During the past three decades, this sector has undergone major changes, among which: An increase of 36% in the number of farm holders working in agriculture to reach 195 thousand agricultural investors; an increase of 155% in irrigated lands to 142 thousand hectares of 277 thousand hectares of cultivated lands; the fragmentation of agricultural lands in such a manner that 75% of farming units do not exceed 1 hectare and represent 20% of the total cultivated area. Despite the decrease inthe sector’s contribution to 6.3% of the GDP, it covers 17% of the value of exports, and it is either the sole or an additional source of income for a large portion of the Lebanese rural population. Agriculture consumes 85% of available water supplies. Increased water needs result in additional pressure on irrigated agriculture, leading to an increase in the number of abandoned lands due to lack of water or low investment opportunities and agricultural profits for smallholders. The Lebanese agricultural production is mainly characterized by its high production cost and limited competitiveness due to the openness to international markets and to the signed trade agreements. Nevertheless, Lebanon’s geographical location, its diversified climate and its production are a strong asset if only it can seize available opportunities, make rational use of its natural resources - especially water-, overcome the obstacles limiting its competitiveness, and preserve the environment. • Current state of the agriculturalsector

Agriculture in Lebanon counts onindividual initiatives, under a liberaland open economic system. The sector’s main problems

There are two types of agriculture inLebanon: commercial agriculture,

generally efficient, modern,depending on adequate financialresources for investment andexploiting every profit possibility.This type of agriculture ispracticed in around 35 thousandfarming units and covers about25% of total agricultural holdings.It is based on the integration ofpre-production and post-production agricultural activities,and on openness to foreignmarkets. The second type is anagriculture mainly devoted to thepreservation of cultural and familyheritage. It is practiced insmallholdings with no investmentor profit opportunities, andconsidered as extra income and assubsistence agriculture. Most ruralfarmers practice this type ofagriculture.

It is therefore important todistinguish between meansintended to support the ruralcommunity, and those destined forthe economic activation of theagricultural sector, and whichtarget farms able to respondeffectively.

As for agricultural markets, theyare unstable and have an adverseeffect on farmers’ income due tothe weakness and lack oftransparency of marketingoperations. This is also due to themarketing policies of operators inthe agribusiness which are notusually in the farmer’s interest.Therefore, structures for threetypes of markets should beestablished: (1) the local marketfor fresh produce, (2) a market forproducts intended for processing,(3) a market for fresh agriculturalproduce and processed productsintended for export. Agricultural and rural cooperative

movement is characterized by alack of transparency and adisparate application of laws, andis thus far from the desired goalsof collaborative work.

The agricultural sector also lacksthe state’s active role in keepingpace with technical developmentsin the fields of agriculturalresearch, training and extension.The state failed to activate its roleand coordinate betweenadministrations concerned withthe agricultural sector. Moreover,the technical and marketinginformation related to agricultureis insufficient, despite someachievements in the context of thecomprehensive agriculturalcensus, and despite the supportprovided by the national programof agricultural export support,“Export Plus”, launched by IDAL.

Furthermore, the growing waterdemand in the upcoming yearswill require: (1) providingadditional sources by buildingwater storage dams, lakes andfacilities, (2) rehabilitating andmodernizing surface water andgroundwater facilities, (3)regulating water use in order tomake it more efficient, byadhering to a suitable legalframework.

The Israeli war of July 2006 had avery negative impact on theLebanese economy in general,including the agricultural sectorwhich, in addition to its originalproblem of lack of outlets,incurred heavy losses thatexhausted those working in it andincreased Lebanese farmers’frustration. To face all thesechallenges, it was imperative toassess damages, make a quick

contingency plan and provide thenecessary funding for it,simultaneously with the initialplan intended for this sector.

A Vision for the Future

The growing water demand willrequire putting in place anintegrated development plan forusing available water resources byrehabilitating existing facilities,finding additional water sourcesand building dams and lakes, andby rationalizing water use andmanagement, includingmaintenance and operating.

The implementation of irrigationprojects will increase the area ofirrigated lands between 36 and 50thousand hectares in the nextthirty years, which will result in anincreased agricultural productionand improve farmers’ income,provided that the agricultural

produce has the competitivenessrelated to production andmarketing factors, namely: 1)selecting processed agriculturalproducts with value-addedfeatures, 2) ensuring continuousmarket supply of quality products,in sufficient quantities and in therequired times, and 3) examiningthe development of investablefarming units.

