Meetings
Provincial Council Meetings
The Provincial Council’s meetings held at BBSA Headquarters on
14th February, 2015 which were presided over by the Provincial
Commissioner Balochistan Boy Scouts Association. The agenda of the
meetings were circulated to the Members of the Provincial Council
before each meeting. The council’s meetings started as usual with
recitation from the Holy Quran. The council gave its approval to the
Various items of Agenda unanimously during the meetings.
The agenda was discussed by Provincial Commissioner BBSA and
he further presented the following agenda before the respected members
during the meeting:
• Issue pertaining to the appointment of Provincial Commissioner
BBSA
• Appointment of Honorary Treasurer BBSA
• Selection of finance committee BBSA
• Selection of members at PBSA and patron in chief of BBSA
• Discussion on finance and audit reports and annual budget of
BBSA
• Annual programs and projects of BBSA
• Financial and Audit Reports

making the campaigns successful

In this meeting the annual scouting programs for the year 2015 were
unanimously approved by the Council. The matter relating to the
scouting activities were discussed. The Provincial Council appreciated
the development of scouting in Balochistan and decided to uphold this
noble task and more efforts be made for its progress.
The provincial council also discussed in detailed on the other
agenda items and gave its decisions. The Council discussing on the
agenda item No.7 arrived at a decision that the Scouts activities and
functions be developed more and more in the Districts as well as in
Primary, High and Middle Schools and Colleges. So that the Scouts
may expand the noble cause of scouting in the better interest of the
general public and the communities. The Sections on scouting may not
be held jointly, because the Scouts of higher classes will get all prizes
and the low level scouts would not be able to compete the high rank
scouts. The Council proposed that the functions of scouting for
Primary, Middle and High Sections may be arranged and organized
separately. The annual program was also approved in the meeting. .

Executive Sub-Committee Meetings
The Executive Committee meeting was held on18-02-2015 which
was presided by the Provincial Commissioner at the Headquarters of
BBSA. In the meetings the key points were discussed and accordingly
the matters relating to the scouting and annual Programs and financial
matter were discussed and were granted unanimously
Finance Sub-Committee Meeting
The Finance committees meetings were held on 20th February
2015 at BBSA Headquarter Hali Road Quetta. In the meetings the key
points related to the Finance and Annual Grant-in-Aid were discussed.
The Committee also granted approval of the last year Audit and the
annual expenditure for the next year.

District Scout Secretaries and Organizers meetings.
The District Scout Secretaries and District Scout Organizers
Meeting was held on 23 and 24 February 2015, at BBSA H/Q’s Quetta.
The progress and scouts activities in districts were discussed in detailed.
It was decided that the scout census may be increased by opening the
new units on the up-gradation of middle schools to high standard and
Primary to middle standard. The participants gave valuable suggestions
for further promotion of scouting activities in the province. The annual
scout programs and the activities of scouting in the districts were also
discussed.

Provincial Youth Forum
A Provincial Youth Forum was
held at BBSA Headquarter
Quetta from 23 – 24 March 2015.
The participants of the forum
were Scouts and Scout Leaders
from different district of Balochistan.
Mr. Tahir Mehmood member Provincial Assembly was the chief
Guest of the Opening ceremony. Provincial Secretary BBSA, Mr. Sabir
Hussain Provincial Secretary gave the welcome speech and highlight
the key objectives of the Forum. After the opening ceremony the
participants were assigned with different groups with different topic and
tasks. The group prepared their presentation and present to the
participants. On second day of the event a Cultural show and stalls were
arranged, scouts groups give cultural show on stage, Mr. Sabir Hussain
Provincial Secretary, BBSA and other guests visited the stalls. At the
end of the ceremony prizes were distributed to the guest and
participants.

