Fernando Lopez Calleja is a trained Aeronautical Engineer with
a Master’s Degree in Aerodynamics from the Ecole National
Superieure de l’Aeronautique et de l’Espace in Toulouse,
France. Fernando has over 20 years’ experience in the aviation
industry, working in aircraft design, aerodynamic consultancy,
and for 12 years in Heathrow Airport across the development
and operations departments. At Heathrow, Fernando held the
Head of Airside Operations and Head of Aerodrome Safety
roles and was accountable for the implementation of EASA
aerodrome certification at the airport, including the rollout of
Safety and Quality Management Systems within the airfield. In
particular, Fernando was also accountable for the development
and implementation of all drone management measures at
Heathrow Airport. Fernando is now a Partner and the Managing
Director of airportQM, part of the Modalis group of companies.
aiportQM is a professional services company providing specialist
consultancy services to airports and the aviation industry
through a network of over 100 industry professionals, with a
focus on quality management, safety management, regulatory
compliance, Operational Readiness and Airport Transfer, and
operational performance improvement.
NATS, UKANDREW SAGE – HEAD OF UTM
Andrew Sage is Head of Unmanned Traffic Management at
NATS and is responsible for the co-ordination of all of NATS’
activities in respect of drones. This includes safety and
awareness campaigns, integration of UTM into our day-to-day

MINISTRY OF TRANSPORT, ISRAEL DVIR RUBINSHTEIN - MANAGER SECURITY DIVISION, AVIATION SECURITY EXPERT & OPERATION CENTER MANGER
Dvir has military background in the Israeli Air Force. He has
worked as a Security Manager for Arkia Airlines & El Al Israel
Airlines and around the world. He was the Security Director of
EILAT & OVDA airports in Israel till 2007 and was appointed
to his current position in 2008 where he is responsible for
all operational issues regarding aviation security operation
center and for all security clearance for flights that are
seeking to enter the Israeli FIR. Dvir is in charge of all the
security clearances and approvals on each airline/flight that
seek to enter Israel in advance and in real time. In addition,
he performs security consultation visits and audits in airports
and airlines around the world that operates flights to Israel.
In parallel, he runs the Aviation Security Operation Center
(ASOC) that is responsible for all the Security Aviation
industry in Israel.
DRONE CONSULTANTS, IRELANDIAN KIELY – CEOIan and his team are recognized thought leaders in the drone
space with vast operational experience, a global network and
regularly advise / support a spectrum of government entities,
aviation bodies and blue light services. Ian and his team found
Drone Consultants Ireland in 2015 and recently they won the
National Space Award for Satellite Navigation for a new UAV
concept, went on to claim a Galileo Masters Trophy and the
Space Awards Accelerator top prize before being listed in
Ireland’s “Hot 100 Companies” 2019
operators as they seek to integrate into all classes of UK
airspace. Andrew has been with NATS since 2013, having spent
15 years as a director at independent aviation consultancy
Helios Technology (now Egis).

EUROCONTROL, BELGIUMTIMO BLUNCK– ATM-CNS SECURITY EXPERT
Timo joined EUROCONTROL in May 2011 after 20 years of
service in the German Armed Forces. His responsibilities in
the past 8 years included providing general ATM-CNS support
to all 41 EUROCONTROL Member State, coordinating civil-
military ATM issues with the European Union and the SESAR
Joint Undertaking & contributing to ATM/CNS regulatory work
with focus on the harmonisation of procedures to enhance the
performance and efficiency of the European ATM Network;
supporting Member States, the EU and the SJU in enhancing
the ATM and Airspace Security of the European ATM Network,
in particular with regard to the risk assessment of the Pan-
European Network Service (PENS) and the System-Wide
Information Management (SWIM)
DRONE CONSULTANTS, IRELANDRAYMOND KERR - COO
Raymond Kerr has over 40 years of experience in Airline and
Airport Operations & Airport Development. Raymond has
held a number of Senior posts with Air 2000, easyJet, Dublin
Airport, Abu Dhabi Airport and Siemens. He has worked on
a vast variety of projects including passenger processing
improvement, ORAT, Business Continuity, Safety & Security.
During his career, Raymond had professional assignments in
the UK and Ireland, Canada, Southeast Asia and the Middle
East. Raymond’s interest in Drones began when he purchased
his first Parrot AR.Drone in 2010, now as an experienced,
qualified, IAA Licenced SUA (Drone) Pilot and COO of Drone
Consultants Ireland he has built up an impressive number of
mission hours and has developed an incisive knowledge of
Drone operations. With his aviation experience Raymond brings
a unique perspective to the rapidly growing Drone industry

