    Address ing the Council : Section 2.04.210 of the Alhambra Municipal Code establishes the procedures foraddressing the Council. Any person wishing to address the Council during the meeting must complete a SpeakerRequest Card and submit it to the City Clerk.

    When called upon by the Mayor, please step to the podium and give your name, address and organization or otherparty you represent, if any, in an audible tone of voice for the record. Remarks are limited to 5 minutes.

    All remarks shall be addressed to the Council as a body and not to any member thereof. No person, other than theCouncil and the person having the floor, shall be permitted to enter into any discussion, either directly or through a

    member of the Council, without the permission of the Mayor. No question shall be asked a Councilperson exceptthrough the Mayor.

    Standards of Decorum: Any person making personal, impertinent or slanderous remarks or who shall becomeboisterous while addressing the Council shall be forthwith, by the Mayor, barred from the meeting.

    Enforcement of Decorum: The Chief of Police, or his designee, shall be Sergeant-at-Arms of the Council meetings.The Sergeant-at-Arms shall carry out all orders and instructions given by the Mayor for the purpose of maintainingorder and decorum at the Council meeting.

    Persons Authorized to be Within Rail : No person, except City officials, their representatives, and newspaperreporters, shall be permitted within the rail in front of the Council Chamber without the express consent of the Council.

    2. PROCLAMATION F2M13-3

    Ratify the action of Mayor PLACIDO in proclaiming October, 2013 as BREASTCANCER AWARENESS MONTH and November, 2013 as END DOMESTICVIOLENCE MONTH in Alhambra. Mayor Messina will present the proclamation toMiriam Harrington, President, and Cynthia Jarvis, Member, of SoroptimistInternational of Alhambra, San Gabriel, San Marino.

    CONSENT AGENDA (Item Nos. 3 10)

    All items listed under the Consent Agenda are considered by the City Council to be routine andwill be enacted by one motion unless a citizen or Council member requests otherwise; in whichcase, the item will be removed for separate consideration.

    3. ACCEPTANCE OF WELLS FARGO FOUNDATION GRANT TO THE POLICEDEPARTMENT F2M13-12, M2M13-114

    Staff requests that the City Council accept a $1,000 grant award from the Wells Fargo

    Foundation and appropriate the funds into a designated expenditure account to be usedfor Motivational Media Assemblies. The funding from Wells Fargo will be used towardsone of the Police Departments Motivational Media Assemblies to be held at one of theCitys elementary schools to address anti-bullying in schools and empower students tomake good decisions.

    Recommended Action: City Council authorize the Police Department to accept the$1,000 grant award from the Wells Fargo Foundation to fund the costs of theMotivational Media Assemblies and to formally recognize the Wells Fargo Foundation fortheir kind and generous award.(M2M13-114)

    4. NIB: PURCHASE OF GENERATOR FOR THE POLICE FACILITY BUILDING F2M13-6B, N2M13-146

    Staff requests authorization to distribute a Notice Inviting Bids for the purchase of a

    replacement 1100KV diesel emergency generator for the Police Facility Building. Thecurrent generator was installed at the time the Police Facility Building was constructedand the City has been notified by AQMD that the generator is no longer air qualitycompliant. Staff has researched various options to bring the generator into compliance.Due to the age of the existing generator, it is cost effective to replace as opposed toretrofitting the emissions devices.

    Recommended Action: City Council approve the distribution of a Notice InvitingBids for the purchase of a replacement 1100KV Diesel Generator for the Police FacilityBuilding, with bids due no later than 10:30 a.m. on Thursday, December 5, 2013; and,direct staff to undertake the steps necessary to finalize Councils action.

    5. NIB: RESERVOIR SAFETY RETROFIT F2M13-52, N2M13-147

    Staff requests City Council authorization to distribute a Notice Inviting Bids for theReservoir Safety Retrofit. The Palatine, Garfield 1-3, Garvey, Marengo 1-4, and theNewtonia 1-3 Reservoirs need to be retrofit for the safety of staff and contractorsperforming maintenance on these reservoirs. The retrofit will bring the reservoirs intoOSHA compliance with respect to safety railings and ladders on the reservoirs.

    Recommended Action: City Council approve the distribution of a Notice InvitingBids to qualified contractors for the Reservoir Safety Retrofit, with bids due no later than10:30 a.m. on Thursday, December 5, 2013; and, direct staff to undertake the steps

    necessary to finalize Councils action.

    6. AWARD CONTRACT: CLOSED CIRCUIT TELEVISION SECURITY SYSTEM ATTHE POLICE DEPARTMENT F2M13-29(A), C2M13-53, N2M13-41, M2M13-115

    Staff requests that the City Council award a contract to CelPlan Technologies for theClosed Circuit Televisions (CCTV) Security System Replacement Project in the PoliceDepartment. On June 6, 2013, the City Clerk publicly opened seven bids for the projectwhich ranged from $312,195.05 to $875,038.11. The lowest responsible bid wassubmitted by CelPlan Technologies and staff has reviewed the bid and found it to be infull compliance and conformance with the bid specifications.