Provincial Events
A Good Turn Hike
A good turn hikes by the Scouts were organized. The scouts
cleaned Mohalas and Mosques and also raised awareness of the
inhabitants on the importance of cleanliness, health & sanitation. The
scouts requested the people to keep their streets clean from plastic bags,
spray in houses for the protection form mosquito’s, flies, insects, and
germs and save themselves from various serious types of dieses.
Youm-e-Ashoora.
The Balochistan Boy Scouts Headquarter and different Scouts
Open groups give duty with local police and other Forces in controlling
public during Aashoora Jaloos. In different districts of Balochistan. The
District Commissioner of Quetta appreciated their services.
Eid Milad-un-Nabi
On Eid Mild-un-Nabi Celebration the Jalooses were organized by
the various organizations for controlling Jalooses. The services of scouts
were utilized in all over the province. The District Commissioners of
various districts appreciated the excellent services of the Scouts of
Balochistan.
Boy Scouts and Polio Round
In Polio Campaigns the Boy Scouts of the Province worked with
the polio teams and gave vaccine/polio drops to the children. Every year
one month before the start of Polio round letters are issued to the
Executive District Officers (Education), District Scout Secretaries and

Organizers and to all concerned officials in every focus districts of
Balochistan regarding Boy Scouts involvement in Polio Round. Role of
Boy Scouts before and during the Polio Round was very vital in which
Boy Scouts held meeting with religious leaders for announcement of
Polio Vaccination Campaign through the community mosques.
Posters are distributed among the scouts to be pasted at prominent places
so that people should know that Polio Campaign is on its way. During
the Campaign Boy Scouts go door to door to find out if there is any child
in the house up to the age of five years who had not received the Polio
Vaccine. During the Campaign Boy Scouts identify number of houses
that were missed out by the Polio Teams and informed the area supervisor
about those missed houses. The Polio Teams visited such houses and
gave Polio drops to the children.
Boy Scouts not only perform their duties in district Quetta but also
devote their time and energies during the campaign in all districts. Boy
Scouts remarkable work during Polio rounds is appreciated by the
people.

Provincial Events
Sibi Mela Festival
In the month of February 2015 Sibi Mela Festival is one of the
biggest Popular and cultural event of Balochistan, which is held every
year. This festival brings lot of fun and happiness not only for
Balochistan Province but also for the country. The chief guest of the
opening ceremony was Chief Minister of Balochistan. The peoples from
other provinces also arrived at Sibi Mela.
Balochistan Boy Scout Association decorates stall in Sibi Mela
every year. Chief Guest and the other guests visited the Boy Scouts Stall
and appreciated for the well management of the Scouts Balochistan
during this year. The visitors were happy seeing the beautiful decoration
and colorful districts flags, posters and pictorial highlights of the scout
activities.

Independence Day
On 14th August 2015 a great function on the Freedom Day
of Pakistan were celebrated at BBSA Headquarters. The
Provincial Scout Commissioner
was the chief guest. The
proceeding started by hosting of
flag at BBSA Headquarters
Quetta in the morning. Guard of
honor was presented to the Chief Guest by a contingent of Boy
Scouts. The speeches delivered on the freedom struggle of
Pakistan.

Provincial Events
The Chief Guest urged the scouts to work devotedly for unity, discipline,
brotherhood integration and national building and worked for prosperity
of dear homeland. A walk was also arranged. Scout of Quetta town
participated in these functions. In the end of the day the prize distribution
ceremony was held. Prizes and shields were given to the winners.
The lighting on the event was made at BBSA Headquarters
Hali Road Quetta. Similarly Rallies, walk and functions took
place in all Districts of Balochistan by the Scouts. Like was the
Independence 0n 14 August was celebrated.

Boy Scouts Training Camp
Five days scouting Training camp from 07 – 10 April 2015 was
organized for 170 Scouts and Scouts Leaders at provincial Headquarters.
Provincial Secretary and assistant provincial secretary delivered their
speeches and highlight the importance of scouting camp.
Different games were played and camp fire was also organized during
the camp. The Provincial Commissioner Balochistan Boy Scouts
Association was the Chief Guest on the closing ceremony and
distributes the certificates to the participants at the end of the camp.
Boy Scouts Training Camp for Quetta District
Another five days scouting camp from 15th – 19th April 2015 was
organized for 250 Scouts and Scouts Leaders at provincial Headquarters,
Quetta. Seven sessions were given regularly in this camp and one session
of sports and games were taken in the evening, at the last the camp fire

