STRATEGIC PLAN:

Upon receiving initial support for the concept, the Environmental Commission established a Cyclovia Subcommittee to explore opportunities and define the planning and coordination needs of a local Cyclovia event. On April 12, 2018, this subcommittee received approval from the Environmental Commission to expand the subcommittee to include interested members of the City’s Traffic and Public Safety Commission.

The collaborative efforts of the Environmental and Traffic and Public Safety Commission Subcommittee resulted in a recommendation to City Council to establish an annual City of Encinitas Cyclovia event. Each commission separately considered and approved this recommendation; the Environmental Commission approved the recommendation on November 8, 2018, and the Traffic and Public Safety Commission approved the recommendation on January 14, 2019.

The City of Encinitas Municipal Code Chapter 6.11 Operations Permit: Special Events requires City Council review of major special event applications the first and second year prior to issuance of a special event permit. On April 17, 2019, City Staff and the members of the Environmental and Traffic and Public Safety Commission presented plans for the first Cyclovia Encinitas, held on January 12, 2020 to the Encinitas City Council for their approval.

The inaugural Cyclovia Encinitas City Special Event was held on Sunday, January 12, 2020. It was the City’s goal to put on an energetic, educational community celebration. Event attendance was estimated between 3,000-5,000 participants. Many people enjoyed the experience of visiting Encinitas’ downtown free of cars, getting exercise in a safe, open-street environment, visiting with friends and neighbors and exploring downtown shops and businesses on bike and on foot. The feedback of the local downtown business community is extremely important to the organizers of the event. An online survey invitation was sent to downtown area businesses to gather input that will help event organizers to plan for a 2021 event that makes every effort to support the downtown business community.

ANALYSIS:

The Cyclovia Encinitas event will create a unique experience for visitors to downtown Encinitas, providing an open street opportunity to travel on South Coast Highway 101 via bike, on foot or other means of self-powered transportation, free of cars. The event area will close South Coast Highway 101 to cars from D Street to J Street (Attachment 2). The Coast Highway closure is would begin at 8:30 a.m. and reopen at 3:00 p.m. on Sunday, January 10, 2021.

The City of Encinitas will work with event partners such as Encinitas Mainstreet 101 and area non-profits and businesses to create fun and educational experiences for event attendees. Event organizers will continue to engage with the downtown business community to ensure that the event maximizes opportunity for event attendees to explore and engage with businesses.

The event is expected to draw around 5,000 residents and visitors throughout the day. Detours around the South Coast Highway closure area will allow vehicle traffic to travel around and through downtown Encinitas. Cyclovia Encinitas promotions will encourage the use of public transportation, bike routes, and sidewalks as a means of getting to the event. Public parking will, however, be available in various public parking lots, if needed.

The event will comply with City of Encinitas Zero Waste Strategies which include:

• Educate vendors/exhibitors on zero waste requirements• Provide refillable water station(s)• Provide and identify recycling and trash containers on venue site map at a 1:1 ratio• Post recycling container signs identifying acceptable recycling materials

• Use reusable products as a first choice or recyclable products as a second choice• Minimize single package products (e.g. individual packets of ketchup)• Explore the opportunity to donate unused food• Not utilize single-use plastic bags• Not utilize plastic straws• Not utilize plastic utensils• Not utilize polystyrene (Styrofoam) products• Not utilize plastic bottle beverage containers

ENVIRONMENTAL CONSIDERATIONS:

The action considered by the City Council is exempt from the California Environmental Quality Act (CEQA) because it is not a “project" under Section 15378(b)(5) of CEQA Guidelines. The action involves an organizational or administrative activity of government that will not result in the direct or indirect physical change in the environment.

This item relates to Climate Action Plan Goal 4.1: Reduce Vehicle Miles Traveled, by promotingalternative forms of transportation.

Background:

Cyc'lo”via (sil kle‘ via) n.is a Spanish word signifying the temporary closure of a network of streets to cars so that they become “open” to the people who bike, walk, skate and participate in fun, free activities. This idea originated in Bogotá, Colombia, where every Sunday and holiday, every week of the year, the city closes down over 70 miles of roadways to cars to invite people to bike, walk, talk, exercise, picnic, sunbathe, etc. in the streets. People from all backgrounds come together in this beautiful community- inspiring event.

Cyclovias have been held all over the world and also in some nearby communities such as Tucson, AZ https://kxci.org/2017/03/episode-19-cycIovia-tucson/. It is an annual event — all on city streets that are closed to car traffic and open to walkers, joggers, cyclists, skaters and all other forms of people-powered movement.

During the event, motor vehicles are detoured from the route allowing everyone the freedom to enjoy “open streets” safely and comfortably. Cyclovia isn’t a race, parade or competition. Instead, it’s a chance to enjoy the city from a new perspective (outside of the car). Walk your dog, roller skate, blow bubbles. Have fun because during Cyclovia, the streets are yours!

Discussion:

Cyclovia Encinitas would be a collaborative effort between many organizations and regional governments. Required activities include: Coordination with transportation agencies to close streets for the event, advertising and sign up, coordinating celebrations and education along the route, press and PR for the event and seeking sponsorship. The benefits include: building awareness about alternate modes and routes, partnership building, and community celebration of our bicycle-friendly city.

Outcome:

Determine whether the Commission should form a Subcommittee to explore starting an annual Cyclovia event in Encinitas.
