Post 9-11 Environment led the world to enhance inbound & outbound security

Post 12-22 Failed Shoe Bomb attempt inflight forced TSA to ensure detection system

X-Ray Based baggage screening tech was modified for people screening

New tech was subject to criticism for health, nudity & personal insecurity concerns

TSA was estb by US Homeland Security and enforced screening & detection policies

All inbound & outbound air travellers were required to undergo Pre I/O Checks

CAA & ASF have got the approval of GoP for Installation of People Screening System

A millimeter wave scanner is a whole-body

imaging device used for detecting objects concealed

underneath a person’s clothing using a form of

electromagnetic radiation. Typical uses for this

technology include detection of items for commercial

loss prevention, smuggling and screening at

government buildings and airport security

checkpoints. Several countries employ the scanners

for security screening

Backscatter X-ray is an advanced X-ray

imaging technology. Traditional X-ray

machines detect hard and soft materials by the

variation in transmission through the target. In

contrast, backscatter X-ray detects the

radiation that reflects from the target. It has

potential applications where less-destructive

examination is required, and can operate even

if only one side of the target is available for

examination.

The public concerns regarding privacy invasion of public / air

travelers due to exposure to full-body scanner systems causing, adverse

health and privacy concerns which tends people to avoid passage

through Full Body Security and Detection System.

Acquired images can also be viewed by the operators after inverting

it as clear nude picture of the subject, especially female travelers.

c. The Civil & Electrical Works are to be contracted as per the specifications of CAA as a

separate subsidiary project with Icon System Developers (Pvt) Ltd by CAA. Cost of said

works to be borne by CAA.

d. Icon System Developers (Pvt) Ltd will provide complete training package for Operators :

(1) Operators training of the equipment at each site

(2) Arrange Computer Based Training System (CBTS) for system operators and

technicians.

(3) Train 5 x ASF Technicians each location for technical troubleshooting of the main

hardware and software related issues.

(4) Smiths Detection to provide customer support to ASF for the period of warranty.

e. Icon System Developers (Pvt) Ltd will provide 1 year of warranty of hardware / parts and 2

years’ maintenance and technical support.

f. Icon System Developers (Pvt) Ltd will provide 5 year warranty of system software.

6 Conclusion

• All the concerned parties, agreed to implement the project scope, parameters

and implementation of the project within 3-4 months of accession to legal

agreement between the firm and the client with due approvals of LEA / GoP.• The parties had reviewed the availability of best possible technology / equipment,

keeping in view of the health, privacy and security of people and selected Smiths

Detection Full Body Scanners for installation at all airports of Pakistan.

• The process of import of scanners with training team will be taking considerable time

to arrive at Karachi Dock Yard.

• Training cannot commence prior to availability of training module and experts.

• Resource plan is vital to completion of project and require extra ordinary influence /

decisions.

7 Recommendations

• Technical, Financial and Legal Sections to conclude the agreement with the

client by 25 Mar 2016 to commence the preliminary measures of the project.• HRD to pool up required managers and manpower make it available by 20 Mar

2016 in consultation with Project Manager.• Directors Finance and Imports to liaison with Smiths Detection to dispatch

necessary training aids and instructional staff to carryout pre-installation

training on test module. • Director Technical to allocate requisite resources as per Resource Plan

already provided to the section vide PMT:SD009/2016 dated 21 Mar 2016.
