STUDENT WELLNESS ADVISORY COMMITTEE MEETING

August 17, 2016

1.01 CALL TO ORDER The meeting of the Washoe County School District Student Wellness Advisory Committee was called to order on Wednesday, August 17, at 6:01 p.m., in the Board Room of the Washoe County School District’s Administration Building, 425 East 9th Street, Reno, Nevada. 1.02 ROLL CALL Chair Kellie Goatley-Seals and Members Jim Fitzsimmons, Marv Mercer, Allison Simcox, Karen Caterino, Warren Lee, Catherine Polley, Laura Thurston, and Mike Supple were present. Members Anna Kanarowski and Anna Zucker were absent. Non-Voting members Rollins Stallworth, Tony Amantia and Andria Hanski, WCSD staff liaison, were also present. 1.03 PUBLIC COMMENT Brittany Mally, Department of Agriculture, made comment related to Smart Snacks and presented a list of where items/snacks can be purchased. 1.04 ACTION TO ADOPT THE AGENDA It was moved by Marv Mercer, seconded by Allison Simcox, that the Student Wellness Advisory Committee adopts the agenda with the removal of items 2.04 and 2.05. (Yea: Kellie Goatley-Seals, Jim Fitzsimmons, Marv Mercer, Allison Simcox, Karen Caterino, Warren Lee, Catherine Polley, Laura Thurston, and Mike Supple) Final Resolution: Motion Carried 9-0 2. PRESENTATION, DISCUSSION AND ACTION ITEM 2.01 Approval of May 18, 2016 Minutes of the Meeting of the Student Wellness Advisory Committee This item was tabled for discussion at a future meeting. 2.02 Introduction of New District Staff Related to Student Wellness Dr. Dana Ryan, Director of CTE/Signature Academies, introduced staff members who work in the areas of student wellness: Tony Amantia, Rollins Stallworth and Andria Hanski.

2.03 Discussion on Vacant Positions and Status of Appointments to the Student Wellness Committee Lisa Scurry from the Board Services Department described the process used by the District for the advertising and filling of positions on committees. It was explained that as the Committee’s bylaws are approved, that document will establish the categories of membership (e.g. parent, community member, etc.). Open spots will be advertised on the District’s website and a media advisory will be sent out in hopes of attracting members of the community. Additionally, staff will contact employee associations to garner interest for specific needs such as a site administrator. 2.04 Consideration of Nominations for the Committee Chair for the 2016-17 School Year from the Current Membership of the Student Wellness Advisory Committee: Kelli Goatley-Seals, Jim Fitzsimmons, Anna Zucker, Karen Caterino, Catherine Polley, Anna Kanarowski, Laura Thurston, Mike Supple, Alison Simcox, and Marv Mercer This item was removed from the agenda. 2.05 Consideration of Nominations for the Committee Vice-Chair for the 2016-17 School Year from the Current Membership of the Student Wellness Advisory Committee: Kelli Goatley-Seals, Jim Fitzsimmons, Anna Zucker, Karen Caterino, Catherine Polley, Anna Kanarowski, Laura Thurston, Mike Supple, Alison Simcox, and Marv Mercer This item was removed from the agenda. 2.06 Review of 2016-17 Wellness Goals related to Smart Snacks, Wellness Champions, and Physical Activity in Schools; and Possible Action to Recommend Acceptance of the goals by the Superintendent and Board of Trustees Prior to submission of the Goals to the Nevada Department of Agriculture as required by the State Local Wellness Policy The committee discussed the goals that were previously discussed and approved by the committee in April for the 2016-17 school year. The goals were brought back so that they could officially be referred to the Superintendent and Board of Trustees for approval.

1. Nutrition education at each school site on smart snack standards for students, teachers, etc., throughout the school year.

2. Assignment of a “Wellness Champion” at each school. 3. Physical Activity initiative.

PUBLIC COMMENT: Brittany Mally from the Nevada Department of Agriculture commented that the goals that were submitted were good goals, and that the Department doesn't approve the goals. They only receive them. She added that goals should be measurable.