In view of the leading role oftechnical, statistical and marketingdata in the field of agriculturaldevelopment, administrativeutilities and professionalorganizations are expected toattach great importance to thecreation of an information systemthat allows all those working in thesector, farmers in particular, to getthe information they need, intimely fashion.

The future role of the state is todevelop strategies and work plans.It will also have a legislative,follow up and control role, inconsultation with private sectorrepresentatives. In this context,the 2010-2014 strategy of theMinistry of Agriculture focusedon the main sectors withdevelopment potential (such asolives, grapes, certified seeds,flowers, organic agriculture andthe development of thefisheriessector), and on projects involvingthe modernization of productionand exports chains. It also focusedon developing laws regulating theexploitation of agricultural lands,quality assurance and qualitycontrol, as well as laws on thework of agricultural andmarketing organizations,takinginto consideration the importanceof providing agricultural

extension services at all levels andin all agricultural areas, incoordination with localauthorities.

Moreover, rural development hasbecome a necessity for balanceddevelopment. It is based on theestablishment of integrated anti-poverty programs taking intoconsideration the particularities ofrural areas, and involving thedevelopment of social sectors andthe provision of minimum livingallowances and job opportunities.The implementation of anintegrated plan related to thepreservation of environment andnatural resources, and thecoordination and integration withconcerned parties, as well as theadoption of a participatoryapproach with local communities,are therefore required.

2 - Main achievements until

2013

The CDR worked on theimplementation of the agriculturalprojects it has been preparing overthe past years within the scope ofsectoral development programssuch as the National EmergencyRehabilitation Plan (NERP), incollaboration with the concernedministries.

Before putting the agriculturalstrategy in place, the CDR carriedouturgent projects that are likelyto contribute to the developmentof the agriculture and irrigationinfrastructure, in particular therehabilitation of agriculturalschools (Fanar, Ghazir, Abdeh,Baaqleen, NasriyetRizk and theKfarshima silk factory) through aloan provided by the Saudi Fundfor Development (SFD).

In view of MoA’s need fortechnical assistance in conductingsectoral studies and agriculturalsurveys, the CDRsought a grantfrom the European Union to

finance and implement a project tosupport agricultural planning,which resulted in setting forth theelements of the agricultural policyand its master plan, incoordination with the agriculturalcensus technical assistance projectimplemented by CDR through acontract with FAO partiallyfinanced by a World Bank’s loan.The project set forth theagricultural strategy and MoA’sagenda for five years (2005-2009).

Concerning irrigation, around 27thousand hectares of agriculturallands were rehabilitated through aWorld Bank’s loan allocated forthe rehabilitation of irrigationprojects in Qasimiya (3600 ha),WestBekaa (2000 ha),Yammouneh (4500 ha), Denniyeh(4400 ha), Akkar el Bared (1500ha) in addition to medium andsmall projects in the North andMount Lebanon (7500 ha) and inthe South (3200 ha). This loanalso served to financethe capacitybuilding of the Ministry of

Hydraulic and Electric Resources(MHER) and the Litani NationalAuthority (ONL), and to procurevehicles, equipment, instruments,advisory contracts, training andconduct studies that facilitated theimplementation of these projects.A part of the advisory functionspertaining to theCanal 800 Projectaimed attransporting waterfromthe Litani Riverto SouthLebanonto be used in irrigationand drinking water supply– PhaseI., was completed.

In addition to the above, the CDRhas contributed to raising externalfunding for the implementation ofthe Agricultural InfrastructureRehabilitation project in favor ofthe Green Plan/MoA, whichincludes land reclamation,agricultural roads and supportwalls. It also contributed to theprovision of local funding, fromits own budget, for the project onthe rehabilitation of livestockproduction for smallholders inBekaa.

The CDR also participated,through coordination committees,in the implementation of severalprojects, among which theagricultural support projectprovided in the framework of theItalian/Lebanese Protocol (1997)and (1998-2000) signed with theCDR, of which a part wasallocated to the Baalback- Hermelagriculture development projectand to the certified plantproduction project.