ADP GROUP, FRANCEMARTIN FRANCK – SECURITY PROJECT MANAGER
Franck MARTIN has been working in the aviation industry
for almost 30 years, in the airline as well as in the airport
sectors. Franck started with a comprehensive station
manager training and than he had taken on several executive
positions in various countries, in charge of Air France airport
operations and business development. For over 3 years,
Franck was the Head of the Property Protection at the Air
France Security Headquarters. Franck was in charge of
monitoring and enhancing the prevention and protection
processes in relation to threats and risks to persons, aircrafts
and facilities, on Air France international network. Franck was
also a Deputy manager for the Security Technical Expertise
Department, which is composed of security auditors assessing
the international airport facilities and sub-contractors on Air
France international network. In April 2916, Franck joined
ADP ingénierie as Security Project Manager to enhance
the integration of aviation security in airport designs, and
contribute to developing innovative security concepts.

DJI has led the drone industry in developing safety measures from
geofencing to remote ID, and will soon install ADS-B receivers
in consumer drones for an additional level of safety. Yet drones
are often blamed for midair encounters that were later debunked
or likely never happened. In this presentation, DJI Corporate
Communication Director Adam Lisberg discusses their attempts to
find useful data about drone incidents, the unanswered questions
about the Gatwick shutdown and other high-profile events, and
DJI’s plan for manufacturers and governments to ensure drones
remain a safe addition to the skies.

He has over 20 years’ experience working in a wide variety of
international roles at a range of airport operators, including
BAA International, Delhi International Airport and Fraport.
Immediately prior to joining ACI EUROPE, Ansgar spent
4 years as the First Secretary for Industrial Policy at the
German Embassy in Tokyo, Japan. Ansgar is a member of
several industrial task forces including the steering committee
of the German Association of Unmanned Aviation (VUL), he
is one of two airport representatives of the launch phase of
the European Centre for Cybersecurity in Aviation (ECCSA)
and a member of ACI EUROPE’s Cybersecurity Task Force.
He has been involved in the introduction of drone services at
Frankfurt airport and as an active member of ACI EUROPE’s
Task Force on Drones he has coauthored the association’s
Policy on Drones.

BRITISH AIRWAYS, UKALEKS KOWALSKI – PILOT AND ARPAS COMMITTEE
Bill Haraka, graduated from the Technical University of Delft
in the Netherlands and holds more than 20 years of business
experience in the high-tech fields of Telecommunication,
Security and Aero(Space) domains.
Bill is considered subject matter expert by the C-UAS
industry, Airport Operators worldwide and is special security
advisor to Dutch government parliament members on counter
uas/drone, legislation and protection of Netherlands critical
infrastructures. Bill is passionate about bringing smart people
together, utilizing technical innovation to make the world
safer place for all people no matter their location, race, social
status or religious background.
Aleks is a serving airline captain with 13 years service. He
has contributed to BSI, ECITB, OGUK drone standards,
sits on the DfT Drone Industry Action Group and is an Air
Traffic Committee representative for the Professional pilots
Association (BALPA). In 2014 Aleks co-founded a CAA
approved drone training and later on a drone software
company. He is now business development director of a UK-
based CUAS end to end company. Aleks has an Engineering
degree (MA) from Cambridge University, and a PGCE in
Mathematics (Cantab). With a unique perspective spanning
both sides of the aviation industry Aleks looks at longer-term
strategy and the ecosystems around them.

