SUPERINTENDENT’S MESSAGE… The start of a new school year is always fun. The excitement of new and different things can be a little unnerving, but just about everyone involved with school is anxious to start a new year. Students have a new schedule or class, teachers have a fresh, clean room, and offices are set and organized for a productive year. This is especially true at Airport in 2011. As we start this school year we have many new construction projects that have been completed or are in progress. We have a new elementary principal at Sterling, a new Alternative Education Supervisor, and a new assistant principal at Wagar Middle School, a revamped technol-ogy department, and a fresh, new website, that will be operational at the start of school. Our new football lights will provide us with many years of fun Friday nights. The start of a school year not only is fun, but is also a critical time for every student.

Below are some important thoughts as our school year begins, please talk about them with your child, these can be factors in the success of your student:

1. Each student walks into their school building with a clean slate. Grades and behavior have not been established and the chance to have a successful school year is literally right in front of each boy and girl.

2. Establish good habits early, not bad ones. Completing homework and keeping up with assignments is never as easy as it is at the start of a school year. Establishing a respectful attitude toward the adults in the school building as well as the students that walk the halls each day. Stay away from bad habits, they develop quickly. Come to school every day. School is the place to be. Learning can only happen when you are here and trying. Bad attendance is a bad habit and it is against the law!

3. Accept everyone. Each child and adult is unique. Accept people for who they are. You do not have to agree or like actions of others, but coexist with them in peace.

4. Get involved. Students get involved with an extra-curricular activity, a club, or volunteer program. Parents join the PTO or volunteer in the classroom. We want you to be involved with your child’s

education in any way possible. 5. Be proud to be a Jet. So many students and staff members value the education and social setting that Airport has to offer. We have great tradition here at Airport and we have a very bright future. Speak highly of our school, staff, students, and community. It is a great place to learn.

Abraham Lincoln said a long time ago, “That some achieve great success, is proof to all that others can achieve it as well.” At Airport everyone can learn and everyone can succeed. The development of some good habits and getting off to a great start will greatly increase the chances of success.

KRISTA BREE Sterling Elementary would like to welcome Krista Bree as the new Principal. Ms. Bree has been in education for the past 18 years. She was a middle school and high school math teacher for eight years. She has worked in Killee TX, Owosso MI and at Boysville in Monroe. She has been with Airport Schools for ten years and is beginning her eleventh year. She was a Wagar Middle School counselor for eight years, also acting principal at Eyler Elementary School in 2010 for a brief time, then Assistant Principal at the middle school last year. She has one daughter, Anna, who will be a freshman at Northern Michigan University in the fall. Ms. Bree attended Adrian College, Siena Heights University, and Eastern University. She is very excited about starting the 2011-2012 school year at Sterling.

SHELIA PLUFF Wagar Middle School would like to welcome Shelia Pluff as the new Assistant Principal. Ms. Pluff graduated from Airport High School. She received her Bachelors, Masters and Post Masters, Administrative Certificate from Eastern Michigan University. She has one son, Tyler who is a 2010 graduate of AHS, he attends Monroe County Community College and one daughter, Katie, who is a senior at AHS. Ms. Pluff taught at Airport High School for 23 years, she is excited to be at Wagar as the Assistant Principal. Ms. Pluff is also an active in Athletic Boosters and also an active community member.

BECKY HUEPENBECKER Niedermeier Center for Education would like to welcome Mrs. Huepenbecker. She is a retired teacher from Woodhaven-Brownstown Schools. Mrs. Huepenbecker earned her Bachelors and Masters degree from Eastern Michigan University. As a lifelong resident of Monroe County, she is very excited to get started at Airport Community Schools and Niedermeier Center of Education.

AIRPORT SCHOOLS TAKES ADVANTAGE OF FEDERAL PROGRAM

TO SAVE TAXPAYERS’ DOLLARS On Monday, July 11, 2011, the Board of Education of Airport Community Schools approved a $1,875,000 private placement financing with Monroe Bank and Trust as part of the School District’s voter approved $11,515,000 capital improvement plan. The financing will be accomplished through the use of Qualified School Construction Bonds (QSCBs), which are special low cost federal bonds authorized under the America Recovery and Reinvestment Act of 2009.

The QSCB program allows the School District to issue debt at taxable interest rates, and then receive semi-annual subsidies from the federal government in an amount equal to the federal tax credit rate on the bonds. While Monroe Bank & Trust will receive a net interest rate on the bonds of 4.913%, after the receipt of the federal subsidies, the substantially reduced interest rate charged to Airport Schools is 0.014%.

