• Review of Report Submitted to Governor June 30, 2017 Executive Director Donna Aune stated the report was submitted June 30, 2017 to the Governor, a copy was given to all Board Members and it was pointed out that this report represents a lot of hard work by staff.

5. Discussion, Consideration and Possible Action on Proposed Rules Regarding Hairstyling School/Curriculum Requirements/Instructor Requirements.

Executive Director Donna Aune stated Oral Proceedings have been set for August 14, 2017, at 12:00 p.m. here at the Board Office and then these proposed rules will be scheduled on the agenda for GRRC.

Gary Begley stated the Proposed Legislation regarding Senate Bill 1130 for Hairstyling License and Instructor License Hours both go into effect December 31, 2017.

Assistant Attorney General Michael Raine went over additional 2017 Legislation of the above House Bills relating to the Arizona State Board of Cosmetology.

7. Report, Discussion, Consideration and Possible Action on Legislative Committee Meeting Held on June 28, 2017, and Subsequent Recommendations to Board. Jessica Rainbow stated that the Legislative Committee met on June 28, 2017, and discussed the following recommendations to the Board:

• Allow Students to Receive Credit for Hours Spent on Charitable and Special Cosmetology Events A.R.S. § 32-557 (A) A.R.S. § 32-506 (4) A.A.C. R4-10-306 (F)(H)

The Legislative Committee recommended pursuing legislation to add language at the end of A.R.S. § 32- 506 (4) to say “or at a school sponsored event”

• One Single Establishment License

The Legislative Committee recommended that the Rules Committee to review and look into this.

• Definition of Supervision/Laser/A.R.S. § 32-516 The Legislative Committee recommended to add language in the Board’s laws to adopt the National Standards for Safe Use of Lasers.

• Nail Technician License/Reduce Required Hours of Training The Legislative Committee recommended reducing nail technician hours of training from 600 to 350 which is the national average.

Executive Director Donna Aune introduced Michael Raine, Assistant Attorney General and stated that he will be with us next month and we thank him for being here.

2. Report and Discussion on 90/10 Executive Directors’ Meeting held on July 20, 2017. Executive Director Donna Aune stated she attended the 90/10 Executive Directors’ meeting on July 20th, and HB 2372 was discussed and how this was going to be implemented and the Directors were told that the responsibility would not be on the agency and a voucher would come from DES or Department of Revenue.

Investigator Linda Stroh testified on March 28, 2017, she went to see complainant Sierra Sarkissian, during the investigation Aneisa Sarkissian complainant’s daughter wanted to make a complaint about her soft curl perm service performed also on January 20, 2017. Investigator met with Aneisa and noted her hair was six to seven inches in length, the curl was uneven on the shaft with the last one to two inches straight. Investigator performed an elasticity test, shaft elasticity was good elasticity on the ends was poor hair broke off. On April 27, 2017, Investigator went to salon location and spoke to Evonda Watson and stated Aneisa’s hair was in good condition prior to the service used Wave by Design, wrapped in white and gray rods, applied product, processed under dryer for fifteen minutes, rinsed, neutralized the results were good and the cost of the service was $75.00. MOTION by Jessica Rainbow for case no. 91702 to rescind previous Consent Agreement of $250.00 and issue a Letter of Concern for a delinquent establishment license. MOTION SECONDED by Charlie Phan. MOTION CARRIED. 91884 Jennifer C Bartoline #30125410 Deputy Director Kim Scoplitte asked the Board Members if they would consider rescinding

previous Consent Agreement of $500.00 civil penalty and Board costs and issue a new Consent Agreement of $50.00 for working in an unlicensed establishment, after further research licensee Jennifer Bartoline was not the owner of the establishment.

SCOS23092 and place the civil penalty against Co-Owner/Manager Selena Orsak personal license no. 10100575. Co-Owner/Manager Selena Orsak is requesting this as the violations were at her personal station and does not want her Co-Owner Janeen Hess to have any history on her personal license nor does she want the salon to have any history. MOTION by Jessica Rainbow for case no. 92010 to rescind previous Consent Agreement of $250.00 against salon license #SCOS23092 and place the $250.00 civil penalty and Board costs against Selena Orsak personal license no. 10100575.