There was discussion regarding having coordinators in each school. Dana Ryan, Coordinator of CTE/signature academies, suggested that the deadline for having coordinators be moved to January because it isn’t a reasonable expectation and that the District needs to do damage control, positive PR, etc. She also reminded the committee that the new staff members have only been in their positions for two weeks. Mr. Mercer made a motion to change the 3rd goal to 75% of schools having a wellness champions at school sites be identified by end of 1st semester or December 15 and remaining 25% to be done by end of 2016/2017 school year. Karen Caterino seconded. Mr. Mercer withdrew his motion for additional discussion. It was moved by Karen Caterino, seconded by Laura Thurston, that the Student Wellness Advisory Committee approves the 2016-17 Wellness Goals - Goal 1: Nutrition Promotion & Education: Provide education at each school site on “Smart Snack Standards” to teachers, students and parents throughout the school year; Goal 2: Physical Activity: Develop and implement a site plan at each school that provides the opportunity for all students to participate in thirty (30) minutes of daily, moderate to vigorous physical activity; Goal 3: School-Based Activities that Promote Student Wellness: Establish a “Wellness Champion” at each school site where 75% of these “champions” would be identified by December 15, 2016 and all schools would have a “champion” identified by the end of the school year; and recommend the goals be forwarded for acceptance and approval by the Superintendent and Board of Trustees Prior to submission of the Goals to the Nevada Department of Agriculture as required by the State Local Wellness Policy. (Yea: Kellie Goatley-Seals, Jim Fitzsimmons, Marv Mercer, Allison Simcox, Karen Caterino, Warren Lee, Catherine Polley, Laura Thurston, and Mike Supple) Final Resolution: Motion Carried 9-0 2.07 Update on Progress toward Implementation of Procedures Related to Administrative Regulation 5600, Student Wellness Andria Hanski introduced herself and updated the Committee on progress of goals. Marv Mercer commented on student stores and students bringing outside food into schools. Kelli Goatley-Seals noted that it is not within the scope of the Committee to regulate what foods students bring from home or from outside sources. Andria Hanski commented that our job is to educate students on making healthy choices. 2.08 Presentation on Current Status of Vending Machines in Schools Pete Etchart, Chief Operations Officer, spoke to the history of vending machines in the District. He explained that the District must comply with the state and federal laws related

The district has no desire to make vending machines a profit center for the district and the committee can discuss where the funds would go and make recommendations to the Superintendent. Other issues to discuss include: Should there be a district wide contract; hours of operation; and locations of the machines. Ms. Hanski will do some research as to what other districts are doing and bring that information to a future meeting. 2.09 Discussion of draft By-laws of the Student Wellness Advisory Board; and Possible Action to Recommend the Draft By-laws be submitted to the Board Services Department for Consideration and Approval by the Board of Trustees This item was tabled. 3. CLOSING ITEMS 3.01 Announcement of Next Meeting: September 21, 2016 Kelli Goatley-Seals requested to have the Committee website updated with current meeting dates. 3.02 Public Comment Laura Thurston introduced the new Employee Wellness Coordinator, Elise who is also a registered dietician. 3.03 Adjourn Meeting There being no more business, Chair Goatley-Seals adjourned the meeting at 7:22pm.

STUDENT WELLNESS ADVISORY COMMITTEE - A COMMITTEE OF THE

WASHOE COUNTY SCHOOL DISTRICT

BYLAWS

Authority

In accordance with Board Policy 5600, Student Wellness, and federal and state laws and regulations, the Board of Trustees does hereby establish the Student Wellness Advisory Committee (“Committee”) as a standing committee of the Washoe County School District (“District”) Superintendent.

Mission and Purpose

1. The State of Nevada requires Local Educational Agencies (school districts) to form an advisory group. Such group shall:

a. Be comprised of a diverse team consisting of committed school and community stakeholders to assess the District’s needs;

b. Develop a wellness policy that meets the operational realities of the District;

c. Work toward improved health and wellness outcomes for students;

d. Develop, review, and update the District’s school wellness policy as needs change, goals are met, new information emerges, and the annual review is completed.

e. Serve in an advisory function to the Superintendent in areas of student health and wellness.