The issuance of the QSCBs saved the School District’s tax payers approximately $1,270,000 over the life of the bonds as compared to traditional tax-exempt financing. Of this savings, approximately $120,000 can be attributed to the School District ability to privately place this financing with Monroe Bank and Trust.

The School District plans to issue the remaining balance of the voter approved capital improvement bonds as traditional tax exempt obligations in the fall of 2011. Renovations at Wagar are going smoothly. The boiler system was replaced and the electrical system was upgraded during the summer. These are just a few projects that were completed during the summer. PRESCHOOL STARTS UP BRIGHT REGISTRATION FALL 2011 SIGN-UP Community Education offers three preschool sessions. Three day morn-ings, three day afternoons or two day mornings. Morning sessions are 8:30-11:00 am, afternoon session is 12:30-3:00 pm.

What we do in Preschool:

Circle Time is a group gathering during which we share ideas, plans, and observations. Gross-Motor activities give children the opportunity to use their muscles as well as their imaginations. Art activities help youngsters creatively express their thoughts and feelings. Dramatic Play activities-help children express themselves, practice life skills and increase self-esteem. Music activities promote youngsters’ listening skills, and social skills. Sand and Water activities allow youngsters to experiment with textures and the properties of different substances. Block play gives children experience with many different concepts such as shape and size discrimination, number

skills, balance, and much more. Story Time is designed to help youngsters develop an appreciation and enjoyment of literature.

BUS RULES STRESS SAFETY Airport Community Schools is one of the largest districts geographically in Michigan consisting of 110 square miles. The vast majority of our students use bus service to and from school. For many students, the distance traveled is substantial. With this fact in mind, Airport Community Schools continually seeks to improve bus service with the child’s safety being a primary concern. The students are the major factor in school bus safety. Students need to remain seated and talk quietly so that the bus driver can concentrate on driving the bus. The district’s bus drivers and administrators work together to clarify the discipline program used on the district buses. The program provides: A bus discipline program that closely resembles the discipline procedures

used in our classrooms. Communication about student needs and behavior between principals,

teachers, and bus drivers. Uniform rules and consequences for behavior on all buses in the district. Bus behavior may be monitored by video camera.

Examples of Basic Assertive Discipline Plan Rules: Respect driver and follow directions given by the driver. All school rules apply. Use conduct that will not distract the bus driver. All parts of the body and all objects stay inside the bus. No eating or drinking on the bus. Stay in your assigned seat. No animals on the bus. No electronic games on the bus. No cell phones are to be used on the bus. The Transportation Policy is located in the elementary and middle school student handbooks. The high school policy is available in the school office. Please review these policies with your child to ensure a safe school year.

TRANSPORTATION REMINDERS TO PARENTS AND STUDENTS Students need to be out at the bus stop

10 minutes prior to the time of pick-up stated on the student’s bus card.

Students should bring their bus card with them for the first week of school.

Students need to ride their designated bus to and from school to their assigned stop until September 19, 2011. No exceptions will be allowed until after September 19. (This does NOT apply to previously completed Daycare/Bus Exception requests.)

Complete a Bus Exception Form if your child is to be picked up or dropped off at any location other than home, on a daily basis. (Does not apply to Bright Beginnings participants.) This form is found on our web-page at www.acspublic.com under the

transportation tab. Please contact the Transportation

WHAT TO DO IF SCHOOL IS DELAYED OR CANCELLED At any time during the school year it may be necessary to cancel school or delay the start of school due to a variety of reasons: ex-tremely bad weather, poor road conditions, mechanical failures, or other emergency situations. While this is rare, you and your child must be prepared. Being prepared begins with making sure your student has a safe place to go to if school is cancelled or delayed, i.e. they are able to get back into the house, can go to a daycare or to a relative or friend’s home.

