Additional Information

I have only just realised that Kenilworth have not submitted their club report. However, this club is the least of our worries, with 46 members and their own shop they have a very full programme of activities and services.

I note that we are now required to indicate on the Cabinet Report whether or not each club has recorded their activities and services on My-LCI. My own My-LCI log-in will not tell me this, I can only know how many clubs have recorded anything, no other detail is available to me. My guess is, that despite my constant nagging, about 75% of activities go unrecorded. Clubs simply do not want to use this system. I know that a training opportunity was offered at the Autumn Form but the problem is that the people who should use the system don't go to the forum. Perhaps the only way round this is for a dedicated officer to visit every club on club night to present and demonstrate the system. Expensive and complicated I know but I can't think of anything else.

The Cabinet Report does not provide a space for the Zone Chair to make comments or observations so maybe the place to do that is on the covering email. My comments are similar to those I have expressed before- every club in Zone E is impressive in the way they each organise themselves and just get on with it. Visiting each club is a pleasure and my hope is that there is some benefit to the clubs concerned.

The majority want people who will "fit in" but we need new, forward thinking, energetic people who will bring life to the club but many of our existing members are too afraid of bringing the club into the 21st century, many of them are stuck in the old ways and are passive and obstructive in new ideas. To be honest I wouldn't join our Lions club at the moment.

International Committee: Members of the committee have all settled down into their respective roles with admirable results.

I wish to congratulate Jaap on the successful organisation and hosting of the NSL’s annual Board Meeting here in Solihull in October. My deepest regret was my inability to attend because I was in Cyprus for a family celebration on the same weekend. Reports received justify all his tireless and devoted efforts put in from over 3 months earlier. Well done Jaap.

The committee met twice after the last meeting. I attended and put out the committee’s flyer and display board at the Autumn Forum but

unfortunately had to leave early to attend the MD International Relations officers meeting at the MDHQ concurrently held on the same day.

Requested the District Treasurer to forward the balance of £2,000.00 to Greater Monrovia Lions Club for completion of building works on the School project as approved by last Cabinet. We await confirmation and photographs of the completed works which unfortunately has been delayed by continuous heavy downpours of the Tropical Rainy Season.

I also requested the Treasurer to forward the £2,500.00 approved by last Cabinet meeting for the Kenyan Water project.

Nepal Water Project2.1 I have been in recent correspondence with PDG Biju Bajrachary, Nepal, who has now submitted details of the 6 plaques for the 6 remaining water pumps which are nearing completion.2.2 He has promised to forward a power point presentation in the near future.2.3 When this has been received it will be possible to discuss a further water pump donated by Jackie McQuirk, Dudley Lions, in memory of her father.

Street Children3.1 The opinion of Cabinet is sought on the continuation of Street Children, which was removed, by the Finance Committee, from the DG's Recommendation List.3.2 MD International Relations Committee have reduced the list of Charities for Districts to support to three, Railway Children, Jubilee and Centre Point.

I was really pleased that $3,000 was donated to SIFA Fireside.

Published Midland News, DG’s Newsletters and other Newsletters. Circulating emails round the district. Maintaining the district mailing list – can ALL members be reminded to let me know if they change their email address please… Even though I have asked by email, verbally and via messages I am still waiting for a few to send me their personal resume along with their job description and a photo of themselves so that the information can be put on the website. You know who you are – can you please send even if it’s by post and I have to type it out!!! Given help and advice as and when asked.

At Europa Forum I attended several sessions including one on “Alcohol and Violence among Youth in Europe” and discussed Youth Exchange with a very nice lady from Finland which was useful as I was able to give the details of a young lady who would like to do a Youth Exchange to the Finish Camp. I have since submitted her application.

As I am trying to cover the YLiS portfolio I attended the MD YLiS meeting. I am still waiting for some of the paperwork from the MD officer particularly the information for clubs, but will be chasing this up. I have also been processing requests for awards.

I would like to thank our District Governor Heather who kindly volunteered me to take part in a “Radio interview” during Autumn Forum, there’s nothing like being put on the spot. Well done to all the presenters and the team who put the day together.

I visited Fisher House with the Council Partners to do ironing, gardening and bake cakes for the families staying there especially the children.

I will be meeting with a young lady, who I will be mentoring through the Young Ambassador competition on behalf of Marston Green Lions, but Cath will not be showing any favouritism, unfortunately.

The three Judges are in place and eager to interview our finalists.

At the moment there are four confirmed Finalists from Shakespeare Lions Club; Marston Green Lions Club; Castle Bromwich Lions Club and Shirley Lions Club. With possibly a late entry from Dudley Lions Club who were the winners late year.

The District Final is 22nd November, Cabinet day, all Cabinet members are welcome to stay for a few minutes afterwards to meet the Candidates and listen to their three minutes presentation. Their interviews will go on whilst Cabinet is in session.