CDR also followed up with theolive cultivation developmentproject in marginalized regionswith the help of IAM-BARI,thanks to a grant allocated to theproject by the Italian project,

among many other projects.

Moreover, a loan from theInternational Fund forAgricultural Development (IFAD)financed the implementation ofprojects aiming at strengtheningthe capacities of the Ministry ofAgriculture and its affiliatedinstitutions (the Green Plan andthe Agricultural Research Center);Contracts were signed to supplyvehicles and necessary equipmentand instruments, and contracts forthe rehabilitation of agriculturalextension centers in Sour andAbdeh, and the rehabilitation andequipment of laboratories andgreenhouses for research institutesin Sour, Fanar and Tal Amara.Technical assistance, studies,training and maintenancenecessary for these institutionswere provided through advisoryservices contracts.

The IFAD loan also allowedtheprovision of agricultural extensionservices in all areas of irrigatedagriculture, through theimplementation of advisorycontracts with NGOs,as well asthe construction of smallmountain lakes in locationsspecified by the Green Plan inBcharre, Mechmech, Bkaasfreen,Bkoufa, Hermel, Deir el Ahmarand Kfarmishki, and As for themountain lakes already carried outby the CDR through the IFADloan, all related works concerninglakes in Bkaasfreen (Minieh-DiniyehCaza) and the lake ofBkoufa (ZghartaCaza) weredelivered.Concerning the lake ofMechmech (AkkarCaza), theCDR conducted the study relatedto the necessary repair works.

The CDR also secured US $ 4

million of the IFAD loan and US8.4 million of the OPEC loan tofinance the Hilly AreasSustainable AgriculturalDevelopment project "Hasad"aiming at constructing mountainlakes for agricultural developmentas an additional irrigation sourceduring summer in poor rural areaswhere water is scarce.

Also in 2012, the following workswere wrapped up: 1) constructionof an irrigation line in Khiam, 2)construction of a rainwaterdrainage network in Nabatiyeh, 3)rehabilitation of a water pond inBintJbeil (Nabatiyeh District) and4) construction of agriculturalroads in Aarkoub, Yohmor andTibeh (Nabatiyeh District). TheCDR had commenced these worksin 2010 owing to an EU grant(Grant ENP/2007/018-882).

In addition, the CDR continued tooversee the implementation of theWater Development Project inMarjeyoun thathas been officiallylaunched in mid April 2010. Thisproject prepared the infrastructureand facilitated the installation ofan irrigation distribution system inthe northern part of Marjeyoun,into which waterwill be suppliedfrom Canal 800. The project alsoconducted trainings on modernirrigation techniques and croppingpatterns that havesocio-economicimpacts. The projecttargets 522 hectares and isexpected to benefit 1259 farmersin the area. This initiative isfunded by the Government ofSpain through the “LebaneseRecovery Fund” established afterthe July 2006 War and managedby the United NationsDevelopment Program (UNDP) inclose collaboration with theLitani

River National Authority andAssociation of Friends of IbrahimAbdel (AFIAL).

Regarding the Canal 800 Projectaimed at transporting water fromtheLitani River to the South ofLebanon, to be used in irrigationand in supplying drinking water–Phase I:

• The CDR signed an advisorycontract with the merger groupLahmeyerInt.GmbH/JBJGauff/ingenieur/D.A.H “Shair&Partners”, according to which theadvisory groupis charged with thecompletion ofthe executivestudies of all contracts. Theadvisory group also providedtechnical assistance in awardingthe contractrelated to theexecution of works. Aftereliminating the administrativebarriers faced by the project, the

final draft of the contract wasapproved by the Arab Fund andthe consulting group in terms ofthe supervision of the worksexecution until 2017.

• In 2012, the CDR awarded theimplementation of the project toKharafi/Veziroglu/Guris until2017.

• Also in 2012, the CDRcompleted the execution of thecontract related to the provision ofinstitutional support and technicalassistance to the Litani RiverWater Authority in terms ofoverseeing the project that hascommenced in 2007.

• Moreover, the CDR has startedthe implementation of the "LocalDevelopment Project in NorthernLebanon", since the signature ofits financing agreement in July , 62009. This project is funded by a

European Union grant.