2. Mission Statement

a. The Committee supports the Superintendent and Board of Trustees in creating a school environment that promotes sound nutritional practices, physical activity, standardized healthy food choices, nutritional education, and other school-based activities that promote student health and well-being.

Reporting Structure

1. Recommendations from the Student Wellness Advisory Committee shall be made to the Superintendent. The Superintendent, through appropriate staff, shall ensure Committee proposals are feasible: operationally, financially and academically.

2. The Superintendent shall review recommendations to determine feasibility and whether action should be taken by the Superintendent or the Board of Trustees.

3. The Superintendent shall have the option to:

a. Approve any recommendation of the committee;

b. Approve, with changes, any recommendation of the committee;

c. Deny any recommendation of the committee;

d. Return any recommendation of the Committee back to the Committee with suggested changes; or

e. Forward any recommendation of the Committee to the Board of Trustees for appropriate action;

Composition

1. Appointments

a. Following an advertised application period, members shall be selected utilizing the application and review process established by the District’s Committee Operating Procedures Manual.

i. Applications shall be accepted on an ongoing basis;

ii. When openings occur, the Department of Board Services shall convene a selection panel to review applications and designate a finalist;

1. Staff finalists shall be approved by the District Office identified in these bylaws.

b. All members of the Committee shall be considered and approved by the Superintendent. Following the initial establishment of the membership, the existing members of the Committee, during a properly noticed public meeting, shall select and recommend new and/or reappointed members for approval by the Superintendent.

2. Voting Membership

a. Voting membership shall consist of thirteen (13) voting members, as follows:

i. Six (6) non-District staff, including:

1. One (1) parent/guardian of a student who attend school in the District

2. Three (3) community members from the health arena, to include nutrition, physical fitness and wellness

3. One (1) at-large community member

4. One (1) student of a District high school

ii. Seven (7) representatives of the District, to include the following:

1. One (1) teacher of physical education, with the approval of

the Chief Academic Officer or Designee

2. One (1) teacher of elementary education, with the approval

of the Chief School Performance Officer or Designee

3. One (1) teacher of culinary arts, baking/pastry, and/or foods/nutrition, with the approval of the Chief Academic

Officer or Designee

4. One (1) staff member of the Nutrition Services Department,

with the approval of the Chief Operations Officer or Designee

5. One (1) school health professional, with the approval of the Chief Student Services Officer or Designee

6. One (1) site administrator from an elementary school, with the approval of the Chief School Performance Officer or

Designee

7. One (1) site administrator from a secondary school, with the

approval of the Chief School Performance Officer or Designee

3. Term of Service

a. A term of membership shall be two (2) years, commencing on July 1st and ending June 30th.

b. Members who cannot complete their term on the Committee should submit a letter of resignation to the Committee Chair. Upon acceptance of the letter of resignation, the position shall be opened using the District’s application process.

i. A member who is appointed to fulfill the term of a member who has resigned or been removed, shall complete the term of the vacating member.

c. No member may serve for more than five (5) consecutive two-year terms without at least a one year break in service.

4. Vacancy

a. A vacancy in the membership of the Committee must be filled in the same manner as the original appointment for the remainder of the unexpired term.

5. Officers

a. The officers of the Committee shall be Chairperson and Vice-Chairperson, who are voting members of the committee.

b. Officer Nomination and Election

i. Officers shall be elected by vote of the members of the Committee and be elected by majority vote of the members of the Committee.

ii. The term of office shall be from July 1 to June 30 and shall be for one (1) year. Officers may be re-elected for one additional term.

iii. Election of officers shall be held during the regularly scheduled June meeting, with terms to begin in July of that same year.

iv. All nominees shall be present at the scheduled meeting to accept the nomination.

c. Removal of Officers

i. An officer may be removed for just cause at any time by a two-thirds (2/3) vote of the Committee.

ii. A vacancy in an officer’s position, due to resignation or removal, shall be filled using the normal District’s protocol for the election of officers.