AIR NAVIGATION SOLUTIONS LTD (ANSL), UKDR DIMITRI PANAGIOTAKOPOULOS - AIR TRAFFIC MANAGEMENT SPECIALIST
Dr Dimitri has over 10 years of contributions to the state-of-
the-art in Air Traffic Management (ATM). First by developing
innovative statistical algorithms to optimise safety in aircraft
GPS Position Timing and Navigation systems during his PhD
and subsequently by single-handedly delivering complex and
distributed Surveillance solutions to Airports, Prior to joining
ANSL, Dr Dimitri delivered a number of major ATM projects at
the National Air Traffic Services (NATS), e.g. the first of type
X-band Primary Surveillance Radar as a windfarm mitigation
solution. Currently Dr Dimitri is the subject matter expert for
all ATM/CNS systems and Safety Assurance provision for new
concepts and systems, including drone technologies. Being
responsible for the Technical Site Safeguarding at ANSL, he
is heavily involved in the drone management and mitigation
discussion at ANSL.
A3 BY AIRBUS, USAMARK COUSIN - CEO
Mark Cousin is the CEO of Acubed by Airbus, a role to which
he brings decades of experience in designing and developing
future aircraft. Most recently, Cousin held the role of Head
of Flight Demonstrators at Airbus. He led a team responsible
for launching and operating flight demonstrators to develop
technological solutions faster than in a normal R&T organization.
He also served as CEO of Airbus Alpha ExO, the Exponential
Organization used to facilitate this speed of execution. Previously,
Cousin served as the Technical Director of the Beluga XL, where
he designed and built the next generation of outsized transport
aircraft for Airbus based on the A330. Mark is a 20-year veteran
of Airbus, and a graduate of Southampton University where
he studied Aeronautics and Astronautics before joining British
Aerospace Regional Aircraft in the Future Projects department.

Started his career as a Ramp Attendant followed by a work
term with Transport Canada (Terminal services) in Airport
Operations at Halifax Stanfield International Airport. After
Russ got a full time employment as an Assistant Dispatcher
with Air Nova, a connector airline for Air Canada and in 1995
became Air Canada Flight Dispatcher. By 2004 Russ qualified
to a Chief Duty Dispatcher for Air Canada. Russ was elected as
Local Chairperson for Air Canada’s CALDA - Canadian Airline
Dispatchers Association for 5 terms. CALDA represents the
Flight Dispatchers of Air Canada, Jazz Aviation, First Air, Air
Transat, Sunwing Airlines, WestJet, Canadian North Airlines
and WestJet Encore. Russ’s responsibility included bargaining
a full collective agreement, followed by negotiation during the
Airline’s restructuring; he also participated in further contract
negotiations with Air Canada as well as bargaining sessions
with all the member groups listed above. Russ is still active as
a Chief Duty Dispatcher with Air Canada, while continuing in
his roles as President for both CALDA and IFALDA

Nathan has 16 year’s aviation experience, some of the areas
include, security, Operations and Aviation Standards, Airside
Management Unit. A primary function within the Airside
Management Unit at the time was airside safety. In January
2015, Nathan became Airside Safety Lead and in 2019,
Nathan was promoted to the Safety & Training Manager at
Cork Airport.
Within the Safety Lead role, a number of special projects were
undertaken which Nathan was the project lead, leading the
drone awareness initiative and developing drone procedures
and control measures for Cork, project lead for the Cork
Airport runway run event, Runway Re-Designation programme
and IHFF (Irish Historic Flight Federation) special air show at
Cork Airport.

Mr. Oliver Pulcher has been with DFS Deutsche Flugsicherung GmbH – the German Air Navigation Service Provider - for 14 years. As a senior executive and director for Corporate Development, he is responsible for strategy, strategic investments, international affairs and UAS/UTM-Solutions. For over 4 years, he and his team pushed the strategic development of the UAS business segment within DFS and the safe and fair integration of drones into the existing Air Traffic Management at DFS. In 2018 he was responsible for the setup of the joint venture Droniq GmbH together with Deutsche Telekom AG and managed the acquisition of 23,6% of the Belgian UTM start-up company Unifly NV. Mr. Pulcher is also Managing Director of the holding company DFS International Business Services and holds various supervisory positions, including Deputy Chairman of the Supervisory Board of Droniq GmbH. Mr. Pulcher studied industrial engineering at the Karlsruhe Institute of Technology and previously worked for several years as a strategy consultant in an international management consultancy.
DAA, IRELANDDECLAN COLLINS - HEAD OF OPERATIONAL SAFETY
Declan spent over 5 years working as a chartered engineer before
joining daa. Now Declan has acquired over 11 years’ experience
in the aviation industry. For the last 5 years, Declan has headed
up a new Operational Safety department within Operations at
Dublin Airport comprising Airside Safety, Occupational Health
and Safety, Operations Training (including Airside Compliance
Training), Fire Safety and Risk Management. The objective of
this department is to improve performance across all safety
disciplines by applying best practice across the board.
Part of Declan’s role is that of the Safety Manager at Dublin
Airport and is responsible for the implementation of Dublin
Airport’s Safety Management System. A key driver of which is
delivering a proactive approach to safety management, hazard
identification and risk management.
