1. Call to order at 8:33 am.

2. Agenda, together with meeting notes of 25 September 2015, received without emendation.

3. Composting Project

Third-year Biology student Atiyah Bagha presented on campus composting, drawing on her visits to several Ontario universities including Guelph, Ryerson, and Toronto. She is part of an RPIRG working group on composting, and noted that some sister universities have set very ambitious diversion rates (72% at Toronto, for example), as well as introducing vermicomposters, aerobic composters, rooftop gardens, and other sustainability initiatives on their campuses. She challenged PACS to involve high school students (something that could be combined with recruitment efforts) and work with current students and faculty members to advance composting on our campus while reducing the amount of material taken to landfills. A discussion followed regarding up-front and capital costs for some of these initiatives, the need to understand the business case for them, and the need to ensure we do not raise expectations beyond levels we can fulfill.

4. Update from Sustainability Coordinator Sustainability co-ordinator Carol Reyda provided updates on the Sustainability and Community Engagement Fund (of the 9 projects funded last year, 7 are complete; there is approximately $30,000 to be allocated in the current year; allocations will be recommended by a committee with majority representation from students); BUS 413 Social Marketing (Dr Cismaru’s class is investigating issues such as bottled drinks, transit, and fitness); Transit directions on UR Events Page (now in place); Sustainability Strategic Plan (now approved in principle by President Timmons, with a launch event being planned for mid- to late January with PACS and the President in attendance). Further discussion on the SSP centred on the advisability of having designated individuals, perhaps members of PACS, facilitating individual foci (e.g., waste, transit) within the SSP, and the implications for PACS membership structure. Carol was congratulated for her efforts in getting the University of Regina into the AAHSE’s STARS reporting system. 5. Update from ad hoc committee on terms of reference

Revised terms of reference will be brought to PACS for discussion at the 29 January 2016 meeting.

6. Annual Report to the President With several minor changes, the report was approved for transmission to the President.

7. Open Educational Resources The Chair noted that the province has fulfilled its commitment to provide $250,000 over three years for the preparation of Open Textbooks. The University of Regina Press, under the leadership of Bruce Walsh, will be the co-ordinating office on our campus for these efforts.

8. Sustainability Certificate PACS unanimously endorsed the certificate proposal as being congruent with the University’s sustainability initiatives. Like all program proposals, the certificate proposal will make its way through the various collegial bodies for discussion and approval.

9. RCE Saskatchewan Update L Benko and R Petry updated PACS on recent and upcoming RCE events, including the 4 May 2016 recognition event to be held at the Treaty 4 Centre in Fort Qu’Appelle.

10. Federal Government mandate for Environmental & Climate Change

The Prime Minister’s letter to the new Minister of Environment and Climate Change was circulated.

President’s Advisory Committee on Sustainability (PACS) In 2015, The University of Regina introduced the strategic plan titled peyak aski kikawinaw: Together, We Are Stronger. In 2009, the University of Regina released ‘mâmawohkamâtowin: Our Work, Our People, Our Communities’ – a strategic plan outlining a set of common goals rooted in and responding to the needs and aspirations of our campus and community. At the core of this document, this vision is an emphasis on communication, engagement, and sustainability in all that we do. By focussing on the pursuit of excellence within these areas and by weaving sustainability throughout our teaching, research, operations, and service, we will advance a culture of sustainability and wellbeing on our campus that energizes and empowers us and the communities we serve. Moreover, by celebrating our successes and existing strengths, as well as identifying and communicating our priorities, responsibilities, and opportunities in advancement, we can foster a stronger, healthier campus community and spirit.

The intent of the President’s Advisory Committee on Sustainability (PACS) is to support the vision of the Strategic Plan and help guide the University of Regina in ensuring that the best insight, knowledge, and leadership, as well as high ethical standards regarding sustainability, are brought to decisions around sustainability in the areas of operations, education, research, performance evaluation and community service.

Terms of Reference The Committee is directly responsible to the President of the University of Regina. 1. Membership (10) Chair – Provost and Vice-President (Academic) – ex-officio

2. Term of Office

2.1 Three years for appointed members; student members will serve one-year terms. 2.2 When first formed, two appointed members will serve three-year terms, three will serve

two-year terms, and two will serve a one-year term. This staggering is to ensure a regular turnover of members with minimal disturbance to the committee.

