Problem #1 solved for now• Second Continental Congress

created a new system of government

• Congress was a single branch of government but had limited powers in order to protect the liberties of the people.

• Each state had Each state had one one vote in Congress.

The state governments had the most power, but now Congress could

• Ask for military recruits from each state – state could refuse
