clerk/Treasurer for the City of Crookston for 17 years and served as MCFOA President in 1989/1990. After his retirement, he continued as a “Retiree” member of the MCFOA. His obituary is attached to the end of this newsletter.

Allen Leonard Chesley, 82 of Crookston Minnesota passed away Saturday morning March 11, 2017 at Vibra Hospital in Fargo, ND. Allen leaves behind his loving wife Joyce; his son Jason, and wife Jolene, grandchildren Allen and Chase; his daughter Teresa and husband Brad Barnett; his daughter Carol and husband Bruce Fauquher, grandchildren Jessica and Alyssa; and his daughter Deanna and husband Dan Rattray and granddaughter Annabel. Allen was born to parents Leonard Winnfred Chesley and Bertha (Balding) Chesley on July 12, 1934 in Conway, North Dakota. Allen was baptized and confirmed as an adult at Trinity Lutheran Church in Crookston, MN. Allen graduated High School from the supervised studies program of NDSU in Fargo, North Dakota. Allen then served honorably in the US Army at the Presidio as a weather specialist from 1955 to 1957. He then transferred to the US Army Reserve in Grand Forks North Dakota and served honorably until 1961. He left the US Army at the rank of SP4. During his time in the Army reserves, Allen attended and graduated with an accounting degree from the Aaker’s School of Business in Grand Forks, North Dakota. Allen then married Joyce Irene (Machart) Chesley on August 16, 1958 at Trinity Lutheran Church in Lankin, North Dakota. Initially they lived in Minto, ND where Joyce taught 1st grade. They then moved to Crookston in 1959 and have lived here since. Allen was employed by Knutson Company CPA for five years as an accountant. He then worked for Eickhof Construction Company for 19 years as office manager and then for the city of Crookston as City Clerk Treasurer for 17 years. As a devoted Christian, Allen served as Trinity Lutheran Church treasurer and financial secretary for 30 years and also as an usher and greeter. Allen served the community in all aspects of his life from his normal daily work to the many civic and social organizations supporting the community where he was not afraid to take on leadership roles. Allen joined the Crookston Lions in 1967 and was a very active member. Allen was known as one of the best recruiters for the club and was one of the cornerstone members having served as president in addition to many other positions. Allen coordinated Lions blood drives for many years and co-hosted the Legion drive with Joyce. The Lions honored him this year by naming the blood drive as the Lion’s Allen Chesley Memorial Blood Drive. He was a former President of the municipal clerks and finance association from 1985 - 1992; he was a founding member of the Polk County TRIAD, a member of the City Clerks International from 1985 -1992 and served as board president from 1989-1990 attending the National Conference in Halifax, Nova Scotia. In 2014, Allen was awarded with a Lifetime Member Award from the Crookston Area Chamber of Commerce for demonstrating a lifetime of service to the Crookston Chamber and the community. For more years than we can remember, Allen led the AARP IRS Tax Volunteers supporting those in need of tax assistance. Additionally, Allen was a member of the American Legion, the Eagles and the Elks. Allen served as Ox Cart Days chairman and treasurer for several years and supported the Winter Shows, Friends of the Library, Polk County Historical Association, the Polk County Board of Ageing, the Big Brothers Association, the Crookston Jaycees and as the Golden Link president and secretary treasurer. Allen enjoyed visiting with people at all times and being an active member of all clubs and organizations. Both he and Joyce have been recognized several times by the community for their volunteerism. Allen epitomized what is best in the human spirit. His energy, enthusiasm, good humor and good judgment serve as an inspiration to those with whom he worked and was uplifting to the hundreds of seniors that he helped over the years. In 2005, Allen was recognized as the Outstanding Male Senior Citizen of Polk County. In 2012, the Lions recognized Allen with their highest honor, as a Melvin Jones Fellow for dedicated humanitarian services. In 2014, Allen and Joyce were selected as the Ox Cart Torchlight Parade grand marshals. Most recently, Allen was awarded the US Presidential Lifetime Achievement Award in 2015 for volunteerism. Allen loved all sports, especially as an avid golfer, hunter, fisherman and passionate fan of the Twins and Vikings. He was actively involved in volleyball, racquetball and softball leagues. Allen played with the Inkster Legion baseball team, which were North Dakota State champions for two years. He played softball in Crookston and also managed and coached the Eickhof Express softball team playing along side his son Jason and his daughter Deanna who was the Bat Girl. During his high school years he enjoyed acting in the Conway community plays written and directed by Lloyd Omdahl. Allen is preceded in death by his parents Leonard and Bertha Chesley and his brother Charles Chesley. Allen is also survived by: sisters-in-law; Edythe Chesley, Beulah Borgeson, Ethel Morrison and brother-in-law; Norman Machart. The Memorial Service will be held at Trinity Lutheran Church Sunday August 6th at 2:00 pm, reception follows. Allen will be interned at Fort Snelling National Cemetery in St Paul, Minnesota.