If there is a two-hour delay in the morning, there will be NO preschool, and NO vocational education classes. All afternoon activi-ties will still be held. A two-hour delay means the school buses will pick up students two hours after the usual pick up time at the normal pick up point. This includes all Airport buses. If unforeseen events occur during the school day it would be extremely rare to send students home early from school. The normal practice is to complete the school day, but your child must know what to do and where to go in case he or she is sent home early. We never want to send a child home if they do not know whether or not they will be able to get inside their home. Cancellations of after school events, such as games, practices, concerts or other activities, are determined before dismissal. If school is cancelled all athletic levels below varsity level are cancelled. Any varsity or junior varsity athletic contest that is sched-uled on a snow day might be played. The final decision will be made by school administration. All Alternative Education and Community Education classes are cancelled. Instant Alert will be used to notify parents of school closings due to inclement weather or building problems. Parents can also be informed of everyday building activities or any schedule changes. Current contact information is very important. Instant Alert is web-based where each family is able to maintain a secure, password-protected on-line profile. Your on-line profile will enable you to: Input your personal contact information and select which type of school information you

wish to receive on each of your contact devices. Add contact information of other caretakers of your children, such as a grandparent or

neighbor. View the alerts that have been sent to you in the past.

FEDERAL MANDATES

AFFECT LUNCH PRICES FOR

2011-12 YEAR

Effective July 1, 2011, the Healthy, Hunger-Free Kids Act of 2010 requires schools to begin adjusting the school lunch prices to meet federal guidelines. In order to have minimal impact on families, Airport Schools will raise lunch prices in increments each year until the federal pricing guidelines are met. For the 2011-2012 school year, the price adjustment will be at the High School and Middle School where $2.25 meals will be increased to $2.50.

within five (5) business days of receipt of the answers to the informal complaint. The Coordinator shall further investigate the matter of grievance and reply in writing to the complainant within ten (10) days.

Step 2: If the complainant wishes to appeal the decision of the local Civil Rights Coordinator, he/she may submit a signed statement of appeal to the Superintendent of Schools within five (5) business days after receipt of the coordinator’s response. The Superintendent shall meet with all parties involved, formulate a conclusion, and respond in writing to the complainant within ten (10) business days.

Step 3: If the complainant remains unsatisfied, he/she may appeal through a signed, written statement to the Board of Education within five (5) business days of his receipt of the Superintendent's response in Step 2. In an attempt to resolve the grievance, the Board of Education shall meet with the concerned parties and their representative within forty (40) days of the receipt of such an appeal. A copy of the Board’s disposition of the appeal shall be sent to each concerned party within ten (10) days of this meeting.

Step 4: If, at this point, the grievance has not been satisfactorily settled, further appeal may be made to the Office of Civil Rights, Department of Education, Washington, D.C., 20201.

Inquiries concerning the non-discriminatory policy may be directed to: Director, Office of Civil Rights, Dept. of Education, Washington, D.C. 20201. The local coordinator, on request, will provide a copy of the district’s grievance procedure and investigate

PEST MANAGEMENT ADVISORY TO PARENTS The Airport Community School District utilizes an Integrated Pest Management (IPM) approach to control pests. IPM is a pest man-agement system that utilizes all suitable techniques in a total pest management system with the intent of preventing pests from reaching unacceptable levels or to reduce an existing population to an acceptable level. Pest management techniques emphasize pest exclusion and biological controls. However, as with most pest control programs, chemical controls may also be utilized. You have the right to be informed prior to any application of an insecti-cide, fungicide or herbicide made to the school grounds or build-ings during the school year. WHEN TO EXPECT YOUR Jet Gazette NEWSLETTER The district’s Jet Gazette newsletter will be published six times during the 2011-2012 school year, beginning with the August-September issue. Issues will also be distributed in October, De-cember, February, April, and June. The newsletter is mailed to every home and business in the 110 square mile area of the school district, the first week of the designated months. Bulk mailing is the most inexpensive way to distribute this publication, as the mailing is ‘saturating’ the community by postal routes. Some families in other districts, but on the fringe of Airport boundaries, may receive our newsletter. If your newsletter is addressed “Postal Customer” we cannot remove you from our mailing list. We include some community news, and we hope you find our newsletters informative. Our circulation is approximately 9,000 copies. In order for the district to retain our bulk mailing permit for delivery, we are not permitted to accept paid advertising. STUDENT INFORMATION RULES DEFINED

Directory information is personally identifiable information that generally would not be considered harmful or an inva-sion of privacy. This type of information allows schools to create newsletters, district publications, student publications such as the newspaper and yearbook, and allows the district to assist alumni groups without contacting parents or former students.

Airport Community Schools classifies directory information as a parent’s name, student’s name, address, telephone number, date of birth, photos, videos, participation in officially recognized activities and sports, weight and height of athletic team members, and degrees and awards received. FERPA, the Family Educational Rights and Privacy Act, allows a school district to release student information that is classified as directory information under the following conditions:

Unless a parent or eligible student (those 18-years or older) objects, the school district may disclose designated directory information without prior consent. The school district may disclose information of persons no longer in attendance without notice. The school district annually will provide public notice that directory information may be disclosed.

