SECTION 3. SUMMARY OF SURVEY FINDINGS
HULL:
Outer Shell:
The sideshell bow and stern were visually examined above the water line from a launch. The sideshell coating was considered in fair condition with surface rust marks at the quarters and at midships above and below the boot topping line. The side shell structure considered satisfactory with indentations between frames at the quarters normally associated with berthing/deberthing contact particularly at the forward quarters below the boot topping. Light surface rusting on transom with coating fair. Rusting and anchor scrape marks around the stem above the bulbous bow. Sporadic rusting in way of bow flare and around anchors aft of fluke landings.
Holds:
Five holds were examined and coating good around 90 - 95% in all holds except for the inner bottoms (tanktops) where coating was poor. Wear and tear on inner bottoms was light with no pitting/heavy scaling. Set down of inner bottom plating was light except for localised heavy set down in No.5 hold starboard of centreline at mid hold length - affected area around 2.5m x 1.0m in way of No.5 (S) WB DB tank. Coating under coamings good. Some coating breakdown noted in Nos. 3 & 4 holds in way of sideshell frame/sideshell connections. Localised minor and infrequent mechanical damage to shedder and hopper plates in all holds.
Main/Fo'c'sle Decks:
Main deck is continuous around accommodation and aft deck. Deck plating maintained by patch up painting. Coating satisfactory however some areas on main deck P&S where coating is thin and rust film (not blistering) beginning to show. Shallow surface pitting noted in localised areas between hatches and more frequently at aft deck around the mooring winches. Localised blistering around accommodation and on aft deck. Coating on fo'c'sle deck satisfactory with isolated blisters, shallow pitting and light rust film.
Hatches/Coamings:
Hatch coaming coatings good except around landing pads and along top hatch runs where coating is poor with surface rusting. Hatch cover coatings are good on both sides and skirt, and poor in way of channel sealing rubbers with some heavy rusting at channel edges. Landing pads are corroded underneath, typically approximately 4mm on 25mm total thickness. Rubber gaskets are deeply grooved with manually applied rubberised epoxy sealant at gasket ends (typically 0.5m long). Rams (20) are well covered down to hinges and six have weeping seals (No l S forward ram with heavy leak.) Hatch hydraulic pipe runs along deck covered in greased tape and where removed corrosion of pipes at flanges and flange bolts noted. All hatch cleat bolts were frozen and rusty.
Thickness Measurements: Booklet reviewed and TM readings taken at the last special survey in 1999 to Rule requirements. Readings taken on all hold transverse bulkheads and side shell frames and flanges and hatch covers and coamings on Nos. 1 and 3 hatches. Minimal diminution with almost all readings showing O.Omm diminution and a few showing 0.1 and 0.2mm diminution.
Readings were waived at the last Intermediate Special Survey 04/02 based on visual examination.

TANKS:
Fore peak, Nos. IS, 3P, and 5S WB topside tanks and Nos. 3S and 5P WBDB tanks examined. In all tanks, coating was better than 90% except in way of lightening holes and drain holes and on frame edges in DB tanks where light to moderate rusting observed, however without visual thinning in areas of rust. Light to moderate rusting in topside tanks was noted on webframe flanges and longitudinal frame flanges and in No 5S tank in way of pipe runs and in way of hydraulic valve actuator piping, again without any visual thinning in rusted areas.

ACCOMMODATION:
Accommodation was generally clean and well lit, however there were areas where the maintenance level was considered low. Plumbing leaks at outlets were observed in the galley and crew mess and public toilets on main deck, upper deck and bridge deck were only flushable with manual tap. The drains in these areas were odorous and sanitation generally below satisfactory. The composite flooring was intact with a few local areas at door entrances and around stairwells requiring attention. Some door sills to outside areas were in need of repair. Galley equipment was functional but not considered well maintained. In summary this area lacks the presence of good housekeeping.
DECK OUTFIT & LIFE SAVING EQUIPMENT:
Condition of deck outfit and life saving equipment satisfactory. Lifeboat davit heads require maintenance in way of heavily rusted areas in way of sheaves. Two fully enclosed 25 person lifeboats fitted with on board release gear which is rusty inside. Two 25 person liferafts with six man liferaft forward were serviced in 08/03.
MOORING EQUIPMENT:
Mooring equipment not seen operating. Some weeps on hydraulic joints but free from leakage and condition found satisfactory with adequate brake linings on all winches. No spare anchor on board.
CARGO HANDLING SYSTEM AND GEAR:
Four deck cranes observed in stowed position. Structural coating of crane bodies and jibs is good. No jib distortion observed. Luffing and hoisting wires were generally well lubricated, though a few needed regreasing where the grease appeared dry/old. No evidence of hydraulic leaks seen. Each crane pillar has a deck house built to the sides port and starboard. Pillar structures sound.

MAIN MACHINERY:
Single 5 cylinder Akasaka 5UEC52LA 8000hp (5968kW) main engine driving a fixed pitch propeller not seen running at time of survey. Recent entries in engine room log book indicated that engine parameters were operating normally. Total main engine running hours are 46,906 Maximum wear at top of each cylinder liner as follows:-

Manufacturer's recommended maximum wear is 3.40mm. Bore diameter is 520mm.

No part of engine opened up. Engine was kept clean externally at all levels except for evidence of minor oil leaks around fuel oil pump piping.
Major spares observed in engine room included 1 new liner, 1 new cylinder head, 1 reconditioned piston, 3 sets of used exhaust valve assemblies + 2 new valve spindles. Also stated by C.E. but not seen, 1 set new bearings and 1 new stuffing box. No spare propeller or tail shaft on board.
Tail shaft maximum bearing clearances at last tail shaft survey (10/99) were 1.06mm forward and 1.08mm aft.
AUXILIARY MACHINERY:
At time of survey No.2 port generator, aft refrigeration compressor, inboard main compressor, auxiliary cooling water pumps, auxiliary water tube boiler and its associated equipment were observed running efficiently with no obvious defects. Auxiliary generators (2) are designed to give an output of 400 kW at the switchboard. Log book indicates one generator used at sea with typical output of 260 kW.

Safety equipment was generally examined and found satisfactory with up to date records of LSA and FFE maintenance. Two main fire pumps on board were not seen running have a designed output of 110 cubic metres per hour.
ELECTRICAL SYSTEMS:
Cable runs were neat and tidy although some gland sealant at cable ends to junction/distribution boxes etc., needed refurbishing. This was the case also for the gland penetrations from the fiddley deck to mast radar and navigation light wiring. Cable entries to main switchboard were in good condition and switchboard connections at rear of board appeared neat, clean and tight with no evidence of arcing.
BRIDGE OUTFIT:
Bridge and equipment inspected and found satisfactory. Review of recent log book entries gave no indication of any navigational equipment problems. Main radar (with ARPA) was observed running.
OTHER SPECIFIC ITEMS:
Duct Keel:
Aft end of duct keel was opened up and structure found sound as far as could be seen with no sign of any type of oil contamination. Bottom of duct keel was wet but with no accumulation of water.
Log Stanchions: The stanchions had satisfactory coating however the hinged areas were rusted. Coating of the log pillars was satisfactory with no distortion or damage observed either to the pillars or surrounding deck areas.
