    a. Pollution means any alteration of the physical, chemical and biological properties of anywater, air and/or land resources of the Philippines, or any discharge thereto of any liquid,gaseous or solid wastes as will or is likely to created or to render such water, air and landresources harmful, detrimental or injurious to public health, safety or welfare or which willadversely affect their utilization for domestic, commercial, industrial, agricultural,recreational or other legitimate purposes.

    b. Sewage means the water-carried human or animal wastes from residences, buildings,industrial establishments, or other places, together with such water infiltration and surfacewater as may be present. The admixture or sewage and industrial wastes or other wastes ashereafter defined shall also be considered sewage.

    c. Industrial Waste means any liquid gaseous or solid matter, or other waste substance or acombination thereof resulting from any process of industry, manufacturing trade or

    business or from the development, processing or recovery of any natural resources whichmay cause or tend to cause pollution, or contribute to the pollution of the water, air andland resources of the Philippines.

    d. Other Waste means garbage, refuse, wood residues, sand, lime cinders, ashes, offal,night-oil, tar, dye stuffs, acids, chemicals, and other substances not sewage or industrialwaste which may cause or tend to cause pollution; or contribute to the pollution of thewater, air, and land resources of the Philippines.

    e. Sewage System or Sewerage System means pipe lines or conduits, pumpingstations, force mains, constructed drainage ditches, and all other constructions,devices, and appurtenances used for collecting or conducting sewage, andindustrial wastes or other wastes to a point of treatment, discharge or ultimatedisposal.

    f. Treatment Works means any method, construction device or applianceappurtenant thereto, installed for the purpose of treating, neutralizing, stabilizing,disinfecting, or disposing of sewage, industrial waste or other wastes, or for therecovery of by-product from such sewage, industrial waste or other wastes.

    g. Sewage Works means individually or collectively those constructions or devicesused for collecting, pumping, treating, and disposing of sewage, industrial wastes orother waste, or for the recovery of by-products from such sewage, industrial wasteor other waste.

    h. Outlet means the terminus of a sewage works or point of emergence in the water,air and land resources of the Philippines of any sewage, industrial wastes or otherwastes.

    PRESIDENTIAL DECREE NO. 984 [PROVIDING FOR THE REVISION OF REPUBLIC ACT NO. 3931, COMMONLY KNOWN AS

    THE POLLUTION CONTROL LAW,

    AND FOR OTHER PURPOSES

    WHEREAS, there is a need to modify the organizational structure of the NationalPollution Control Commission to make it more effective and efficient in thedischarge of its functions and responsive to the demands of the times occasionedby the accelerative phase of the countrys industrialization program;

    WHEREAS, there is an imperative need to strengthen this Commission to bestprotect the people from the growing menace of environmental pollution, and

    WHEREAS, it is urgently necessary to maintain the role of the Commission as theprimary agency responsible for the prevention and control of environmentalpollution;

    NOW, THEREFORE, I, Ferdinand E. Marcos, President of the Philippines, by virtue ofthe powers vested in me by the Constitution, do hereby order and decree therevision of Republic Act No. 3931, to be known as the National Pollution ControlDecree of 1976

    Project Summary and Scope

    The Agricultural Pollution Control Project is aimed at increasing signicantly the use of environment-friendly agricultural andhousehold practices in rural areas in order to ultimately reduce thedischarge of nutrients and other agricultural pollutants through

    integrated land and water management. In order to facilitate thedesign of an integrated intervention covering the entire nation, apilot project was designed and is currently under way in our county.The location was selected based on urgent pollution challengesassociated with inappropriate manure storage in the area.

    Component 1: Activities in our county:

    Manure management.

    The promotion of environment-friendly agriculturalpractices.

    Soil and water quality monitoring

    Component 2: Strengthening national policy and regulatory

    capacity.

    This component includes support to the Ministry of Environmentand Water Management and theMinistry of Agriculture, Forests and Rural Development for:

    (i) supporting the implementation of the Nitrates Directive and theharmonization of legislation

    (ii) developing a code of good agricultural practices

    (iii) strengthening the capacity of the National Authorityfor Ecological Agriculture in its e ff orts to promote scientic organic farming and land-usemanagement

    Component 3: Public awareness activities and replication strategy.

    The project supports increasing public awareness:

    (i) in our county, to familiarize the population with the concepts and to help bringabout the behavioral changes necessary to the success of the project and

    replication throughout the county;

    (ii) At national level, to disseminate information on the benets of the projectactivities and to promote replication at national level;

    Component 4: Project management and implementation.

    The Ministry of Environment and Water Management hasestablished a project management unit located in the Directorate forAgriculture and Rural Development to handle nancial matters suchas procurement, disbursements, the maintenance of project

    accounts and nancial monitoring; the monitoring and evaluation ofall project activities; as well as the coordination of implementation bythe various local and national agencies, including the eld agenciesof the Ministry of Agriculture, Forests and Rural Development andthe Ministry of Environment and Water Management