    Recommended Action: City Council approve a contract, subject to final languageapproval by the City Manager and City Attorney, by and between the City of Alhambraand CelPlan Technologies to provide a new Closed Circuit Televistion (CCTV) securitysystem at the Police Department for an amount not to exceed $312,195.05; approve thecarryover of funds from fiscal year 2012-2013 to 2013-2014 in the amount of$248,115.35; and, direct staff to undertake the steps necessary to finalize Councilsaction.     7. TREASURERS REPORT - F2M13-1

    Recommended Action: City Council receive and file as submitted the Treasurer'sReport prepared by the Director of Finance for the month of September, 2013, listing all

    of the City's investments as of September 30, 2013.

    8. MINUTES

    Recommended Action: City Council review and approve as submitted the Minutesof the October 14, 2013 regular meeting of the Alhambra City Council.

    9. PERSONNEL ACTIONS F2M13-2

    Recommended Action: City Council ratify the actions of the City Manager set forth

    in that certain Personnel Actions document dated October 28, 2013 showing the variousappointments, classifications, salary changes, etc., since the last City Council meeting.

    10. DEMANDS - F2M13-1

    Recommended Action: City Council approve as submitted Final Check List(149024 thru 149203) in the amount of $1,246,098.35 for the period ending October 3,2013; Final Check List (149204 thru 149268) in the amount of $25,133.87 for the periodending October 4, 2013; Final Check List (149269 thru 149270) in the amount of$417,407.34 for the period ending October 9, 2013 and Schedule of Wire Transfers inthe amount of $1,311,799.63 for the week ending October 4, 2013; Final Check List

    (149271 thru 149432) in the amount of $870,777.26 for the period ending October 10,2013; and, Final Check List (149433 thru 149624) in the amount of $596,524.11 for theperiod ending October 17, 2013.

    ORDINANCES SECOND READING

    11. ORDINANCE PERTAINING TO PROTECTION OF THE SANITARY SEWER SYSTEMFROM DISCHARGE OF FATS, OILS, AND GREASE (FOG) F2M13-46, O2M13-4620

    Staff requests that City Council consider second reading and adoption of an ordinanceamending Chapter 16 Sewers, relating to sanitary sewers, and the control of fats, oils,

    and greases in the sanitary sewer system.Adoption of an ordinance to enact a FOGControl Program will enable the City to accomplish the requirements of the SewerSystem Management Plan (SSMP), which also includes public education, systemmaintenance objectives, identification of sections of the sewer system subject to FOGblockages, and implementation of source control measures, all of which have been inplace since the implementation of the SSMP.

    Recommended Action: City Council direct the City Attorney to give second readingby title only to the following ordinance entitled:

    Ordinance No. O2M13-4620: An Ordinance of the City Councilof the City of Alhambra, California, amending Title 16 of the

    Alhambra Municipal Code pertaining to sewers, adding Chapter

    16.38 Titled: Protection of Sanitary Sewer System from Dischargeof Fats, Oils, And Grease

    after which the Council, by motion, may adopt Ordinance No. O2M13-4620.

    12. AMENDMENT TO ALHAMBRA MUNICIPAL CODE CHAPTER 3.32 PERTAINING TOTHE CREATION OF TWO PERMANENT SPECIAL FUNDS F2M13-31, F2M13-17,O2M13-4623

    Staff requests that the City Council consider the second reading and adoption of anordinance amending Chapter 3.32 of the Alhambra Municipal Code pertaining to the

    creation of two permanent special funds. The creation of the Capital Project Fund Parking Authority Projects Fund, is necessary to establish a fund to receive and expendproceeds received the Alhambra Parking Authority Lease Revenue Bonds. Thecreation of the Parking Authority Debt Service is necessary to establish a fund toaccount revenues and expenditures used to repay the principal and interest on the debt

    Alhambra Parking Authority Lease Revenue Bonds.

    Recommended Action: City Council direct the City Attorney to give second readingby title only to the following ordinance entitled:

    Ordinance No. O2M13-4623: An Ordinance of the City Council ofthe City of Alhambra, California, amending Chapter 3.32 of the

    Alhambra Municipal Code pertaining to the creation of twoPermanent Special Funds

    after which the Council, by motion, may adopt Ordinance No. O2M13-4623.

    13. ORDINANCE AMENDING CHAPTER 9.18 - SMOKING REGULATED ORPROHIBITED - TO INCLUDE ELECTRONIC CIGARETTES AND UPDATE CHAPTERCONSISTENT WITH STATE LAW F2M13-47, O2M13-4625

    Staff requests that the City Council consider second reading and adoption of anordinance amending Chapter 9.18 (Smoking Regulated or Prohibited) of the Alhambra

    Municipal Code to include electronic cigarettes and update the Chapter to be consistentwith State law.

    Recommended Action: City Council direct the City Attorney to give second readingby title only to the following ordinance entitled:

    Ordinance No. O2M13-4625: An Ordinance of the Alhambra CityCouncil amending Alhambra Municipal Code Sections 9.18.010 and9.18.020 of Chapter 9.18 Smoking Regulated or Prohibited, to includeelectronic cigarettes in the purpose and definitions and repealing Sections