• As an initial phase, the CDRsought the assistance of adelegation of technical expertsfrom the European Union(Framework Agreement I and II)to identify a list of priorityprojects related to agriculturalinfrastructure and prepare thesocial development component ofthe project and its requirements.In a second phase, the CDRsigned a technical assistancecontract with the mergergroup(GFA-ELARD) on the October,18 2010 for a period of 33 months.The technical assistance staff iscurrently proceeding with theimplementation of the project’sagricultural and socialcomponents under the supervisionof the CDR.

It is worth mentioning that thetechnical assistance staff islocated at the MoA’s office inAbdeh in the region of Akkar,according to a Memorandum ofUnderstanding signed between theCDR and the MoA, throughwhich the latter puts a part of itsAbdeh office under the project’sdisposition. In return,the projectcommited to rehabilitate andequipthe building in order toallow its technical staff toimplement the project’s activitiesand be in constant contact withlocal authorities.

The CDR also appointed asupervisor who is present daily atthe project station in Abdeh, tooversee the management of theproject, under the direct guidanceof the CDR.

In the framework of the sameproject, the CDR has awarded thenecessary studies and works

supervision for theimplementation of theinfrastructure component, whichincludes the rehabilitation ofagricultural roads, as well as therehabilitation of irrigationchannels and the construction ofwater collection pounds. Theseprojects were planned in theFramework Agreement I andexamined by thetechnicalassistance staff; theseprojects target all rural areassituated 400m above sea-level inthe Akkar District as well as themountainous areas of the Districtsof Hermel and Denniyeh, namely:Akroum, WadiKhaled, Kobayat,Dreib, Joumeh, Al-Qayteh andAl-Jurd, Hermel and Denniyeh.

In 2012, theCDR received thefeasibility studies and thedetaileddesigns awarded in 2011, inrelation with projects aimed atrehabilitating agricultural roadsand irrigation canals andconstructing water collectionponds for 6 clusters of villagestargeted by the project.

With regard to the implementationof the process of awarding studiesand works supervision tasks, theprojects were classifiedinto6groups, each including a listof agricultural projects, wherebygroup No.6 includes only thepreparation of detailed studies andthe supervision of agriculturalroads rehabilitation projects.Whereas groups 1 to 5 includesthepreparation of feasibility studiesas a first step, and as a second stepthey include the preparation ofdetailed studies and supervision ofprojects for the construction ofagricultural roads, irrigationcanals and mountain ponds, in allthe areas targeted by the project.

Also in 2102, the CDR awardedthe works for the infrastructurecomponent composed of 6 groupsof projects aimed at rehabilitatingagricultural roads and irrigationcanals and constructing watercollection ponds, to a group ofcontractors after releasing calls fortenders in due form of law and inaccordance with the EuropeanUnion norms. Also the CDRextended the contracts awarded tothe consultants charged with theelaboration of the detailed designsfor the implementation ofexecutive works in all areascovered by the project.

Furthermore, within theframework of the localdevelopment component of theADELNORD project, clusterswere identified in 2011. Theelaboration of a LocalDevelopment Plan for each clusterhas commenced through aparticipatory approach betweenlocal authorities and civil societyorganizations, with the support ofthe ADELNORD technicalassistance team and under thesupervision of the Economic andSocial Fund for Development(ESFD).

In 2012, Local DevelopmentsPlans were put in place for 9clusters distributed within the areatargeted by the project, through aparticipatory approach betweenlocal authorities and civil societyorganizations. These plans led tothe identification of 9socio-economic developmentprojects that respond tothe needs of these rural areas. The CDR signed contracts withthe local official actorsrepresenting these villages toimplement these projects.

To set forth the requirements(terms of reference) relating to thedevelopment of a SustainableStrategic Plan for the DistrictsofAkkar, Hermel and Denniyehthe ADELNORD project - incoordination with the Ministry ofInterior and Municipalities, and incooperation with theadministrations involved in thedevelopment sector - suggested aninitiative to establish a standardmethodology for regionaldevelopment plan studies, afterseveral donors expressed theirreadiness to finance regionaldevelopment plan studies.TheCDR will adopt this methodologyin the preparation of the tenderdocument of the strategic plan forthe District of Akkar andthehighlands of Hermel and Diniyeh.