2.3 Membership renewal is subject to committee approval and reappointment by the designated group.

2.4 Memberships can be renewed for a total of three subsequent terms.

3. Purpose 1 3.1 The PACS is an advisory committee to the University of Regina President.

Generally, the committee provides advice on University sustainability goals, plans, initiatives, projects, reports, policy, and practices, recognition strategies, and monitoring efforts..

3.2 The Committee will review advise the University of Regina in development of policies on campus sustainability.policy on campus sustainability, along with its outcomes and indicators, at least once every 3 years. PACS will also periodically review University of Regina policies in light of the Sustainable Campus PolicyUniversity’s definition of Sustainability, the University of Regina Strategic Plan, and sector best practices.

3.3 As an advisory body, the Committee is empowered to respond to issues referred to it by University academic, administrative, and governing bodies as well as to raise issues on campus sustainability to these bodies from time to time. These issues can include opportunities for action and best practice.

3.4 The Committee will review campus sustainability issues raised by its own members, members of the University of Regina campus community, and the broader public, and act within its advisory capacity in responding to these matters.

3.5 The Committee will act as ombudsmen on campus sustainability issues and it will provide an annual report to the President of the University of Regina providing:

i) a report of Committee’s activities over the course of the previous year; ii) an analysis of the University’s progress towards campus sustainability,

including commentary and analysis of the annual report from the Sustainability Co-ordinator; and

iii) suggestions regarding opportunities for action of the University of Regina in relation to campus sustainability issues.

3.6 The Committee will support and promote education and research on campus sustainability issues, as well as public awareness, in conjunction with the Sustainability Co-ordinator. Moreover, the Committee may provide additional advice and resource to academics, administration, and students, as well as other organizations impacting the

sustainability of the University of Regina campus (e.g., URSU and the Federated Colleges).

4. Operations

4.1 Procedural rules developed by the Committee shall be used by the Chair to facilitate discussions. In the absence of developed rules, such as in the Committees’ formation, Robert’s Rules of Order will be assumed.

4.2 The Committee shall meet on a bi-monthly basis; or as required to perform its functions at the request of the Chair, or five members of the Committee.

4.3 Any member may suggest items for discussion. Members should advise the Office of Sustainability in advance of the meeting to allow relevant documentation to be circulated and to allow members adequate time for preparation. (In the interim, the Executive Assistant to the Provost and Vice-President (Academic).

4.4 At regular meetings, a quorum shall be a minimum one half of the voting membership. In the absence of a quorum, a Committee meeting will be rescheduled.

4.5 The Committee shall seek to operate by consensus without the need for formal votes. When a member requests a formal vote, a motion will be carried when supported by one half plus one of the members present.

4.6 Sub-committee meetings shall be structured around availability of members. Sub-committees report to and advise the Committee; they are responsible for providing detailed reviews, plans, advice, and/or options on particular issues.

5. Sub-committees 5.1 There are two kinds of sub-committees attached to the PACS:

i) Standing Committees, which serve on an ongoing basis. ii) Ad Hoc Committees, which are established to address a specific mandate within a specific timeline.

5.2 The responsibility of the PACS to sub-committees is to: i) Appoint a Chair ii) Establish Terms of Reference

6. Reporting

6.1 All meetings shall be documented including attendance, agenda, decisions made, and support material. The Committee has the capability to proceed ‘in camera’ when appropriate.

6.2 The Committee shall provide advice on the annual and public reports of the Office of Sustainability, which will be submitted to the President of the University of Regina.

6.3 All reports of the Committee and the Sustainability Co-ordinator are to be publicly available on the University of Regina website.

