City Council Project Tour – July 27, 2015

1. Curb Ramp, Gutter & Sidewalk Program (N 155th Street Sidewalk Repair) Much of the city’s annual $152,517 in this Road Capital Fund category (curb ramp, gutter and sidewalk maintenance program) will be allocated to this project. The needs are considerably greater however, and the City had applied for a substantial (almost $600,000) grant from the WSDOT pedestrian and safety grant program. Unfortunately, staff was not successful and will scale the scope back. The construction could be in both 2015 and 2016 for this project.

2. 2014 Pavement Repairs Project (Dayton/Carlyle Hall/175th Overlays) This project began with the intent to address pavement repairs on streets planned for future Bituminous Surface Treatment (BST) application. The size and number of pavement repairs was found to be large enough that it was more cost effective to grind and overlay the entire section of street. This project was funded by the 2014 Annual Road Surface Maintenance Program.

3. 12th Avenue NW (Syre School) Construction -- 2014 Curb Ramp/Sidewalk Replacement Program This project consisted of constructing new curb ramps and replacing sidewalk panels along 12th Avenue NW between NW 196th Street and NW 203rd Street.

4. Einstein Safe Route to Schools The City received $435,000 from the 2013 Safe Routes to School State Grant program to construct sidewalks and improve pedestrian mobility around Einstein Middle School ($570,000 total cost). Construction is on track to be completed this summer. This includes four (4) school zone flashing signs and education and enforcement components in coordination with Shoreline Schools and Shoreline Police.

5. Hillwood Park Using funding from the Parks Repair and Replacement Funds, the City paved and restriped the Hillwood Park parking lot. Staff has also been supporting the native plant restoration project in Hillwood Park.

6. Aurora Avenue N/N 200th Street This is part of the last phase of the full Aurora Avenue corridor improvements. N 200th Street was fully re-graded and fully repaved in June. Work on Aurora is concentrating on excavating the middle part of the street so as to enable a smooth transition between the east and west curbs. Around August and September final paving will be begin.

7. 2016 Construction -- Meridian Overlay - N 190th to N 205th Street This project will overlay and restripe approximately 1.5 lane miles of Meridian Avenue and upgrade all adjacent curb ramps to meet ADA requirements. The project is funded by a $675,000 Surface Transportation Program Federal Grant.

8. 195th Street Separated Trail This project extended the existing trail along N 195th Street from 1st Avenue to 5th Avenue. The separated trail is part of the future connector route that will provide a non-motorized connection from the Interurban Trail to the Burke Gilman Trail. Approximately 50% of this project ($370,000) was funded by a Congestion Mitigation/Air Quality Federal Grant.

9A. North Maintenance Facility – Future Site (Brugger’s Bog) This maintenance site was purchased to construct a new facility for Public Works and Ronald Wastewater Operations, and possibly for other uses. Consultant responses to an RFQ for a site re-design were received on July 23, and a contract will come to Council near the beginning of September.

9B. City Maintenance Facility – Hamlin Park This is the present site for both Public Works and for Parks Maintenance staff and equipment.

10. McAleer Creek Bank Restoration – (aka Goheen Revetment Repair) This project entails the installation of log, rock, and soil structure to stabilize an eroded bank. The project also includes removal of invasive knotweed and a permanent access driveway for NE 196th control structure.

11. Northcrest Park In 2014 the City conducted a CPTED (Crime Prevention Through Environmental Design) assessment of Northcrest Park. As a result of that assessment a considerable amount of overgrown vegetation was removed to make the playground visible from 170th Street. The playground was also upgraded with a new base and new play equipment and benches.

12. 2016 Construction -- 15th Avenue NE Overlay - NE 148th to NE 155th Street This project will overlay and restripe approximately 1.25 lane miles of 15th Avenue NE. Adjacent curb ramps will be upgraded to meet ADA requirements. This project is funded by a $310,000 Surface Transportation Program Federal Grant. It should be noted that this project, as well as Meridian Overlay, do not have enough funding to also repair substandard sidewalks.

13. Twin Ponds Park Twin Ponds is home to a relatively new community garden; it is very popular with a waiting list of gardeners. The soccer field turf and lights will be replaced with City funds and hopefully a state grant. A neighborhood mini-grant has been awarded to the Parkwood Neighborhood Association that will fund new benches, refurbish the existing benches, and add a new kiosk and a mural on the restroom building. This work should get underway in the next month or so.

Time Permitting – Optional

A. North City Park

In early 2015 the City conducted a CPTED assessment of North City Park. As a result of that assessment a considerable amount of vegetation will be removed by the Student Conservation Association (SCA). SCA is a non-profit agency that works with middle and high-school students on environmental projects. The vegetation removal will open up site-lines into the park. Staff also shared the results of the CPTED study with the school district and they subsequently removed a large amount of overgrown vegetation on their property adjacent to the park.

B. Hidden Lake Bridge (aka 10th Avenue NW Bridge)

Approximately $550,000 has been committed to completing bridge repairs to extend the life of the bridge 20-30 years. This project will repair the bridge deck, increase foundation support at bridge ends, replace the center bridge slab and repair the bridge guard rail.