ACTIONS PLANNED BEFORE NEXT MEETING: Support the MD Chair of the Young Ambassador of the 21st Century, for the MD Final to be held the weekend of 19th to 21st February 2016 at the Village Hotel Dudley. Presentations are on the morning of 21st February and again I would encourage all Lions to attend and see what these wonderful young people can and do achieve. This Final is held in 105M it would be really good to have a good turnout.

Meet with and collate the paperwork of the winning candidate for 2015. Support the winning Club in whatever way I am able, make sure all paperwork is with MD YA Chair by 20th January 2016.

ACTIONS TAKEN SINCE LAST MEETING:I promoted World Sight Day, which involved helping many clubs with information needed to fulfil their plans. The next Health Newsletter contains all of the information needed for recycling used spectacles. Do not forget that one of the Centennial Challenges is to send 1 million pairs of spectacles for recycling. (Please keep a tally of how many pairs you send off to Chichester Lions Club, methods of reporting the tally will be with you soon).I have promoted sight at the Autumn Forum, giving the latest good news that the UK Government are once again match funding donations to Lions Sight Savers, albeit for a limited time.

I am lucky that I can see, even with the few problems that I have, but there are many people in the world that are blind & need not be. I have been liaising with Lion Penny Tregillus to see if we can arrange this and although it is planned to hold it, probably at MDHQ in March/April, a final date and venue has not yet been set. Cabinet will be advised of times, date and further details when finalised. As reported in my last Cabinet Report, I was unable to attend the annual Multiple District Speech & Hearing meeting at MD Headquarters on Saturday 5th September 2015. Unfortunately, there were no takers for the request to deputise from me!

1. I have been out of action for the last few months following surgery but I have been able to continue to develop my vision of engaging Lions Clubs with young people to deliver environmentally beneficial projects.

2. I have engaged with local authority environmental officers who are receptive to this approach and with youth groups who are also keen to be involved. This will be very helpful in fulfilling the objectives of our Centennial core Environment and Youth activities.

3. I have received details of an excellent project run by Redditch Lions which I have described in the attached article, and which I consider provides a really good template for other Clubs if they wish to follow it.

The feedback was mainly positive, particularly from new officers.On 25 August I attended a GLT meeting along with IPDG Ian Haffner, Lion Paul Murphy, Lion Martin Hill, Lion Melissa Murphy and Lion Joy Haffner. This was to discuss Autumn Forum and the

I attended Autumn Forum on 18 October.I ran a New Member Information session and Quiz at Marston Green and District Lions club on 28 October. This was a shortened version of the workshop ending with a quiz for a small group and it was very successful.

SECTION 8: FINANCE AND ADMINISTRATION

2 clubs in danger of financial suspension.

2. Endorsement of the draft budget for District 105M for 2016/7. This will then be submitted to our District Convention for approval.

JUSTIFICATION FOR DECISIONS:1. Clubs in Danger of Suspension:

Three Clubs were notified as being in danger of suspension for non payment of International dues. Two have indicated that this would be rectified shortly, but the third has not reimbursed the District for dues advanced for 2014/15. The DG therefore used her discretion to advance funds to the first two, who had not previously had problems, but did not feel that further funds could be advance for the third club, where the previous advance was still outstanding. The F&A Committee, meeting on 3rd November 2015, endorsed her decision.

2. The Draft Budget is commended to you by the F&A Committee, as attached.

DG has requested officers to forward proposals for changes to budgets.The only one I am aware of is £ 200 increase re Convention cost.The most significant potential change relates to membership yet to be notified.

Club donations have only just, in October, begun to come through.

The International committee have requested payment of the Kenya water project and also North Sea.

General comment.

The district have a number of balances in both Charity & admin accounts which I recommend the Long range planning committee should review prior to any District reorganisation.

Attended MD Treasurers meeting where we were briefed on CIO progress with Balsall Common Club used as a pilot, also received detail of MD budgets covering District reorganisation to 2019.

received a 100% return last year it is a little disappointing that I am still waiting for 5 clubs. Having suggested to the clubs, that this item, should be on the Agenda of the First meeting of each Lions year.

I have studied to the best of my ability (using my engineer’s brain) Food Hygiene plus Allergens and Intolerances I find that this subject is an absolute minefield. My advice to the clubs is to display an Allergen & Intolerances notice at all events where food is provided and have a list available should they be asked to see a list of ingredients. Cross contamination should be their main concern when preparing food. Never use the same utensils on different food.

I attended a Multiple District VPO meeting on 26th September which was attended by just over half of Officers from other districts. This is the first such meeting for 12 months. Nothing much to come from the meeting other than there is to be a review of Lions VPO administration forms.

I am continuing to have difficulty with some Clubs failing to return Certificate Confirmation details and therefore causing the automatic update system to fail. It is vital that these details are provided via myself to the MD Officer in order that annual checks can be completed. The problem does not only apply to this district

I see no real benefit in spending time and energy updating the current Long Range Plan that will then have to be fundamentally rewritten in the not too distant future depending upon the timescale agreed for the major changes and challenges now facing us. So I propose a slightly different structure and therefore agenda for our work over the coming months. The work streams [apologies for project management speak] that I envisage are as follows:

Membership

This is still pretty fundamental if we are to arrest the current decline in numbers and lower the age profile of the organisation. A review of our strategy and plans would probably not go amiss as well as ideas on how we can harness the energy and skills of current members to help with whatever membership drives we put in place.