President’s Advisory Committee on Sustainability (PACS) – Membership Sub-committee –

i) Members shall be appointed for two years; terms may be extended one additional term. 3. Duties

The Membership Sub-committee recommends suitable candidates to fill vacant positions on the PACS. The Sub-committee will:

i) Seek input from PACS members and the University of Regina community as part of their search, and will put forward a shortlist of individuals for each vacant position. The Sub-committee recommends potential candidates to the President for final selection and appointment;

ii) Operate as a standing committee that searches throughout the year for individuals with the characteristics defined in the next section; and,

iii) Through the Sub-committee Chair and/or designate(s): Periodically encourage the PACS, faculty, staff, and students to recommend individuals for potential membership.

4. Characteristics of Potential Membership

The Sub-committee will seek a diverse set of interested individuals that help to ensure a complement of members who display and represent our campus community as a whole. The Sub-committee will seek a composition of engaged individuals with knowledge of, interest in, and demonstrated commitment towards sustainability and wellbeing. Moreover, a balance in specialization, area-specific experience, community involvement, and background will be sought.

2015 was a year to remember as we celebrated our 10th anniversary! Through a commemorative video, we captured exciting

advancements in campus sustainability over the past decade including the launch of STARS, the AASHE Sustainability Awards and the annual AASHE Conference & Expo. The video also lauded the advancement of the sustainability profession and increasing participationoffacultyinthemovement. 

Thisyearwasfilledwithsignificantachievements.In2015,wewelcomedfournewstaffand74newmembers.Ourprogramscontinuedtoflourishandworktoadvancethehighereducationsustainabilitymovement.ThefirstSTARSPlatinumratingwasearnedbyColoradoStateUniversity(CSU),aninstitutionwith exemplary sustainability performance, and serves as a great model for other institutions. We also launched the Green Gigawatt Partnership, a program designed to catalyze at least one gigawatt of new green power in higher education. The AASHE 2015 Conference & Expo was the most successful ever with morethan2,300attendees.Inaddition,welaunchedCampusSustainabilityMonthandmadeasharedcommitmentwithU.S.GreenBuildingCouncil,NationalWildlifeFederationandSecondNaturetoworktogethertowardasharedvision:  

“By 2025, 20 million graduates across all majors will be global sustainability citizens: learning about relationships between natural, physical, economic, social and cultural systems; understanding how their personal and professional choices impact these systems; and having the agency to create solutions that allow people and the environment to thrive.”

Looking ahead, there are many new projects underway that are important to supporting our members and our mission as outlined in our strategic goals shown on the previous page. This includes the launch of STARS2.1thatwillmakeiteasiertosubmitareportandofferanewexemplarypracticecredit,aswellasanewandimprovedresourcecenter,calledtheCampusSustainabilityHub.I’mconfidentyouwillbeasexcitedaswearewhenthesetwoinitiativeslaunch! 

IamhonoredtohaveservedasyourExecutiveDirectoroverthelastyear.Ilookforwardtoworkingtogether to advance sustainability in higher education.

STARS

The Sustainability Tracking, Assessment & Rating System

(STARS)wasintroducedin2009asatransparent,self-

reporting framework for colleges and universities to

measure their sustainability performance. STARS was

designed to provide a framework for understanding

sustainability in all sectors of higher education, enable

campus sustainability comparisons over time, incentivize

institutionstoboostfuturesustainabilityeffortsand

initiatives, as well as provide an open platform for

information sharing both nationally and internationally.

2015 marked another successful year noted by an increase

in total registrations and renewals. This demonstrates the

importance of the rating system as a valuable tool for both

seasoned campus sustainability leaders and institutions just

beginning their sustainability programs.

Colorado State University Achieves First STARS Platinum Rating

In2015,ColoradoStateUniversity(CSU)achievedthe

firstSTARSPlatinumrating.CSUwasoneofthefirst

institutions to participate in STARS. The Platinum report

istheinstitution’sthirdsubmission.CSUoffersmorethan

962sustainability-relatedcourses,morethan90percent

of the academic departments on campus are engaged in

sustainability research and students participate in more

than a dozen sustainability immersion programs.