6. District Staff Liaison

a. The District shall provide a Staff Liaison, who shall serve in a non-voting capacity, and administrative support to the committee. That individual shall work with staff of the Board Services Department to:

i. In conjunction with the Committee Chair, set the meeting agendas and meeting schedule;

ii. Advise the committee on the goals of the Board of Trustees and Superintendent;

iii. Advise the committee on information in the District that concern the Committee;

iv. Report to the Superintendent the happenings of the Committee.

Procedural Responsibilities

1. The Committee shall comply with state laws and regulations, and specifically Nevada’s Open Meeting Law, Nevada Revised Statutes (NRS) Chapter 241, Meetings of State and Local Agencies.

2. The Committee shall comply with the policies, regulations and procedures of the District, and specifically the District’s committee operating procedures.

3. Neither the Superintendent or the Board of Trustees may delegate the responsibility for final decisions to a committee, because such decisions must, by state law, rest with the Board of Trustees or have been delegated to the Superintendent through Board policy. Committees are not empowered to perform management functions.

4. A committee may be dissolved upon completion of its charge or by action of the

Board of Trustees.

Duties, Skills and Responsibilities

1. General

a. All members of the Committee shall be residents of the District.

b. The Committee members collectively should possess general knowledge of District issues and concerns.

c. Members shall be familiar with the policies, regulations, and laws governing the District.

d. Members of the Committee shall perform their duties in good faith, in a manner they reasonably believe to be in the best interests of the Committee and the District with such care as a generally prudent person in a similar position would use under similar circumstances.

2. Compensation

a. Each member shall serve without compensation.

3. Community Engagement

a. Each member of the committee will be responsible for meeting with or otherwise getting input from their group type to bring to the committee

meetings for discussion.

4. Confidentiality

a. During the exercise of duties and responsibilities, the Committee members may have access to confidential information. The Committee shall have an obligation to the District to maintain the confidentiality of such information.

5. Meetings

a. The Committee shall meet, at a minimum, on a quarterly basis. Regularly scheduled meetings shall be held from July 1st to June 30th of each year. The Chairperson shall establish a calendar of regularly scheduled meetings in conjunction with the District’s staff liaison. Generally, the first meeting of the year will occur in August.

b. Special meetings may be called at the discretion of the Chair, in conjunction with the District’s staff liaison.

6. Meeting Attendance

a. Attendance records of all Committee members shall be reviewed by the chairperson on a regular basis.

b. The Chairperson may recommend removal of any member having three (3) or more absences to Committee meetings during one (1) year or for failure to participate on a committee.

c. Recommendation to remove a member shall be by majority vote of the committee, with final action required by the Superintendent.

Reporting Requirements

1. The Committee has the duty and responsibility to report its activities to the Superintendent. The Committee’s reporting requirements are to:

a. Report on the scope and breadth of Committee activities so that the Superintendent is kept informed of its work and can take appropriate action.

b. Provide minutes or a summary of minutes of meetings which clearly record the actions and recommendations of the Committee.

c. Report on any other matters that the Committee believes should be disclosed to the Superintendent.

Review and Revision

1. The Board Services Department shall assess and report to the Board of Trustees and Superintendent on the adequacy of these bylaws no less than an annual basis

Dear Ms. Goatley-Seals:

Thank you for your request to receive District input on the proposed annual Student Wellness

goals, as required by the Nevada Department of Agriculture. I, along with the District

leadership team, appreciate the tremendous effort the committee has made to help bring us

into compliance with state and federal requirements, as well as your commitment to increasing awareness and understanding of the importance of good student wellness practices in schools and lifelong health.

I have reviewed the goals you submitted, along with our District leadership team, and would

like to commend you for your hard work in defining the next steps that should be taken to

support the WCSD Student Wellness Policy. As you finalize your recommendation we ask that you consider the input of our leadership team.