was arranged at night. Arrangement of the food and accommodation was
made by the BBSA Headquarters
Shaheen Scouts Training Camp.
Shaheen Scouts Training Camp was held from 27 - 31 July 2015 at BBSA
Headquarters in which 80 Shaheen Scouts from Quetta district
participated. In this camp BBSA Staff give first star and second star
training to the Shaheen scouts. During the camp the scouts took part in
different games and learned how to put thread in the needle, they were
also provided facility of picnic at Hanna Urak and they enjoyed a lot. Due
to the age of scouts the camp were closed at 3:00 PM after taken a lunch.
Shaheen Scouts Training was arranged from various schools of Quetta,
24 Shaheen Scouts came in the Camp. In this training camp the Shaheen
scouts passed the badges of Pehli and Doosri Parwaz. On the last day of
the camp test was taken. Six scouts were selected for Selection Camp of
President Gold Medal. Then who will be selected for President Gold
Medal award will compete in the National Level competition.

BOY SCOUT TRAINING CAMP FOR PROFICIENCY BADGES
Scout Training Camp was organized from 12 – 15 May 2015 with the
participation of eight Scouts from each district. The EDO (Education),
District Scout Secretary and the Scouts Organizers were asked to select
8 scouts from various units. 250 Scouts of Summer Zone participated in
Training Camp. Accordingly they nominated the scouts for this camp.
Boarding and lodging facilities were provided to the scouts during the
camp at the end of the camp written and verbal tests were taken and
selected three scouts from each district for the Presidential Gold Medal
Award. This training camp gave them new ideas and awareness of
scouting techniques for more development of scouting in their districts.
The experts gave them training. The Scouts were very happy on this
training camp and they assured that now they are able to tell their area
scouts about brotherhood, integrity and training of scouts.

ROVER SCOUT TRAINING CAMP FOR PROFICIENCY BADGES
Rover Scout camps was also Organized at the BBSA Headquarters from
28 – 31 August, 2015. Various open Groups of rover scouts Participated
in training camps. Lectures were delivered
and the training was imparted. They were
also given firefighting training and
awareness of Civil Defense methods and
techniques. Free boarding and lodging
facilities were provided to them. The bomb
disposal squad was requested to brief them about the various types of
bombs and their effects in war days. They were also briefed about the
traffic Principles and traffic control on various national and provincial
events with police authorities through. The Health department officers
briefed them about the immunization, polio campaign, ORT, health and
sanitation. At the end of training position holders Rovers were awarded
with shield and prizes by BBSA. The Rover Scouts Training Camp was
organized. In this camp 33 Rover Scouts for From College and Open
Groups of the province and 4 Unit Leaders took part. The Rover Scouts
passed the badges of Ustiqlal and Hamdam. Every night Campfire was
organized. At the last day test was taken for President Gold Medal
Award. Eight Scouts were selected for Provincial Selection Camp. The
Course Leader issued directives for Selection Camp.

Diploma Courses of Physical Education
Diploma courses of physical
Education were held from 10 -
15 August 2015 at BBSA
H/Qs Hali Road Quetta. The
teachers and Unit Leaders
from Government College of
Physical Education attended the course. The Provincial Secretary
of BBSA inaugurated the ceremony. In his speech he told the
participants that they may take interest in the course and work for the
development of scouting in their areas after the training. During the
course the participants made gadgets and cooked their food by
themselves. After busyness of whole day they used to have campfire
every night. In the end of the course Provincial Secretary BBSA
distributed the certificates to the participants.
HAMDAM BADGE COURSE
During the month of September 2015 The Hamdam Badge Course was
conducted at BBSA Headquarters. 25 Scouts participated from different
parts of the province and took an active part for this badge course.

ITIHAD BADGE AND YAQEEN BADGE
Badge trainings were also held at Provincial Boy Scout
Headquarter Hali Road Quetta. In this training more than 350 Boy
Scouts from different districts participated. The boarding/lodging
facilities were provided and the boy scouts were given badges and
waggles. The scouts were training Itihad and Yaqeen Badges. During
the camp the scouts took interest in different programmes. Certificates
and Badges were distributed amoung the Scouts on the Closing
Ceremony.
Boy Scouts Selection Camp President Gold Medal 2015
President Gold Medal Award selection camp took place at BBSA
Headquarters Hali Road Quetta, about 50 scouts from all over Province
of Balochistan participated in this selection camp. After assessing the
abilities of scouts the selection of selected scouts for President Gold
Medal Award was finalized by the selection committee.