And as part of the technicalassistance provided for thecreation of a national park in themountainous areas of Akkar,ADELNORD project agreed withthe Ministry of Environment to setforth the requirementsto award atechnical study on the creation andmanagement of regulated naturalreserves in Lebanon as apreparatory step for the creation ofa national park in Akkar.

In 2012, as part ofADENLNORD’s activities, thesaid technical study commencedin close cooperation with theMinistry of Environment. Thestudy resulted in a detailedtechnical report and a draft law onnatural reserves, which have beenreferred to the Ministry ofEnvironment for review andapproval.

Within the context of fire

suppression and forest protectionand management, ADELNORDstarted in 2012, the preparation of2 management plans for theforests of Andaket-Akar andSafira-Denniyeh, that led tosetting forth the terms of referencerelating to forest managementincluding pruning, in closecollaboration with the Ministry ofAgriculture.

Also contracts were signed withsuppliers to purchasecommunication and advertisingmaterials for ADELNORDProject, through the release of acall for tenders in accordance withthe applicable laws and under thesupervision and upon the approvalof the European Union.

It is worth noting that 160contracts were signed in theagriculture sector between 1992and the end of 1993, of which 134were wrapped up and 26 areunderway, with a total value ofUS$ 45, 43 million.

Work Progress in 2013

Regarding the Canal 800 Project –Phase I, aimed at transportingwater from Litani River tosouthern Lebanon to be used inirrigation and in supplyingdrinking water,Kharafi/Veziroglu/Guris hascommenced the execution ofworks, which are supervised byLahmeyer Int. Gmbh/JBJGauff/ingenieur/D.A.H “Shair&Partners”.

Several agricultural and irrigationprojects are underway atmunicipal level, at the initiative ofthe Social Development Fund,through a European Union grantand contributions from concerned

municipalities in particular in theSouth and Akkar.

Moreover, the CDR, through itsparticipation in coordinationcommittees, is following up onprojects implemented by theMoA, among them:

1) The committee formed to solvethe issue of forbidden crops andpropose alternative ones in theBekaa.

2) The coordination committee forthe “Economic and SocialDevelopment Project for OliveProducers in Poor Areas”.

3) National Food SecurityProgram committee incooperation with the Food andAgriculture Organization of theUnited Nations (FAO)

4) The guiding committee of theHilly Areas SustainableAgricultural DevelopmentProject “HASAD”.

5) The steering committee of theLebanese Observatory forAgricultural Development.

6) The guiding committee for theCoordination Project betweenthe Ministry of Agriculture andItaly.

7) The steering committee ofPromoting the Production andMarketing of LebaneseAgricultural Production.

8) The coordination committee forthe Agricultural and RuralDevelopment Project (ARDP)funded by the European Union.

9) The national coordinationcommittee for FAO.

Through these committees theCDR get an insight of the mainresults of their implemented workand upcoming activities and of theproblems and challenges that theyface.

In the framework of the “LocalDevelopment Project in NorthernLebanon” ADELNORD, fundedby a European grant, CDRcontinues the implementation ofthe project since 2010 incoordination with the technicalassistance staff (GFA-ELARD)and the operational director, aswell as the Economic and SocialFund for Development (ESFD), interms of implementing thedifferent components of theproject.

During the implementation of thisproject, and in the framework ofthe agricultural infrastructurecomponent, the CDR in 2012 tookover the feasibility studies anddetailed designs for therehabilitation of agriculturalroads, as well as the rehabilitationof irrigation canals and theconstruction of water collectionponds, grouped in the six clustersof villages as within the scope ofthe project, and as defined by theCDR in 2011.

In 2012, the CDR awarded theworks of infrastructurecomponent composed of sixgroups of projects aimed atrehabilitating agricultural roadsand irrigation canals,andconstructing water collectionponds, to a group of contractors,after releasing call for tenders indue course of law and inaccordance with the requirementsand under the supervision of theEU. The CDR also extended thecontracts signed with consultantscharged with the elaboration ofdetailed designs to oversee theimplementation works in differentareas of the project.As for the local developmentcomponent, and with the help of

the technical assistance staff andunder the supervision of ESFD,ADELNORD accomplished localdevelopment plans in 2012 fornine clusters of villages within thescope of the project, according toa participatory approach betweenlocal authorities and civil society.This resulted in nine economicand social development projectsthat respond to the needs of thoseareas. Accordingly, the CDRworked with all theseorganizations represented by localofficial activities to implement thenine projects.