ASBESTOS ABATEMENT NOTICE In compliance with the U.S. Environmental Protection Agen-cy (EPA) Asbestos Emergency Response Act (AERA), we performed inspections in each of our school buildings for asbestos-contained building materials in the fall of 1988. The inspection findings and the asbestos management plans have been on file in each school’s administrative office since that time.

The EPA requires us to perform re-inspections of the materi-als every three years. In July 2009, accredited asbestos in-spectors performed these re-inspections. An accredited man-agement planner reviewed the results of the re-inspections, and recommended actions we should take to safely manage any asbestos material in our buildings.

The results of the re-inspections are on file in the manage-ment plan located in each school’s administrative office. The public is welcome to review these during normal school hours, Monday through Friday 8:00 am until 4:00 pm.

The asbestos program manager is Dan Fahnestock. He is available to answer questions you may have about asbestos in our buildings, his phone number is 734-654-3433.

MEDIA CENTER MOMENTUM New and exciting things will be happening at your Airport Community Schools libraries. K-12 library programming is being planned for the 2011-2012 school year. All school libraries, students, and staff will be served by Media Specialists, Lisa Brakel and Amy Cote.

Students in all levels will have the opportuni-ty to read and participate in the Great Lakes Great Books reading program. New books have been purchased and processed over the summer months for all five buildings. Many new online resources have been subscribed to as well. Watch for information regarding these on the school web sites.

Ritter Elementary School received a grant for new books and learning materials from the Ritter PTO. Watch for a colorful transformation to take place! Wagar students will have a wealth of new reading materials in the library when they return in the fall.

According to the National Endowment for the Arts students who read the most for fun score the highest on standardized tests (To Read or Not to Read, 2007). Reading needs to be a part of each and every day make sure to prioritize reading for your child!

FOOTBALL LIGHTS WILL ILLUMINATE THE FIELD ON AUGUST 26 Due to the hard work of many and the monetary contributions of many more, the football lights project is near completion. Thursday June 16, 2011- Saturday June 18, 2011 the bases of the lights were installed, and the light poles were

assembled. On Thursday June 30th the lights were raised and set on the concrete bases. On Tuesday July 12th and Wednesday July 13th the underground boring and wiring was installed by D&P Di-

rectional Boring and Geal Electric. The wiring will be connected in the next week, and a light test will be occurring within the next few weeks. If all things progress as they have been, the Airport Jets will play football under the lights on Friday, August 26th against Bedford.

We would like to invite everyone in the community to come out and support our student athletes and pay a very special thank you to all the parties who made this project a reality. Without all of their assistance, this would not have been possible. A special thank you ceremony will take place at half-time at the August 26th game against Bedford.

We would again like to thank the community for their donations both monetarily and with the labor. A special thank-you to Toledo Caisson, Great Lakes Tower, Musco Lighting, Guardian Glass, Dan Fahnestock, Chuck Collert, Gary Baker, Paul Miller, Jim Geiermann, Stevenson’s Concrete, D&P Directional Boring, Geal Electric, and Carleton Rotary. A little rain couldn't stop the hard working PTO at Sterling. After the morning activities were rained out the PTO brought Field Day inside. The gym and halls were transformed into areas of obstacle courses and relay races.

Although they didn’t need cooling that rainy day, the children’s favorite Field Day Circuit was the Cooling Station. The Exeter Township Fire Department let students hold and spray their hoses.

Mrs. Dyl and her class at Ritter Elementary School would like to thank the Ritter PTO for all of their hard work and dedication this past year. They made the year fabulous for the kids. Many projects were accomplished and the class-room received help and supplies when needed. It takes a lot of participation to make things happen. It is so thrilling to see such dedicated people willing to volunteer their precious time especially during the very busy times of the year. TECHNOLOGY TEAM Airport Community Schools would like to welcome our new Technology Team. The team consists of Mark Funchion, Director, Derek Seeburger, and Rhonda Miller, Software Specialists. This summer has been a busy time for the team. Mrs. Miller is working on a new web-site that will be available at the start of school.

Mr. Seeburger and Mr. Funchion are migrating data, which means that all ACS network data was moved to a new system, Windows Virtual Environment. Updates will take place in class-rooms throughout the school year. The team is also working with Teoma Systems to upgrade the schools phone system.
