CERTIFICATION OF NEGATIVE DECLARATION

APPLICANT: State Lands Commission

At the May 1980 Commission meeting, ~he Commission endorsed a Timber Management Program for the State school lands and authorized the Executive Officer to solicit bids for th~ sal~ of timber.

Th~ negative declaration being certified was prepared in conjunction with a fimber Harvest Plan for two 40-acre parcels of Stace school land, lccated 25 miles due west of Corning in T~hama County, within Section 4, T25N, R8W, MDM. The p-roposed sale involves approximately 1,000,000 board feet of mature, overmature, and smaller suppressed trees which are infested with insects an~ disease.

Subsequent to the certification of the negative declaration a T~mber Harvest Plan will be transmitted to the Department of forestry for approval. The sale will be advertised, sealed bids received, and submitted to the Commission for award of a Timber Sale Contract in May 1982.

This p.roposed timber sale is located on two 40 acre parcels locate:d 58 road ::u.les ( 25 miles due west} of Corni11g, Californ.!.a. The carcels are described as the SW!4 ~rv;~ and the SWJ" NE!4 Of Section 4, T25N, R8W, MOB&M. Cr3.ne Mills, Paskenta, California, otvns the ra~air.dcr of Section 4 qnd is the nearest mill which is 37 milf-s {20 miles of dirt and 17 miles of paved road) from the two State parce1ls. U.S. Forest Ser•1ice Road 2SN01 passes through the westerly parcel and passes about. 100 yards hor~h of the easterly parcel.

A mut~al r.oad right-of-way has been discussed on the ground and. will be developi:::d between the State and .:rand Mills for joint access to their respective landlocked ownerships for timber management purposes.

The Valentine Ridge Ti~ber Sale is located on the eastern fringe of the Coast Range, 25 ai-rlina miles west between <;orning and Red Bluff, <'.;9-liforn1a, in We.~tern Tehama County. ~his port.ton oC Tehu.i:ta Ccur.ty ::o:-.~ast.s oi: l~rge owner ship block::; of land b~inq r:ian.:ged ·by the U.S. Forest Service, Bureau of Land Mcinagement, :.ouisiaha P:lc::.:ic and Crar.e :·tills. Timber' is the major economic ~.se for this portion. of the County. Minor ~ses would include huntlng and recreation.

The a.verage annual precipitatio:i for the area is about 30 inches, which is relatively low because t.he area is on the east side of the coast range. The elevation of the sale ranges from 500,0 to saoc feet.

The soils on tho two parcels are "700(ck) 11 colluvial land yith sedimentarv roe!<: and 11 320 shc:etiron" (medium ti~bP.r suit­ability). The noil depth is from one to two feet on slopes of 30 to SO percent. Actual slop~s range from 0 to 70 percent on the western parcel and Q to SO pe~cent on the eastern parcel. Observcltions :nade on adjacc:?nt ,Frop~::-tl·:?=> logqed w1:chin the last

.two years to areas legged during the l940 1 s indicated minimal erosion. One ephemeral draw near the ~.astern parcel has no culvert at the crossing or Road :SNOl and ao washing or sedimerit d~posits were observed at the road. There appear to be no problems anticip.:i.t.~d with the pr:oposed road construction. No araas o: soil inst~bility or sli~es were observed on either parcel.

The tim~er ~tand consists pri~~rily of old-growth ponderosa ~ine, sugar p1n~. white flr, Dougtas-£1r, and incense-cedar. Scrub canyon live oak 1$ the only hardwood on the parcels. Cther groucd cover in~ludcs hoary and green leaf manzanita, mountain wh1~e thorn, currents, aooscb~rri~~ und blackberries. The use of natural resources by the project (fuel, cUsplacc.ilent, etc.) are minimal., but irretrievable ..