Concerning the environmentalcomponent of ADELNORDProject, the following wasachievedin 2013:

1) The development of asustainable strategic plan forthe Denniyeh of Akkar, Hermeland Denniyehhas beenlaunched, in coordination witha team of experts specialized inenvironmental and economicsciences, urban planning andsocial development, assignedby the technical assistance team(GFA ELARD) for thispurpose.

2) The Ministry of Environmentapproved the Natural ReservesDraft Law that the CDR haddrafted and referred to the MoEin 2012, throughADELNORD.The Draft Lawhas been afterwards referred tothe concerned parliamentarycommittees for review andapproval.

In 2013, the CDR continued,through the ADELNORD Project,the preparation of a technicalstudy on the creation and

management of natural reserves inLebanon, and on the elaborationof the implementing decree of theNatural Reserves Draft Law, inclose collaboration with theMinistry of Environment.

3) The CDR, through theADELNORD Project,submitted to the Ministry ofAgriculture the final report on

Fire Suppression and ForestProtection and Management,which includes 2 managementplans for the forests ofAndaketAkkar andSafiraDenniyeh, and 2 terms ofreference for forestmanagement including pruning,as a preparatory step forobtaining the approval of thefinal report by the MoA.

Contracts were signed, throughADELNORD Project, withsuppliers to purchasecommunication and advertisingmaterials for the project throughthe release of a call for tenders inaccordance with applicable lawsand upon the approval of the EU.

5 - Main projects underpreparation for 2014 - 2015:

The CDR will continue securingthe OPEC loan valued at US$ 8.4million for the Hilly AreasSustainable AgriculturalDevelopment project "Hasad".

In the framework of the “LocalDevelopment Project in NorthernLebanon” ADELNORD, fundedby grant n o ENPI/2008/019-623,the CDR is working on thefollowing:- Supervising the awarding

ofworks and executive functionsof the infrastructure component,i.e. the rehabilitation ofagricultural roads, as well as therehabilitation of irrigation canalsand the construction ofmountainponds for waterharvesting, in light of the resultsof the feasibility and detailedstudies carried in 2011.

- Putting in place a SustainableStrategic Plan for the Districts of

Akkar, Hermel and Denniyeh.- Supervising the implementation

of priority local developmentprojects in the different clustersunder the supervision of theEconomic and Social Fund forDevelopment (ESFD).

- Continuing to receiveADELNORD media andcommunication material.

- Renewing the pragmaticsupervisor’s contract.

- Coordinating with the Ministryof Environment with regard tothe approval and application ofthe draft law on natural reservesand its draft implementingdecree.

- Coordinating with MoA withregard to the approval andratification of the twomanagement plans of the forestsof Andaket in Akkar and Safirain Denniyeh, and the terms ofreference for forest managementincluding pruning, in theframework of fire suppressionand forest protection andmanagement.

As for the Canal 800 Project –Phase I:- The CDR will continue the

implementation of the projectwhich was awarded toKharafi/Veziroglu/Guris in2012.

- The CDR will continueoverseeing the implementationof the project through theadvisory contract with themerger groupLahmeyerInt.GmbH/JBJGauff/ingenieur/D.A.H “Shair&Partners.

- In 2014, the CDR will award theSCADA contract, with thetechnical assistance of theconsultant and in agreement withthe Arab Fund.

It is worth mentioning that theimplementation of this project willresult in providing 90 million m3annually by gravity irrigation foraround 13,000 ha between the 800m and 400 m levels of theQaraoun Lake, in addition toproviding 20 million m3 annually

of drinking water. The project willbe financed through two availableloans, the first provided by theArab Fund for Economic andSocial Development (AFESD)and the second by The KuwaitFund for Arab EconomicDevelopment (KFAED).

Concerning the locally fundedproject for the restoration of thelake of Mechmech in theAkkarDistrict, the CDR iscurrently preparing the tenderdocument in order to start theimplementation after havingreceived the study related to the

necessary repair works for thelake.