Without the resources and money and knowing what we have, what we might raise and what we are committed to, it will be difficult to put together a robust and coherent plan for the future. We also need to be mindful and take into account possible mergers with other regions, separation of some parts of the District, or even possibly disillusion of 105M depending upon the option that is ultimately chosen at Convention.

Centennial

I know Martin has this well in hand but given its importance to us in terms of our 100 years celebration and in terms of its PR potential (membership) it would be useful to understand what we are jointly trying to achieve and give the initiative some added impetus.

Transition

Assuming the “do nothing” option is not chosen we will inevitably be in a period of significant change and we need to address this now in order to fully understand the implications for us and our members and prepare; as best we can, for all possible eventualities.

Communication

As part of transition we need to not only fully consult with our members, but we do really need to keep them fully informed at all times on any proposals and the progress that is being made. They are after all the main if not key stakeholders in all this. If we are to avoid losing members through the transition process and making the situation worse in the longer term, then we need to keep them onside and fully bought in to whatever changes are being made. I am principally thinking here of not just a newsletter and more along the lines of workshops and roadshows.

Remember LCI joining fee can be automatically reclaimed from the District Treasurer for clubs with 15 members or less. Pay the account when received from Oakbrook and then ask for repayment

These are now being dealt with first via Region & Zone Chairman each with a budget.

105M is still one of the few Districts in the MD who have an organised Past District Governors Association; it assists greatly in keeping experienced Lions active in the District

But this will require rethinking though with the new plan to split 105M and most of the PDG's will be in the new District of 105CW. But not those in our Eastern locationsPlenty of room for discussion

Every year we try to organise the 105M Golf Competition and set it up as a Joint event with PDG’s this year on 6th August at Bromsgrove Golf Club

But again members only 6 clubs were in attendance and 15 played but only one lady played which is a great pity.We all know social events of any type help the District moral high

Christmas Lunch Is now planned for 29th November 2015 to avoid clash with 105M Cabinet Grounds Farm, Middleton, Sutton Coldfield. 33 are attending at present. Organised by PDG Linda Cross

The PDG’s summer lunch is planned for June 5th 2015 at Market Harborough organised by PDG John Bush. With a possible canal trip as well.

I am pleased to report the election of PDG Ron Cross to fill the vacancy in the office of VDG1 2015/16.

I am sorry to report the death of our International Relations Officer, Lion Bill Ranautta.

From 23- 25th October I attended the meeting of the Council of Governors. It was confirmed that District 105I, Ireland, is almost certain to leave MD105 with effect from 1st July 2017; as their membership is approximately 15% of the MD membership total, a loss of revenue from dues of approximately £68,000 pa will occur, and District 105I will be entitled to 15% of the capital value of the MD assets, which must be found and paid to them.

At the Council meeting the contents of 3 reports which had been commissioned by Council were considered:

3. Restructuring of the Geographic Boundaries of Districts in MD105

The report has been circulated to all members in District 105M via of Webmaster and Club secretaries, and I have asked all Clubs to feed back their views to me as soon as possible so that I can make any representations on their behalf.

The report recommends reducing the number of districts to 7 plus Ireland, and this is recommended to come into effect from 1st July 2018. All of the present districts boundaries would change, and the new districts would be based on Zones moving together. For our District it would mean 7 of our 9 Zones ( A-G) moving to the new District CW, One Zone, H, moving to the new HC District, and one Zone, I, moving to the new CE District.

1. Streamlining the Governance of the MD

The report recommends streamlining the organisational structure, reducing the number of MD Officer posts, using modern technology to run meetings more efficiently, making better use of the MDHQ building, and several other ways to substantially reduce costs to meet the funding gap when District Ireland leave the MD, which is probable, in July 2017. Taken with the cost savings in the International Report- see below- cost savings of in the region of £38,000pa would be achieved.

The report recommends moving from paper production of the Lion magazine to an MD105 Digital edition, which would mean cost savings of in the region of £40,000 pa. However, this has been put on hold due to the decision of the International Board in October 2015 that at least 4 paper copies must be produced every year to every Lion.

The report also recommends greater transparency of the proceedings of Council, and that the publication of Council minutes should be available to all members.

3. MD105 Attendance at the International Convention and Europa Forum

This report was promised to District 105m by the 2014/15 Council, and was prepared in August 2015 and delivered to Council at the October Council meeting. It recommends greatly reducing the numbers of MD officers expensed to attend the International Convention, and substantially reducing the costs of hospitality offered by MD105 at the International Reception. It also recommends greater transparency and feedback to the membership on these events.

Charitable Incorporated Organisation Transition

District Treasurer Brian has recently attended a briefing, and we are one of the first Districts to be approached. Clubs are asked to consider adopting CIO status and new constitution as there are substantial benefits in doing so.