Goal 1: Nutrition Promotions & Education and Goal 2: Physical Activity

We support these goals. With the addition of staff members in both the Department of

Athletics & Activities and Nutrition Services, these goals are consistent with their job duties and can be measured and reported to show progress.

We recommend the following changes to each goal to strengthen the value and attainability for the 2016-17 school year:

Goal 1: Nutrition Promotion & Education: Throughout the school year, provide education at

school sites and in the community on "Smart Snack Standards" to increase understanding among teachers, students, and parents.

This recommendation includes community outreach as a method to increase understanding

among the widest audience possible. It is our experience that opportunities for stakeholder engagement in a non-school setting often provide an opportunity for more stakeholder­guided interactions that improve understanding and perception.

Goal 2: Physical Activity: Develop and begin implementing a site plan at each school that

provides the opportunity for all students to participate in thirty (30) minutes of daily, moderate to vigorous physical activity.

This recommendation is based on the understanding that schools may have to adjust their school scheduling to ensure that 30 minutes of daily, moderate to vigorous physical activity can be achieved for all students. This is not always feasible once the school year is

underway.

Lack of Definition : The Nevada Wellness Policy and our WCSD Policy require that all students have the opportunity to engage in 30 minutes of daily physical activity. With help from our staff ass igned to implementing the wellness initiative, we would like to draft a comprehensive guide to implementation that would be reviewed by the

Committee prior to distribution.

Limited Resources: If the Committee believe that meeting this goal is dependent on additional school staffing (such as PE teachers in elementary schools) or additiona I resources provided to the school, we cannot ensure that the goal will be met as the

District does not have funding to allocate for this purpose.

Goal 3: School-Based Activities that Promote Student Wellness We do not support this goal because it does not appear to meet the intent of this Nevada Wellness Policy, which is to engage in school-based activities to promote student wellness.

These are our concerns:

Lack of Definition: The term "Wellness Champion" is not defined to indicate the characteristics, responsibilities or compensation that accompanies the role. With no specific

requirements or actions attached to this role, we cannot ensure that the identification or appointment of a school "Wellness Champion" will result in any school -based activities

occurring in the 2016-17 school year.

Staff Education Needed: At this time, it would be difficult for a school administrator to identify or assign an appropriate "Wellness Champion" prior to gaining a better

understanding the WCSD Student Wellness Policy and its associated requirements. Once educated, as outlined in Goal #1, administrators could become actively engaged in ensuring that an identified "Wellness Champion" can appropriately support the Student Wellness

objectives, as outlined by the state and district, at their school site.

Competing Initiatives: At any given time, school staff and administrators bear a heavy

burden of initiatives and tasks that must be managed throughout the school year. This is particularly true now as we face the potential implementation of year-round schedules and

double sessions to mitigate overcrowding issues. We are concerned that adding the "Wellness Champion" goal to the workload of already over-taxed faculty, staff or

administrators midway through the year would not allow schools to give it the attention that it warrants and would undermine the positive outcomes that it is intended to garner.

We recommend that the Student Wellness Advisory Committee consider the following goal for

School-Based Activities that Promote Student Wellness for the 2016-17 school year:

"In each school, document activities that are already occurring that promote student wellness, as well as develop and pilot a system for collecting this information annually."

Our recommendation is based on the knowledge that there are already many positive things

happening in each school that promote student wellness. By gathering this information, the committee could acknowledge, honor and celebrate the work that is already being done; positively engaging the schools and staff members who have a demonstrated commitment to promoting wellness; and use these established activities and practices as the foundation for expanding opportunities to further promote student wellness through school-based activities.

We further recommend that the Student Wellness Advisory Committee continue to define the concept of the "Wellness Champion" by actively working with the district to develop a long­term, sustainable implementation plan that could be piloted in the 2017-18 school year.

Once again, I want to express my sincere appreciation to you and the Student Wellness Advisory Committee for your efforts for our WCSD students and community. I look forward to

the work the Committee will produce as we look to our goals of 90 by 2020.