Sustainability Across the Curriculum Workshop

Through an intensive two days of presentations, exercises,

discussions,reflectionsandplanning,participantsbecame

familiar with the philosophy of change in higher education

based on the Piedmont/Ponderosa model. Participants

also experienced a range of workshop strategies, heard

localexperts,enjoyedoutdoorplace-basedactivities

and dialogues with faculty from around the country. The

Engaging Across Boundaries Series

Colleges and universities are increasingly being called upon to deepen their engagement, both internally and externally

to address economic, social and environmental challenges. Engaging in sustainability issues on the campus can take

manydifferentformsandcreatesefficiency,driveschangeandharnessesthepowerofideas.Engagingacrossa

variety of boundaries is also important in many ways for the impact of sustainability beyond the traditional walls of

an institution. This type of engagement includes partnering with external stakeholders, local communities, community

agencies,local,nationalandinternationalgovernmentbodies,non-profitorganizationsandnetworks.Allthedifferent

forms of engaging across boundaries help higher education institutions shape the campus and local communities into

TheAASHE2015Conference&ExpowasheldOct.25-28inMinneapolis,Minnesota.Theconferencetheme,

Transforming Sustainability Education, was featured throughout the conference to ignite a new way of

approaching sustainability and a renewed sense of motivation and drive to achieve sustainability goals.

Among the keynote speakerswereUnityCollegePresidentStephenMulkey,OberlinProjectFounderDavid

Orr,BraveNewWorkshop’sMargiSimmonsandElenaImaretska,andCEEDExecutiveDirectorShaliniGupta.

Discussion involved themes of growth, transformation, social justice and learning through play and hope.

Attendees networked and shared innovations, activities, frameworks, learning outcomes, tools, strategies,

research, theory and leadership initiatives which are changing the face of sustainability on their campuses and

surrounding communities. There were over 400 sessions available, including case studies, panel discussions

and networking events, and an Expo Hall that housed over 80 exhibitors. AASHE 2015 was the largest gathering

of higher education sustainability professionals and students to date.

Higher Education Sustainability Review

The Higher Education Sustainability Review is a big picture look at the trends captured

in the nearly 1,350 stories published in the weekly AASHE Bulletin newsletter in 2014.

The Review highlights campus sustainability success stories and implementation tips

fromcollegesanduniversitiesinCanada,Denmark,SingaporeandtheUnitedStates.

Eleven colleges and universities are highlighted, including two Associate colleges and

two Canadian institutions.

Higher Education Sustainability Staffing Survey Report

The HigherEducationSustainabilityStaffingSurveyReport presents the results of

AASHE’s2015sustainabilitystaffingsurvey.Itexaminesthenatureofsustainability

positionsatcollegesanduniversitiesintheUnitedStatesandCanada,providing

insights into salaries, funding, supervision, job satisfaction, challenges and more. This

reportaimstoincreaseourunderstandingofthecontinuouslygrowingcareerfieldof

sustainability professionals in higher education.

Sustainable Campus Index

The SustainableCampusIndexhighlightstop-performingcollegesanduniversities

in17areas,asmeasuredbytheSustainabilityTracking,Assessment&RatingSystem

(STARS).TheIndexalsohighlightsbestpracticesfromover50U.S.,Canadianand

Mexican institutions that have submitted a STARS report in the last 12 months.

Average trends in each impact area based on institution type and country are also

included.

action in Paris by signing the American Campuses Act on Climate Pledge and committing to implement

sustainable practices on

campus and accelerate the

AASHE Divests Fossil Fuels from Staff 401K Plan

We wanted our retirement savings to work for a sustainable future. As we looked deeper at what our

retirement savings were invested in, we saw holdings in fossil fuel companies. We recognize that the

continued extraction and burning of fossil fuels directly contributes to climate change. We cannot, in good

conscience, take ownership in companies that imperil the work that we do. Moreover, the past couple of

years have shown the volatility of fossil fuel company stocks and the recent downward slide is yet another

reasontobewary.AsaprudentFiduciary,weneedtobemindfulofthefinancialrisksthatownershipinsuch

companiesposetoourstaff’sinvestments.Therefore,onbothmoralandfinancialgrounds,AASHEmadea

decisiontodivest.Investmentsthatcontainedfossilfuelcompaniesweredropped.Thesewerereplacedby

investments with holdings in companies working toward a clean economy. We are proud to have a retirement

plan that enables us to save for a future, saving well while doing good.
