GOALS AND OBJECTIVES

1) MAINTAIN, SUPPORT, AND EXPAND SMOKE ALARM AND CARBON MONOXIDE ALARM PROGRAMS

Promote a consistent statewide message to promote the use of working smoke alarms. Increase the number of smoke alarm installation and maintenance projects. Promote smoke and carbon monoxide alarm education to Oregon fire service members. Increase awareness of carbon monoxide alarms, and similarities with smoke alarm testing and

maintenance. Educate real estate, home inspection, and property management agencies on Oregon’s smoke

and carbon monoxide alarm laws. Increase smoke alarm installations for people who are Deaf or hard of hearing and provide

outreach for this audience.

2) INCREASE HOME FIRE ESCAPE PLANNING EFFORTS

Increase the number of families prepared with a home escape plan. Increase education efforts on attempt to control a fire. Increase window fall prevention awareness and how it relates to home fire escape planning.

3) TARGET HIGH-RISK POPULATIONS WITH FIRE PREVENTION EDUCATION

Identify high-risk populations and expand the conduits to reach them. Expand older adult fire prevention education efforts. Increase youth fire prevention and intervention efforts. Support efforts in updating terminology for youth with fire-setting behavior. Provide fire prevention education for occupants of non-conventional residences (e.g., travel

trailers, campers, and recreational vehicles).

4) INCREASE EDUCATION ON PREVENTING TOP FIRE CAUSES

Identify top fire causes. Increase awareness and education efforts on top fire causes.

5) INCREASE RESIDENTIAL FIRE SPRINKLER AWARENESS

Promote education and awareness of residential fire sprinklers.

6) SUPPORT WATER SAFETY PREVENTION EFFORTS

Support and encourage water safety in natural waterways.

PURPOSE, ROLES, AND RESPONSIBILITIES

1) PURPOSE

To coordinate and implement consistent statewide fire prevention education.

2) ROLES AND RESPONSIBILITIES

a) Oregon Office of State Fire Marshal

i) Facilitate Oregon Life Safety Team (OLST) meetings and coordinate activities.

ii) Provide fire data for decision making and evaluation.

iii) Coordinate and implement consistent statewide fire prevention messages, campaigns, and model programs.

iv) Research, develop, facilitate, promote, and support fire prevention education-related messages, campaigns, and model programs.

v) Promote materials and programs shared by other Team members.

b) Fire Service Association Representatives

i) Represent their association interest.

ii) Share information about Team activities with association members.

iii) Report OLST activities to association board.

iv) Gain support of association board for endorsement and promotion of Team activities.

v) Report association decision on endorsement and promotion of Team activities at OLST meetings.

vi) Foster improved fire prevention education collaboration among Oregon fire agencies, fire service associations, and partners.

c) State, Federal, Non-Profit, and Private Agency Representatives

i) Represent their agency interest.

ii) Share information about Team activities with agency staff.

iii) Report OLST activities to agency board.

iv) Gain support of agency for endorsement and promotion of Team activities.

v) Report agency decision on endorsement and promotion of Team activities at OLST meetings.

vi) Foster improved fire prevention education collaboration among Oregon fire agencies, fire service associations, and partners.

Smoke alarms

• 1960s - Smoke alarms were designed to detect smoke from combustibles such as wood, paper, & cloth

• Today - Combustible products in a homes are plastics, foams, & artificial products• Burn quicker, hotter, & with greater intensity

• Reduce the time people have to evacuate from 10-15 minutes, to possibly just a few.

• Create toxic fumes that can overcome occupants before they have enough time to escape

• Most fire deaths are caused by smoke alarms not working properly, typically from the removal of the battery

• Due to nuisance alarms from cooking, occupants take out the battery or remove the alarm

UL217 & NFPA 72

• May 2020 - UL will no longer issue a UL listing for current smoke alarms which do not meet the new UL 217.

• January 1, 2022 - NFPA 72 (2019) will require all new installed household smoke alarms to meet listing specifications to distinguish between smoke generated by routine cooking and smoke generated by potentially more serious sources, such as furniture.

Evacuation Proposal Oregon State Sheriffs Association

2014 LEVEL 1: A Level 1 Evacuation means “BE READY” for potential evacuation. Residents should be aware of the danger that exists in their area, monitor emergency services websites and local media outlets for information. This is the time for preparation and precautionary movement of persons with special needs, mobile property and (under certain circumstances) pets and livestock. If conditions worsen, emergency services personnel may contact you via an emergency notification system. LEVEL 2: A Level 2 Evacuation means “BE SET” to evacuate.

YOU MUST PREPARE TO LEAVE AT A MOMENTS NOTICE This level indicates there is significant danger to your area, and residents should either voluntarily relocate to a shelter or with family/friends outside of the affected area, or if choosing to remain, to be ready to evacuate at a moment’s notice. Residents MAY have time to gather necessary items, but doing so is at their own risk.

THIS MAY BE THE ONLY NOTICE THAT YOU RECEIVE Emergency services cannot guarantee that they will be able to notify you if conditions rapidly deteriorate. Area media services will be asked to broadcast periodic updates. LEVEL 3: A Level 3 Evacuation means “GO” Evacuate NOW

LEAVE IMMEDIATELY! Danger to your area is current or imminent, and you should evacuate immediately. If you choose to ignore this advisement, you must understand that emergency services may not be available to assist you further. DO NOT delay leaving to gather any belongings or make efforts to protect your home.

THIS WILL BE THE LAST NOTICE THAT YOU RECEIVE Entry to evacuated areas may be denied until conditions are safe. Area radio and TV stations have been asked to broadcast periodic updates.