Minnesota Clerks and Finance Officers Association

Member of the Year Award

Purpose:

The purpose of the Member of the Year award is to recognize an active member of the Minnesota Clerks

and Finance Officers Association (MCFOA) who has demonstrated outstanding service and commitment

to their municipality, community, MCFOA and to the profession of the municipal clerk or finance officer.

Minimum Requirements:

1. Must be an active member of the Minnesota Clerks and Finance Officers Association, as defined

by the Association’s Bylaws, for at least five (5) years.

2. Must be a Minnesota Certified Municipal Clerk, an IIMC Certified Municipal Clerk, or an IIMC

Master Municipal Clerk.

Guidelines:

1. The President shall appoint an Awards Committee made up of the past three winners of the

“MCFOA Member of the Year” award. In the case a previous winner is not available to serve on

the Committee, the President shall appoint a replacement. Members of the Awards Committee

are ineligible for consideration for the “MCFOA Member of the Year” award.

2. Nominations may be submitted to the Administrative Assistant by any member of MCFOA

(active, associate, retired, and honorary, as defined in the bylaws of MCFOA) or by a municipal official. Nominations will remain confidential. A notice soliciting nominations will be published in the August edition of the MuniFacts newsletter. Nominations for “MCFOA Member of the Year” must be submitted by December 1 for a member to be honored at the following year’s Annual Conference.

3. The Administrative Assistant will review the nomination to confirm that nominees meet the

minimum requirements. The Administrative Assistant shall forward the nominations of eligible

nominees to the Awards Committee for review. If a nominee is found ineligible, the

Administrative Assistant shall inform the nominator of the nominee’s ineligibility.

4. The Awards Committee will use the following criteria in evaluating nominations:

a. Active involvement in MCFOA and its programs; substantial donation of time, energy

and/or talent by the member for the good of all members of the Association and the

furtherance of the Association’s goals.

b. Significant accomplishment in a given year, or over a period of years, that enhances the

image of the position of Municipal Clerk or Finance Officer.

c. Demonstration of leadership, integrity and ethics that earns him/her the respect and

confidence of his/her peers, colleagues and community.

d. Length of service in the profession.

5. The Awards Committee, after review of the applications, will present the name of the recipient

and his/her nomination form to the President by December 31. . The winner will be announced to

the general membership at the Annual Conference in March and in the February MuniFacts

newsletter.

6. An award plaque will be presented having the Association’s logo, the inscription “MCFOA

Member of the Year”, respective year and the name of the recipient. The Secretary will order the

plaque. The President will notify the recipient and his/her nominator of the honor. The President

will ask the recipient and the nominator to inform the Mayor, Council, Administrator/Manager of

the award and their ability to invite up to six guests to attend the award presentation.

7. The Secretary shall prepare information for publicity to the League of Minnesota Cities

magazine, International Institute of Municipal Clerks News Digest, and the recipient’s local

newspaper.

8. Once a member has been selected as “MCFOA Member of the Year”, he/she would be ineligible

for future nominations.
