    DearCommissioners:

    TheBoardoftheAmericanAcademyofEnvironmentalMedicineopposesthe

    installationofwirelesssmartmetersinhomesandschoolsbasedonascientific

    assessmentof

    the

    current

    medical

    literature

    (references

    available

    on

    request).Chronicexposuretowirelessradiofrequencyradiationisapreventable

    environmentalhazardthatissufficientlywelldocumentedtowarrantimmediate

    preventativepublichealthaction.

    Asrepresentativesofphysicianspecialistsinthefieldofenvironmentalmedicine,

    wehaveanobligationtourgeprecautionwhensufficientscientificandmedical

    evidencesuggestshealthriskswhichcanpotentiallyaffectlargepopulations.The

    literatureraisesseriousconcernregardingthelevelsofradiofrequency(RF3KHz

    300GHz)orextremelylowfrequency(ELF300Hz)exposuresproducedby

    smartmeterstowarrantanimmediateandcompletemoratoriumontheiruse

    anddeployment

    until

    further

    study

    can

    be

    performed.

    The

    board

    of

    the

    American

    BoardofEnvironmentalMedicinewishestopointoutthatexistingFCCguidelines

    forRFsafetythathavebeenusedtojustifyinstallationofsmartmetersonlylook

    atthermaltissuedamageandareobsolete,sincemanymodernstudiesshow

    metabolicandgenomicdamagefromRFandELFexposuresbelowthelevelof

    intensitywhichheatstissues.TheFCCguidelinesarethereforeinadequateforuse

    inestablishingpublichealthstandards.Moremodernliteratureshowsmedically

    andbiologicallysignificanteffectsofRFandELFatlowerenergydensities.These

    effectsaccumulateovertime,whichisanimportantconsiderationgiventhe

    chronicnatureofexposurefromsmartmeters.Thecurrentmedicalliterature

    raisescrediblequestionsaboutgeneticandcellulareffects,hormonaleffects,male

    fertility,blood/brainbarrierdamageandincreasedriskofcertaintypesofcancers

    fromRForELFlevelssimilartothoseemittedfromsmartmeters.Childrenare

    placedatparticularriskforalteredbraindevelopment,andimpairedlearningand

    behavior.Further,EMF/RFaddssynergisticeffectstothedamageobservedfroma

    rangeoftoxicchemicals.Giventhewidespread,chronic,andessentially

    inescapableELF/RFexposureofeveryonelivingnearasmartmeter,theBoardof

    theAmericanAcademyofEnvironmentalMedicinefindsitunacceptablefroma

    publichealthstandpointtoimplementthistechnologyuntiltheseseriousmedical

    concernsareresolved.Weconsideramoratoriumoninstallationofwireless

    smartmeterstobeanissueofthehighestimportance.

    NIEHSNationalToxicologyProgramin1999citedradiofrequencyradiationasapotential

    carcinogen.ExistingsafetylimitsforpulsedRFweretermednotprotectiveofpublichealthby

    theRadiofrequencyInteragencyWorkingGroup(afederalinteragencyworkinggroupincluding

    theFDA,FCC,OSHA,theEPAandothers).Emissionsgivenoffbysmartmetershave

    beenclassifiedbytheWorldHealthOrganizationInternationalAgencyforResearchonCancer(IARC)asaPossibleHumanCarcinogen.

    Hence,wecallfor:

    Animmediatemoratoriumonsmartmeterinstallationuntiltheseseriouspublichealthissuesareresolved.Continuingwiththeirinstallationwouldbeextremely

    irresponsible.

    Modifytherevisedproposeddecisiontoincludehearingsonhealthimpactinthesecondproceedings,alongwithcostevaluationandcommunitywideoptout.

    Provideimmediaterelieftothoserequestingitandrestoretheanalogmeters.
