Finavia in a nut shell and the future challenges for us
• Finavia provides airport and air navigation services, which facilitates smooth and safe air traffic in Finland.
• Finavia maintains and developes a network of 25 airports and Finland’s air navigation system.
• Customers include airlines, passengers and other operators in the aviation sector.
• In 2012 revenues were EUR 359 million and the number of employees 2800.

The figures in the diagram have been rounded off and they do not include capital expenditure or investments. The figures are the actual figures of a fairly large Finavia airport for 2012. The passenger volumes of the airport increased during the year, amounting to several hundred thousand.
How to utilize access control system for identification of known supplier of airport supplies at security check points
• 9.1.1.1 Airport supplies shall be screened before being allowed into security restricted areas, unless security controls have been applied to the supplies by a known supplier
• Therefore the aim is to have as many known suppliers as possible

• Centralized approval of known suppliers
• Contract with a service provider who takes care of necessary audits.
• FinSecPro sends Finavia the needed application for a Known Supplier to be approved
• Feeding of the requiered data to the ID-card database
• Publish it in Airportal (Finavia extranet)

• In addition to the Known Supplier application process, in order to receive a Known Supplier badge, the Known Supplier has also to sign a declaration of commitment regarding the use of a Known Supplier badge
– Stored in a safe place
– Given only to persons who have received the appropriate awareness training

• The representative of the known supplier arrives to the airport gate
• Shows the known supplier badge to the Lenel access control reader
• If green then OK and the inspection of the driver and the car can commence
• If the reader indicates a red light meaning that the delivery is not performed by a known supplier or the status is not valid security controls are to be applied to the shipment

• No paper documents to be handeld or filled when determing if the shipment is carried out by a known supplier > remarkably faster procedure
• Documentation of the known supplier activities is automatically registered in the data base (the 2 year rule)
• A real time system for entire Finavia
• Rural airports do not have carry out the approval procedure > saves man power and time for them

• Finavia is using a program developed by the Technical Research Center of Finland and it is approved by our National Authority
• A number of questions to be answered by the airport
– How many roads lead to the airport
– What are the service hours of the public transportation
– The permanency of the personnel
– What is the type of the land surrounding the airport
Utilization of a risk assessment tool

• The program gives the status of the risk level
– High risk
– Medium risk
– Low risk
• Using the level scale above the airport can adjust the proper amount of e.g. fence patrols per day

• Screening of airport supplies, checked in baggage or hand baggage
– Using a simulator program to meet the 6 hour/six months requirement
– Installed on computer via network and can be used when ever convenient for the airport
– No TIP needed to be updated etc.
– No class room traing needed
– Centralized register of competences and training of personnell
– Controlled by the NA when they are performing an inspection to a rural airport