In the month of February 2015. The directive
regarding tree plantation campaign in districts
of entire province was issued to the district
organizers. Accordingly the district
organizers received the trees from e District
Officers Forest Department. The scouts
planted the trees in schools, Religious
Madrassas, Hospitals and other Govt. Offices.

Project Activities.
Summary
This project “Promotion of Social Cohesion and Resilience Building and
Demonstration of DRR in focused schools through Scouting” is based
upon twofold approach. One promoting Social Cohesion and Resilience
(SCR) attitudes among focused populations particularly the most
marginalised and deprived children and their families and second to
prepare schools to avoid and minimise the losses through implementation
of DRR strategies, first aid trainings, mitigation and preparedness
activities and assessments such as vulnerability and capacity assessment
at school and community level. The project aimed at ensuring an active
participation of the scouts and youths to take lead in implementation of
the planned activities for achievement of the planned results with the help
of local stakeholders and communities.
Progress Sharing
During the period of last one year (Jan 2015 – Dec 2015) of the project
different interventions were carried out, and detail description of all the
activities are explained as under:
1. Boys and Girls Scout Camps
For the past one year 63 scouting camps were organized in all three
focused districts of Quetta, Jaffarabad and Naseerabad. These camps
were comprised of children belonging to different tribal, ethnic,
sectarian and religious groups from schools, madrassa and out of school

children. The objectives of the camps were to bring together children
from various backgrounds at one platform under the umbrella of Social
Cohesion and teach them about scouting, peace, unity, conflict
resolution and resilience building. These camps helped them to have a
better understanding of the project and have more companionship with
those children who they have met and engaged through different
scouting activities for the first time. The below table and graph shows
the segregation of youth participation in scouting camps.

2. Sports and Cultural Festivals
There were total 20 sports and cultural related events such as sports
tournaments and festivals were organized in all three Districts of Quetta,
Jaffarabad and Naseerabad. The main objective of these activities were
to gather youth and engage them in healthy activities and increase their
interest towards sports in order to make them aware about the team work,
discipline, respect, and the skills necessary for their personal
development and growth to enable them to take leadership roles within

3. Social Cohesion & Resilience Building Seminars
Social Cohesion and resilience Building seminars took place in all of the
three Districts. Activities that were part of these seminars were SC&RB
introduction, cultural tableau and presentations from the participants of
different areas. Youth Council member participation and their previous
progress sharing and past experiences were also the key activities of these
seminars. Cultural and unity based tableau on social cohesion and peace
were also presented during seminars. Q&A sessions were also included
to keep the participants engage and to address their seminar related
queries accordingly. The below table reflects the segregation of youth
participation in SCR seminars.

4. Arts/Poster Exhibition and Competition
Arts Exhibitions and Competitions were also organized with the
participation of youths belonging to various ethnicity. All the arts related
material was provided to the participants and letters with the concept
note were forwarded before the competition. During the exhibition other
schools were also invited to visit different cultural stalls and support
their fellow students and participants. Shields and certificates were
distributed among the contestants for their efforts and hard work in
making this exhibitions and competitions successful. The below table
and graph shows the segregation of youth participation in Arts

5. Recitation Competition
Recitation (Holy Quran & Naat) competitions were organised between
different schools, Madrassas and out of school children and prizes were
also distributed among participants for their valuable effort and hard
work in making this competition successful. Recitation was considered
to be one of the main entry points to work with Madrassa and involve
them in different activities. As the Hufaz of Quran-e-Pak are blessed
with beautiful voices that’s why they were invited and encouraged to
take part in these recitation competitions. The below table and graph
shows the segregation of youth participation in Recitation competitions.

6. Youth council formations
Youth council were formed in different pockets of all the focused district
before July 2015. The group members were given sessions on Social
cohesion and resilience building and were also briefed on different topics
such as peace, education, tolerance, unity and brotherhood. In this regard
18 youth groups were formed having 20 children in each group and one
team leader from each group was also chosen to assist and lead the rest
of the group members. These formations took place in the vicinity of
different schools which are as under:

7. Identification and Enrolment of OOSC
Activities and visits related to the identification, mobilization and
enrolment of OOSC took place in the different areas of District Quetta,
Naseerabad and Jaffarabad. OOS children from different ethnic groups
including girls were identified, mobilized and were helped to get
enrolled in their local ALP centres. The below table and graph shows the
segregation.

8. Technical Training Skills and Education
Different technical and skilled labour courses and trades were initiated
under the project, such as Beautician, Sewing & Designing and mobile
repairing courses for 700 male and female individuals. These sort of
skilled trades were introduced for youth and adolescents in order to
promote and provide demand driven technical education & vocational
training to make them self-sufficient with the skills and abilities needed
to be self-employed by not depending on others. Through this mean of
technical education not only they can increase their knowledge towards
particular trade but also play an important role by fulfilling the domestic
needs of the local market. It is pertinent to mention that “no cost
extension” was requested during the last spot check, because the TTC
students having classes now will have their exams and tests in February
and March to complete their six months course and to be fully eligible
for the government diploma.

9. DRR CELEBRATIONS, PREVENTION & MITIGATION
ACTIVITIES AND FIRST AID TRAININGS
To highlight the importance of Disaster Risk Reduction, three DRR Days
were celebrated in Districts Jaffarabad (155 participants) and Naseerabad
(288 participants) on 8th and 19th December 2015 respectively. These
Days were organised and celebrate to promote the culture of disaster,
prevention, mitigation and preparedness by inviting local communities,
teachers and children of different schools. The main aim was to focus on
needs and contribution local community members can add by better
planning and understanding the risk in their respective communities.
Also prevention and mitigation activities were undertaken as a part of
DRR interventions in the districts. These activities which were took place
provides an interactive and practical demonstrations in order to enhance
the capability of the communities to utilize those training mechanisms
and abilities whenever needed in any disaster related situation. These
activities focuses on the strategies, plans and interventions related to
DRR, mitigation, preventions and preparedness. Also through kind of
activities enable them to have regular future consultation and meetings
between the PTSMCs, community leaders, teachers and scout cluster
members to increase the level of interaction through regular meetings and
suggest any feedback regarding assessments, preparedness and possible
response to disaster risk in their respective communities. First aid
trainings were also given to local community members, teachers and
children of different schools, and fire extinguishers and first aid kits were
also distributed among the schools including 15 USAID schools where
all these training and intervention took place. Total beneficiaries of these
first aid training and mitigation activities were 593 which includes

10. SBDRR Demonstrations and Community & Teachers First aid
trainings
Disaster Risk Reduction Demonstrations were held in different schools
(including 15 USAID schools) of both Districts of Jaffarabad and
Naseerabad having participation of children, teachers, facilitators and
community members. The objective of these Disaster Risk Reduction
(DRR) interventions and trainings were to have schools based activities,
trainings, prevention, preparedness & mitigation measures and first aid
trainings by involving school children, community members, key
stakeholders and teachers. These trainings and demonstration were
organized with an aim to establish better understanding, awareness and
implementation of DRR interventions and guidance, particularly DRR
related risk, hazard, vulnerability and assessment of the communities.
Also having an objective to equip beneficiaries with necessary
knowledge and skills such as first aid, required for indigenous and
community based issues through planning and vulnerability & capacity
(VC) assessments. Participants were involved in different drill activities
and were also briefed on School Safety action plan emphasizing DRR
mainstreaming in Education. Introduction to Hazard, Vulnerability and
Capacity assessment (HVCA) at School level developing school safety

building in their communities through their experience and knowledge.

For USAID schools:
15 USAID schools were also covered thoroughly having trainings and
interventions through trained facilitators. Also first aid kits and fire
extinguishers were distributed in these 15 USAID schools. As the
strength of each school is high so teachers after imparting trainings were
advised to give at least one brief lectures during morning assembly
session on daily basis to refresh student’s awareness on SBDRR. The

Constraints
Joint interaction of OOSC, school going and Madrassa students
remained a challenge.
Very low participation of female madrassas in the program.
Prevention of Madrassa students and OOSC’s participation by
School authorities in scouting camps, however later on with the
interference of Directorate of Schools, the issue was resolved.
